ter Satyendar Jain, who
is in jail under serious
corruption allegations.
Citing a purported vid-
eo of Jain in Tihar Jail,
Thakur said, “The Aam
Aadmi Party is running
a separate university
where rapists are made
physiotherapists.”

wards, and claimed that
the people’s enthusiasm
and excitement towards

Jagdalpur: Seven per-
sons were killed after
some portion of a lime-
stone mine collapsed on
them at their village in
Bastar district of Chhat-
tisgarh on Friday
, police
said. The deceased in-
cluded six women, they
said. The incident took
place in Maalgaon vil-
lage under Nagarnar po-
lice station area, around
12 km away from Jagdal-
pur, the headquarter of
the district, a police offi-
cial here said. “The vic-
tims were digging soil in
the mine when a part of
it caved in, due to which
they got trapped under
the debris,” he said.

Inspired by TV, woman kills another to fake own death
Greater Noida
(ANI): A woman and
her lover have been
arrested for allegedly
killing another wom-
an to fake her own
death, the police said
on Friday.
The accused woman
was inspired by a tel-
evision show, officials
said. According to the
police, the accused
woman, identified as
Payal, a resident of
Badhpura village -
about 15km from
Greater Noida, be-
friended the victim
and killed her with the
help of her partner,
Ajay Thakur.
She also planted a
suicide note in her
own name, and tried to
pass it off for a sui-
cide, the police said.
Officials said that
the deceased worked
at a mall in Gaur City
area of Greater Noida,
and knew Ajay.
The accused re-
vealed during ques-
tioning that the victim
was of a similar build
as Payal, and so the
plan was hatched to
fake Payal's death.
Ajay took the victim
to Payal's house, where
her throat was slit and
her face distorted using
acid and hot oil. She
managed to pass the
body off for her own
even with her remain-
ing family and later es-
caped with her partner.
“Payal's family be-
lieved it to be her body
and also cremated it,”
the police said. The
matter, however, came
to light when the vic-
tim's family lodged a
missing complaint
with the police.
The police launched
a probe and detained
Payal and Ajay on sus-
picion.
Dadri police station
officials told ANI that
the accused woman,
during question con-
fessed to the crime,
and revealed that she
had watched a TV se-
rial a few months
back, and hatched the
plan with her partner.
Initial investigation
revealed Payal's father
owed money to his
relatives.
Failing to repay the
loan amount, he faced
harassment. Appar-
ently having no other
options left, both
Payel's parents ended
their lives by hanging
themselves, said offi-
cials. They said that
following her parents'
suicide, the accused,
Payal, decided to fake
her own death.
The police also re-
covered a country-
made pistol from their
possession. A case has
been registered and
further probe is un-
derway.
The accused woman confessed to the crime and
revealed that she had watched a TV serial a few
months back and hatched the plan with her partner

was put on hold due to

NCW on Friday sought
strict action against
the Rouse Avenue court
judge who was alleg-
edly seen engaging in a
“sexually explicit” act
with a woman inside
his office, a video of
which surfaced online
earlier this week.
The Delhi High Court
has restrained the shar-
ing of the video, which
showed up on social
media on Tuesday, con-
tending that doing so
may cause “irreparable
harm” to the privacy
rights of the plaintiff.
The National Com-
mission for Women in
its statement on Friday
said it has come across
a media post reporting
an “objectionable vid-
eo” of a Rouse Avenue
court judge.
“The Commission
has taken cognizance
of the matter. Chair-
person Rekha Sharma
has written to the Reg-
istrar General, Delhi
High Court seeking an
action taken report and
to take strict action
against the judge if al-
legations are found to
be true,” the NCW said.
The commission has
also asked to be in-
formed whether the
Rouse Avenue Court
has an Internal Com-
mittee in place as per
rules laid down in the
POSH Act, 2013.
The commission has
sought an action taken
report within seven
days.
In an order issued
late Wednesday night,
Justice Yashwant Var-
ma had said that the
high court had taken
cognisance of the inci-
dent and its registrar
general has conveyed
to authorities the need
to block the video
across social media

Public Interest Litiga-
tion (PIL) has been
moved in Delhi High
Court against making
payments of salaries to
Imams,Maulvisandoth-
ers of masjid across
Delhi.
“The AAP-led Arvind
Kejriwal government in
gross violation of Arti-
cles 14 and 27 of the Con-
stitution of India has
been making payments
to the tune of crores to
Delhi Waqf Board for
payment of salaries to
Imams,Maulvisandoth-
ers of masjid across
Delhi, the plea alleged.
On the other hand, the
pujari of temples across
Delhi are not paid any
remuneration. The Non-
payment of salary to pu-
jari's/ priests of temples
violates Article 14 of the
Constitution of India,”
stated the plea.
The plea further stat-
ed that the Constitution
of India mandates the
functioning of the Gov-
ernment at the Central
level or state level to re-
main secular in their
thoughts and actions.
The implicit feature re-
garding secularism in-
herent in the Constitu-
tion became explicit
with the insertion of the
word secular in the
Preamble by the 42nd
Constitutional Amend-

.
The deceased, identified as Rekha Rani, 35,
had lived at the rented home in Ganesh Nagar
with her 16-year-old daughter for 15 years, the
police said. Officers at Tilak Nagar police sta-
tion received a PCR call at 12.38 pm. When a
team reached the house, they found the door
locked, they said. When they opened the door,
they found Rekha Rani's body
.
In her statement, the victim's daughter said
she was sleeping in her room after taking med-
icineasshewasunwell.Unawarethathermoth-
er had already been killed, she called Rekha
over the phone thinking she might be in anoth-
er room, a police officer said. When Rekha did
not answer, she checked in another room and
foundhermother'smalefriendthere.Whenshe
asked him about her mother, she was told that
Rekha had gone out and was told to go out her-
self.Sensing something suspicious, she left the
house.Thesuspectalsolockedthedoorandleft.
It has been revealed that the woman suffered
two injuries, one on the jaw and neck and the
other on her hand, the police said.

