Swarthmore College implemented an internal carbon price, known as a carbon charge, to combat climate change. The carbon charge puts a price on carbon emissions from college activities to help reduce greenhouse gases. Aurora Winslade, Director of Sustainability, and many college presidents endorsed the carbon charge and putting a price on carbon as the most important policy tool to address climate change. The carbon charge funds projects to lower the college's carbon footprint both on and off campus.

This thesis analyzes a case study of the Humboldt Energy Independence Fund (HEIF) at Humboldt State University. HEIF is a student-funded organization that provides funding for campus sustainability projects. The thesis uses organizational change theory to evaluate HEIF's successes, tools for success, and challenges. It also provides best practices for HEIF and other campus green funds.
HEIF started in 2000 as a student idea and gained support from the Campus Center for Appropriate Technology (CCAT). In 2004, students voted by 86% to approve a green fee, but it was initially denied by the university chancellor. Interest waned but regained momentum, and HEIF was approved in 2007.
