Kochi: Rajasthan Chief
Minister Ashok Gehlot
on Friday confirmed his
candidature for the up-
coming Congress presi-

that Rahul Gandhi has
made it clear that “no
member of the Gandhi
family” would become
the next party chief.
Speaking to the me-

said, “I said earlier that
I will request him (Ra-
hul Gandhi) to accept

it clear that no one from
the Gandhi family will
become the next chief.
He said he has decided
this due to some rea-
sons, a non-Gandhi fam-
ily member will become
the party chief”.
When asked if it is
because of the BJP’s al-
legations of nepotism,
he said, “Rahul Gandhi
said it in 2019 that he
would work more with-
out any post. He had
said this in the working
committee. He said that
he still stands on his
statement that he
would work for the par-
ty without a post, as the
party says.”
“It’s decided that I’ll
contest (for the post of
Congress president). I’ll
fix the date soon (to file

waging a war against
the country, said an
ATS official.
The multi-agency op-
eration led by the Na-
tional Investigation
Agency (NIA) resulted
in the arrest of 106 PFI
activists in 11 states for

He described the
Lower House of the
state legislature as a
“premiere” legislative
body in the country
.
Narwekar was in
Nagpur to oversee the
new facilities being put
in place at the Vidhan
Bhavan, where the win-

his views on the behav-
iour of legislators dur-
ing the Assembly ses-
sion, he said, “In my
maiden speech as a
speaker, I had said that
nobody’s voice will be
suppressed, but at the
same time no kind of
unparliamentary con-
duct will be tolerated.”
Hence, legislators will
have the opportunity to
express themselves as
pertherulesandthepar-

.
However, no unparlia-
mentary conduct will be
tolerated as it affects the
House and people of the
state, he said.
Narvekar noted that
in the last Assembly ses-
sion, around 9.5 hours
of business was trans-
acted everyday and it is
expected to continue in
the upcoming session.
“I feel the Vidhan
Sabha is a premiere leg-

conduct themselves
veryresponsibly

I am confident that in
the coming times the
legislators will work in
the session keeping
their responsibilities in
mind,” he said.

Mumbai: A 25-year-
old woman took to
her Twitter handle to
reveal how insensi-
tively the railway po-
lice treated her when
she went to report
that she had been
sexually harassed in
a Mumbai local train.
In a long Twitter
thread, the woman—
who is a lawyer by pro-
fession—said that the
police needed to be sen-
sitized about how to be-
have with victims of
such incidents. The in-
cident occurred on
Wednesday morning
when she was travelling
to her workplace from
Cotton Green to Jogesh-
wari, on Central Rail-
way’s Harbour Line.
According to the po-
lice, a man, around 40
years old and apparent-
ly mentally unstable,
boarded the ladies’ first-
class compartment. As
the train approached
Jogeshwari station, he
sexually harassed the
woman before jumping
out and fleeing.
“Upon reaching the
Andheri Railway police
station, I was visibly
distressed and crying.
As I spoke to the police
in-charge and told
them I was molested…,
the first question he
asked me was ‘Molesta-
tion kya hota hai?’
(What is molestation),”
the woman had written
in a tweet.
She was made to nar-
rate the incident three-
four times and her
statement was record-
ed after three long
hours at the Andheri
Railway police station,
she claimed.
Then she was told
that the case fell under
the jurisdiction of the
Borivali railway police
station, she said. In the
evening she was sum-
moned there to identify
the perpetrator in
CCTV footage.
“I have to go back
and relive the most
traumatic day of my
life again because the
Andheri railway police
did not forward the de-
tails of the exact per-
son who did this to
me,” she wrote.
Highlighting her
good fortune, the lawyer
stated, “Today scares
me. I am a privileged
woman living close to
South Bombay…. I am
educated and financial-
ly independent. Being
an advocate helps be-
cause I know the exact
ambit of the duties of
the police.”
She wrote that “the
way our police handle
these situations is ab-
solutely heart-break-
ing.” If she had been
“from a minority, from
a weaker economic
background, someone
who wasn’t aware of
those rights”, her situ-
ation would have been
much worse, she said.