dogs mauled three deer

last month, officials

chess moves, often by

low inmates, jail author-
ities said.
One of the investiga-

that Aaftab is very clev-
er and a “new twist” can
be expected.

frequently play a game

day, the BJP pitched for
street vendors’ welfare,
claiming all other par-
ties promised welfare
schemes but forgot the
hawkers and vendors
after the elections.
Addressing a press
conference, party Na-
tional Spokesperson
Gaurav Bhatia said,“
The eight lakh street
vendors and hawkers in
Delhi work hard to earn
their livelihood. We
want to make it clear
that we stand with
them. It has been their
demand to be regular-
ised... We are saying it
today with full respon-
sibility that it is their
right to be regularised.
The party announced
its commitment to
regularise weekly mar-
kets of street vendors
and hawkers, “The BJP
is committed that street
vendors and hawkers
are regularised and self-
dependent,” it said.
In June 2020, PM
Modi started the PM
SVANidhi scheme to
provide financial assis-
tance of Rs 10,000 to
each street vendor in a
move aimed to ensure
their self dependence.
Bhatia also said there
were 11 zones where
night bazaars would be
held. Special mahila ba-
zaars will also be organ-
ised, he said.
Bhatia also assured
protection to vendors
from extortion and
promised to provide
them with other facili-
ties.

New Delhi: The BJP’s
Delhi unit on Friday
alleged a Model Code of
Conduct (MCC) viola-
tion by Chief Minister
Arvind Kejriwal and
lodged a complaint
with the State Election
Commission. Following
the complaint, the poll
panel has written to
the New Delhi District
Election Officer (DEO),
saying the event had
been brought to the
commission’s notice.
The SEC said that no
permission for the
Yogshala event was
obtained from it and if
any has been granted at
district level, the same
may be reported.
New Delhi: Metro train services on all lines will start
from 4 AM from all terminal stations on the day of
the civic polls on December 4, officials said on Friday.
Election to the 250 wards of Municipal Corporation
of Delhi will be held from 8 AM to 5:30 PM. “On the
day of MCD election on December 4, the Delhi Metro
train services on all lines will start from 4 AM from all
terminal stations. The trains will run with a frequency
of 30 minutes on all the lines till 6 AM. After 6 AM,
trains will run as per normal Sunday timetable
throughout the day,” the DMRC said in a statement.
New Delhi: All arrangements have been made in
regard to security and surveillance by Delhi Police,
said Special CP (Law  Order) Sagar Preet Hooda.
“Delhi Police’s arrangements are sufficient. There will
be 30,000 jawans on duty, of which 16,000 would be
Delhi Police jawans and rest would be outside forces,”
said Hooda. The officer said Central Armed Police
Forces jawans and home guards will also be deployed.
“Point-to-point planning has been done. Forces will
keep a watch with the help of drones. Four to five
drones have been assigned to each district,” he said.

ussia’s broad interests in
Ukraine: Russia has deep
cultural, economic, and po-
litical bonds with Ukraine
that go back centuries with
approximately more than ten
million ethnic Russians liv-
ing in Ukraine. Ukraine go-
ing NATO or Western orbit
way is viewed as a security
threat to Russia as well as its
standing as a great power.
The city of Sevastopol is
home port for Russia’s Black
Sea Fleet, the dominant mar-
itime force in the region and
any loss of control over it is
detrimental to Russian stra-
tegic interests. Russia and
Ukraine have been largest
trading partners with Russia
having relied on Ukrainian
pipelines to pump its gas to
customers in Central and
Eastern Europe for decades,
and it paid Kyiv billions of
dollars per year in transit
fees. Russia was keen to pre-
serve its political influence
in Ukraine but the current
President Zelenskyy definite-
ly isn’t the right man. The
Russo-Ukrainian conflict has
been ongoing since February
2014, when Russia annexed
Crimea from Ukraine and
supported pro-Russian sepa-
ratists. The conflict escalated
on 24 Feb 2022 when Russian
President Putin sent troops
into Ukraine from the north,
south and east claiming to
“demilitarise and de-Nazify
Ukraine. In reality it was
framed as an attempt at en-
suring neutral status and
preventing NATO from gain-
ing a foothold in Ukraine.
Current situation and
Impact: After months of
war, both armies are ex-
hausted and depleted. The
continual attrition has taken
a toll on men and equipment,
even though Ukraine has re-
ceived aid and trained re-
servists to make up their
losses and Russia’s partial
military mobilization would
make another 2,00,000 or so
conscripts available to fill
their tired and ragged lines.
The civil population is suffer-
ing with Millions of civilians
unable to return home. Many
still in the country are forced
to live without access to food,
water, health care, and other
essential supplies. With
Over 17,000 causalities, in-
cluding 6,500 killed and 6.5
million people internally dis-
placed, the war is getting hei-
nous. Increasing food and
fuel prices have an immedi-
ate impact on the poorest
people in developing coun-
tries, causing hunger and
suffering for families.
Ukraine is historically a
large exporter of grain and
the current war is increasing
food insecurity and contrib-
uting to the risk of famine in
the world.
Some possibilities in the
current scenario with im-
plications: With winter set-
ting in and then the melting
snow and slushy ground of
spring a pause can be expect-
ed around December or so till
March. Both sides may like to
make maximum gains and
perhaps even bring the war
to a conclusion before that
but it seems difficult to pre-
dict the timelines or even the
manner in which the war
could end. The war is swing-
ing between extremities with
no clear evidence where it’s
heading. But some of the
likely possibilities are: - Rus-
sians launch a renewed offen-
sive with 200,000 recently
mobilized conscripts to at-
tain their military aims and
regain the territory lost to
Ukrainian counter-attacks
have pushed them back from
some of the occupied territo-
ries. They could even push
ahead in the south towards
Odesa, the one vital port on
the Black Sea which the
Ukrainians still hold. The
likelihood of a renewed Rus-
sian offensive is high, though
one cannot predict the gains
it could make, or in what
time frame.
A successful Ukrainian
counter offensive aided by
NATO (an additional $400
million in military aid by US
including refurbishing 45
T-72 tanks and missiles for
HAWK air defence systems
for Kyiv) pushing the Rus-
sians back to their own terri-
tory
. The Ukrainian offensive
has made sizeable gains both
in the east and in the south.
Buoyed by their success, and
replenished with western
arms and freshly trained re-
servists, the Ukrainians
could continue their offen-
sive to recapture the lost ter-
ritory
. A complete Ukrainian
victory, in the near term, at
least, could be difficult.
Another possibility is that
the war becomes an intermi-
nable frozen conflict, with
neither side being able to
change the status quo. Both
sides dig in along the posi-
tions they hold which be-
comes the Line of Contact.
There could be a stalemate
along the line held by Rus-
sian and Ukrainian troops
along which low intensity
fighting could continue in-
terminably. Ukraine may
not like it, but would be un-
able to change the overall
picture.
In another possibility of
worst case scenario is a
NATO - Russian conflict
wherein in the fog of the
war crossing of a “Red Line”
which could be the use of a
chemical, biological or a nu-
clear weapon, or maybe even
a particularly devastating at-
tack on a civilian target could
draw NATO into the conflict.
A more pragmatic view sug-
gests NATO will continue to
prop up Ukraine with infu-
sions of arms and aid, which
will keep the conflict going.
After all, this state suits them
where they can continue to
weaken Russia “to the last
Ukrainian” without being
directly involved. Neither
does Russia want a direct
confrontation with NATO -
one in which they may lose.
This scenario may be seri-
ously viewed by both sides
but the last G- 20 Summit
where the world leaders in-
cluding China have stressed
“the use or threat of use of
nuclear weapons is inadmis-
sible” makes the chances of
this scenario dim.

