The World Commission on Dams (WCD) report was a global multi-stakeholder review evaluating the impacts of large dams. Basic guidelines in the form of seven strategic priorities, intending to decrease the common risks and problems associated with large dams, were developed. These seven strategic priorities were used in analyzing the Mepunda Uncua dam project on the Zambezi River in the Tete province of Mozambique.

The present report is aimed at assessing the level of implementation of the expanded programme of work (POW) on forest biodiversity of the Convention on Biological Diversity (CBD) in Mozambique. Mozambique ratified the CBD on the 24 th of August 1994, and by doing so, it committed itself to the implementation of a series of mechanisms to ensure the sustainable use of forest resources and the equitable sharing of its benefits, facilitate conservation actions, allow for the participation of local communities in the management of forest resources, ensure capacity building for the implementation of the POW on forests, incorporate activities into national strategies, and attain synergy with other programmes implemented by international bodies.

In Mozambique, the debate on agrofuels has advanced steadily over the last five years, fueled by industry speculation and demand, grand promises, and foreign interests. Investors applied for the rights to some five million hectares in Mozambique in 2007 alone, nearly one seventh of the country’s officially defined ‘arable’ land. The Mozambican government is rushing to create favorable conditions for investors in the industry as quickly as possible, at the expense of Mozambicans’ civil rights. Mozambique’s World Bank-funded process to develop a National Policy and Strategy for Biofuels, for example,deliberately excluded civil society participation, lacked transparency, and was only made available to the public after it had been completed and approved by parliament.

The following document represents the proceedings of the meeting “Promoting Transparency and Dialogue about Dams and Development in Mozambique: learning from the events of the past regarding dams in Africa”, organized by JA! Justiça Ambiental, from 19th to 21st of November, 2007 in Maputo, Mozambique. First, we would like to explain the delay in publishing the meeting’s proceedings. The meeting was conducted in two languages (English and Portuguese), so the English presentations had to be translated to Portuguese and vice-versa. Although we had contracted a professional agency of simultaneous translation to translate the conference and tape in audio all the interventions, we have verified that there were problems with the taping and we also had to resort to secretariat notes.

I am pleased to be able to present this report, which lays out a green energy plan for Mozambique – a plan designed to bring electricity to everyone in the country without sacrificing our most precious resources, our rivers. My organization has for years argued for cleaner energy and for protecting our rivers from the ravages of large, destructive dams, but until today, we could not offer specifics. With the help of Mark Hankins, an expert on African renewable energy, we can now put forth a clear vision for a sustainable energy system that will truly “lift all boats.”

Thi s report examines the risks associ ated wi th the construction and operation of The Mphanda Nkuwa Hydroelectric Dam proposed for The Lower Zambezi in Mozambique. The study focussed on two bairros in the vicinity of the proposed dam site and made use of participatory methodologi es in a livel ihoods framework. This generated a rich context for understanding the manner in whi ch local livelihoods might respond to the enormous physi cal and social changes that are a likely result of both the dam’s construction and its operation. The report examines how livel ihoods have histori cally responded to other socioenviroment shocks and stresses (these include those stresses recorded from the construction and operation of Cahorra Bassa Dam), as well as looking to secondary literature to expand on how individualsliving further downstream may beimpacted by the dam.

The Zambezi River is the heart of Mozambique, pumping life into one of the most productive and biologically diverse tropical floodplains in Africa. The 2.660km long Zambezi River drains seven countries and has a total catchment area of 1,570,000 km 2. This makes it the fourth largest river system in Africa and the largest system flowing into the Indian Ocean. The Zambezi River’s water flow can reach a massive 22.000 m3/s .

Mozambique is a 22 million inhabitant developing country of southeast Africa with a growth rate of 7%. Like most of southern countries, it s economy is mostly based on Industrial activities. Indeed, the industrial sector by itself represents about a third of the national volume of business. Also, economical activity is strongly centralized in the Maputo Province and more precisely Maputo City (respectively 12,000 BMT and 30,000 BMT of the 66,000 BMT volume of business). Subsequently, the area has the highest inhabitant concentration (2.3 billions of inhabitants). Therefore, the region of Maputo has seen its industrial park expand considerably in the last decades as a large variety of National and International investments have been done in this sector.