HATE CRIMES ARE
MAKING CANADA
UNSAFE FOR THE
INDIAN DIASPORA
ndia is watching hate
crimes rising against
Indians in Canada’s
Ontario province and
has accordingly cau-
tioned students going there. Ac-
cording to Statistics Canada
therewasa72percentincreasein
hate crime rate between 2019 and
2021. Partly
, it was said to be due
to the pandemic “which exacer-
bated safety and discrimination
issues”. In the recent past hate
crimes against Indians have in-
creasedwithtwoIndianstudents
being shot early this month.
This and a rise in anti-India
activities have forced the Minis-
try of External Affairs to issue
an advisory for Indians living in
Canada asking them to be vigi-
lant.
Canada is a sanctuary for pro-
Khalistan activists and, regret-
tably, the Canadian government
has done little to check the Khal-
istanis or act against those in-
volved in hate crime. As Paki-
stan is ever ready to fish in such
troubled waters and keeps incit-
ing the anti-India elements.
The once immigrant-friendly
country, Canada is becoming
relatively unsafe. It, however,
remains a preferred destination
for Indians.
I
here are conflict-
ing arguments for
and against hijab.
The argument put
forth by Muslim
students of Karnataka, who
were barred from entering
schools wearing hijab, is that
the head scarf protects their
privacy and it is an essential
part of clothing as per Islam-
ic faith. The girls’ lawyer ar-
gued in the Supreme Court
that not allowing hijab has
led to increased dropout of
Muslim students from
schools. Senior advocates Yu-
suf H. Muchhala and Salman
Khurshid, representing the
pro-hijab petitioners in the
Supreme Court, argued that
the court was ill-equipped to
interpret the Quran due to its
insufficient proficiency in
Arabic. Hijab, they argued, is
a Muslim woman’s “choice
of cloth to feel empowered as
well as protect her dignity”.
Far away in Iran women
are having an issue for an en-
tirely different reason. As-
suming that they have better
proficiency in Arabic and,
therefore, they can interpret
the Quran, their protest
“Woman, life, freedom” is
against hijab and Iran’s mo-
rality police. The worst wave
of protests to rock Iran in
recent years was triggered by
the death in custody of Kurd-
ish woman Mahsa Amini.
The morality police accused
her of not wearing her hijab
properly and allegedly as-
saulted her leading to Ami-
ni’s death. In protest Iranian
women are not only burning
their head scarves on roads
but also cutting their hair.
The pro-hijab groups can
argue that the Shia Islam is
different from that of Sunnis
so comparisons should be
avoided. The hijab should be
viewed as apparel that re-
stricts women’s freedom but
one will have to wait for the
Supreme Court’s verdict.

T
WHAT WERE MODI AND PUTIN
REALLY TALKING ABOUT?
There are nevertheless three
compelling reasons to
suppose that a Ukrainian
victory is less imminent
than adepts of turning
points are inclined to
believe. The first is obvious
fact that even after change of
fortune exceptional
pressure on their own
resources, Russia is still a
stronger force than Ukraine
fter the apparent success of a
Ukrainian counter-offensive,
politicians and the media
have taken to evoking what
they see as a “turning-point.”
Doughty warriors such as
General David Petraeus, for
example, have expressed in
the media their counter-intu-
itive belief that Ukraine can
win the war. Earlier this year,
in May, Patraeus had already
asserted that “Ukraine has
won,” so no one should be
surprised to learn that he
now believes the Ukrainians
can win. Turning points are
always good for believers.
There are nevertheless
three compelling reasons to
suppose that a Ukrainian vic-
tory is less imminent than
the adepts of turning points
are inclined to believe. The
first is the obvious fact that
even after the change of for-
tune and exceptional pres-
sure on their own resources,
Russia still represents a
stronger force than Ukraine.
That would point to a stale-
mate rather than a victory for
either side. The second is that
the decision-makers in the
White House, the Pentagon
and Congress appear to favor
a lasting standoff to a deci-
sive victory
. The third is that
the apparent triumphs of
September may be eclipsed
by the imminent bad news
developing in Europe, as the
cost of electricity and heat-
ing begins to skyrocket at the
approach of winter.
Without the kind of high-
level political solidarity that
European governments have
demonstrated throughout
the spring and summer, a
Ukrainian victory is unim-
aginable. Many European
governments will soon find
themselves under serious
pressure coming from their
populations that were not
consulted on a commitment
to war, especially a prolonged
war. The people are less like-
ly than ever over the past
seven decades to identify
with the idea of following the
dictates of Washington and
London. They now find them-
selves trapped in apparently
uncontrollable inflation cou-
pled with an ever more likely
recession. After the chaotic
US withdrawal from Afghan-
istan last year, Europeans are
less inclined to believe that
the US can be trusted as their
ally and protector.
The problem is becoming
more severe in the rest of the
world. Indian Prime Minister
Narendra Modi has bravely
resisted all the blandish-
ments and subtle pressure of
the US to align with the West
against Russia. But the West
has never given up hope that
that might change. Last
week, Modi met with Russian
President Vladimir Putin in
Samarkand, Uzbekistan and
made headlines in the West,
who applauded Modi for chal-
lenging the Russian leader.
The headline of an article by
Mary Ilyushina in The Wash-
ington Post stated, “Modi re-
bukes Putin over his war in
Ukraine.” In the meeting
Modi famously said: “Today’s
era is not an era of war, and
I have spoken to you on the
phone about this.”
ERA OF WAR
Any moment in history
, even
those epochs in which people
believe that peace is the norm
made inevitable by their pro-
claimed belief in the ideals of
democratic harmony
, the rule
of law and a prosperous glo-
balized economy from which
everyone is expected to gain
an advantage.
CONTEXTUAL NOTE
Should this be called a re-
buke? Only Western media,
desperately seeking to inter-
pret any remark that isn’t
praise as condemnation
could consider this a repri-
mand, reproach or rebuke.
Business Insider avoids us-
ing the word rebuke and in-
stead, more accurately, calls
it a “remark.” But using in
the same sentence the now
obligatory epithet “unpro-
voked war,” the author con-
veys a similar meaning and
even suggests that it is part of
a global trend. “The Russian
president’s remarks to his In-
dian counterpart echoed
comments on Russia’s unpro-
voked war in Ukraine that he
made to Chinese leader Xi
Jinping the day prior. ‘We
highly value the balanced po-
sition of our Chinese friends
when it comes to the Ukraine
crisis,” Putin said to Xi at the
summit in Uzbekistan.’”