Now comes the Digi Yatra
app which will enable flyers
to forget about collecting
their boarding passes at the
airport. From Thursday, pa-
perless entry to select air-
ports has been introduced.
Seven airports will be cov-
ered in the first phase of the
initiative starting with Del-
hi, Bengaluru and Varanasi.
Remaining four airports - Hy-
derabad, Kolkata, Pune and
Vijayawada - will get the fa-
cility in March 2023. Subse-
quently, all the airports will
have this technology. This
will be made possible by Digi-
Yatra, facial recognition soft-
ware, for entry into airports.
The technology will gradu-
ally make ID cards and board-
ing passes redundant.
DigiYatra envisages con-
tactless and paperless move-
ment of travellers through
various checkpoints includ-
ing entry, security check ar-
eas and aircraft boarding.
The technology uses facial
features to establish identity
.
To avail the facility, a passen-
ger will have to register his/
her details on DigiYatra app
using Aadhaar and a photo.
The government has also
introduced the E- rupee as a
form of transaction. The e-
currency is not much differ-
ent from other UPI based wal-
lets except that the limit on
holding digital rupee is much
more than in other wallets.

New Delhi (PTI): The National Green Tribunal (NGT)
has directed the Manipur government to pay Rs 200
crore as environmental compensation for improper
management of solid and liquid waste. A bench
headed by chairperson Justice Adarsh Kumar Goel
said remedial action cannot wait for an indefinite
period, nor loose-ended timelines without account-
ability can be a solution. It said the responsibility
of the state is to have a comprehensive time-bound
plan with tied-up resources to control pollution. The
bench, also comprising Justice Sudhir Agarwal and
expert member A Senthil Vel, said it is high time the
state realised its duty to the law and to citizens and
adopts further monitoring at its own level.

New Delhi (PTI): A day after India assumed the leader-
ship of the G-20, the Congress on Friday attacked the
Modi government, saying the presidency was rotational
and inevitable with none of the countries that held the
responsibility earlier staging a “high voltage drama”
as is being done now. India on Thursday assumed the
Presidency of the G-20 with Prime Minister Narendra
Modi making a strong pitch for “fundamental mindset
shift” to benefit humanity as a whole and saying the
country will work to further promote “oneness”.
Ahmedabad (PTI): Prime Minister
Narendra Modi on Friday alleged that
the Congress only believed in ‘atkana,
latkana aur bhatkana’ (stalling, delay-
ing and misleading), and said those
who looted poor people in the coun-
try were now abusing him for putting
an end to corruption. He also alleged
that the previous Congress govern-
ments never showed any interest in
bringing the Narmada river water to
the parched regions of Gujarat as the
party was only interested in doing
those works where there was scope
to indulge in corruption. Modi was
addressing a rally in Kankrej village of
Banaskantha district, where voting for
the second phase of Gujarat Assem-
bly polls will be held on December 5.

mer deputy chief minister Nitin Patel’s

MLAs. “What is the use
of holding the deputy CM
position when you can-
not even transfer a chief
medical officer,” he said.

was recorded in the first phase of Gujarat Assembly
elections covering 89 seats across 19 districts of
Saurashtra-Kutch and southern regions of the state,
the Election Commission said on Friday. In the 2017
Assembly election, the voter turnout in the first phase
covering the same 89 constituencies stood at 66.75 per
cent. Polling for the first phase, in which the electoral
fate of 788 candidates was locked in Electronic Voting
Machines (EVMs), was held on Thursday.

