Abstract: Base maps are the foundation of the city's holiest and Most important of the documents because it is a record of public
and private property as well as the importance lies in the process of modernization and development of urban planning of the
city. As a result of the construction and investment and construction in Iraq, There was a need for the production of digital maps
to keep pace with technical progress and the possibility of using the software of modern planning and management and the
provision of effort and time and money. In this research was transferred to the paper maps the basis of digital maps using Optical
scanning equipment and then painted by AutoCAD and satellite imagery collected over the study area. Accuracy in the
production of these maps rely heavily on paper maps drawn by hand "as well as the accuracy of satellite images used for the
signing and the compilation of these maps as we have noted more accurate digital maps produced at the satellite images
collected with high accuracy.

I. INTRODUCTION
The Map as a symbolic representation of the earth, a small
part of them, it is of great importance, through it, we identify
about many of the details that we require from any place on
earth, and is becoming increasingly important map with the
development and rapid growth through which the human at
the moment ,with the evolution the human and the evolution
of the place are doing, increased need for map to describe
phenomena and views on the scale of the city and the village
and the content of elements natural mountains and valleys,
rivers and seas, and those elements of the man-made such as
buildings, roads and tunnels and bridges, parks and others.(
Al-haddad 2009 ). During the last few years new techniques
and methods in digital graphic data processing have been
developed as well as in digital image processing, also the
requirements of different map users for integration of raster
data, like satellite images, in geographic information systems
(GIS) have grown more and more. In context to this at first
some methods of digital image map production are described,
including mosaicking of satellite images and image
enhancement techniques. Then the basic structure of a hybrid
GIS, including raster, vector and non-graphic data are
described. Finally, the integration of the map production
methods is introduced to especially aspects of hard- and
software-realizations. (Martin, 1986). To access this digital
map data you will be using the Arc GIS software from ESRI.
Initially the software will be used for map construction and
display. Later in the course we will do some analysis and
digital visualization with producing documents that you will
save digitally and printing for use in fieldwork. This
document describes the products, the sources of data and the
procedures for using the software to accomplish this project.(
David ,2006).
II. OBJECTIVES OF THE STUDY
As a result of unavailability of digital base map uniform
between services departments can be relied upon to
determine how the different services for these departments,
many of the services above. Have the same geographic
location and thus happen intersection with each other and
overlap and therefore we need to process, arranging or
organizing services after its geographical positioning. This
study aims to produce and update digital base map the city of
Samawah and linked to geographic databases at the
neighborhood level by:
Update data for urban cities by piece of the land.
Update population data for cities by neighborhood.
Update data of public services to the cities by the
neighborhood.
III. CASE STUDY
SAMAWA: is a city in Iraq, 280 kilometers (174 mi)
southeast of Baghdad. The city of Samawa is the modern
capital of the Al- Muthanna Governorate. The city is located

midway between Baghdad and Basra, at the northern edge of
the governorate. The province was established in 1975; prior
to that date it was a unified province along with Qadissiya
(Diwaniya) and Najaf. The total area of the study is 97.7 km2
and this study using high resolution satellite data 2007, as
shown in fig.1,

IV. WORK PLAN
Generation of Thematic layers database is accomplished
through a series of procedural steps. The methodology used
in the preparation digital base map of the study area is shown
in fig.2. Basically the methodology comprises of the
following functional components:
Selected study area.
Divided study area to sectors and zones.
Survey study area and then draw by AutoCAD
Project study area ( Cad file) on the satellite
images.
Production digital maps (shape files).
The application of GIS techniques to predict the
suitable base map compared with previous map.

V. MAP PRODUCTION
The present study reveals the importance of digital base
over the topographic sheet or traditional pictures, maps which
showing only the major levels of classification with less
accuracy, but on the other hand, we can easily assess how the
current trends of GIS, Remote Sensing and GPS helps to the
societies in all most all facets of life whether it is developing
regarding land use/land cover, planning, or any project
management. An Arc Map document contained the Geo-
database structure. Using the standard Arc GIS interfaces the
output was generated based on the design standards and
template of design. The area covered by each layer/theme of
the total area under study. The output was generated based on
the administrative and planning boundaries of city/ town. The
total area covered by the different classes as shown in
following table.

The above table describes total area coverage in the city,
where land use area coverage is about 60 % of the city i.e.

Constructed building covers Housing constructed, Building
proposed, Building and general services, City sport, Mining
and industrial area, Local centers (school, mosques,
markets),Military area, Train station and other public services
and storage, followed by the remaining 40 % by land covers
which covers Euphrates river and water bodies, vegetation,
Plantation, Gardens and recreational area. The all required
thematic maps produced in GIS environment are shown
below for better understanding the study and the distribution
of the city with respect to objective to create Digital Base
Map. result as shown in Figs.3 to 18.

The importance of the digital base map also can be
understand by the visual comparison among the same
locations on the grounds with the different available source
of data, how the digital base maps are tailor-made product of
GIS environment.

VI. CONCLUSIONS
The lessons learned from this project:
We get a new digital base map of the study area and
relate it to the database.
Base maps availability and updating are issues need to
be handled carefully.
For the 1:1000 scale maps, urban local bodies and local
municipalities must act as the main player.
GIS activities are evolving in the Samawah city also
along the development and the necessities of the
society, so all the beneficiary parties need to coordinate
to save time and money.
The dependence on information systems to show the
features contained in the satellite image has led to an
increase in accuracy as well as how the phenomena
represented on the map

Digital base map produced from satellite image has a
large coverage area while the other paper map covers a
small area.
By using geographic information systems in the
conversion of topographic maps to digital form, helps
to inquire, Manifesting and concealment processes.