Can Cong give message by holding polls?
‘It is nonsense that if elections are held, the party will break or Shashi Tharoor is being contested under some conspiracy’
Mahesh Sharma
New Delhi: There is
every possibility of
elections for the new
president of the Con-
gress party this time. If
elections are held and
there is a contest be-
tween leaders outside
the Nehru-Gandhi fam-
ily, then the country’s
oldest party Congress
can give a message of
internal democracy
through it. It is non-
sense that if elections
are held, the party will
break or Shashi Tha-
roor is being contested
under some conspiracy
.
If the party has to
break, it will break any-
way. In the states, the
party is breaking down.
If big leaders are leav-
ing, then it is not right
to not hold elections in
this concern or talk
about consensus for the
post of president. It
seems that Sonia Gan-
dhi has made up her
mind to get rid of the
charges of dynasty to
some extent by holding
elections this time.
That is when it is be-
ing said that she gave
the green signal to
Shashi Tharoor to con-
test the elections. It is
alsopossiblethatShashi
Tharoor has been asked
to fight on behalf of the
party high command.
Making a leader of So-
nia’s own choice as par-
ty president who is loy-
al to the family
, without
conducting an election,
does not give the mes-
sage which will be given
by the election between
two leaders. Everyone
knows that if Ashok Ge-
hlot contests elections
and gets support from
Gandhi family, he will
win with a big margin.
Despite this, having an
election would create
his legitimacy and im-
pose his moral authori-
ty
. So, if Tharoor is
fightingonthebehestof
anti-family leaders in
the party
, then it is also
good and if he is con-
testing on the signal of
the Congress’ ‘first fam-
ily’, then too it is good.
It is always a better op-
tion to hold elections
than to impose a presi-
dent.
Shashi Tharoor Sonia Gandhi
With Cong Prez being ‘elected’, perhaps
party wouldn’t mind to elect its WC too!
Sharat K Verma
New Delhi: Since the
‘election’ of the Con-
gress President will be
conducted soon, simi-
larly, following the same
lines, if even half of the
working committee
members are elected, it
will be even better for
the party
. The members
of the Working Commit-
tee have not been elect-
ed in Congress for a
long time. According to
the Congress constitu-
tion, out of 23 members
of the Working Commit-
tee, 12 members will be
nominated by the Con-
gress President and 11
members will be elect-
ed. Madhusudan Mistry
,
the head of the Con-
gress’s election author-
ity, has also announced
this. If there are more
than 11 nominations for
the remaining 11 mem-
bers in addition to the
12 nominated members,
then voting will be held.
After Sonia Gandhi be-
came the Congress Pres-
ident, for the first time
in 24 years, the mem-
bers of the Working
Committee may be
elected. Although the
delegates who elect the
working committee will
be of the choice of the
Cong President, there-
fore the leader of the
President’s choice will
be elected, despite this,
it will be a good thing to
have an election.
Before this, the last
time the members of
CWC were elected was
in 1997 in the Calcutta
session. From Pranab
Mukherjee to Sharad
Pawar and Ahmed Patel
to Arjun Singh, Ghulam
Nabi Azad, Madhav Rao
Scindia, Jitendra Pras-
ad and Tariq Anwar,
everyone was elected
president.

this matter has been

the ‘real’ Shiv Sena. The
Shinde faction had also
sought permission to
hold the rally at the

opposed the Thackeray

Welcoming the rul-

“We never stopped

that the Brihanmumbai

challenged the BMC or-

“The BMC order re-

Yellow alert issued after Delhi and adjacent areas witnessed torrential rainfall for second consecutive day
New Delhi (ANI): The
India Meteorological
Department on Friday
issued a yellow alert for
rainfall in the national
capital and cautioned
the citizens about the
same.
The yellow alert is is-
sued after Delhi and its
adjacent areas wit-
nessed torrential rain-
fall for a second consec-
utive day on Thursday
alerting the citizens to
be prepared for the next
two-three days. This
heavy downpour result-
ed in waterlogging at
very places in Delhi and
the National Capital Re-
gion.
The water logging
and heavy rainfall had
further brought the
transport life in the city
to a halt and resulted in
massive traffic jams
across several places in
the region. Meanwhile,
senior scientist of IMD,
RK Jenamani also in-
formed about an orange
alert for very heavy
rainfall in Uttarakhand
for the upcoming two
days.
“Orange alert for
very heavy rainfall is-
sued for Uttarakhand
from 23rd to 25th Sept.
Rain is expected to in-
crease over western UP
tomorrow,” said RK
Jenamani, senior scien-
tist, IMD. The weather
forecasting agency in
its All India Weather
Summary and Forecast
Bulleting by the IMD
this morning said, “a
western disturbance as
a trough in mid-tropo-
spheric westerlies run
roughly, under whose
influence, the current
spell of rainfall is likely
to continue over north-
west India for next few

flood-hit districts in the state. A
spokesperson of the state government
said the Chief Minister conducted

He claimed that at-

marks came a day after
the NIA and ED con-
ducted raids against PFI
on various locations in

