per year, which is even
higher than average
weight of a person. Last
year, nearly 780 million
people around the world
experienced hunger. If we
estimate that one person
requires two meals a day
and every meal is average
250 gms. per capita, eve-
ry individual would be
able to feed approximate-
ly 200 people a year. This
means that if food wast-
age is minimized, hunger
can be greatly alleviated
in the human population.
To provide ample food
for one person’s suste-
nance with two meals a
day, approximately 600
grams of food are needed
daily.
The issue of food loss
and wastage is not only
connected to hunger but
also has adverse effects
on the environment and
resource consumption. In
view of this, the United
Nations declared Sep-
tember 29th as an Inter-
national Day of Aware-
ness of Food Loss and
Waste. Seven years back,
entire world unanimous-
ly decided to achieve
Sustainable Develop-
ment Goals by year 2030.
Out of 17 SDGs, Goal 12
is highlighting Responsi-
ble Consumption is of
utmost importance as it is
achievable with contri-
bution of every single
individual. It also aims at
reducing food wastage
through responsible con-
sumption. Within Goal
12, at 12.3 it was com-
mitted to halve the food
waste at Retail and Con-
sumption level which is
easily attainable.
They recognized that a
significant portion of
food, approximately one
third of total production,
according to statistics, is
lost or wasted, which con-
tributes to both environ-
mental degradation and
food scarcity. Efforts
were made to reduce this
wastage by half, with a
focus on sustainable de-
velopment and responsi-
ble consumption.
Many countries are
having Agriculture as
main basis of their econ-
omy through the cultiva-
tion of crops. Every year,
approximately 11 Billion
tonnes of food get pro-
duced worldwide, but
nearly 30 percent of it is
lost or damaged. It is es-
timated that food wast-
age and loss are signifi-
cant contributors to over-
all pollution, which can
be significantly mitigat-
ed. Food wastage, which
means the loss of food
from the farm to the fork,
is primarily caused by
factors like inadequate
storage, transportation,
essential infrastructure,
and market access. Ad-
ditionally, the wastage of
food and its subsequent
consumption by consum-
ers are also major cul-
prits, contributing to the
overall problem. Loss
and Wastage of food in-
directly impacts pockets
of common man as cost
of this 30% loss or waste
is loaded on remaining
stock, further due to in-
creased cost of food it
goes beyond reach of
people at bottom of pyra-
mid. This loss or damage
occurs due to various rea-
sons such as inadequate
storage, transportation
resources, basic infra-
structure, and market fa-
cilities, as well as post-
harvest losses and wast-
age in consumption. This
not only results in eco-
nomic losses but also has
serious environmental
implications.
The development of
essential infrastructure is
essential, but it is equally
important to address un-
wanted wastage and loss-
es that occur at the con-
sumer level or even at the
retail level. Implement-
ing food loss and waste
laws and regulations,
such as anti-hoarding
laws, is necessary to
combat food wastage. In-
dia and many other coun-
tries have implemented
innovative solutions like
food collection, preser-
vation, and distribution
to address this issue.
These initiatives have
been successful in reduc-
ing hunger and prevent-
ing food wastage, espe-
cially in times of crisis.
Most of these initiatives
did not sustain due to
lack of organised and in-
stitutionalised set up,
24x7 working, being just
impulsive and above all
lack of support at Gov-
ernment level. There is
dire need to have a robust
policy to establish Food
Waste & Loss rescue and
recovery system along
with making it a punish-
able offence. Wastage of
food is not limited to loss
of direct material, but
also there is also huge
wastage of water and en-
ergy used in its cultiva-
tion. Importance of water
is discussed in many fo-
rums.

In this direction, following the examples set by
countries like France and Italy, it is necessary
to enforce anti-food wastage laws in India.
Additionally, India should also consider implementing
regulations related to food procurement, storage, and
distribution, which would help in ensuring food security
for its citizens. In Past, India had Guest Control Acts,
Regulations or Administrative Orders by various State
Governments but in glamour and vulgarity of show off
all those have gone in vein. Even, enforcement agen-
cies have no clue on these to enable an environment
towards Zero Food Waste. Food Waste is not a matter
of concern to anyone and in particular to those who
are influential, affluent and can afford. The height of
insensitivity is when More Food Goes to Waste than
Consumed in Social gatherings. Instead of feeling
shame, it is just been ignored. Even for a moment
thought of those, who are unable to make even a
square meal, does not come to them. At this juncture,
every citizen should pledge to avoid any Food Waste
in their life which also includes responsible shopping
of grocery, means Purchase what you need and plan
to consume. Avoid big packs and attractive schemes
to buy more than required. Food wastage is both a
subject of concern and a cause for anxiety, as it not
only results in economic losses but also leads to vari-
ous social problems.
The consequences of food wastage extend be-
yond just the issue of food and hunger. It affects
the environment and contributes to One third of
total pollution, which has serious implications for future
generations. It is essential to address this issue holisti-
cally and implement measures to reduce food wastage
at all levels, from production to consumption. Interesting-
ly, Fruits and Vegetables account for One Third of Total
Food Loss, which is beyond reach of almost half of the
population. This loss is full of Healthy Diet and nutrients
but serious efforts are missing to combat this problem.
Converting Food Loss to utilization will enable adequate
nutritional requirement to a large extent, according
to Senior Scientist and Former Managing Director of
National Dairy Development Board Dr Ram Aneja. Seri-
ous concern is expressed about the same, but not about
the serious collateral damage caused due to food waste
None of the campaign on Water conservation carry mes-
sage related to its indirect misuse or wastage through
Food Waste. The Global Methane Assessment shows
that human-caused methane emissions can be reduced
by up to 45 percent this decade. Three behavioural
changes have been identified that could reduce meth-
ane emissions by 65 to 80 tonnes/year over the next
few decades. These three changes are reducing food
waste and loss; improving livestock management; and
adopting healthy diets. Wastage of food and grains has
become a curse among us and adversely affects various
aspects of development. Before that goes irreversible,
the common people will have to pledge a movement
against food waste including change at individual level.
Now it is the high time for people to wake up in this
regard. Understand the responsibility and take action
against these factors which have far reaching adverse
effects on hunger, pollution and economy.

