Filtering is used to enhance the appearance of an image. Spatial filters are designed to highlight or suppress specific features in an image based on their spatial frequency. ‘Rough’ textured areas of an image, where the changes in tone are abrupt, have high spatial frequencies, while ‘smooth’ areas with little variation have low spatial frequencies. A common filtering procedure involves moving a ‘matrix' of a few pixels in dimension (ie. 3x3, 5x5, etc.) over each pixel in the image, using mathematical calculation and replacing the central pixel with the new value.
A low-pass filter is designed to emphasize larger, homogeneous areas of similar tone and reduce the smaller detail in an image. Thus, low-pass filters generally serve to smooth the appearance of an image. In some cases, like 'low-pass filtering', the enhanced image can actually look worse than the original, but such an enhancement was likely performed to help the interpreter see low spatial frequency features among the usual high frequency clutter found in an image. High-pass filters do the opposite and serve to sharpen the appearance of fine detail in an image. Directional, or edge detection filters are designed to highlight linear features, such as roads or field boundaries. These filters can also be designed to enhance features which are oriented in specific directions.

5. 우면산 산사태 원인조사 및 복구대책수립 용역 최종보고서 (요약본) ∎∎∎
1. 개 요
본 연구는 7월 말 중부지방에 3일간 지속된 약 500mm의 국지성 폭우로 인해 수많은 인명피해 및 재산피해를
발생시킨 우면산 산사태에 대하여 4개소(래미안 APT, 신동아 APT, 전원마을, 형촌마을)에 대한 현장 조사
및 피해 현황과 산사태 원인을 분석하고 복구 대책 방안 수립 및 사면관리제도 개선방안 제시를 목적으로
한다.
과업구간의 지구별 산사태 현황으로서는 총 4개소(래미안 APT, 신동아 APT, 전원마을, 형촌마을)에 2011년
7월 27일 집중호우로 인해 발생한 토석류 산사태로 토사, 전석 등의 사태물질이 주택지로 유입되어 60여
가구가 고립되고 20여명의 사상자를 발생시켰다.

우면산의 지형 및 지질로는 화강암으로 이루어진 높은 산지의 관악산에 비해 지체구조운동 및 풍화작용에
의해 형성된 편마암류의 낮은 구릉성 산지를 형성하며 산꼭대지 부근의 경사는 30~35도이다. 주로 화강암
지대로 이루어진 강북지역과 달리 흑운모 호상편마암이 기반암으로 분포하는데, 편마암 지형은 풍화가 심하고
단층이 많아 산사태에 취약한 지형이라고 할 수 있다. 또한 상대적으로 성분대의 분화가 불량한 화강암질
편마암도 함께 산출되기도 하며, 부분적으로 암맥류가 관입 분포하고 있으며, 전반적으로 풍화가 심하게 진행
되어 노두가 빈약한 상태이며 엽리구조가 발달하였으나 그 방향성은 수차례에 걸친 습곡작용 등에 의하여
불규칙하게 발달되어 있는 것이 특징이다.

우면산은 온대낙엽활엽수림 지역으로 활엽수림, 잣나무림, 포푸라림, 활엽수 인공림 등으로 구성되어 있으
며, 대부분의 구간에서 활렵수림이 분포하고 있다. 주요 수종으로는 신갈나무, 아까시나무, 상수리나무, 물박
달나무 등 활엽수와 소나무가 혼생하며, 전형적인 한반도 중부지역 야산의 식생형으로 구성되어 있다.
2. 강우특성 및 수문분석
한반도의 기후변화 양상을 판단하기 위해 1912~2010년간 6개 지점(서울, 인천, 강릉, 대구, 목포, 부산)의
기온 및 강수량의 변화율을 분석한 결과, 평균기온은 0.18℃/10년 비율로 상승하였고, 강수량은 21.7mm/10년
증가하는 것으로 나타났다. 또한 1973~2010년 동안 61개 기상관측지점에서의 호우발생 빈도를 분석한 결과
일강수량이 80mm, 150mm이상인 호우일수가 증가하는 경향이 뚜렷하게 나타났다.
최근 40년(1979~2009)간 서울시의 기온현황은 평균기온이 약 1.0℃ 증가하였으며 연평균 기온과 연평균
최고․최저기온이 모두 상승하였다. 혹한일수는 전반적으로 감소하는 경향이었으나, 열대일수는 증가하는 경향
으로 1970년 대비 약 4일이 증가하였다. 서울시의 계절 변화는 봄은 2일, 여름은 32일 길어졌으며 겨울은
34일 짧아져 최근에는 여름이 가장 길어진 것으로 나타났다. 또한 일강수량이 80mm이상인 극한강우 호우일수
는 연강수량에 비하여 전반적으로 증가하는 경향이 뚜렷하게 나타났다.
집중호우는 서울에서 연강수량의 40%이상이 4일(2011.07.26.~29) 동안 집중적으로 발생하였고, 서울 대
부분 지역(28개소중 25개소)에서 시간당 강수량 50mm이상 기록하였다. 또한 7월 27일 7시30분~8시 30분의
강수대는 동서방향의 좁은 띠 형태로 나타나 서울 내에서도 강수량의 편차가 매우 크게 나타났다.
금번 집중호우의 원인은 북태평양 고기압의 가장자리를 따라 따뜻하고 습한 공기가 강한 남서풍을 타고

