• TESDA serves as the Philippines’ Technical Vocational
Education and Training (TVET) authority. As a government
agency, TESDA is tasked to both manage and supervise the
Philippines’ Technical Education and Skills Development (TESD).
Its goals are to develop the Filipino workforce with “world-
class” competence and positive “work values” and to provide
quality technical-educational and skills development through its
direction, policies, and programs.

AND PROJECTS (PAPs)
 Technical Education and Skills Development
(TESD), is expected to respond to and be in
stride with the industries’ technological
advances and the province’s fast changing
socio-economic-educational (K-12) situation
as well as domestic and global labor market
demands.
Rationale:
The Technical Education and Skills
Development Authority fully recognizes the
rapid advancement in technologies and the
emergence of corresponding new and often
higher-level TVET skills against the backdrop of
climate change, soaring demographic trend,
ASEAN economic integration, K-12,
unemployment-induced poverty, among others.
Rationale:
Allowing the foregoing to remain unaddressed
will yield dire socio-economic consequences
for Cebu such as increased rate of under-
employment and unemployment, high poverty
and deprivation incidence, urban-rural
disparities, food insecurity and increased crime
rate, among others.
Rationale:
Implementing the project will not only address
the foregoing but will also ensure the
attainment of social equity among Cebuanos,
global competitiveness of Cebuano skilled
workers and transmission of local knowledge
and skills between generations, thus foster
human-centered development and achieve
sustainable inclusive high economic growth
of Cebu
Rationale:
 TESD plays very crucial roles in preparing
skilled workers that are highly capable and
competitive in participating in ASEAN
integrated economy, General Agreement on
Tariff and Trade (GATT), World Trade
Organization (WTO), Asia-Pacific Economic
Cooperation (APEC) and the global economy in
general, towards the attainment of sustainable
inclusive economic growth of the country.
Rationale:
 One of the significant roles of TESD is
facilitating the Philippine’s shift from
being provider of largely lower-level
skilled workforce to provider of middle-
level skilled workforce. It is a common
transition phase of a country, from
economically developing to economically
developed nation.
Rationale:
 At personal level, TESD can enhance
career development and provide him or
her with competitive advantage in the
local and international labor markets.
Rationale:
 Highly skilled labors developed at post-
secondary level are more apt to innovate.
Firms with higher share of skilled workers at
an intermediate or advanced level,
depending on the sector, are more prepared
to compete globally (The World Bank, 2010)
Rationale:

 Higher-technology/level-skills that support
various sectors now and in the future, such as
but not limited to the following:
a. Service e. Tourism
b. Manufacturing f. IT-BPM
c. Agro-fishery/Agro-industrial g. Logistics
d. Infrastructure/Housing

Sectors’ Needs
 Development of workforce with higher-level/
technology competencies in response to rapid
socio-economic-technological development/
advancement in various industries/sectors.

infrastructures and equipping them with
modern training machineries/equipment/
tools for technical education and skills
development to capacitate TESDA-Cebu in
delivering higher-technology/level TESD

 Massive implementation of TESD Scholarship
Programs utilizing various modes, particularly
mobile training mode.
2019 PAPs
of
TESDA-CEBU
• Rehabilitation of the Regional Training
Center to capacitate it to deliver higher-
technology-TESD courses
The project addresses the increasing demand
for higher-level/ technology TESD courses
which need bigger training space /venue that
is conformant to modern training equipment/
machineries/tools
• Rehabilitation of 5 Cebu provincial training centers
(PTC) to capacitate them to deliver higher-techno-
logy-TESD courses
To capacitate the 5 Cebu provincial training centers
to deliver higher-level/technology-TESD courses that
will develop highly employable and globally competi-
tive Cebuano skilled workers with high-technology/
level of competencies and well-engrained positive
work values, thereby making Cebu the world’s major
source of highly competent and technologically
advanced work force;
• Construction of provincial training center for
newly created District 7 of Cebu
To capacitate District 7 through its provincial training
center to deliver high-level/technology-TESD courses that
will develop highly employable and globally competitive
Cebu skilled workers with high level of competencies and
well-engrained positive work values, capable of creating
wealth for themselves, their families and their respective
communities towards sustainable inclusive high economic
growth of District 7 in particular and Cebu in general
• Modernization /upgrading of training equipment/
machineries and tools of the Regional Training
Center for higher technology TESD courses
To address the gap between the
competencies acquired through trainings
and the skills requirements of the industries,
TESDA Technology Institutions need to offer
higher-level/technology courses in accor-
dance with the latest industry needs and
standards.