International organizations are implementing various measures to prevent
food wastage in different cities worldwide. According to the study conducted
at Greater Vancouver Food Bank, a part of the Global Food Bank Network,
it has been found that a significant portion of surplus agriculture production or food,
which is at risk of going to waste or in excess to market requirement, can either
have a possibility of getting spoiled, such as perishable items nearing their expira-
tion date, or it can be excess inventory. All these food material including Fruit, Veg-
etable, Dairy Products are channelised through organisations like ReFeed to Food
Bank with quality assurance and controlled transportation. Food banks are being
provided with these surplus goods so that they can be used for the benefit of the
homeless, needy, unemployed, children, women and the elderly. This way, not only
can food wastage be prevented, but nutritious food can also reach those in need.
India also had a similar vision with the establishment of the India Food Banking
Network, which has recently made strides in collecting and distributing surplus food
in the Azadpur Mandi of Delhi. Preventing food wastage also creates new oppor-
tunities. The concept of Annakshetra has helped to Rescue and Redistribute Food
from Hospitality, Hostels, Social gatherings etc. with their 24x7 helpline benefiting
numerous cities in the country.”

kistan on Friday.
In first incident, a pow-
erful suicide blast ripped
through a mosque in Ba-
lochistanprovince,killing
at least 52 people and in-

preparing to celebrate
Prophet Muhammad’s
birthday, police said.
Hours later, another
blast at a mosque in Khy-
ber Pakhtunkhwa’s
Hangu city killed at least
four people and injured

the explosion occurred

had gathered in large
numbers to mark Eid Mi-

Karachi: The shocking episode
that rocked Pakistan’s Gulistan-
e-Jauhar district of Karachi was
the shooting death of Maulana Ziaur Rah-
man, a well-known cleric connected to
Lashkar-e-Taiba, when he was out for his
nightly stroll. According to a media report,
the attackers, who were not recognized,
opened fire on their target while riding
motorcycles, leaving the Pakistani ISI
perplexed.
Islamabad: At least four Pakistani
soldiers and three terrorists were
killed in a gunfight at the Pakistani-
Afghan border in the country’s southwest
Balochistan province, military said on Fri-
day. The Inter-Services Public Relations,
the media wing of the Pakistan army, said
in a statement that the terrorists belonged
to the banned terrorist organisation
Tehrik-e-Taliban Pakistan. Several others
sustained injuries, it added.

attack in July 2018 being
one of the deadliest
in the district’s history

Taliban suicide bomber
blew himself up in a
mosque packed with
worshippers during
afternoon prayers in
Pakistan’s restive north-
western Peshawar city,
killing over 100 people.

amendment bill was
passed by the Lok Sabha
with near unanimity and
the Rajya Sabha with
unanimity.
The law will take some
time before being imple-
mented as the next cen-
sus and the subsequent
delimitation exercise -
redrawing of Lok Sabha
and assembly constituen-
cies - will ascertain the
particular seats being
earmarked for women.

found in a farm pond in a
village in Rajasthan’s Bi-
kaner district, police said
on Friday. SHO Indralal
said the duo’s bodies were
recovered on Thursday

were found outside pond.
The deceased have been

rising crime. “Again sad news of misconduct! A half-burnt body of
a woman was found in Jamwaramgarh area of Jaipur. A disgust-
ing case of rape of a woman by SHO has come to light in Bharatpur. This
is the height of misgovernance by the Congress government. While the
government is sitting silent protecting the criminals, the protectors them-
selves remain the eaters of the dignity of the daughters. Congress used to
talk about ‘now there will be justice,” she posted on X. BJP spokesperson
Shehzad Poonawala also raised the issue and said, “Today I have brought
a black digital diary about Rajasthan. A Rajasthani girl is saying, ‘If I am
a girl then can I be saved?,” he said. After all, why is no one saying
anything about the incidents in Rajasthan?, he asked.

“The body was tied in a
white nylon cloth and
thrown away. There are
traces of blood on the face
and head. Prima facie it is
believed that the deceased

of the core zone of the
state’s Tiger Parks, a
news from Sariska Ti-
ger Reserve has disap-
pointed wildlife lovers.
Both the sub-adult cubs
of tigress ST-17, born in
January last year, have
been missing for the last
12 days and the forest
department has neither
found their pug marks
nor their photo in the
camera track.
After this news, Sa-
riska Tiger Reserve
management has
formed 8 different
teams and started
searching for both the
sub-adult cubs. In fact,
out of the 5 tiger re-
serves of the state, sa-
faris are conducted
only in Ranthambore,
Sariska and Ramgarh
Vishdhari, whereas
tourism has not been
started yet in Mukund-
ara and Dholpur Tiger
Reserves.
In all three tiger re-
serves, tourism activi-
ties remain closed in
the core zone during
monsoon from July 1 to
September 30. Now the
core zone is to be
opened for tourism
from October 1, hence
the disappearance of
both the sub-adult cubs
has become a cause of
concern for the forest
department.
Both the sub-adult
cubs of ST 17 were last
seen on September 11,
while one of the two
sub-adults was seen in
the camera trap on Sep-
tember 17, since then
there has been no move-
ment of either of them.

