I. PURPOSE
To establish a uniform procedure for completing the Chameleon database
Citation/Violation window when issuing a Notice to Appear.
II. POLICY
Animal Control Officers (ACO) may be required to issue citizens Notices to Appear (e.g.,
citations) to enforce laws that govern the ownership or custodianship of animals. The
citing officer will enter the Notice to Appear information into the Chameleon database to
document the history of owners and their animals.
III. SCOPE
Applicable to all personnel charged with the duty of issuing Notices to Appear.

VII. PROCEDURE
Each time a Notice to Appear is issued, a Chameleon Citation/Violation window shall be
completed prior to the end of the officer’s shift. Deviation may be permitted at the
discretion of the Watch Commander.
A. Complete the window following the attached for reference:
1. Violation No: This number will be generated when the window is stored.
2. Date: Enter the date and time the citation was issued.

3. Type: Citation.
4. Incident No: Enter the Notice to Appear identification number. For an
Orange County citation, enter the County citation six digit ID number,
preceded by “HC”. For an Anaheim citation, enter the entire identification
number, including the “AN” prefix with no spacing between any digits.
For example, an Anaheim citation with an ID number of AN1234567
would be entered as AN1234567, not AN 1234567 or A1234567. For an
Orange County Civil Citation, enter the six digit ID number, preceded by
NC.
5. Activity No: Enter the entire activity number associated with the citation.
Include the year and dash (example: A14-000000) with no spacing
between any digits.
6. Seq: Enter the sequence from the Activity that the citation was issued on.
7. Defendant: Create and/or enter the defendant’s Person ID number.
Add his/her driver’s license number or ID number into the Identifier1field
of the Person ID window and the date of birth into the DOB field.
Complete or update the Person Profile as well.
8. Complainant: Enter the complainant’s Person ID number, even if the call
originated from a “Motorist” or “Refused”. If this is a field initiated call
the citing officer would enter their Person ID number.
9. Issued by: Enter the Chameleon Person ID number of the citing officer.
10. Location of Violation: Enter the location where the violation occurred. If
for licensing you can enter “Owner’s Residence”.
11. Jurisdiction: Enter the city where the violation occurred
12. Synopsis: Enter a brief description as to why the citation was issued
ensuring that you clearly articulate the elements of the crime.
13. Court ID: Enter the name of the appropriate court such as North, West, etc.
There is no F4 for this so you must type in the appropriate court name.
14. Court Date: Enter the appearance date and time from the citation.
You must store section 1-14 separately from the remaining data by pressing the
green plus sign at the top of the screen. This will generate the Violation No. and
you may proceed with the remaining data entry.
15. Offense: Enter an offense from the drop down list. (Note: Anaheim Code
violations will begin with an A. Example: AKENNEL for Anaheim
Kennel violation)

16. Qty: Enter the number of counts of each violation for each animal.
17. Animal ID: Enter the existing Animal ID. If no Animal ID exists, you
must create one and enter the number here.
18. Animal Description: After you have entered the Animal ID, simply click
in this box and the description will self-populate.
19. Price: Leave blank.
20. Status: Leave blank.
Once you have entered 15 thru 18, click on the green plus sign to the right of the
violation grid. This will bring the information down into the grid boxes (number
21 on attachment).
B. Store the Citation/Violation Window
If there is either more than one animal or more than one offense on the citation,
you will need to follow the steps starting at #15 thru #18 for each offense and
each additional animal.
Additional Info: If an animal is not licensed to the defendant, a Chameleon
Tag/Link window must also be completed with a license type of “Link”. In the
box marked Cite on the Tag/Link window you will enter the word “Cite”. In the
box marked “Date Cited”, you will enter the date the citation was issued. This
enables a report to be run to ensure the license was purchased.
