NAVY TEEN COUNCIL: CNIC (N91) is pleased to announce an exceptional training
opportunity for our Navy teens along with the creation of Navy Child and Youth Programs (CYP) Navy Teen
Council!
In conjunction with Boys & Girls Clubs of America (BGCA) National Keystone Conference held in Ft. Worth,
Texas 21-25 March 2012, BGCA will conduct military youth joint service training where 58 military teens will
convene to participate in youth leadership training sessions. Multiple sessions will be offered in teen leadership,
Healthy Lifestyles, Character & Good Citizenship, Mentoring, and advocating for your youth program.
Additionally, the inaugural Navy Teen Council Meeting will be held on 20 March 2012. The Navy Teen Council
will be comprised of Navy youth from across the enterprise. The duties of the council will be to routinely
communicate with CNIC CYP professionals, attend annual Navy Youth Council meetings (requiring travel), and
directly brief Navy Flag Staff on issues and concerns that affect Navy teens.
BGCA will fund travel, per diem, and training fees for this event. Attendance will be authorized through CNIC.
Grants will be provided to fund two participants from each region.
Installations must provide nominations for the training NO LATER THAN Friday 17 February 2012 to
brent.a.edwards@navy.mil. Nomination packets include contact information (attached) and a short narrative
(requirements attached). Teens must meet the eligibility requirements listed on the attached, submit a
nominations package as required by the attached training announcement, and receive a recommendation from
their installation as a good candidate for this opportunity.

2. Navy CYP Immunization Policy Update: New policy guidance
from CNIC outlines immunization requirements for CYP Professionals, CDH Providers
and children in Navy CYP. Please contact your local CYP Director or CNIC POC, Diane

Memo’s
Military Extension Internship Program (MEIP): Ratio
Counts College students participating in the Military Extension Internship Program
(MEIP) are classified as volunteers within Navy Child and Youth (CY) Programs. The
OPNAVINST 1700.E requires CYP professionals whose responsibility is to provide direct CTRL + Click to
care to children shall be counted in the staff child ratios. It also states that volunteers are Open Intern Policy
Memo
not authorized to be counted in these ratios. However, MEIP interns exceed the
educational requirements of entry level CY Professionals. Additionally, MEIP interns are
required to meet all criminal history background check requirements, including line of sight standards, and must
be provided the same opportunities as employees, including orientation, DoD modules, and monthly training.
To ensure efficient operations, quality programming, and learning environments MEIP interns placed within CY
installation programs may be counted in line of sight during assignments and tasks where the responsibility is to
provide care to children. However, exposure to the full scope of programs and career opportunities within CYP
is afforded MEIP interns. Interns may have targeted experiences or programs of which they are seeking
exposure and experience, but they are expected to spend time across all levels of programming within the
operation.
Regions and Installations start thinking now about hosting and requesting interns for Summer 2012. Summer
2012 Applications Closed January 31, 2012 and we will be asking for regional requests in mid-February for May
to August 2012 placements.

Defense Department Launches Website for Military Children - The highly
interactive website, http://www.militarykidsconnect.org, was created by psychologists at DOD's National Center
for Telehealth and Technology here. It helps children of deployed parents cope with the stress, changing
responsibilities, and concern for the safety of their parents, officials said. The center, known as T2, developed the
website with informative videos, educational tools, and engaging games and activities for three age groups: 6 to
8, 9 to 12 and 13 to 17. The site features monitored online social network forums for the groups to safely share
their experiences with deployments. MilitaryKidsConnect.org is the first DOD website to connect children in the
widely separated active, reserve, and National Guard military communities, officials said. "Since 2001, an
estimated 2 million children have said goodbye to a parent headed to deployments in Iraq, Afghanistan, other
places around the globe, and on ships at sea," explained Kelly Blasko, a T2 psychologist. "Military children are
deeply affected by the separation of their parent's deployment. We've seen that in their hearts, kids deploy too."
CDH Liability Insurance Requirements Policy Letter: The 30 day deadline for
providers to update their CDH liability insurance has come and gone. Please remember to start checking
provider’s insurance information to make sure they have all the required coverage. Moving forward, providers
renewing their policies or any new providers coming on board should make sure their policy matches the
OPNAV requirements.

4. Provider Appreciation Day! May 4, 2012 It’s never too late to start planning for
Provider Appreciation Day. Did you know many states issue a Proclamation to recognize child care providers in

NAFCC Accreditation Reminder The Navy’s goal is to have 20% of all CDH
providers accredited. You have all made great strides in the past year helping providers through the
accreditation process! We have increased our numbers already by 50% over last years totals and are at
35% of the Goall!! Congratulations!
Keep encouraging providers to pursue accreditation- they are already doing most of the work! CNIC is covering
the complete cost for providers to become accredited by eliminating any monetary barriers-now it’s up to them
to see it through.
Don’t forget to complete the NAFCC Authorization Letter prior to having the provider submit their paperwork.
This authorization allows NAFCC to bill CNIC for the provider’s fees. Any submission without this letter will
slow the process and requires more work for everyone; and may result in the provider being denied or delayed.

