PMO Business Case - QOREX simplified business case - PMO management and repor...Phil Trickey
Running a PMO (Programme and Project Management Office) typically includes a significant amount of administration. Skilled PMO staff often spend up to 50% of their time carrying out relatively unskilled report production. The vast majority of time, effort and materials invested in report production can be eliminated when using QOREX to manage the Programmes and Projects within the organisation.
Outsourcing is more than moving bodies. It is an art and science. It is yet not mastered with newer ideas, newer opportunities to learn and share for all alike arising on the go. So much revolves around this body - organisation structures, tools, technology, people, emotions, ideas and much more waiting to be taken to next level.
QOREX Business Management Software - OverviewPhil Trickey
What is QOREX?
QOREX is the complete business management software for strategy, delivery and performance. You can plan at the highest strategic, or lowest operational & project level. Manage the delivery of those plans. Track and measure performance across your organisation.
How is QOREX different? QOREX enables you to focus specifically on areas of strategy, delivery or performance. Unlike other separate, disjointed software tools, it maintains that essential golden thread of connection and coherence between them. Consequently, your organisation develops a single version of the truth from strategy to delivery. Your organisation makes better decisions, improves performance and is more successful in the delivery of its vision.
In what way can QOREX be used?
QOREX enables you to distill your strategy into Objectives, Measurable Results and Enabling activities. You can see your whole business in the round and it enables you to focus on actively managing the details that interest you the most. Examples of how QOREX can be used include:
• Strategic & business planning
• Portfolio, programme and project management
• Performance, delivery and risk management
• Collaboration, accountability and governance
• Benefits realisation
QOREX is a securely hosted, true web-based system enabling it to be accessed from any device that has access to the internet.
Why QOREX?
It became apparent to founder Phil Trickey that as organisations wrestle with external pressures and internal demands, they often struggle to identify and realise their full potential and business value.
QOREX is a unique approach to identifying and releasing that value.
The Value Stream Mapping (VSM) Poster describes the four key phases of managing a value stream mapping project in an organization. The poster comes in two themes: color and monochrome. Formatted in PDF, the poster can be easily printed on an A3-sized paper.
The VSM Poster complements the 'Value Stream Mapping' training presentation materials. It is an effective tool that can be printed and distributed to attendees of your VSM workshop session. It serves as a takeaway and summary of your VSM presentation.
The VSM Poster describes the four main phases of value stream mapping activities:
1. DEFINE PRODUCT FAMILY
Prepare for the value stream mapping activity; define the value stream mapping charter, including objective, scope and product family.
1.1 Define and scope problem
1.2 Pick product family
1.3 Determine value stream mapping objective and benefits
1.4 Create value stream mapping project charter
2. DOCUMENT CURRENT STATE
Document the current state so as to gain a deep understanding about your current work systems and the related barriers to delivering value.
2.1 Map current state value stream
2.2 Quantify current state value stream performance
2.3 Analyze and identify improvement opportunities
3. DESIGN FUTURE STATE
Design a future state value stream map that enables outstanding performance on all fronts; prioritize improvement projects.
3.1 Develop future state value stream map
3.2 Prioritize improvement projects
4. CREATE IMPLEMENTATION PLAN
Adopt the new design, create an implementation plan and lay the foundation for continued improvement.
4.1 Develop implementation plan
4.2 Seek management approval
4.3 Implement the plan and monitor progress

Analysis & Planning
• By collating portfolio information, the business can assess and possibly optimize the
Enterprise portfolio prior to undertaking the outsourcing initiative. This portfolio analysis
will also aid in identifying suitable outsourcing partners and the services that may be
leveraged.
• Once the outsourcing partners have been selected, the necessary infrastructure must be
established to facilitate global delivery.
• Establishing a governance framework should include the formation of a partner's
management group to provide effective communication channels.
• After the transformation program is finalized and a clear understanding of the scope,
transition and post-transition phases has been established, a small pilot program will
serve to test and fine-tune the model.
1 2 3 4 5 6
Execution
• To ensure successful execution, KPIs should be established for Group Managers.
Wherever possible, these should be aligned with existing KPIs, rather than creating
additional responsibilities.
• The actual transition to an offshore model results in a gradual ‘ramp-down' of the
incumbent team and a corresponding ‘ramp-up' of the new outsourcing vendor's team.
• Outsourcing provides the opportunity for the business to strengthen in areas of core
competency and employees should be redeployed to core business activities or
transformation initiatives.
1 2 3 4 5 6
Review & Feedback
2. An ongoing regime of reviews, metrics and feedback establishes a ‘check-and-balance'
mechanism, providing alignment with the overall transformation goals and enabling
revaluation of the ‘go/no-go' decision process.
Reviews/satisfaction surveys across the organization provide valuable feedback regarding
the progress of the initiative on all relevant parameters.
1 2 3 4 5 6
Continuous Improvement
Once ‘steady state' for the program has been achieved, the organization can begin to:
• Accelerate the transformation strategy to ensure business – technology alignment; and
• Leverage outsourcing partners for thought leadership and transformation initiatives.
• Adopting an offshore outsourcing model should be about more than seeking cost
reductions, it should establish a framework to drive continuous improvement.
• Actions to deliver continuous improvement include:
• Collaborating with outsourcing partners to deliver more value though innovation;
• Implementing a gain/share model in certain transformation initiatives;
• Ensuring an optimum mix of internal and outsourcing partner resources in the
transformation programs
1 2 3 4 5 6
Change Management & Governance
Any outsourcing initiative requires a mature and robust change management and
governance framework to manage the complexities of a large business change program.
This framework should include:
• A change management strategy for internal and external stakeholders;
• Evaluation of the impact on internal and external staff, contractors and the incumbent
vendors in developing the transition plan (redeployment, redundancy, release);
• Development of new organization structure, based on the new sourcing model; and
• Provision of intended technology direction to outsourcing partners to ensure alignment
for future transformation activities.
Different parts of a project (or kinds of work) may be suited to onsite, near-shore or
offshore locations.