COLLISION IN ANDHRA PRADESH
Kakinada: Four persons were charred to death after a
sand-laden lorry collided with a diesel container in Andhra
Pradesh’s Kakinada district, police said. The accident
took place on the Chennai-Kolkata national highway near
Dharmavaram village of Prathipadu block in the wee hours
of Friday. The driver of the lorry lost control and crossed
the road divider on the national highway and rammed into
a stationary diesel container, resulting in the accident. The
impact of the collision was so intense that it resulted in
the explosion and the drivers’ cabins of both trucks were
completely gutted in the fire, said police.

for an almost
three-fold jump
in sales up to
`4,500 crore in the next five
years by 2027, mainly on the
back of network expansion, om-
nichannel approach, according
to company officials on Friday
(December 2, 2022). As part
of network expansion, Westlife
Foodworld will add around 300
McDonald’s restaurants in the
next five years, in which 60 per
cent of the new stores are likely
to be in the southern region and
the rest in the western zone,
said the company in its ‘Vision

17% IN APR-NOVEMBER
New Delhi: The country’s coal
production increased 17% to
524.20 million tonnes in the
April-Novem-
ber period of
the ongoing
fiscal. India’s
coal output
was at 447.54 million tonnes
in the year-ago period. In a bid
to augment coal production
capacity, the government has
put 141 new coal blocks for
commercial mines auction and
has been engaging regularly
with various coal companies
in the country and monitor-
ing their production, the coal
ministry said in a statement.
The all-round efforts made to
enhance the domestic coal out-
put and despatch have shown

New Delhi: The global
economy could go back to a
low inflation regime and
central bankers pursuing
restrictive monetary po-
lices should keep that in
mind, said Raghuram Ra-
jan, a former governor of
India’s central bank.
Central banks must ask
themselves if their poli-
cies were nimble enough
when inflation shifted
from low to a high regime,
said Rajan.
“We should be prepared
to potentially go back to
low inflation regime,” he
said Friday in a conference
organized by the Bank of
Thailand and the Bank for
International Settlements.
“We need to examine
what constrained us, Rajan
said. “We need to assess if
we didn’t recognise infla-
tion building or we were
actually waiting for our in-
struments to play out,
wanting to preserve them
for the next time.”
Therefore, it is impor-
tant for central banks to-
day to pursue policies that
provide for changes in in-
flation dynamics over time,
he said, adding that head-
winds, including de-glo-
balisation, slow growth in
China and K-shaped recov-
ery in emerging economies
can hurt growth.
Amid volatile times, Ra-
jan said, emerging market
central bankers have done
a wonderful job in antici-
pating the need to raise in-
terest rates and it has
“served them well.”

processing sector is critical
for the Indian economy as
well as job creation and
stressed on ramping up
production and exports of
processed items.
Iyer said there is a need
to encourage the MSME
sector to enter the food pro-
cessing sector, which he
described as a very impor-
tant sector for the health of
the economy and people.
He underlined that food
processing can boost farm-
ers income and also help in
achieving nutritional
goals. Iyer said there is a
need to augment primary
processing at farm level.
Stating that food securi-
ty has become important in
the current global context,
he said the government has
taken a number of steps in
this regard.

highlighted that there has
been a steady growth in ag-
riculture. On the food pro-
cessing front also, Iyer said
a number of initiatives
have been taken by the gov-
ernment, including the PLI
scheme.
“This is a very, very im-
portant program of the
government, which is re-
ally looking to incentivise
investment, but manufac-
turing in very critical stra-
tegic sectors such as food
processing,” he added.

India’s future, NITI Aayog
member V K Saraswat said
on Friday while stressing
on the need for scaling
up RD and innovation in
the field.
Saraswat said the time
is now ripe for India to
harness indigenous devel-
opment of advanced mate-
rials, thereby reducing
imports.
According to him, ad-
vanced materials are tech-
nology enablers, and revo-
lution in this field will be
driven by computational
materials, big data, ma-
chine learning, multi-scale
modelling, and other new
technology paradigms.
Saraswat also elaborated
on the applications of tita-
nium, graphene, rare earth
and smart materials.
He also mentioned about
the energy applications of
advanced materials start-
ing from energy genera-
tion, conversion.
Assocham asks
RBI to moderate
rate hikes
New Delhi (PTI): Industry
body Assocham on Friday
asked the Reserve Bank,
which has hiked the key
policy rate by 190 basis
points since May, to moder-
ate the interest rate hikes
so that it does not have ad-
verse impact on nascent
economic recovery
.
Reserve Bank of India
(RBI) Governor Shaktikan-
ta Das headed six-member
rate setting panel is sched-
uled to meet for three days
from Monday to take a call
on the next set of monetary
policy. The central bank is
scheduled to announce the
decision of the Monetary
PolicyCommittee(MPC) on
December 7 (Wednesday).
“At most the new rate
hike should not exceed the
25-35 basis points band,”
Assocham said in a letter.
Civil aviation min
issues guidelines
for incentives in
drone production
New Delhi (PTI): The civ-
il aviation ministry has
notified the operational
guidelines for the Produc-
tion Linked Incentive (PLI)
scheme for drones and
drone components.
The government has ap-
proved the PLI scheme
with an outlay of `120 crore
and the scheme is to be im-
plemented during the 2022-
23 to 2024-25 period.
The PLI will be extended
only to companies engaged
in the manufacturing of
drones and drone compo-
nents in India.
The total PLI per manu-
facturer is capped at `30
crore.
Wheat sowing up 5.36%
in 2 months of rabi season
New Delhi (PTI): Area
sown to wheat has in-
creased by 5.36% annually
to 211.62 lakh hectares in
the first two months of the
ongoing rabi (winter) sea-
son, with higher coverage
being reported in Ra-
jasthan, Bihar and UP, ac-
cording to the agricultural
ministry data on Friday
.
Sowing of wheat, the
main rabi crop, begins in
October and harvesting in
March-April. Besides
wheat, rice and pulses,
such as gram, urad as well
as oilseeds such as ground-
nut and mustard are also
grown in this season.