on January 3, 2023. This
park provides an interest-

entire constitution

this park is based on the
artwork used in the first
original copy of the In-
dian Constitution.
The park showcases
the first original copy of
the constitution, mem-
bers of the Constituent
Assembly, 15 women
members of the assembly,
22 parts, and significant
provisions, all depicted
through stone art. The
foundation stone of the
park was laid on January
26, 2022, by Governor
Kalraj Mishra and Chief
Minister Ashok Gehlot.

Article 1 to Article 4.

The entire process of making the Constitution along with the
major articles, fundamental rights and key provisions of the
Indian Constitution is shown in the park. The main provisions
of the Constitution, Indian culture and the characteristics of
different parts of the country have been shown through art work.
Fundamental rights have been shown in an interesting way by
making a separate column. There are provisions in Articles 1
to 4 regarding Union and State territories in the Constitution.
In order to explain the articles of the Constitution, the bull- the
symbol of the Indus Valley Civilization- has also been shown.
AUDIO GUIDE TO UNDERSTAND CONSTITUTION
The park features audio guides to take the visitor
through the journey of the Constitution and explain
the main provisions of the Constitution. An audio guide
stand has been built in the middle of the park. The Con-
stitution can be easily understood in this. A statue has
been built to explain the fundamental rights.
Free entry for general public: Constitution Park is open to
everyone, common and special. Students, tourists and
common people can go to see the Constitution Park,
while online registration can also be done.

JDA has spent more than Rs 11 crore in
developing this project. A lot of informa-
tion is available here about plants and
stones. Fencing, parking, nursery, entry plaza,
visitor centre, micro habitat, rock and fossils salt
cluster, micro habitats 2 (wetland plantation),
viewing deck, water body etc. are the major at-
tractions in the project.
FROM SAND TO STONE OF WESTERN RAJ
There used to be a sea in western Raj-
asthan in ancient time. This is the reason
for the sand there. Then the formation of
stone from this sand started. This process took
thousands of years. The stones that have been
installed in the project have the marks of flowing
water on them. These stones have come from
different districts of Rajasthan. American artist
William Silin has created a painting depicting
western Rajasthan of a period dating back from
20 crore to 14.5 crore years. In this painting an
attempt has been made to show Rajasthan of
that time. The sea has also been shown.
7,000 DESERT SPECIES PLANTED IN PARK
Seven thousand plants of desert species have
been planted here, which include Khair, Rose,
Kumtha, Akol, Dhok, Khejri, Indrok, Hingot,
Dhak, Kair, Goonda, Lasoda, Barna, Goolar, Phalsa,
Rohida, Dudhi, Churail, Peepal, Jaal, Adusa, Bui, Vajra-
danti, Amla, Thor, Phog, Sinai, Khimp, Pharos etc., and
grasses of species like Lapda, Lamya, Dhaman, Chinki,
Makdo, Dab, Karad, Sevan etc. have been planted.

8.5 meters for two lanes
and 17 meters at locations
with four lanes.
Two lanes each of 3.5
meter width have been
kept for traffic in each di-
rection. This high road is
at an average height of 10
meters above the existing
road. Apart from its junc-
tion with Ajmer Elevated
Road, the speed limit on
this road has been kept at
40 km per hour. With the
constructionofthisbridge,
people have got relief
from the problem of traf-
fic jam and traffic has be-
come easier.

tanical heritage of Ra-
jasthan and learn about
the fascinating geo-
logical history of the
region.
The project is di-
vided into five distinct
sections. Visitors can
gain insights into the
transformation of sand
into stone, the exist-
ence of ancient seas in
western Rajasthan,
and the formation of
stone over thousands
of years. The project
showcases stones from
different districts of
Rajasthan, each bear-
ing marks of flowing
water and traces of an-
cient seas.

provide relief to Kalwar,
Murlipura, Jhotwara,
VKI areas from the traf-
fic jam on Jhotwara cul-
vert. After its construc-
tion, about 3 lakh people
from neighbouring areas
and locals from 1400
colonies living will get
great relief. While as-
phalt road has been laid,
lighting will be done on
the pillars. This ROB,
about 2.2 km long, has
been built from Chomu
Puliya to Jhotwara Pan-
chayat Samiti. Construc-
tion is being done at a
cost of Rs 167 crore and
till now 80 percent work
has been completed.

The tower will have 2 basements, a
ground floor,  23 floors. The height
will be approximately 121.60 meters
onstruction of
the country’s
tallest ICU
tower is progressing
rapidly in Jaipur. This
project, under con-
struction in the Sawai
Man Singh Hospital
complex, will cost
around 588 crore ru-
pees. World-class fa-
cilities will be provid-
ed to patients here.
The construction will
be carried out in two
phases. A 23-story
building will be built,
and there will be a
helipad on the 24th
floor. This will be the
state’s first hospital
with air ambulance
services and the abili-
ty to land helicopters
on the rooftop. The
ICU tower will have
1200 beds (792 gen-
eral, 150 cottage, 166
ICU, and 92 premium
rooms). In addition to
this, there will be 20
operation theaters and
100 OPD registration
counters. Facilities
such as CT scan, MRI,
medical science gal-
lery, pharmacy store,
seminar hall, and vari-
ous other amenities
will be developed.
Modern machines will
be installed for vari-
ous types of diagnos-
tics. For the conveni-
ence of patients in the
building, 16 lifts will
be installed, and there
will be parking on the
second floor.