지속적으로 유입되었고, 북서쪽에서 접근한 건조하고 차가운 공기가 중부지방에서 만나면서 대류 불안정이
유발되었고, 사할린 부근 고기압이 강수대의 이동을 저지하여 발생된 것으로 파악되었다.
우면산 산사태 피해에 대한 수문분석을 위해 형촌마을, 래미안APT, 신동아APT는 서초관측소를, 전원마을은
남현관측소의 자료를 이용해서 수문분석을 수행하였다. 그 결과, 산사태 발생 약 15시간 이전부터 내린 230.
0~266.5mm의 집중호우로 인해 지반이 약해진 상황에서 이후 약 1시간에 걸친 엄청난 호우로 인해 산사태가
발생한 것으로 추정된다. 특히 유출의 도달시간이 5분 이내로 짧은 지역이기에 최대강우량과 첨두유출량의
발생시점이 일치하고 있으며, 이와 동일한 시점에 산사태가 발생한 것은 집중호우의 영향이 매우 크게 작용하였
음을 의미하는 것으로 판단된다.

8. 3. 산사태 원인 및 대책방안
1) 래미안 APT
래미안APT 지구는 우면산의 북서측에 위치하고 있으며, 2011년 7월 27일 오전 8시 30분쯤 집중호우로
인하여 발생한 토석류 산사태가 대량의 물과 함께 토사, 유목 등의 사태물질이 남부순환로를 넘어 래미안APT
3층까지 피해를 주었으며, 사망자가 3명 발생하였다.

이 지역의 사면경사는 산 정상부 인근에는 25∼30° 정도이며, 산 중턱과 하부는 20∼25° 정도로서, 지질분
포의 차이에 의해 정상부의 사면경사가 더 급하다. 이 지역에는 엽리면, 단층, 절리가 발달하였다. 엽리면은

하부에서는 완만하게 발달하나, 정상부로 갈수록 급한 경사를 이루고 있으며 이 지역에서 관찰된 주요 단층은
N80°E, 35°SE 단층, N30°W, 72°NE 단층, N20°W, 64°SW 단층이다. 또한 이 지역에는 다양한 방향의 절리가
발달하고 있으며 대체적인 절리방향이 사면방향과 반대방향으로 지반내부로 강우침투가 용이한 구조로 집중강
우 시 물이 집중되는 현상이 예상되며 특히 우면산에는 13곳 이상의 약수터가 산재해 있어 지하수위가 높게
형성되어 있고 지하수 대수층이 발달되어 있는 것으로 판단된다.
레미안APT 앞 산사태는 토석류 산사태의 발생면을 따라 하부로부터 상부로 조사를 수행하였으며 토석류
산사태의 흐름방향이 변화되는 위치를 중심으로 조사구간을 ‘래미안 APT-1 구간’부터 ‘래미안 APT-5 구간’
까지 총 5개구간으로 구분하여 조사하였다.
원인분석 결과 집중호우, 과거 붕괴이력으로 인한 두꺼운 붕적층, 높은 지하수위, 붕적층과 기반암사이의
점토층, 얕은 토층과 나무뿌리의 얕은 활착이 붕괴원인으로 분석되었으며, 이로 인한 붕괴는 얕은깊의 활동파
괴와 표층유실이 발생하였고, 사태물질이 계곡부를 따라 계곡 하부 및 측면부의 붕적토, 자갈, 암괴와 함께
이동하여 래미안아파트에 충격을 준 것으로 추정된다.
대책방안으로서는 조사를 통해 사방시설 등을 설치하여 하부로 흘러내리는 토사, 전석, 유송잡물 등을 차단
하고, 소규모 산사태 발생구간의 경우 콘크리트 혹은 게비온을 이용한 기슭막이 공법을 적용하여 사면 침식
및 붕괴를 방지하고 붕괴면의 상부에 군부대가 위치하고 있으므로 쏘일네일링 등과 같은 적극적인 사면보강공
법이 적용, 지하수가 비교적 높게 형성되어 있으므로 지하수배제공을 적용하거나, 배수로를 개설하여 지표수의
유입을 방지하고 지하수위를 저하시킬 수 있는 방안을 마련 등의 대책방안을 검토하였다,
2) 신동아 APT
신동아 APT 지구는 서울시 서초구 방배동에 위치한 산사태 구간으로 2011년 7월 27일 오전 8시 20분쯤
집중호우로 인하여 토석류 산사태가 발생되어 토사, 전석 등의 사태물질이 남부순환로를 넘어 불교TV방송과
신동아APT 1층까지 피해를 주었다. 사망자는 불교TV방송에서 1명, 신동아APT에서 2명 발생하였다. 이 지역
은 래미안 APT와 같은 위치와 사면경사이며 이 지역의 암석은 전체적으로 황화광물이 많이 분포하여 지하수
또는 강우와 접촉하면서 산화철이 생성되어서 붉은색을 띄고 있고, 이로 인해 쉽게 풍화되는 특성이 있으며
암석 내에 다량 포함된 흑운모는 풍화가 진행되어 지역 토층내에 점토광물이 많이 분포할 것으로 예상되었다.
이 지역 또한 지하수위가 높게 형성되어 있었다.