MARGINALLY UP AT
47.9 L TN IN OCT-NOV
New Delhi (PTI): India’s sugar
production has increased mar-
ginally to 47.9 lakh tonnes in
the October-November period,
according to industry body
ISMA. In a statement, ISMA said
that production of sweetener till
30th November in the current
2022-23 marketing year is 47.9
lakh tonnes as against 47.2 lakh
tonnes in the corresponding
period of the last year.

New Delhi (FIB): Air In-
dia on Friday resumed di-
rect services from Bengal-
uru to San Francisco and
now the airline has 37 non-
stop flights every week be-
tween various Indian and
US cities.
In a release, the airline
said it is resuming the non-
stop flight connecting Ben-
galuru to San Francisco.
The flight will operate
thrice a week on Fridays,
Sundays and Wednesdays
with the Boeing 777-200LR
aircraft. The service start-
ed on Friday
.
“The direct distance be-
tween Bengaluru and San
Francisco is 13,993 km ap-
prox. And the cities are dia-
metrically at opposite ends
of the world with a time
zone change of approx. 13.5
hours. The total flight time
on this route will be of
more than 17 hours de-
pending on the wind speed
on that particular day,” the
release said. With the re-
sumption of services, Air
India now has 37 non-stop
flights per week between
India and the US.
Currently, the airline op-
erates non-stop flights from
Delhi to New York, New-
ark, Washington DC, San
Francisco and Chicago and
from Mumbai to Newark.

Singapore. The airline said it will

“The inaugural flight departed

hours (GMT),” it said.

Mumbai (PTI): The rupee pared its initial gains and settled down by
9 paise at 81.35 (provisional) against the US dollar on Friday as the
support from weak dollar was negated by weak domestic markets
and a surge in crude oil prices. Forex traders said foreign fund out-
flows also weighed on investor sentiments. At the interbank foreign
exchange market, the local unit opened at 81.11, but pared the gains
and ended at 81.35, down 9 paise over its previous close. During
the day, the local unit witnessed an intraday high of 81.08 and a low
of 81.35. On Thursday, the rupee appreciated by 4 paise to close at
81.26 against the US dollar.

The police have said
that there is “a need for
stringent legislation for
the prevention and ef-
fective control of crimi-
nal activities, particu-
larly by repeat offend-
ers involved in bootleg-
ging, land grabbing,
snatching, robbery,
arms running, sale of
drugs, gambling, sexual
offences etc.”
The Act enforced in
the state of Telangana
is an effective legisla-
tion which provides for
preventive detention of
desperate criminals
and members of the or-
ganized syndicates
whose criminal activi-
ties affect adversely, or
are likely to affect ad-
versely, the mainte-
nance of public order.

Court denies bail to accused in `3,269
cr Shakti Bhog money laundering case
New Delhi (PTI): A
Delhi court on Friday
dismissed the bail appli-
cation of an accused,
who allegedly provided
fake business entries, in
a money laundering
case against Shakti
Bhog Foods Ltd in an al-
leged over Rs 3,269 crore
bank loan fraud, saying
it could not be said that
he was not likely to com-
mit any such offence
while being out of jail.
The court said it did
not find any reasonable
ground to believe that
the accused, Ashok Ku-
mar Goel, was not guilty
of the alleged offences.
It further said that
from a prima facie
view of the material
placed on record and in
the light of the gravity
of the alleged offences,
“it cannot be said ei-
ther that the applicant
is not likely to commit
any such offence while
on bail.”
“Considering the
enormity of offence al-
leged against the appli-
cant,periodof hisincar-
ceration does not make
him entitled to grant of
regular bail,” Special
Judge Naveen Gupta
said. The Enforcement
Directorate (ED) had ac-
cused Goel and his co-
accused Devki Nandan
Garg of “assisting Shak-
ti Bhog Foods Limited
and its directors in gen-
eration,acquisition,lay-
ering and siphoning off
its loans funds through
shell companies under
their disposal.”
“The accused were
actively involved in pro-
viding fake bills to the
company without actu-
al business transac-
tions,” the ED had said
in the charge sheet.
These fake bills, it al-
leged, “Facilitated in-
flated stock, turnover
and purchase/sale of
SBFL to enable it to se-
cure enhanced credit
facilities from consor-
tium banks on the basis
of this inflated finan-
cial reports.”
The money launder-
ing case against Shakti
BhogFoodsLimitedwas
based on a CBI FIR that
charged it and others for
criminal conspiracy,
cheating and criminal
misconduct. The agency
had also arrested the
chairman and manag-
ing director (CMD) of
Shakti Bhog Foods Lim-
ited K K Sharma and a
chartered accountant
(CA) named Raman
Bhuraria in this case.
The CBI FIR against
the company and its
promoters came about
after the State Bank of
India (SBI) registered a

Univ asks all its centres
to install CCTV cameras

sory issued by Jawaha-
rlal Nehru University
(JNU), it said to install
CCTV cameras in all its
centres. This comes a
day after several walls
of the university were
defaced with ‘anti-
Brahmin’ slogans.
It has also notified
that all schools and cen-
tres will have only a sin-
gle entry and exit point.