The construction of the
23-story structure will
start with medical services
on the 6th floor. In these
6 floors, there will be
parking in the basement,
reservation on the ground
floor, patient registration
counter, an auditorium,
and OPD on the first floor,

floor, and ICU on the third
floor. Operation theaters
will be on the fourth and
fifth floors. The height of
the ICU tower was ini-
tially 118 meters but has
increased by 3 meters
due to the increase in the
number of floors, reaching
121.60 meters. The work
for the second phase of
the ICU tower is sched-
uled to be completed by
November 29, 2024.
TRIBUTE TO THE
FREEDOM FIGHTERS
In one corner of the inter-
section, statues of Sardar
Vallabhbhai Patel, Sarojini
Naidu, Maulana Abul Kalam
Azad, Pandit Jawaharlal
Nehru, Mahatma Gandhi,
Dr. Rajendra Prasad, Sub-
hash Chandra Bose, and
Abdul Gaffar Khan will be
installed. Vehicles will enter
the underpass from near
Soghi Mandi and proceed
ahead towards Nehru Bal
Udyan. Once the project is
completed, more than one
lakh vehicles pass through
this area daily without
stopping. Approximately
65 crores have been spent
on this project. To make
it signal-free, the Lakshmi
Temple junction has been
widened by 30 meters. The
main Tonk Road will have a
median for traffic manage-
ment on both sides.

Sewerlinesconnections

DA has com-
menced the
work of the
sewer line in hundreds of
colonies in Prithviraj Na-
gar. Local residents have
been waiting for the sew-
er line for years. What’s
special is that in the colo-
nies where the sewer line
work is in progress, JDA
is getting the sewer line
operational. Work worth
700 crores is underway in
more than 500 colonies.
In Prithviraj Nagar alone,
more than 5 lakh resi-
dents and in the south,
more than two lakh peo-
ple will benefit. JDA is
laying a sewer line of 440
km in length. A primary
line of 39km will be laid,
along with 400 km ofsec-
ondary lines. In the first
phase of Prithviraj Nagar,
work worth 186 crores is
in progress. Sewer lines
will be laid in 259 colo-
nies here. Work has been
completed in 30 colonies
in the first phase.

DISPUTE OVER
CAUVERY WATER
auvery water dispute has again flared up with
Karnataka observing bandh in the state. Pro-
Kannada groups stood in Cauvery waters to
register their protest. The dispute over sharing of the
river water between Karnataka and Tamil Nadu has
been ongoing for several years as the two states can-
not agree on how much water will be enough for
either of them.
The dispute is over sharing of the river water dur-
ing lean periods, building of dams and reservoirs
along the Cauvery’s course. The two states could not
reach an understanding on these issues.
The Cauvery Water Management Authority’s
(CWMA) order that Karnataka should release 5000
cusecs of water per day for 15 days to Tamil Nadu
failed to resolve the dispute. Tamil Nadu went to Su-
preme Court asking for more water. Karnataka op-
posed the demand. The apex court refused to interfere
with the order of CWMAwhich comprises of experts.
The two states have to make adjustments to end
this long-drawn dispute.

15-year-old being raped doesn’t shake up the
government in Madhya Pradesh which was
designated the most unsafe state for women
in the country by the National Crime Records Bureau
in 2021. What was horrific about the half-naked,
bleeding minor’s agony in Ujjain, a holy city, was
the utter insensitivity of people who shooed her away
when she approached them for help and the passers-
by looked the other way. Someone, on the other hand,
was keen to record a video instead of alerting the
police or taking the child to hospital. The viral video
shook the conscience of the country.

lockdown due to Covid-19.
At one point Chouhan had mooted a system where
“a woman moving out of home would have to regis-
ter herself at the police station in order to track her
and keep her safe”. Activists called the move an in-
fringement of women’s freedom. It was junked.

brilliantly in the first match,

Mohali pitch. Bumrah was
disciplined in his full quota
of 10 overs, something he
couldn’t do returning from
injury owing to India’s

Cup. But the limelight was

picked up a 5-wicket haul
in the match and dismissed

threatening to post an im-
posing total.
Mohammad Shami’s ag-
gressive bowling in the
first match ensured selec-
tion headaches for the
team management. It was
as if he was saying to eve-
ryone- “if Siraj can, so can
I!” Now, the Indian team
management have a ‘hap-
py’problem over the selec-
tion of Bumrah’ s opening
bowl partner.
But the best part of the
series was the return of
Ravi Ashwin to the Indian
line up. WithAxar Patel in-
jured,Aswin and Washing-
ton Sundar were selected to
test them ahead of the
World Cup if, in case,Axar
wasn’t going to be fit in
time. Playing the first two
matches, Ashwin bagged 4
wickets and while he did
bowl economically in the
first match but had just 1
wicket to show for his ef-
forts, Ashwin scalped 3
wickets with an economy
rate under 6 in the second
match. This when all other
bowlers went for 7 or 8 runs
per over, hence it was cer-
tain that he would be part of
the World Cup squad. Ax-
ar’s thigh injury may well
turn out a blessing in dis-
guise for Team India since
their spin attack lacked va-
riety and Aswin’s presence
brings in much needed ex-
perience as well as batting
ability at the lower end.
Not just the bowlers are
in fine form but also the
Indian batters who per-
formed brilliantly in the
series. Shreyas Iyer gave a
testament of his fitness and
form in the second ODI
where he hit a fine ton.
Alongside, Suryakumar
too used the exposure to
calm the nerves around his
form in the ODIs. His cru-
cial unbeaten fifty in the
first match where India
chased down 277 as well
as Shubman Gill’s contin-
uous good form and an-
other century in the second
match augurs well. In the
third ODI, when Rohit and
Kohli were back and hit
crucial fifties, India may
have faltered in chasing a
mammoth 353 to win but
Australia’s consolation
win won’t give any sleep-
less nights to Indians as
most of their bases were
well covered in the series.