Rashidi said, “The

being made to ban PFI.
There should be action

which works against the
country, but if you take
action against the or-

PM’s midnight call surprises Foreign Minister
New Delhi (Agencies):
Prime Minister Naren-
dra Modi dialled past
midnight after an Indi-
an consulate in an Af-
ghan city came under
attack some years ago,
Foreign Minister S Jais-
hankar shared at an
event in New York on
Thursday
. “Jaage ho
(are you awake)?,” was
his first question, Mr
Jaishankar said as he
praised PM Modi’s lead-
ership.
The minister was
sharing anecdotes from
2016, when an Indian
consulate at Mazar-i-
Sharif in war-torn Af-
ghanistan was attacked.
He was then the Foreign
Secretary
.
“It was past midnight
and our consulate in
Mazar-i-Sharif in Af-
ghanistan was under at-
tack. We were trying to
figure out what hap-
pened and my phone
rang. It took me a bit by
surprise. When the
Prime Minister calls
you don’t get a caller ID
but still someone con-
nects you. But this time
it was the prime minis-
ter,” he said at an event
to discuss the book
‘Modi@20: Dreams Meet
Delivery’.
“The prime minister
asked if I’m awake,” Mr
Jaishankar said. “It’s
12:30 (am), what else will
I be doing rather than
beingawake?Becausein
his life that’s probably
natural,” he remarked.
“Are you watching TV

U’khand BJP leader’s son arrested for
woman employee’s murder at his resort
Haridwar (Agencies):
Senior BJP leader Vi-
nod Arya’s son, Pulkit
Arya, has been arrested
for the murder of a
19-year-old woman from
Pauri Garhwal who
worked at a resort he
owns at Yamkeshwar,
Rishikesh, in Haridwar
district.
He had reported her
missing on Monday, as
did her family, but it
later turned out he’d
killed her with help
from two staff mem-
bers, who have been ar-
rested too, police said.
The body is yet to be
found — search was on
in Cheela Canal, a near-
by water channel — and
police are probing the
motive.
State police chief
Ashok Kumar ex-
plained, “The initial
FIR was registered by
the resort owner (Pulkit
Arya) and the woman’s
family
. In Uttarakhand,
we have a system of the
patwari (land revenue
official) registering
FIRs. That’s where it
was registered as the
area (where the woman
lived) doesn’t fall under
regular police stations.”
‘Probe agencies no more caged parrots’
Rampur (UP) (Agen-
cies): Senior BJP lead-
er and former Union
minister Mukhtar Ab-
bas Naqvi on Friday
said that the CBI and
the ED were no more a
“caged parrot” but have
now become a “jewels
of law” which are per-
forming their duties
fairly without any bias.
Speaking to reporters
in Moradabad and Ram-
pur, Mr Naqvi slammed
the opposition parties
for accusing the govern-
ment of misusing the
probe agencies to target
them.He said those rais-
ing such questions are
themselves in dock for
committing “wrong
deeds.” These “champi-
ons of corruption” are
in trouble today that is
why they are levelling
baseless and unsub-
stantiated statements
against the agencies,
Mr Naqvi said.
He also parried criti-
cism of the Uttar
Pradesh government
over its decision to sur-
vey madrassas and
waqf properties, saying
its critics are raising a
“bogey of fear and fal-
lacy” only for emotional
exploitation of people.
“Everyone’s constitu-
tional rights are abso-
lutely safe and secure.
“Some organisations
like PFI are involved in
a criminal and commu-
nal conspiracy to harm
the fabric of harmony
in the country,” he said.

New telecom bill in 6-10 months: Min
New Delhi (PTI): The new
telecom bill, which will re-
place the 137-year-old Indi-
an Telegraph Act, is expect-
ed to be in place in 6-10
months but thegovernment
is not in a hurry
, communi-
cations minister Ashwini
Vaishnaw said on Friday
.
The bill also seeks to re-
place the Indian Wireless
Telegraphy Act, 1933 and
the Telegraph Wires (Un-
lawful Possession) Act,
1950. “Based on the consul-
tation process, we will cre-
ate the final draft. That
draft will then go through
committee processes of
Parliament. Then it has to
go (to) Parliament. I see a
timeline of 6-10 months but
we are not in a hurry,”
Vaishnaw said when asked
about a timeline for imple-
mentation of the final bill.
The minister gave over
36 minutes of detailed pres-
entation on the draft bill.
If the bill gets approved
then over-the-top players
like Whatsapp, Zoom and
Google Duo which provide
calling and messaging ser-
vices may require licences
to operate in the country
.
While the government
has sought reference from
the Telecom Regulatory
Authority of India on li-
censing framework for in-
ternet and calling messag-
es, the bill clearly shows
the government intent to
bring the OTT apps under
the licensing regime.
“OTT already comes un-
der regulation by interpre-
tation of what is a tele-
graph. The consultation
process for its regulation
has already started. The
focus of this bill is that we
have to make a light touch
regulatory environment.
Wherever required there
should be strict effective
regulation and in rest of
the places there will be
light touch regulation,” the
minister said.
The bill proposes all in-
ternet calling and messag-
ing apps to comply with
the Know Your Customers
(KYC) provision when
they come under telecom
licence ambit.
The minister said the
first fundamental thought
in the bill is about protec-
tion of users and every
consumer has the right to
know who is making the
call. “If calls can take place
from different platforms
then every platform needs
to come under the same
kind of regulation. This is
not only in India, this is the
thought process across the
world. Technology has
brought so many changes
that the distinction be-
tween voice call and data
call has disappeared,”
Vaishnaw said.
He said that KYC norms
will also help in curbing
cyber frauds.