the students and staff
members to be vigilant
so that such incidents

accident, a passenger
was sitting at the win-
dow seat of the Nilan-
chal Express from Delhi
to Kanpur was killed
after an iron rod broke
through the glass win-
dow and pierced his
neck, an official said.
The shocking inci-
dent took place between
Danwar and Somna in
the Prayagraj division
of the North Central
Railway, the railway
spokesperson said.
The rod that was be-
ing used for railway
track work had pierced
through his neck and
through the wall into
the next compartment,
narrowly avoiding fur-
ther injuries to the
other passengers seat-
ed there.
“The rod had come
fromoutsideandcaused
a serious injury to
Hrishekesh Dubey (34),
a native of Sultanpur.
This sad incident is be-
ing probed by the RPF
and Government Rail-
way Police,” Railways
spokesperson HS Upad-
hyay said. Sources said
some work was under-
way on the tracks when

with a female gang
member, officials said.
The police uses the
term “sextortion” to de-
scribe such crimes that
involve extorting mon-
ey or sexual favours by
offenders who are privy
to the personal details
like photos or videos of
the victim.
With the help of Fed-
eral Bureau of Investi-
gation of the US, CBI
arrested Rahul Kumar,
a resident of Delhi’s
Asola, while the search
is going on for his pur-
ported girlfriend who
lured the professor into
sending explicit videos.
The duo started
blackmailing the pro-
fessor with threats to
make send the video to
authorities in the uni-
versity, officials said.

This year the focus
is on Non-Visible
Disabilities (NVD).
The majority of
people suffer from
NVD as they go unnoticed,
or unattended, even if sus-
pected to exist. For 13
years I have been the Ex-
ecutive Director of DISHA,
a leading institution for
children with disabilities.
These years gave me an in-
sight into visible  invisi-
ble disabilities, but at the
same time, they have also
raised myriad questions,
some of which I will at-
tempt to address.
Though difficult to ac-
cept by most people, NVD
is an inveterate illness
that impairs day-to-day ac-
tivities such as going to
school, work or socializ-
ing. 80-90% of people have
NVD in some form. Being
invisible to normal percep-
tion, they are not easy to
spot. Such people do pur-
sue successful lives/ca-
reers but at a reduced po-
tential. The very concept
of “disability” is falla-
ciously looked upon as
some sort of “stigma”, al-
though such denials are a
disability in themselves.
As common examples of
NVD, I can mention Lazi-
ness, Compulsive lying 
Hypochondria limit crea-
tivity and cause abnormal
anxiety.

(OCD) where recurrent 
persistent thoughts and
feelings cause repetitive
ritualized behaviour.
OCD can be caused by
fear, superstition or inse-
curity, to name a few.
Most such NVDs are
picked up at an early age
and their causes are too
many to mention. These
drawbacks are mostly ig-
nored because parents
prefer to stay blind to any
deficiency in their “loved
ones”. Untreated, such
blind biases only go to
stunt their ward’s full po-
tential.
A dyslexic child with
normal intelligence loses
many opportunities to pro-
gress, suffering silently
from this puzzling learn-
ing disorder. It can be eas-
ily diagnosed as it reflects
in late talking, slow learn-
ing of new words, feeling
confused with similar
sounding words or getting
perplexed when handed
several instructions at
once. India detects more
than one crore dyslexic
cases every year, with mil-
lions being pushed under
the desk.
Half the US population
(165 million) suffers from
such chronic conditions,
with 88% of these not will-
ing to discuss their own or
their child’s disability.
Consequently, better em-
ployment opportunities
evade such people !!
It takes smart guardi-
ans to look consciously
and objectively into their
children’s behaviour, out-
put and social interaction
to detect  understand
NVD’s debilitating force.
For instance, to think
that laziness is only a bad
habit can be a cruel mis-
judgement.
Having said that, we
must also look at the flip
side of NVD. Could it be
that humans are designed
by Nature to be like that ??
For example, some
plants from identical seeds
pollinate with different in-
tensities. We don’t say they
suffer from Botanical
nymphomania.
Pups from the
same litter re-
spond to train-
ing differently. Do we cast
away the slow learner from
the kennel for being a cur ??
1.5% of the world’s popu-
lation is diagnosed with
Dissociative Identity Disor-
der. We don’t deal with half
of that split personality !?
Very often pursuit of
perfection can impede cre-
ativity. Is it better to ac-
cept such vagaries of Na-
ture and move on.??
Many of those who were
dealt this invisible hand by
Nature, played with resil-
ience to come up with
trumps. To follow the ex-
ample of Celebrities,
Sports Persons etc with
such disabilities is the an-
swer for now !!