cial discretion in the
matter of sentencing in
cases involving tacit ap-

India is 18 years.

(POCSO) Act to the Law
Ministry in which it has
suggested that amend-
ments are needed in the
legislation to remedy the

issues, NITIAayog Vice-
Chairman Suman Bery
said on Friday.
Speaking at the launch
of of Global Innovation
Index 2023, Bery said the
role of innovation is to
raise the productivity of
labour and use capital
more productively.
India retained its 40th
rank out of 132 econo-
mies in the GII 2023
rankings, according to a
report by Geneva-based
World Intellectual Prop-
erty Organization.
“India’s aspirations
for developed country
status by 2047 is not go-
ing to be constrained by
the availability of labour.
We are in a sweet spot
demographically.
“What economists call
total factor productivity...
is to raise the productiv-
ity of labour, which can
partly be done by chang-
ing sectors... and using
labour and capital more
productively,” Bery said.

slammed Mamata Ban-

order situation in West
Bengal, alleging that the

justice” with women un-
der the TMC rule.
The party’s attack
came after an unidenti-
fied body of a young
woman with her throat
slit and face charred be-
yond recognition was re-
portedly found in a pool
of blood in an orchard in
West Bengal’s North
24-Parganas on Tuesday.

strife-torn Manipur despite PM Narendra Modi’s
assurance in Parliament, and de-
manded his immediate intervention.
The Shiv Sena (UBT) also sought to
know what the BJP-led government
at the Centre was doing to improve
the situation in Manipur. “PM Modi
assured the country that peace will
be restored in the state of Manipur
soon, but it eludes the state and
violence continues there,” Clyde Crasto, national spokesper-
son of the NCP said in a statement. “Therefore, our PM Modi
ji must now personally intervene in this sensitive matter by
calling the warring communities of Manipur,” Crasto added.

Ujjain: Lawyers gathered at Ujjain district court on
Friday to protest against the man accused of raping a
minor girl in Madhya Pradesh’s Ujjain,
demanding the death penalty for him.

the court. “We are trying to provide

SIMULTANEOUS POLLS FROM 2029? LAW
COMMISSION WORKING ON FORMULA: REPORT
New Delhi: The
Law Commission
has recommended
rolling out registration
of e-FIRs in a phased
manner beginning with
offences bearing up to
three years jail term. In
a report submitted to the
government and made
public, the law panel
proposed setting up a
centralised national portal
to facilitate registration of
e-FIRs. It said e-FIRs will
allow citizens to report
crimes in real time.
New Delhi: The Law Commission is working on
a formula to synchronise all assembly polls by
extending or reducing the tenure so states can go
to polls along with the Lok Sabha 2029 onwards, sources
said. As the government has
already set up a high-level
panel to explore simultane-
ous polls for Lok Sabha, state
assemblies, and local bodies,
the Law Commission may also
be asked to include the third
tier of elections along with its current mandate for national
and state polls. The law panel is devising a mechanism
to ensure a common electoral roll for LS, assemblies, and
local bodies to reduce cost and use of manpower for an
almost identical exercise carried out now by the EC and the
state election commissions, the sources added.

