Standing at the Crossroads: Mobile Learning and Cloud Computing at Estonian S...eLearning Papers
This paper studies the impact of mobile learning implementation efforts in Estonian school system – a process that has created a lot of controversy during the recent years. Best practices in mobile learning are available from the entire world, forcing schools to keep up the push towards better connectivity and gadgetry. Even in the best cases where the schools are provided with the necessary tools, the process has met a lot of scepticism from teachers who are afraid to implement new methods. Teachers are often cornered with the ‘comply or leave’ attitude from educational authorities, resulting in a multi-sided battle between involved parties.
We have surveyed students, teachers, parents and management at five Estonian front-runner schools to sort out the situation. The results show different attitudes among students, school leaders and staff – while all of them mostly possess necessary tools and skills, teachers almost completely lack motivation to promote mobile learning. We propose some positive and negative scenarios – for example, we predict major problems if teacher training will not change, e-safety policies are inadequately developed or authorities will continue the tendency to put all the eggs into one basket (e.g. by relying solely on closed, corporate solutions for mobile learning platforms).

We give some examples of appropriation of mobile device usage in eportfolio processes carried out by student teachers. The COVID-19 pandemic forced more than 1.6 billion learners out of school, becoming the most challenging disruption ever endured by the global education systems. In many countries, education institutions decided to move their regular activities online, opting for remote teaching as an emergency solution to continue their education. Meanwhile, physical distancing and learning in isolation heavily challenge learners and hinder their study success. There is a compelling need to make education systems more resilient and less vulnerable to future disruptions in such a critical landscape. In particular, we have to reconsider how digital technologies can support online and hybrid teaching. If digital education technologies such as video conferencing tools and learning management systems have improved to make educational resources more available and education more flexible, the modes of interaction they implement remain essentially unnatural for the learner due to a substantial lack of context. Modern sensor-enabled computer systems allow extending the standard human-computer interfaces and facilitate richer multimodal interaction. Furthermore, advances in AI allow interpreting the data collected from multimodal and multi-sensor devices. These insights can be used to support online teaching and learning in isolation with personalised feedback and adaptation through Multimodal Learning Experiences (MLX). This guest lecture elaborates on existing approaches, architectures, and methodologies. I illustrate use cases that employ multimodal learning analytics applications that can shape the online teaching of the future.

The field of Information retrieval (IR) is currently undergoing a transformative shift, at least partly due to the emerging applications of generative AI to information access. In this talk, we will deliberate on the sociotechnical implications of generative AI for information access. We will argue that there is both a critical necessity and an exciting opportunity for the IR community to re-center our research agendas on societal needs while dismantling the artificial separation between the work on fairness, accountability, transparency, and ethics in IR and the rest of IR research. Instead of adopting a reactionary strategy of trying to mitigate potential social harms from emerging technologies, the community should aim to proactively set the research agenda for the kinds of systems we should build inspired by diverse explicitly stated sociotechnical imaginaries. The sociotechnical imaginaries that underpin the design and development of information access technologies needs to be explicitly articulated, and we need to develop theories of change in context of these diverse perspectives. Our guiding future imaginaries must be informed by other academic fields, such as democratic theory and critical theory, and should be co-developed with social science scholars, legal scholars, civil rights and social justice activists, and artists, among others.

Neuro-symbolic (NeSy) AI is on the rise. However, simply machine learning on just any symbolic structure is not sufficient to really harvest the gains of NeSy. These will only be gained when the symbolic structures have an actual semantics. I give an operational definition of semantics as “predictable inference”.
All of this illustrated with link prediction over knowledge graphs, but the argument is general.

Public School Students of Paraná use Digital Notebook
In this semester, 40 students of the State College of Paraná had included a portable computer in the pertaining of
school material. The equipment is from the Digital Notebook project that is in experimental stage and was created by
the Government of the State of Paraná to bring information technology to the public schools.
The portable computer is used in the classroom, on to a server who stores the applicatory ones. “It is already being
used in the lessons of the majority school homework’s,” affirms the headmaster of the educational division of the State
College, Ana Maria Amaral Lima. The newness brought great interest of the students, affirms the coordinator of the
project on the State College, Maria Luiza Diniz Lacerta. “They do not arrive late for class and nor have haste to go even
so”, said. The lessons with the digital notebook are so different from the traditional ones, affirms Maria Luiza.
Portuguese Teacher, to give lessons about the baroque style, she asks for the students to search the Internet some
texts. After that she asks them to compare with texts of other styles that are already saved in the folder. As homework
the students have to use the computer to create slides and present their conclusions to the others.
Portable PC – The student can take the digital notebook to home. “We hope that the student works as a knowledge
multiplier, teaching their families and community friends”, said the coordinator of the project, Keizo Assahida. For this,
however, was necessary to create a robust, cheap and transportable equipment, task attributed to TWT Solutions. The
result is a computer with 128Mhz processor, 64MB RAM memory, flash memory of 10MB, two USB ports, one serial and
one parallel and 12’’ LCD.
The equipment uses Linux and consumes five times less energy comparing to a common desktop, in accordance with
the director of marketing of TWT, Rawlinson Peter Terrabuio. “The equipment was specially created for the schools
reality”, said. “We create a cabinet with material resistant to shock,” Terrabuio compares it to a palmtop. “It
synchronizes with the schools server and stores only 10 MB in the flash memory”, explains. According to the director,
the equipment does not function anymore if it does not connect to the server. “With this, we eliminate the problem with