신동아APT 앞 산사태는 토석류 산사태의 발생면을 따라 하부로부터 상부로 조사를 수행하였으며 토석류
산사태의 흐름방향이 변화되는 위치를 중심으로 구분하여 ‘신동아 APT-1구간’ 부터 ‘신동아 APT-6구간’
까지 총 6개구간으로 구분하여 조사였다.

조사결과 신동아 APT의 산사태 발생 원인으로는 집중호우, 과거 붕괴이력으로 인한 두꺼운 붕적층, 높은
지하수위, 붕적층과 기반암사이의 점토층, 얕은 토층과 나무뿌리의 얕은 활착등이 붕괴 원인으로 조사되었다.
이로 인한 붕괴는 얕은 활동파괴와 표층유실이 발생하였고, 사태물질이 계곡부를 따라 계곡 하부 및 측면부의
붕적토, 자갈, 암괴와 함께 이동하여 신동아APT에 충격을 준 것으로 추정된다.
대책방안으로서는 대규모 사방댐 등을 설치하여 하부로 흘러내리는 토사, 전석, 유송잡물 등을 차단하고,
체크댐, 골막이 등을 설치하여 하부로 흘러내리는 토사 및 유수의 속도를 완화시키고, 좌우 양안에 기슭막이
공법을 적용하여 사면 침식 및 붕괴를 방지시키며, 배수가 원활하게 되도록 배수로의 선형과 크기를 적절하게
설치하여야 한다.
3) 전원마을
전원마을 지구는 우면산 서측, 지하철 4호선 남태령역 부근에 위치하며, 행정지명 상으로는 서울시 서초구
방배동에 해당한다. 본 지역으로 2011년 7월 27일 오전 집중호우로 인하여 우면산 남서측 산지에서 토석류형태
의 산사태가 발생되어 전원마을 주택지에 토사가 유입되었고, 이로 인하여 6명의 사망자가 발생했다. 본 조사지
역은 해발고도 290m의 우면산 서측에 위치하고 있으며, 지형 경사는 30° 미만으로 완만하게 형성되어 있다.
이 지역의 편마암 엽리 방향은 동남동 방향으로 경사지고 있어서 계곡지형의 경사 방향과는 반대로 발달하고
있다. 지표면의 풍화가 심하여 풍화토의 심도가 1m내외에 이르며, 계곡부 주변에서 관찰되는 붕적토층에서는
세립질 토사와 1cm 미만의 암편이 분포하는 특징을 보인다.

12. 조사결과 산사태 발생 원인으로는 과도한 집중호우로 인한 지반이 포화되어 강도가 저하됬을 것으로 판단하
며, 산지에 식생하고 있는 수목의 뿌리가 암반에 정착하지 못하고 풍화토층에서 횡방향으로 넓게 발달하고
있어서 토층의 이완 촉진등 지형 및 수문, 지반 조건에 따른 산사태 발생이 이루어 진 것으로 판단된다.
이 지역의 조사를 통해 대책방안으로서는 추가적인 피해를 막기 위하여 퇴적되어 있는 사태물질을 완전하게
제거해야 하고, 기존배수로 이외에 추가로 배수로를 신설하는 등의 정비가 필요하며, 붕괴면과 주변부 수목의
정비 등의 대책방안이 검토되었다.