Last year, nearly 780 million people around the world experienced hunger. If we estimate that one person requires two meals a day and every meal is average 250 gms. per capita, eve- ry individual would be able to feed approximate- ly 200 people a year. This means that if food wast- age is minimized, hunger can be greatly alleviated in the human population. To provide ample food for one person’s suste- nance with two meals a day, approximately 600 grams of food are needed daily. The issue of food loss and wastage is not only connected to hunger but also has adverse effects on the environment and resource consumption. In view of this, the United Nations declared Sep- tember 29th as an Inter- national Day of Aware- ness of Food Loss and Waste. Seven years back, entire world unanimous- ly decided to achieve Sustainable Develop- ment Goals by year 2030. Out of 17 SDGs, Goal 12 is highlighting Responsi- ble Consumption is of utmost importance as it is achievable with contri- bution of every single individual. It also aims at reducing food wastage through responsible con- sumption. Within Goal 12, at 12.3 it was com- mitted to halve the food waste at Retail and Con- sumption level which is easily attainable. They recognized that a significant portion of food, approximately one third of total production, according to statistics, is lost or wasted, which con- tributes to both environ- mental degradation and food scarcity. Efforts were made to reduce this wastage by half, with a focus on sustainable de- velopment and responsi- ble consumption. Many countries are having Agriculture as main basis of their econ- omy through the cultiva- tion of crops. Every year, approximately 11 Billion tonnes of food get pro- duced worldwide, but nearly 30 percent of it is lost or damaged. It is es- timated that food wast- age and loss are signifi- cant contributors to over- all pollution, which can be significantly mitigat- ed. Food wastage, which means the loss of food from the farm to the fork, is primarily caused by factors like inadequate storage, transportation, essential infrastructure, and market access. Ad- ditionally, the wastage of food and its subsequent consumption by consum- ers are also major cul- prits, contributing to the overall problem. Loss and Wastage of food in- directly impacts pockets of common man as cost of this 30% loss or waste is loaded on remaining stock, further due to in- creased cost of food it goes beyond reach of people at bottom of pyra- mid. This loss or damage occurs due to various rea- sons such as inadequate storage, transportation resources, basic infra- structure, and market fa- cilities, as well as post- harvest losses and wast- age in consumption. This not only results in eco- nomic losses but also has serious environmental implications. The development of essential infrastructure is essential, but it is equally important to address un- wanted wastage and loss- es that occur at the con- sumer level or even at the retail level. Implement- ing food loss and waste laws and regulations, such as anti-hoarding laws, is necessary to combat food wastage. In- dia and many other coun- tries have implemented innovative solutions like food collection, preser- vation, and distribution to address this issue. These initiatives have been successful in reduc- ing hunger and prevent- ing food wastage, espe- cially in times of crisis. Most of these initiatives did not sustain due to lack of organised and in- stitutionalised set up, 24x7 working, being just impulsive and above all lack of support at Gov- ernment level. There is dire need to have a robust policy to establish Food Waste & Loss rescue and recovery system along with making it a punish- able offence. Wastage of food is not limited to loss of direct material, but also there is also huge wastage of water and en- ergy used in its cultiva- tion. Importance of water is discussed in many fo- rums. Additionally, India should also consider implementing regulations related to food procurement, storage, and distribution, which would help in ensuring food security for its citizens. In Past, India had Guest Control Acts, Regulations or Administrative Orders by various State Governments but in glamour and vulgarity of show off all those have gone in vein. Food Waste is not a matter of concern to anyone and in particular to those who are influential, affluent and can afford. Even for a moment thought of those, who are unable to make even a square meal, does not come to them. At this juncture, every citizen should pledge to avoid any Food Waste in their life which also includes responsible shopping of grocery, means Purchase what you need and plan to consume. Avoid big packs and attractive schemes to buy more than required. Food wastage is both a subject of concern and a cause for anxiety, as it not only results in economic losses but also leads to vari- ous social problems. The consequences of food wastage extend be- yond just the issue of food and hunger. It affects the environment and contributes to One third of total pollution, which has serious implications for future generations. It is essential to address this issue holisti- cally and implement measures to reduce food wastage at all levels, from production to consumption. Interesting- ly, Fruits and Vegetables account for One Third of Total Food Loss, which is beyond reach of almost half of the population. This loss is full of Healthy Diet and nutrients but serious efforts are missing to combat this problem. Converting Food Loss to utilization will enable adequate nutritional requirement to a large extent, according to Senior Scientist and Former Managing Director of National Dairy Development Board Dr Ram Aneja. Seri- ous concern is expressed about the same, but not about the serious collateral damage caused due to food waste None of the campaign on Water conservation carry mes- sage related to its indirect misuse or wastage through Food Waste. The Global Methane Assessment shows that human-caused methane emissions can be reduced by up to 45 percent this decade. Three behavioural changes have been identified that could reduce meth- ane emissions by 65 to 80 tonnes/year over the next few decades. These three changes are reducing food waste and loss; improving livestock management; and adopting healthy diets. Wastage of food and grains has become a curse among us and adversely affects various aspects of development. Before that goes irreversible, the common people will have to pledge a movement against food waste including change at individual level. Now it is the high time for people to wake up in this regard. Understand the responsibility and take action against these factors which have far reaching adverse effects on hunger, pollution and economy. According to the study conducted at Greater Vancouver Food Bank, a part of the Global Food Bank Network, it has been found that a significant portion of surplus agriculture production or food, which is at risk of going to waste or in excess to market requirement, can