Campaigning in wards in Patel Nagar, Nayana, Mangolpuri and Ranjit Nagar, Un- ion Minister Anurag Thakur said, “Kejriwal came to power by talk- ing about politics of change. For them, the meaning of changing politics was to openly give protection to riot- ers and corrupt people.” Thakur alleged that the AAP chief had giv- en a clean chit to minis- ter Satyendar Jain, who is in jail under serious corruption allegations. The accused woman was inspired by a tel- evision show, officials said. According to the police, the accused woman, identified as Payal, a resident of Badhpura village - about 15km from Greater Noida, be- friended the victim and killed her with the help of her partner, Ajay Thakur. She also planted a suicide note in her own name, and tried to pass it off for a sui- cide, the police said. Officials said that the deceased worked at a mall in Gaur City area of Greater Noida, and knew Ajay. The accused re- vealed during ques- tioning that the victim was of a similar build as Payal, and so the plan was hatched to fake Payal's death. Ajay took the victim to Payal's house, where her throat was slit and her face distorted using acid and hot oil. She managed to pass the body off for her own even with her remain- ing family and later es- caped with her partner. “Payal's family be- lieved it to be her body and also cremated it,” the police said. The matter, however, came to light when the vic- tim's family lodged a missing complaint with the police. The police launched a probe and detained Payal and Ajay on sus- picion. Dadri police station officials told ANI that the accused woman, during question con- fessed to the crime, and revealed that she had watched a TV se- rial a few months back, and hatched the plan with her partner. Initial investigation revealed Payal's father owed money to his relatives. Failing to repay the loan amount, he faced harassment. Appar- ently having no other options left, both Payel's parents ended their lives by hanging themselves, said offi- cials. They said that following her parents' suicide, the accused, Payal, decided to fake her own death. The police also re- covered a country- made pistol from their possession. A case has been registered and further probe is un- derway. Election to the 250 wards of Municipal Corporation of Delhi will be held from 8 AM to 5:30 PM. “On the day of MCD election on December 4, the Delhi Metro train services on all lines will start from 4 AM from all terminal stations. The trains will run with a frequency of 30 minutes on all the lines till 6 AM. After 6 AM, trains will run as per normal Sunday timetable throughout the day,” the DMRC said in a statement. New Delhi: All arrangements have been made in regard to security and surveillance by Delhi Police, said Special CP (Law Order) Sagar Preet Hooda. “Delhi Police’s arrangements are sufficient. There will be 30,000 jawans on duty, of which 16,000 would be Delhi Police jawans and rest would be outside forces,” said Hooda. The officer said Central Armed Police Forces jawans and home guards will also be deployed. “Point-to-point planning has been done. Forces will keep a watch with the help of drones. Four to five drones have been assigned to each district,” he said. The city of Sevastopol is home port for Russia’s Black Sea Fleet, the dominant mar- itime force in the region and any loss of control over it is detrimental to Russian stra- tegic interests. Russia and Ukraine have been largest trading partners with Russia having relied on Ukrainian pipelines to pump its gas to customers in Central and Eastern Europe for decades, and it paid Kyiv billions of dollars per year in transit fees. Russia was keen to pre- serve its political influence in Ukraine but the current President Zelenskyy definite- ly isn’t the right man. The Russo-Ukrainian conflict has been ongoing since February 2014, when Russia annexed Crimea from Ukraine and supported pro-Russian sepa- ratists. The conflict escalated on 24 Feb 2022 when Russian President Putin sent troops into Ukraine from the north, south and east claiming to “demilitarise and de-Nazify Ukraine. In reality it was framed as an attempt at en- suring neutral status and preventing NATO from gain- ing a foothold in Ukraine. Current situation and Impact: After months of war, both armies are ex- hausted and depleted. The continual attrition has taken a toll on men and equipment, even though Ukraine has re- ceived aid and trained re- servists to make up their losses and Russia’s partial military mobilization would make another 2,00,000 or so conscripts available to fill their tired and ragged lines. The civil population is suffer- ing with Millions of civilians unable to return home. Many still in the country are forced to live without access to food, water, health care, and other essential supplies. With Over 17,000 causalities, in- cluding 6,500 killed and 6.5 million people internally dis- placed, the war is getting hei- nous. Increasing food and fuel prices have an immedi- ate impact on the poorest people in developing coun- tries, causing hunger and suffering for families. Ukraine is historically a large exporter of grain and the current war is increasing food insecurity and contrib- uting to the risk of famine in the world. Some possibilities in the current scenario with im- plications: With winter set- ting in and then the melting snow and slushy ground of spring a pause can be expect- ed around December or so till March. Both sides may like to make maximum gains and perhaps even bring the war to a conclusion before that but it seems difficult to pre- dict the timelines or even the manner in which the war could end. The war is swing- ing between extremities with no clear evidence where it’s heading. But some of the likely possibilities are: - Rus- sians launch a renewed offen- sive with 200,000 recently mobilized conscripts to at- tain their military aims and regain the territory lost to Ukrainian counter-attacks have pushed them back from some of the occupied territo- ries. They could even push ahead in the south towards Odesa, the one vital port on the Black Sea which the Ukrainians still hold. The likelihood of a renewed Rus- sian offensive is high, though one cannot predict the gains it could make, or in what time frame. A successful Ukrainian counter offensive aided by NATO (an additional $400 million in military aid by US including refurbishing 45 T-72 tanks and missiles for HAWK air defence systems for Kyiv) pushing the Rus- sians back to their own terri- tory . The Ukrainian offensive has made sizeable gains both in the east and in the south. Buoyed by their success, and replenished with western arms and freshly trained re- servists, the Ukrainians could continue their offen- sive to recapture the lost ter- ritory . A complete Ukrainian victory, in the near term, at least, could be difficult. Another possibility is that the war becomes an intermi- nable frozen conflict, with neither side being able to change the status quo. Both sides dig in along the posi- tions they hold which be- comes the Line of Contact. There could be a stalemate along the line held by Rus- sian and Ukrainian troops along which low intensity fighting could continue in- terminably. Ukraine may not like it, but would be un- able to change the overall picture. In another possibility of worst case scenario is a NATO - Russian conflict wherein in the