4) 형촌마을
형촌마을 지구는 우면산 자연생태공원이 위치하는 서울시 서초구 우면동에 위치하는 지역으로 2011년 7월
27일 집중호우로 인해 토석류에 의한 산사태가 발생되어 120가구 가운데 60가구가 고립되고, 사망자 1명을
포함 10여명의 사상자가 발생했다.

형촌마을 지구는 우면산(해발 312.6m)을 중심으로 남동방향에 위치하는 지역으로 남부순환로가 위치하는
지역의 반대측 동쪽에 위치하고 있다. 계곡의 길이는 주계곡이 약 580m 정도를 이루고 이 주계곡에서 8개의
작은 계곡의 계류가 발달하고 있다. 계곡길이는 위치에 따라 차이를 보이지만 일반적으로 150m~300m 정도의
길이를 보이고 있으며 계류들은 평상시는 물이 없는 건조한 상태에서 강우시 물이 흐르는 건천의 형태를 보이고
있다. 계곡부는 붕적층이 1m~5m 까지 퇴적된 구간이 나타나기도 한다. 주계곡의 경사는 구간에 따라 다소
차이를 보이는데 생태저수지 측의 하류에서 10° 내외의 비교적 완만한 경사를 형성하고 상류로 올라갈수록
경사도가 급하게 형성하고 있다. 형촌마을 지구는 주로 화강암질 편마암이 우세하게 발달하고 있으며 편마암의
호상구조의 분포가 부분적으로 존재한다. 호상구조는 엽리면이 뚜렷한 구조를 보이는 것으로 흑운모성분이
판상의 형태를 띠고 있다. 계곡부는 풍화대층이 존재하지 않고 암반층과 붕적층의 뚜렷한 경계부를 형성하는
것으로 미루어 과거에도 강우에 의해 지속적으로 침식이 발생된 것으로 추정되며 토층의 두께는 깊지 않은
상태이고 씰트질 모래나 각을 가진 암괴가 혼합된 느슨한 토층을 형성하고 있으며 상부에 느슨한 붕적층이
쌓여 있는 구간이 존재한다.

14. 이 지역은 계곡의 지류에서 토석류가 발생된 계류구간 및 붕괴 또는 유실이 발생된 자연사면을 위주로
20개의 구간으로 구분하여 조사를 실시하였으며, 붕괴 원인으로는 지형적, 지반 및 지질적 요인, 식생조건등의
내적요인등과 시간당 강우량 50mm 이상 및 누적강우량 200mm 이상의 집중호우로 인한 토층의 포화와 상부
지반의 평형상태 상실로 인한 소규모의 토층의 유실 또는 원호파괴가 토석류의 발생 원인으로 판단된다.
대책방안으로서는 토석류나 집중호우시 발생될 수 있는 유송잡물에 의한 배수로 막힘을 방지하기 위해 전면
부에 차폐시설 필요하고 배수를 원활하게 하기 위한 배수관 정비와 암반상부에 붕괴가 발생된 구간에서의
추가붕괴의 가능성을 가지고 있으므로 상부에 대한 보강 요망, 그리고 제방 재축조 및 좌측 배수시설 보완
또는 저수지 하부 준설 작업 및 시설보완 등의 필요하다.
4. 결 론
본 연구는 2011년 7월 말 서울을 중심으로 중부지방에 3일간 약 500mm의 국지성 폭우가 내려 수많은
인명피해 및 재산피해를 일으킨 우면산 산사태 발생지역 4개소(래미안 APT, 신동아 APT, 형촌마을, 전원마을)
를 중심으로 현장 조사 및 산사태 원인을 분석하고 거시적 복구 대책 방안을 수립하였으며, 그 결과는 다음과
같다.
1) 래미안 APT와 신동아 APT지역은 시간당 85.5mm의 집중호우로 15시간 동안 230mm의 누적강우량을
기록하였다. 이 지역은 과거 붕괴이력으로 인해 느슨하고 두꺼운 붕적토 층이 분포하고 있으며, 높은
지하수위로 상부에서는 지하수 용출과 약수터가 다수 분포하고 있다. 본 구간의 경우 계안부 침식에
의한 수목전도 현상이 소규모 댐 역할을 하게 되어 누적된 토석 및 우수가 축적된 후 급격한 붕괴로
인한 흐름이 본 피해 발생 원인으로 판단된다.
2) 전원마을 지역의 24시간 강수량은 424.5mm를 기록하였으며, 붕괴발생 직전 1시간 동안 112.5mm의
강우가 발생하였다. 이 지역은 느슨한 형태의 붕적토층이 계곡 측면부에 1~1.5m 두께로 분포하고 있으
며, 기존 배수계통이 불충분 한 것으로 판단된다.
3) 형촌마을은 1개의 큰 주계곡과 8개소 소계곡이 분포하고 있으며 주계곡은 10~20˚ 정도의 완경사, 시작점
붕괴발생 구간은 30~40˚ 정도의 경사로 조사되었다. 이 지역의 붕적층 두께는 평균 1m 정도이며 계곡과
계곡이 만나는 일정 구간에서는 최대 5m 정도까지 분포하고 있다. 형촌마을 지역은 시간당 강우량이
85.5mm 이상이며, 24시간 누적강우량이 364.5mm 이상으로 기록되었다. 또한 계속되는 집중호우로
계곡부의 토층이 완전 포화상태를 이룬 것이 흐름의 발생 원인으로 판단되며, 생태저수지 용량부족으로
월류로 인한 제방붕괴가 발생하였다.
4) 군부대 영향 검토는 조사여건의 제한 등으로 인하여 부분적으로 조사된 자료 및 군부대에서 제공된 자료를