either have a possibility of getting spoiled, such as perishable items nearing their expira- tion date, or it can be excess inventory. All these food material including Fruit, Veg- etable, Dairy Products are channelised through organisations like ReFeed to Food Bank with quality assurance and controlled transportation. Food banks are being provided with these surplus goods so that they can be used for the benefit of the homeless, needy, unemployed, children, women and the elderly. This way, not only can food wastage be prevented, but nutritious food can also reach those in need. India also had a similar vision with the establishment of the India Food Banking Network, which has recently made strides in collecting and distributing surplus food in the Azadpur Mandi of Delhi. Preventing food wastage also creates new oppor- tunities. Statues of the personalities who con- tributed to the making of the constitution are installed here. Their con- tributions, the structure of the constitution, and values are engraved on the stones. The statues and inscriptions are placed on both sides of the walkway. The park provides information about itself to visitors through audio-visual means. The journey of the making of the consti- tution, its main articles, fundamental rights, and major provisions are all shown in the park. The uniqueness of the Constitution Park lies in its ability to explain the Indian Constitution through art. It vividly presents the significance of the constitution in Indian culture. The park showcases the central and state divisions in the constitution through Article 1 to Article 4. JOURNEYOFMAKINGTHECONSTITUTIONEXPLAINED The entire process of making the Constitution along with the major articles, fundamental rights and key provisions of the Indian Constitution is shown in the park. The main provisions of the Constitution, Indian culture and the characteristics of different parts of the country have been shown through art work. Fundamental rights have been shown in an interesting way by making a separate column. There are provisions in Articles 1 to 4 regarding Union and State territories in the Constitution. In order to explain the articles of the Constitution, the bull- the symbol of the Indus Valley Civilization- has also been shown. AUDIO GUIDE TO UNDERSTAND CONSTITUTION The park features audio guides to take the visitor through the journey of the Constitution and explain the main provisions of the Constitution. An audio guide stand has been built in the middle of the park. The Con- stitution can be easily understood in this. A statue has been built to explain the fundamental rights. Free entry for general public: Constitution Park is open to everyone, common and special. Students, tourists and common people can go to see the Constitution Park, while online registration can also be done. FROM SAND TO STONE OF WESTERN RAJ There used to be a sea in western Raj- asthan in ancient time. This is the reason for the sand there. Then the formation of stone from this sand started. This process took thousands of years. The stones that have been installed in the project have the marks of flowing water on them. These stones have come from different districts of Rajasthan. American artist William Silin has created a painting depicting western Rajasthan of a period dating back from 20 crore to 14.5 crore years. In this painting an attempt has been made to show Rajasthan of that time. The sea has also been shown. 7,000 DESERT SPECIES PLANTED IN PARK Seven thousand plants of desert species have been planted here, which include Khair, Rose, Kumtha, Akol, Dhok, Khejri, Indrok, Hingot, Dhak, Kair, Goonda, Lasoda, Barna, Goolar, Phalsa, Rohida, Dudhi, Churail, Peepal, Jaal, Adusa, Bui, Vajra- danti, Amla, Thor, Phog, Sinai, Khimp, Pharos etc., and grasses of species like Lapda, Lamya, Dhaman, Chinki, Makdo, Dab, Karad, Sevan etc. have been planted. THE BHARAT JODO SETU First India Bureau Jaipur hief Minister Ashok Gehlot dedicated 2.8 km long Sodala Elevated Road in Jaipur city on Oc- tober 6 last year. Gehlot named this elevated road “Bharat Jodo Setu”. The construction of this ele- vated road, built at a cost of about Rs 250 crore, has made the travel of com- muters moving to Ajmer Road easier. Thiselevatedroad,after crossing the Jaipur-Delhi and Jaipur-Sawai Mad- hopurrailwaylinesatBais Godam via Sahakar Cir- cle, meetsAjmer Elevated Road via Hawa Road.The length of the part from Ambedkar Circle to the elevated road, Ajmer Road, is 2.80 km and the length of the part from Hawa Road to Ambedkar Circle is 1.80 km. Single pillars of the el- evated corridor have been constructed in 2 meter width in the middle di- vider of the road. The av- erage distance between two pillars has been kept at 30 meters. The super- structure has been con- structed with a width of 8.5 meters for two lanes and 17 meters at locations with four lanes. Two lanes each of 3.5 meter width have been kept for traffic in each di- rection. This high road is at an average height of 10 meters above the existing road. Apart from its junc- tion with Ajmer Elevated Road, the speed limit on this road has been kept at 40 km per hour. With the constructionofthisbridge, people have got relief from the problem of traf- fic jam and traffic has be- come easier. This ROB, being built at a cost of about Rs 167 crore, will provide relief to Kalwar, Murlipura, Jhotwara, VKI areas from the traf- fic jam on Jhotwara cul- vert. After its construc- tion, about 3 lakh people from neighbouring areas and locals from 1400 colonies living will get great relief. While as- phalt road has been laid, lighting will be done on the pillars. This ROB, about 2.2 km long, has been built from Chomu Puliya to Jhotwara Pan- chayat Samiti. Construc- tion is being done at a cost of Rs 167 crore and till now 80 percent work has been completed. Traffic flow will become easier with Jhotwara ROB T PROJECT OF `167 CR IS 80% READY BENEFIT TO PEOPLE In this ROB, people coming from Kal- wad Road will board Jhotwara Elevated from in front of Panchayat Samiti. One of its lanes will land near Chomu culvert for Sikar, while the remaining two lanes will land near the petrol pump ahead of Ambaba- di Tiraha. Whereas the traffic going from Sikar Road towards Jhotwara Swatipura and Kalwad will come through the old culvert. The median of this culvert will be removed. With this, this culvert will become about 13 meters wide. REHABILITATION COMMITTEE Acommittee was formed under the chairman- ship of JDA Secretary to determine the title of structures and make a policy for the rehabilitation of the displaced people affected by the Jhotwara ROB project. Efforts were made by the constituted committee for coordination by holding talks with the representatives of the con- cerned trade bodies and the affected people from time to time on various rehabilitation options. The height will be approximately 121.60 meters onstruction of the country’s tallest ICU tower is progressing rapidly in Jaipur. This project, under