8. The Local Control Funding Formula (LCFF)
In 2013, California dramatically changed how public schools are
funded. The LCFF funding formula directed additional funding
to focus on EQUITY. With LCFF, more dollars are allocated to
school districts for students in need as defined by the State:
English Learners (EL), Foster Youth (FY) and Low Income (LI)
students.

California
ESTEEMED PANELISTS
Lorena Yepez Hernandez is the mother of two PUSD students: a kindergartner
and a second grader. She is active in her school’s English Learners Advisory
Committee.
Geoff Albert is president of the PTA Council of PUSD and is the father of two
PUSD graduates.
Phyllis Tan is the mother of two boys in the Mandarin Dual Immersion; she is a
seasoned PR and communications expert with over 15 years of experience in the
areas of crisis communications.
Chris Prince oversees business development and sales on the West Coast for
Blackboard. Chris is a loyal husband and dedicated father of 3 girls.
Jonathan Durfee has been an Instructional Technology Coach for the PUSD for
the past three years.
TJ Jamal is the Chief Executive Officer of Technology for PUSD and is
responsible for the district’s technology infrastructure. As the father of five, he
understands how important it is for parents to connect with teachers and
classroom learning.
Hilda Ramirez Horvath coordinates Communications and Family Engagement
for PUSD; she is the mother of two elementary school-age children.