Pune (PTI): Union Fi-
nance Minister Nirmala

said the government was
making efforts to keep in-
flation under 4% and steps
were being taken to ensure
people get essential goods
at fair price and on time.
She said steps were be-
ing taken to
keep infla-
tion at a
certain level. Replying
to a question on rising
prices, the minister said,
“As far as inflation is con-
cerned, I have been an-
swering questions (on the
issue) in Parliament every
time they have been
raised. Steps were
being taken to
keep inflation at
one level, for ex-
ample, duty on

ble oil is being removed so
that affordable oil comes
into the country
.”
She said the issue of in-
flation should be under-
stood in global context.
“America is experiencing
the kind of high inflation
which was not witnessed in
the last 40 years. Germany
is facing high inflation
which was not experienced
in the last 38 years. We are
taking efforts to keep infla-
tion under 4% and efforts
were being taken to ensure
that people get all goods at
fair price and on time,” Si-
tharaman added.
Asked about the rupee
hitting a record low against
the US dollar, Sitharaman
said the government looks
at every aspect of the econ-
omy. “Be it inflation, ex-
change rate...We are look-

FOREX RESERVES DOWN 5.2 BILLION US DOLLARS
TO 545.65 BILLION US DOLLARS AS OF SEPT 16
Mumbai: The country’s forex kitty continued its southward
journey, with the overall reserves declining by $5.219 billion to
$545.652 billion for the week ended
September 16, the RBI said on Friday.
The reserves, which have been dipping

caused majorly by global developments,
had declined by $2.23 billion to $550.87
billion in the previous week. The fall in
the reserves for the week ended September 16 was on the account

Mumbai: The Uddhav
Thackeray-led Shiv
Sena on Friday laud-
ed the Bombay High
Court’s decision to al-
low it to hold its an-
nual Dussehra rally
at the iconic Shivaji
Park ground, saying
its faith in the judici-
ary stood vindicated.
Welcoming the deci-
sion, party Spokesper-
son Manisha Kayande
said this year’s rally
will be grand.
There must have
been some pressure on
the Brihanmumbai Mu-
nicipal Corporation
(BMC) which had de-
nied the permission,
she claimed.
Our faith in the judi-
ciary stands vindicated.
For the last many years,
Dussehra rally has been
taking place at ‘Shiv-
tirtha’ (as the Sena re-
fers to Shivaji Park),
but this time attempt
was made by the Shinde
faction and the BJP to
create obstacles. Thank-
fully, the court rejected
it, said Sena secretary
Vinayak Raut.
The Sena faction led
by Maharashtra Chief
Minister Eknath Shinde
too had applied for per-
mission to hold its rally
at Shivaji Park on the
same day (October 05).
The BMC denied per-
mission to both fac-
tions, citing a police re-
port that said granting
permission to either
faction would cause law
and order issues.
A division bench,
comprising of Justices
RD Dhanuka and Ka-
mal Khata, on Friday,
granted a petition filed
by the Thackeray-led

ing the BMC’s decision.

However, the MP
from Kalyan dismissed
the criticism saying the
picture was taken at the

“Have you become su-

this behaviour,” said
NCP Spokesperson, Ma-
hesh Tapase, in a state-
ment. He referred to the
picture, which showed
Shrikant sitting in a
chair with ‘Maharash-
tra Government-Chief
Minister’ written on a
board behind it.
In response to wide-
spread backlash, Shri-
kant said the photo-
graph was taken at
their private residence-
cum-office in Thane.
“Both the chief minis-
ter and I use this office
to meet people and solve
their issues. I was not
at the chief minister’s
official residence or
office. The official
board is moveable and
it had been brought
there for the chief min-
ister’s virtual meeting,”
he said.
Shinde, in an appar-
ent dig at former chief
minister Uddhav
Thackeray, said his fa-
ther worked for 18-20
hours a day, and “he is
always on the move”,
quite unlike “earlier
chief ministers who sat
in one place”.
Thackeray had faced
criticism for rarely
stepping out of home
when he was chief min-

Asked about the op-

said the current opposi-

who were in power in

“Who were the people

Were these projects
not beneficial for Maha-

questioned.
“Were all these pro-

power, you stopped not
one or two projects, but
created hurdles for five
projects. Now you are
sheddingcrocodiletears

