The Metropolitan Council was created in 1967 to plan for orderly regional growth and coordinate services across cities and counties. It faces problems of inadequate infrastructure and fragmented government. The Council is made up of 16 members representing districts and plans regional growth and delivery of services. In 1994 it took over operations of transit, mobility services for disabilities, and wastewater treatment. It oversees the region's transit system, mobility dial-a-ride, wastewater treatment plants, regional parks, and housing assistance. Its 2009 budget was $750.1 million in expenditures and $737.6 million in revenue. Regional planning includes transportation, water resources, parks, and local comprehensive plans.
