ACCRA aims to increase governments' and development actors' use of evidence in designing interventions that increase communities' capacity to adapt to climate change. It will conduct research and capacity building in Ethiopia, Uganda, and Mozambique. The research will examine how livelihoods are affected by climate variability and what projects are and are not doing to increase adaptive capacity. ACCRA will work closely with governments and members to disseminate findings and encourage evidence-based action.

4. Our goal
ACCRA aims to increase governments’ and development
actors’ use of evidence in designing and implementing both
humanitarian and development interventions that increase
poor and vulnerable communities’ capacity to adapt to
climate hazards, variability and change.

5. Adaptive capacity
The property of a system to adjust its characteristics or
behavior, in order to expand its coping range under
existing climate variability or future climate conditions.

7. Key questions to frame our research
1. How are different livelihood groups currently affected
by climate variability / change?
2. What is currently happening in existing projects that is
helping to increase the adaptive capacity of systems
to climate change?
3. What is missing – within reasonable limits – in
current projects that would enhance adaptive
capacity?

8. Working with governments
ACCRA will work closely with local governments in each
country, seeking to involve them in the development of the
research framework, the research process and validation of
the findings.
ACCRA will carry out capacity gap analyses with local
governments in each country and undertake capacity
building activities. This will inform future work on building
governments’ capacity on CCA.
ACCRA has carried out reviews on the policy
context and key actors in each country to
inform our work.

11. How we work with Strengthening Climate
Resilience
Common aim: Collecting an evidence-base linking CCA, DRM
and other development approaches.
Different geographical scopes, methodologies, foci.
• Research arms share information on the development of
research frameworks and research approaches.
• Identifying shared findings as the research progresses
and communicating them on linked web
platforms.

12. Why should you be interested?
• Lack of evidence about what are the most effective
interventions to promote adaptive capacity.
• Despite a growing consensus that joint work across different
fields is required to respond to these challenges, this
consensus has not yet been reflected in the policy, practice
or research priorities of governments and other
development actors.
• Despite policy commitments in many African countries
and experience from development actors,
governments lack the capacity to implement
adaptation and DRR activities in ways
that involve and benefit the most vulnerable.