TOP TWEETS HATE CRIMES ARE MAKING CANADA UNSAFE FOR THE INDIAN DIASPORA ndia is watching hate crimes rising against Indians in Canada’s Ontario province and has accordingly cau- tioned students going there. Ac- cording to Statistics Canada therewasa72percentincreasein hate crime rate between 2019 and 2021. Partly , it was said to be due to the pandemic “which exacer- bated safety and discrimination issues”. In the recent past hate crimes against Indians have in- creasedwithtwoIndianstudents being shot early this month. This and a rise in anti-India activities have forced the Minis- try of External Affairs to issue an advisory for Indians living in Canada asking them to be vigi- lant. Canada is a sanctuary for pro- Khalistan activists and, regret- tably, the Canadian government has done little to check the Khal- istanis or act against those in- volved in hate crime. As Paki- stan is ever ready to fish in such troubled waters and keeps incit- ing the anti-India elements. The once immigrant-friendly country, Canada is becoming relatively unsafe. It, however, remains a preferred destination for Indians. I here are conflict- ing arguments for and against hijab. The argument put forth by Muslim students of Karnataka, who were barred from entering schools wearing hijab, is that the head scarf protects their privacy and it is an essential part of clothing as per Islam- ic faith. The girls’ lawyer ar- gued in the Supreme Court that not allowing hijab has led to increased dropout of Muslim students from schools. Senior advocates Yu- suf H. Muchhala and Salman Khurshid, representing the pro-hijab petitioners in the Supreme Court, argued that the court was ill-equipped to interpret the Quran due to its insufficient proficiency in Arabic. Hijab, they argued, is a Muslim woman’s “choice of cloth to feel empowered as well as protect her dignity”. Far away in Iran women are having an issue for an en- tirely different reason. As- suming that they have better proficiency in Arabic and, therefore, they can interpret the Quran, their protest “Woman, life, freedom” is against hijab and Iran’s mo- rality police. The worst wave of protests to rock Iran in recent years was triggered by the death in custody of Kurd- ish woman Mahsa Amini. The morality police accused her of not wearing her hijab properly and allegedly as- saulted her leading to Ami- ni’s death. In protest Iranian women are not only burning their head scarves on roads but also cutting their hair. The pro-hijab groups can argue that the Shia Islam is different from that of Sunnis so comparisons should be avoided. The hijab should be viewed as apparel that re- stricts women’s freedom but one will have to wait for the Supreme Court’s verdict. TWO VIEWS ON HIJAB: WEAR IT; BURN IT The pro-hijab groups can argue that the Shia Islam is different from that of Sunnis so comparisons should be avoided. The hijab should be viewed as apparel that restricts women’s freedom but one will have to wait for the SC’s verdict T WHAT WERE MODI AND PUTIN REALLY TALKING ABOUT? There are nevertheless three compelling reasons to suppose that a Ukrainian victory is less imminent than adepts of turning points are inclined to believe. The first is obvious fact that even after change of fortune exceptional pressure on their own resources, Russia is still a stronger force than Ukraine fter the apparent success of a Ukrainian counter-offensive, politicians and the media have taken to evoking what they see as a “turning-point.” Doughty warriors such as General David Petraeus, for example, have expressed in the media their counter-intu- itive belief that Ukraine can win the war. Earlier this year, in May, Patraeus had already asserted that “Ukraine has won,” so no one should be surprised to learn that he now believes the Ukrainians can win. Turning points are always good for believers. There are nevertheless three compelling reasons to suppose that a Ukrainian vic- tory is less imminent than the adepts of turning points are inclined to believe. The first is the obvious fact that even after the change of for- tune and exceptional pres- sure on their own resources, Russia still represents a stronger force than Ukraine. That would point to a stale- mate rather than a victory for either side. The second is that the decision-makers in the White House, the Pentagon and Congress appear to favor a lasting standoff to a deci- sive victory . The third is that the apparent triumphs of September may be eclipsed by the imminent bad news developing in Europe, as the cost of electricity and heat- ing begins to skyrocket at the approach of winter. Without the kind of high- level political solidarity that European governments have demonstrated throughout the spring and summer, a Ukrainian victory is unim- aginable. Many European governments will soon find themselves under serious pressure coming from their populations that were not consulted on a commitment to war, especially a prolonged war. The people are less like- ly than ever over the past seven decades to identify with the idea of following the dictates of Washington and London. They now find them- selves trapped in apparently uncontrollable inflation cou- pled with an ever more likely recession. After the chaotic US withdrawal from Afghan- istan last year, Europeans are less inclined to believe that the US can be trusted as their ally and protector. The problem is becoming more severe in the rest of the world. Indian Prime Minister Narendra Modi has bravely resisted all the blandish- ments and subtle pressure of the US to align with the West against Russia. But the West has never given up hope that that might change. Last week, Modi met with Russian President Vladimir Putin in Samarkand, Uzbekistan and made headlines in the West, who applauded Modi for chal- lenging the Russian leader. The headline of an article by Mary Ilyushina in The Wash- ington Post stated, “Modi re- bukes Putin over his war in Ukraine.” In the meeting Modi famously said: “Today’s era is not an era of war, and I have spoken to you on the phone about this.” ERA OF WAR Any moment in history , even those epochs in which people believe that peace is the norm made inevitable by their pro- claimed belief in the ideals of democratic harmony , the rule of law and a prosperous glo- balized economy from which everyone is expected to gain an advantage. CONTEXTUAL NOTE Should this be called a re- buke? Only Western media, desperately seeking to inter- pret any remark that isn’t praise as condemnation could consider this a repri- mand, reproach or rebuke. Business Insider avoids us- ing the word rebuke and in- stead, more accurately, calls it a “remark.” But using in the same sentence the now obligatory epithet “unpro- voked war,” the author con- veys a similar meaning and even suggests that it is part of a global trend. “The Russian president’s remarks to his In- dian counterpart echoed comments on Russia’s unpro- voked war in Ukraine that he made to Chinese leader Xi Jinping the day prior. ‘We highly value the balanced po- sition of our Chinese friends when it comes to the Ukraine crisis,” Putin said to Xi at the summit in Uzbekistan.’” SOURCE: FAIROBSERVER A PETER ISACKSON The writer is Fair Observer’s Chief Strategy Sfficer The headline of an article by Mary Ilyushina in The Washington Post stated, “Modi rebukes Putin over his war in Ukraine.” In the meeting Modi famously said: “Today’s era is not an era of war, and I have spoken to you on the phone about this”