con- struction in the Sawai Man Singh Hospital complex, will cost around 588 crore ru- pees. World-class fa- cilities will be provid- ed to patients here. The construction will be carried out in two phases. A 23-story building will be built, and there will be a helipad on the 24th floor. This will be the state’s first hospital with air ambulance services and the abili- ty to land helicopters on the rooftop. The ICU tower will have 1200 beds (792 gen- eral, 150 cottage, 166 ICU, and 92 premium rooms). In addition to this, there will be 20 operation theaters and 100 OPD registration counters. Facilities such as CT scan, MRI, medical science gal- lery, pharmacy store, seminar hall, and vari- ous other amenities will be developed. Modern machines will be installed for vari- ous types of diagnos- tics. For the conveni- ence of patients in the building, 16 lifts will be installed, and there will be parking on the second floor. C THE WORK WILL BE COMPLETED IN TWO PHASES The construction of the 23-story structure will start with medical services on the 6th floor. In these 6 floors, there will be parking in the basement, reservation on the ground floor, patient registration counter, an auditorium, and OPD on the first floor, diagnosis on the second floor, and ICU on the third floor. Operation theaters will be on the fourth and fifth floors. The height of the ICU tower was ini- tially 118 meters but has increased by 3 meters due to the increase in the number of floors, reaching 121.60 meters. The work for the second phase of the ICU tower is sched- uled to be completed by November 29, 2024. TRIBUTE TO THE FREEDOM FIGHTERS In one corner of the inter- section, statues of Sardar Vallabhbhai Patel, Sarojini Naidu, Maulana Abul Kalam Azad, Pandit Jawaharlal Nehru, Mahatma Gandhi, Dr. Rajendra Prasad, Sub- hash Chandra Bose, and Abdul Gaffar Khan will be installed. Vehicles will enter the underpass from near Soghi Mandi and proceed ahead towards Nehru Bal Udyan. Once the project is completed, more than one lakh vehicles pass through this area daily without stopping. Approximately 65 crores have been spent on this project. To make it signal-free, the Lakshmi Temple junction has been widened by 30 meters. The main Tonk Road will have a median for traffic manage- ment on both sides. KEY HIGHLIGHTS OF THE PROJECT  A special area for 1530 four-wheeler vehicles.  Provision for parking 281 two-wheeler vehicles.  Charging stations are being installed for 100 electric vehicles.  Vehicles can be parked in an area of 50,000 square meters.  A total expenditure of 94 crores has been incurred for the development of the parking.  This initiative will greatly benefit the citi- zens of Jaipur. Sewerlinesconnections inhundredsof colonies DA has com- menced the work of the sewer line in hundreds of colonies in Prithviraj Na- gar. Local residents have been waiting for the sew- er line for years. What’s special is that in the colo- nies where the sewer line work is in progress, JDA is getting the sewer line operational. Work worth 700 crores is underway in more than 500 colonies. In Prithviraj Nagar alone, more than 5 lakh resi- dents and in the south, more than two lakh peo- ple will benefit. JDA is laying a sewer line of 440 km in length. A primary line of 39km will be laid, along with 400 km ofsec- ondary lines. In the first phase of Prithviraj Nagar, work worth 186 crores is in progress. Sewer lines will be laid in 259 colo- nies here. Pro- Kannada groups stood in Cauvery waters to register their protest. The dispute over sharing of the river water between Karnataka and Tamil Nadu has been ongoing for several years as the two states can- not agree on how much water will be enough for either of them. The dispute is over sharing of the river water dur- ing lean periods, building of dams and reservoirs along the Cauvery’s course. The two states could not reach an understanding on these issues. The Cauvery Water Management Authority’s (CWMA) order that Karnataka should release 5000 cusecs of water per day for 15 days to Tamil Nadu failed to resolve the dispute. Tamil Nadu went to Su- preme Court asking for more water. Karnataka op- posed the demand. The apex court refused to interfere with the order of CWMAwhich comprises of experts. The two states have to make adjustments to end this long-drawn dispute. C UJJAIN’S RAPE SHOCKER SHOWS A MIRROR 15-year-old being raped doesn’t shake up the government in Madhya Pradesh which was designated the most unsafe state for women in the country by the National Crime Records Bureau in 2021. What was horrific about the half-naked, bleeding minor’s agony in Ujjain, a holy city, was the utter insensitivity of people who shooed her away when she approached them for help and the passers- by looked the other way. Someone, on the other hand, was keen to record a video instead of alerting the police or taking the child to hospital. The viral video shook the conscience of the country. On that day it ap- pearedthatUjjainwas bereft of Good Sa- maritans exposing the hollowness of Chief Minister Shivraj Sin- gh Chouhan’s poll campaign promising security to women. Cash is no substitute forpoliceandmedical help which the trau- matized teenager needed. Had the state gov- ernment been serious about crimes against women, Madhya Pradesh would not have remained the most unsafe place for women, especially minors. National Crime Records Bureau report in 2022 said that 6462 rape cases were reported in the state in 2021, which was the highest in the country. Shockingly, 3515 of these cases in- volved minor victims. These crime numbers are also astonishing because part of 2021 also saw a phase of lockdown due to Covid-19. At one point Chouhan had mooted a system where “a woman moving out of home would have to regis- ter herself at the police station in order to track her and keep her safe”. LAW COMMISSION WORKING ON FORMULA: REPORT New Delhi: The Law Commission has recommended rolling out registration of e-FIRs in a phased manner beginning with offences bearing up to three years jail term. In a report submitted to the government and made public, the law panel proposed setting up a centralised national portal to facilitate registration of e-FIRs. It said e-FIRs will allow citizens to report crimes in real time. New Delhi: The Law Commission is working on a formula to synchronise all assembly polls by extending or reducing the tenure so states can go to polls along with the Lok Sabha 2029 onwards, sources said. As the government has already set up a high-level panel to explore simultane- ous polls for Lok Sabha, state assemblies, and local bodies, the Law Commission may also be asked to include the third tier of elections along with its current mandate for national and state polls. The law panel is devising a mechanism to ensure a common electoral roll for LS, assemblies, and local bodies to reduce cost and use of manpower for an almost identical exercise carried out now by the EC and the state election commissions, the sources added.