바탕으로 분석하였다. 제공자료의 분석 결과 군부대 내외시설(도로, 건물, 헬기장, 배수시설 등)은 건전한
상태이며, 군부대 경계부근의 소규모 사면붕괴가 발생하여 일부 석축, 철책이 유실되었으나 이러한 현상
이 전체 붕괴의 원인이라고 판단하기 어렵다. 또한 군부대 유출수량과 경계부분 토사 유실량을 분석해볼
때 군부대의 영향은 미미한 것으로 판단할 수 있다.
5) 래미안 APT와 신동아 APT 방향의 추가붕괴 방지를 위해서는, 상부에는 법면 붕괴 및 토사유실 방지공을
설치하고 계곡 중앙부 바닥에는 통수단면이 충분한 침식방지용 수로를 설치하여야 한다. 또한 유로상에
유속감소를 위한 시설도 설치하여야 한다. 그리고 하부에는 중력식 사방시설과 침사지를 설치하고 남부순
환로로 유입되는 유량의 원활한 배수를 위하여 남부순환로변에 통수단면이 충분한 배수로를 확보하여야
한다.
6) 전원마을의 경우는 상부에 법면 토사유실 방지를 위한 시설을 설치하고, 토석류 차단시설을 설치한다.
또한 마을에 설치된 배수로의 원활한 통수단면을 확보하여야 한다. 그리고 형촌마을과 같이 계곡이 좁고
급경사를 이루고 있는 경우는 적절한 지점에 사방시설을 설치하여야 한다. 생태저수지 복원시는 철저한
조사, 설계, 시공 및 관리로 완전한 저수지의 역할을 할 수 있도록 한다.
7) 본 조사지역의 반복되는 산사태 붕괴를 억제하기 위하여 다음의 사항을 건의 하고자 한다. 우면산에
산재되어 있는 집수시설(군부대 방류구 포함)은 가급적 서울시에서 설치한 사방시설과 연결하여야 한다.
또한 계곡부에 인접한 수목류는 충분한 조사를 통하여 벌목계획을 수립하고 수목의 건강한 활착을 위하여
간벌할 것을 권유한다.
그리고 대책방안으로는 현장상황에 맞추어 적절한 공법을 결정하여 시행하도록 하고, 주택, 기반시설,
도시안전, 녹지관련 부서가 공동으로 참여하여 산사태를 관리할 수 있는 기구를 신설할 것을 권유한다.
아울러 이에 따른 각계각층의 전문가로 구성된 자문기구의 신설도 필요하다.
8) 산사태 발생지점은 일반적으로 붕괴이력이 있는 지점과 함께 붕괴이력이 없는 지역에서도 발생한다.
따라서 산사태 예방을 위하여 서울시 전역에 걸쳐 위험지역의 정밀한 전수조사가 필요하며, 구축되는
전수조사 자료를 바탕으로 산사태 방재관리시스템 구축이 절대적으로 요구된다.