If elections are held and there is a contest be- tween leaders outside the Nehru-Gandhi fam- ily, then the country’s oldest party Congress can give a message of internal democracy through it. It is non- sense that if elections are held, the party will break or Shashi Tha- roor is being contested under some conspiracy . If the party has to break, it will break any- way. In the states, the party is breaking down. If big leaders are leav- ing, then it is not right to not hold elections in this concern or talk about consensus for the post of president. It seems that Sonia Gan- dhi has made up her mind to get rid of the charges of dynasty to some extent by holding elections this time. That is when it is be- ing said that she gave the green signal to Shashi Tharoor to con- test the elections. It is alsopossiblethatShashi Tharoor has been asked to fight on behalf of the party high command. Making a leader of So- nia’s own choice as par- ty president who is loy- al to the family , without conducting an election, does not give the mes- sage which will be given by the election between two leaders. Everyone knows that if Ashok Ge- hlot contests elections and gets support from Gandhi family, he will win with a big margin. Despite this, having an election would create his legitimacy and im- pose his moral authori- ty . So, if Tharoor is fightingonthebehestof anti-family leaders in the party , then it is also good and if he is con- testing on the signal of the Congress’ ‘first fam- ily’, then too it is good. It is always a better op- tion to hold elections than to impose a presi- dent. Shashi Tharoor Sonia Gandhi With Cong Prez being ‘elected’, perhaps party wouldn’t mind to elect its WC too! Sharat K Verma New Delhi: Since the ‘election’ of the Con- gress President will be conducted soon, simi- larly, following the same lines, if even half of the working committee members are elected, it will be even better for the party . The members of the Working Commit- tee have not been elect- ed in Congress for a long time. According to the Congress constitu- tion, out of 23 members of the Working Commit- tee, 12 members will be nominated by the Con- gress President and 11 members will be elect- ed. Madhusudan Mistry , the head of the Con- gress’s election author- ity, has also announced this. If there are more than 11 nominations for the remaining 11 mem- bers in addition to the 12 nominated members, then voting will be held. After Sonia Gandhi be- came the Congress Pres- ident, for the first time in 24 years, the mem- bers of the Working Committee may be elected. Although the delegates who elect the working committee will be of the choice of the Cong President, there- fore the leader of the President’s choice will be elected, despite this, it will be a good thing to have an election. Before this, the last time the members of CWC were elected was in 1997 in the Calcutta session. From Pranab Mukherjee to Sharad Pawar and Ahmed Patel to Arjun Singh, Ghulam Nabi Azad, Madhav Rao Scindia, Jitendra Pras- ad and Tariq Anwar, everyone was elected president. A division bench comprising Justices RD Dhanuka and Kamal Khata said in the ruling that the Brihanmumbai Municipal Corpora- tion’s (BMC) decision not to grant permission to either Sena faction was a “clear abuse of the process of law.” The Thackeray faction had challenged the BMC or- der before the court. “The BMC order re- fusing permission merely on the ground that there was a second application filed to hold the rally at the same place is a clear abuse of the process of law,” said the order. The civic body “mis- used its power on a flimsy ground,” the court remarked. Sena scion Aaditya Thack- eray thanked the court and said the truth al- ways prevails. This heavy downpour result- ed in waterlogging at very places in Delhi and the National Capital Re- gion. He claimed that at- tempts are being made to “ban” PFI. His re- marks came a day after the NIA and ED con- ducted raids against PFI on various locations in 15 states of the country , arresting 106 of its members. Rashidi said, “The way Congress had banned SIMI, in the same way, attempts are being made to ban PFI. There should be action againsttheorganisation which works against the country, but if you take action against the or- ganisation only because it is working for the up- liftment of Muslims, and you are trying to declare it a terror organ- isation, it is against the law and Constitution. These are the same peo- ple who dub the ones studying in a madrassa as terrorists. This is a conspiracy to finish Muslims.” He claimed that PFI’s work for Mus- lims in Kerala is “com- mendable”. He also parried criti- cism of the Uttar Pradesh government over its decision to sur- vey madrassas and waqf properties, saying its critics are raising a “bogey of fear and fal- lacy” only for emotional exploitation of people. “Everyone’s constitu- tional rights are abso- lutely safe and secure. “Some organisations like PFI are involved in a criminal and commu- nal conspiracy to harm the fabric of harmony in the country,” he said. The minister gave over 36 minutes of detailed pres- entation on the draft bill. If the bill gets approved then over-the-top players like Whatsapp, Zoom and Google Duo which provide calling and messaging ser- vices may require licences to operate in the country . While the government has sought reference from the Telecom Regulatory Authority of India on li- censing framework for in- ternet and calling messag- es, the bill clearly shows the government intent to bring the OTT apps under the licensing regime. “OTT already comes un- der regulation by interpre- tation of what is a tele- graph. The consultation process for its regulation has already started. The focus of this bill is that we have to make a light touch regulatory environment. Wherever required there should be strict effective regulation and in rest of the places there will be light touch regulation,” the minister said. The bill