A tool that relates different functions of government-initiated and/or citizen-initiated citizen engagement to the tools and processes best suited for the particular function, depending on conditions in the situation. This but a prototype of a tool I am working on to test out the functionality of it. The content is just a rough starting point and does not yet represent the careful gathering of concepts, tools, cases and careful thinking the project requires.

1. KEY
● A good fit, well-designed for function and/or, other things being equal, tending to yield the outcomes desired.
○ While not designed specifically to fit this function, can often have or contribute to it. It often helps incidentally.
Caution or counter-indicated. Might do more harm than good (as dialogue is not intended to reach actionable
outcomes and if participants expect the results of their conversations will be to affect a political outcome, outrage
may result. Used dialogic methods as a starting phase to build understanding of other participants and the issues,
as long as there is clarity about the point of this phase can, on the other hand, work very well.)