Navy SLO Training: School liaison training "Keeping Students at the Center" consists of 10
modules, on topics such as the Impact Aid, School Choice, Building and Maintaining Relationships and the Non-
DoD School Program. The trainings provide School Liaisons with tools and resources that increase their
awareness and knowledge and so that they can support military families and leaders to be advocates for quality

CYP Tuition Assistance Program The Child and Youth Programs (CYP) Tuition Assistance
(TA) Program has been developed to further the professional development of CYP team members, and assist
with achieving educational attainment levels for accreditation. It was established to build a workforce of highly
qualified and skilled professionals to provide the highest quality of care for military children.
Regular full-time non-appropriated fund (NAF) and appropriated-fund (APF) CYP Professionals (which have
exhausted APF TA Program Funds) are eligible to participate in the TAP. Flex employees are not eligible to
participate. Continuing Education Units (CEUs), and professional association memberships are not supported
under TA.
For more information, Interested CYP Professionals are encouraged to discuss the TA with their local Training
and Curriculum Specialists or CYP Director.

CNIC Database Check Reminder: Per OPNAV 1700.9.E 16, CNIC Database Reference Check:
The certifying CDH office must contact the previous duty station as part of the reference check process. All
CDH programs are required to submit an email to CNIC (N91) requesting a reference check for all CDH
applicants. The email shall include the applicant's full name and social security number (last four digits). Submit
all requests to Deborah.Enright@navy.mil. Do not include Spouse information. Do not include full ssn. DO send
encrypted. Please send only for initial application to CDH. This check does not need to be conducted annually.

6. BGCA Youth of the Year Nominations BGCA Youth of the Year Program - Boys &
Girls Clubs of America (BGCA) recognizes fortitude of character, commitment to service and extraordinary
leadership through the National Youth of the Year Program. The Youth of the Year program is most effective
when used as a year-round tool for fostering young people's character, personal growth and leadership qualities.
Local Clubs recognize members ages 14-18 who were Youths of the Month and select a Youth of the Year, who
then participates in state competition. State winners, who each receive $1,000 scholarships, participate in
regional competitions. Five regional winners each receive an engraved plaque and a $10,000 scholarship and
compete on the national level. The National Youth of the Year receives an additional $50,000 scholarship and is
installed by the President of the United States. CNIC highly encourages every Youth Program (YP) to nominate
an exemplary teen for the BGCA's most prestigious award. Online applications can be found at www.bgca.net.

Accreditation Updates
NAEYC no longer accepts the Annual Report up to two (2) calendar months past a program’s accreditation
anniversary date. This change went into effect on January 1, 2011. Refer to Timeline at
www.NAEYC.org/academy
Annual Reports and Candidacy Reports will be reviewed at the local Installation or Regional level and is not
required to be sent to CNIC prior to submission.

The Electric Company for Military Kids! Sesame Street’s initiative for military families
launched in 2006 to help military families with pre-school aged children cope with deployment. As the need for
additional resources became apparent, Sesame Street expanded its initiative over the past five years to help these
families cope with changes due to combat-related injuries and the death of a parent. Nearly 3 million bilingual
multimedia resource kits have been distributed around the world, helping families with young children through
these difficult transitions in their lives.
Recently, Sesame Street and The Electric Company have teamed up to expand these resources to school-aged children.
These materials feature The Electric Company cast members that these older children can relate to and are designed to
help children find the right words to express how they are feeling.
Sesame Street will begin distributing the following brand-new resources for school-aged military kids coping with
daily challenges:
The Electric Company Special Edition Magazine for Military Kids, which offers activities that get kids
thinking, writing, and talking about their feelings alongside their favorite Electric Company cast members.
Two interactive posters for kids, which introduce The Electric Company cast and encourage kids to express their
emotions.

Family Readiness Management Assist Team (MAT)
Commander, Navy Installations Command (CNIC) Millington, TN – Seeking Child and Youth Program (CY) or
Flex Family Support (FS) professionals to become members of the Family Readiness Management Assist Team
(MAT). MAT members are N91 employees who provide training and curriculum, leadership, and management

K12 School Info – Child & Youth Education Services
Chronic absence is one of the earliest indicators that a student may be off track. For every day of missed
school it takes 3 days to make up what was missed. Attendance in school is critical to academic success. DoD,
Department of Education and our military communities are partnering together to spread the word to our military
families of the importance of being in school. Resources are available to spread the importance of being in
school.
DoDEA Partnership Branch has created a website with 3 Toolkits. These toolkits provide ready-to-go
(and modifiable) templates to support and promote the “Be Here” informational campaign. The toolkits are