proposes all in- ternet calling and messag- ing apps to comply with the Know Your Customers (KYC) provision when they come under telecom licence ambit. The minister said the first fundamental thought in the bill is about protec- tion of users and every consumer has the right to know who is making the call. “If calls can take place from different platforms then every platform needs to come under the same kind of regulation. This is not only in India, this is the thought process across the world. Technology has brought so many changes that the distinction be- tween voice call and data call has disappeared,” Vaishnaw said. He said that KYC norms will also help in curbing cyber frauds. WHAT THE BILL WILL CHANGE z The new telecom bill will replace the 137-year-old Indian Telegraph Act and the Telegraph Wires (Unlawful Possession) Act, 1950 z If the bill gets approved then over-the-top players like Whatsapp, Zoom and Google Duo which provide calling and messaging services may require licences Pune (PTI): Union Fi- nance Minister Nirmala Sitharaman on Thursday said the government was making efforts to keep in- flation under 4% and steps were being taken to ensure people get essential goods at fair price and on time. Welcoming the deci- sion, party Spokesper- son Manisha Kayande said this year’s rally will be grand. There must have been some pressure on the Brihanmumbai Mu- nicipal Corporation (BMC) which had de- nied the permission, she claimed. Our faith in the judi- ciary stands vindicated. For the last many years, Dussehra rally has been taking place at ‘Shiv- tirtha’ (as the Sena re- fers to Shivaji Park), but this time attempt was made by the Shinde faction and the BJP to create obstacles. Thank- fully, the court rejected it, said Sena secretary Vinayak Raut. The Sena faction led by Maharashtra Chief Minister Eknath Shinde too had applied for per- mission to hold its rally at Shivaji Park on the same day (October 05). The BMC denied per- mission to both fac- tions, citing a police re- port that said granting permission to either faction would cause law and order issues. A division bench, comprising of Justices RD Dhanuka and Ka- mal Khata, on Friday, granted a petition filed by the Thackeray-led Sena faction challeng- ing the BMC’s decision. First India Bureau Mumbai: The Nation- alist Congress Party (NCP) on Friday criti- cized Lok Sabha mem- ber Shrikant Shinde for sitting in a chair meant for his father, Maharashtra Chief Minister Eknath Shinde. However, the MP from Kalyan dismissed the criticism saying the picture was taken at the office in their private residence. “Have you become su- per CM? You must apol- ogize to the people for this behaviour,” said NCP Spokesperson, Ma- hesh Tapase, in a state- ment. He referred to the picture, which showed Shrikant sitting in a chair with ‘Maharash- tra Government-Chief Minister’ written on a board behind it. In response to wide- spread backlash, Shri- kant said the photo- graph was taken at their private residence- cum-office in Thane. “Both the chief minis- ter and I use this office to meet people and solve their issues. I was not at the chief minister’s official residence or office. The official board is moveable and it had been brought there for the chief min- ister’s virtual meeting,” he said. Shinde, in an appar- ent dig at former chief minister Uddhav Thackeray, said his fa- ther worked for 18-20 hours a day, and “he is always on the move”, quite unlike “earlier chief ministers who sat in one place”. Thackeray had faced criticism for rarely stepping out of home when he was chief min- ister during the COV- ID-19 pandemic. First India Bureau Pune: Union Finance Minister Nirmala Si- tharaman on Thurs- day slammed the op- position parties in Maharashtra for “shedding crocodile tears” over shifting of the Vedanta-Fox- conn semiconductor plant to Gujarat from the state. She also ac- cused them of creat- ing hurdles for five big-ticket projects un- der their regime. Sitharaman was ad- dressing a press confer- ence near Pune on the sidelines of a programme. Asked about the op- position’s criticism over the project shifting to Gujarat, Sitharaman said the current opposi- tion means those who were in power in the state till four months back. “Who were the people who stopped the bullet train project in Maha- rashtra; who were the people who stopped a Rs65,000 crore Wadhvan project in Palghar dis- trict; who stopped the Nanar refinery project and who created hurdles for the Metro car shed projectinMumbai’sAar- ey Colony ,” she asked. Were these projects not beneficial for Maha- rashtra, the minister questioned. “Were all these pro- jects benefitting Guja- rat? When you were in power, you stopped not one or two projects, but created hurdles for five projects. Now you are sheddingcrocodiletears in the name of Maha- rashtra's interest and saying anything for poli- tics,” she said. A blame-game has started in Maharashtra following the announce- ment last week about a joint venture semicon- ductor facility of Indian conglomerate Vedanta and Taiwanese electron- ics giant Foxconn, pro- posed to be set up near Pune city earlier, will come up in Gujarat. The Congress, Na- tionalist Congress Par- ty (NCP) and Uddhav Thackeray-led Shiv Sena have been target- ing the Centre and the Eknath Shinde-Deven- dra Fadnavis govern- ment over the issue. They have alleged that the Rs1.54 lakh crore plant has been handed over to Gujarat ignor- ing the economic inter- est of the state, where it was originally planned. Meanwhile, when asked about NCP Presi- dent Sharad Pawar’s sarcastic comments that the minister will come to Baramati, ex- press her thoughts and people will understand those thoughts and also her language easily, Si- tharaman said people are very smart. “Have patience, the entireBaramatiislisten- ing (to me) and if they have any doubts... they are standing and asking and despite my ‘broken Hindi’ I am answering them and people are clapping,” she said.