As a government agency, TESDA is tasked to both manage and supervise the Philippines’ Technical Education and Skills Development (TESD). Its goals are to develop the Filipino workforce with “world- class” competence and positive “work values” and to provide quality technical-educational and skills development through its direction, policies, and programs.   • 6. 2018 PRIORITY PROGRAMS ACTIVITIES AND PROJECTS (PAPs)  Technical Education and Skills Development (TESD), is expected to respond to and be in stride with the industries’ technological advances and the province’s fast changing socio-economic-educational (K-12) situation as well as domestic and global labor market demands. Rationale:

The Technical Education and Skills Development Authority fully recognizes the rapid advancement in technologies and the emergence of corresponding new and often higher-level TVET skills against the backdrop of climate change, soaring demographic trend, ASEAN economic integration, K-12, unemployment-induced poverty, among others. Rationale:
  • 9. Allowing the foregoing to remain unaddressed will yield dire socio-economic consequences for Cebu such as increased rate of under- employment and unemployment, high poverty and deprivation incidence, urban-rural disparities, food insecurity and increased crime rate, among others. Rationale:

Implementing the project will not only address the foregoing but will also ensure the attainment of social equity among Cebuanos, global competitiveness of Cebuano skilled workers and transmission of local knowledge and skills between generations, thus foster human-centered development and achieve sustainable inclusive high economic growth of Cebu Rationale:
  • 11.  TESD plays very crucial roles in preparing skilled workers that are highly capable and competitive in participating in ASEAN integrated economy, General Agreement on Tariff and Trade (GATT), World Trade Organization (WTO), Asia-Pacific Economic Cooperation (APEC) and the global economy in general, towards the attainment of sustainable inclusive economic growth of the country. Rationale:
  • 12.  One of the significant roles of TESD is facilitating the Philippine’s shift from being provider of largely lower-level skilled workforce to provider of middle- level skilled workforce. It is a common transition phase of a country, from economically developing to economically developed nation. Rationale:

  • 20. • Rehabilitation of the Regional Training Center to capacitate it to deliver higher- technology-TESD courses The project addresses the increasing demand for higher-level/ technology TESD courses which need bigger training space /venue that is conformant to modern training equipment/ machineries/tools
  • 21. • Rehabilitation of 5 Cebu provincial training centers (PTC) to capacitate them to deliver higher-techno- logy-TESD courses To capacitate the 5 Cebu provincial training centers to deliver higher-level/technology-TESD courses that will develop highly employable and globally competi- tive Cebuano skilled workers with high-technology/ level of competencies and well-engrained positive work values, thereby making Cebu the world’s major source of highly competent and technologically advanced work force;
  • 22. • Construction of provincial training center for newly created District 7 of Cebu To capacitate District 7 through its provincial training center to deliver high-level/technology-TESD courses that will develop highly employable and globally competitive Cebu skilled workers with high level of competencies and well-engrained positive work values, capable of creating wealth for themselves, their families and their respective communities towards sustainable inclusive high economic growth of District 7 in particular and Cebu in general
  • 23. • Modernization /upgrading of training equipment/ machineries and tools of the Regional Training Center for higher technology TESD courses To address the gap between the competencies acquired through trainings and the skills requirements of the industries, TESDA Technology Institutions need to offer higher-level/technology courses in accor- dance with the latest industry needs and standards.

Concrete Positive Actions Needed to be Taken by the Cebu Provincial Development Council - Approve and Endorse the following: RANK PAPs SUB-TOTAL COST (in million of Pesos) 1 Rehabilitation/refurbishment of the Regional Training Center to capacitate it to deliver higher-technology-TESD courses 20.00 2 Rehabilitation of 5 Cebu provincial training centers (PTC) to capacitate them to deliver higher-technology-TESD courses 50.0 (10 per PTC) SUB-TOTAL 70.00