fog of the war crossing of a “Red Line” which could be the use of a chemical, biological or a nu- clear weapon, or maybe even a particularly devastating at- tack on a civilian target could draw NATO into the conflict. A more pragmatic view sug- gests NATO will continue to prop up Ukraine with infu- sions of arms and aid, which will keep the conflict going. After all, this state suits them where they can continue to weaken Russia “to the last Ukrainian” without being directly involved. Neither does Russia want a direct confrontation with NATO - one in which they may lose. This scenario may be seri- ously viewed by both sides but the last G- 20 Summit where the world leaders in- cluding China have stressed “the use or threat of use of nuclear weapons is inadmis- sible” makes the chances of this scenario dim. In a bid to augment coal production capacity, the government has put 141 new coal blocks for commercial mines auction and has been engaging regularly with various coal companies in the country and monitor- ing their production, the coal ministry said in a statement. Central banks must ask themselves if their poli- cies were nimble enough when inflation shifted from low to a high regime, said Rajan. “We should be prepared to potentially go back to low inflation regime,” he said Friday in a conference organized by the Bank of Thailand and the Bank for International Settlements. “We need to examine what constrained us, Rajan said. “We need to assess if we didn’t recognise infla- tion building or we were actually waiting for our in- struments to play out, wanting to preserve them for the next time.” Therefore, it is impor- tant for central banks to- day to pursue policies that provide for changes in in- flation dynamics over time, he said, adding that head- winds, including de-glo- balisation, slow growth in China and K-shaped recov- ery in emerging economies can hurt growth. Iyer said there is a need to encourage the MSME sector to enter the food pro- cessing sector, which he described as a very impor- tant sector for the health of the economy and people. He underlined that food processing can boost farm- ers income and also help in achieving nutritional goals. Iyer said there is a need to augment primary processing at farm level. Civil aviation min issues guidelines for incentives in drone production New Delhi (PTI): The civ- il aviation ministry has notified the operational guidelines for the Produc- tion Linked Incentive (PLI) scheme for drones and drone components. The government has ap- proved the PLI scheme with an outlay of `120 crore and the scheme is to be im- plemented during the 2022- 23 to 2024-25 period. The PLI will be extended only to companies engaged in the manufacturing of drones and drone compo- nents in India. The total PLI per manu- facturer is capped at `30 crore. Wheat sowing up 5.36% in 2 months of rabi season New Delhi (PTI): Area sown to wheat has in- creased by 5.36% annually to 211.62 lakh hectares in the first two months of the ongoing rabi (winter) sea- son, with higher coverage being reported in Ra- jasthan, Bihar and UP, ac- cording to the agricultural ministry data on Friday . Sowing of wheat, the main rabi crop, begins in October and harvesting in March-April. Forex traders said foreign fund out- flows also weighed on investor sentiments. At the interbank foreign exchange market, the local unit opened at 81.11, but pared the gains and ended at 81.35, down 9 paise over its previous close. During the day, the local unit witnessed an intraday high of 81.08 and a low of 81.35. On Thursday, the rupee appreciated by 4 paise to close at 81.26 against the US dollar. The court said it did not find any reasonable ground to believe that the accused, Ashok Ku- mar Goel, was not guilty of the alleged offences. It further said that from a prima facie view of the material placed on record and in the light of the gravity of the alleged offences, “it cannot be said ei- ther that the applicant is not likely to commit any such offence while on bail.” “Considering the enormity of offence al- leged against the appli- cant,periodof hisincar- ceration does not make him entitled to grant of regular bail,” Special Judge Naveen Gupta said. The Enforcement Directorate (ED) had ac- cused Goel and his co- accused Devki Nandan Garg of “assisting Shak- ti Bhog Foods Limited and its directors in gen- eration,acquisition,lay- ering and siphoning off its loans funds through shell companies under their disposal.” “The accused were actively involved in pro- viding fake bills to the company without actu- al business transac- tions,” the ED had said in the charge sheet. These fake bills, it al- leged, “Facilitated in- flated stock, turnover and purchase/sale of SBFL to enable it to se- cure enhanced credit facilities from consor- tium banks on the basis of this inflated finan- cial reports.” The money launder- ing case against Shakti BhogFoodsLimitedwas based on a CBI FIR that charged it and others for criminal conspiracy, cheating and criminal misconduct. First India Bureau New Delhi: In a freak accident, a passenger was sitting at the win- dow seat of the Nilan- chal Express from Delhi to Kanpur was killed after an iron rod broke through the glass win- dow and pierced his neck, an official said. The shocking inci- dent took place between Danwar and Somna in the Prayagraj division of the North Central Railway, the railway spokesperson said. The rod that was be- ing used for railway track work had pierced through his neck and through the wall into the next compartment, narrowly avoiding fur- ther injuries to the other passengers seat- ed there. “The rod had come fromoutsideandcaused a serious injury to Hrishekesh Dubey (34), a native of Sultanpur. The majority of people suffer from NVD as they go unnoticed, or unattended, even if sus- pected to exist. For 13 years I have been the Ex- ecutive Director of DISHA, a leading institution for children with disabilities. These years gave me an in- sight into visible invisi- ble disabilities, but at the same time, they have also raised myriad questions, some of which I will at- tempt to address. Though difficult to ac- cept by most people, NVD is an inveterate illness that impairs day-to-day ac- tivities such as going to school, work or socializ- ing. 80-90% of people have NVD in some form. Being invisible to normal percep- tion, they are not easy to spot. Such people do pur- sue successful lives/ca- reers but at a reduced po- tential. The very concept of “disability” is falla- ciously looked upon as some sort of “stigma”, al- though such denials are a disability in themselves. As common examples of NVD, I can mention Lazi- ness, Compulsive lying Hypochondria limit crea- tivity and cause abnormal anxiety. Some suffer from obses- sive-compulsive disorder (OCD) where recurrent persistent thoughts and feelings cause repetitive ritualized behaviour. OCD can be caused by fear, superstition or inse- curity, to name a few. Most such NVDs are picked up at an early age and their causes are too many to mention. These drawbacks are mostly ig- nored because parents prefer to stay blind to any deficiency in their “loved ones”. Untreated, such blind biases only go to stunt their ward’s full po- tential. A dyslexic child with normal intelligence loses many opportunities to pro- gress, suffering silently from this puzzling learn- ing disorder. It can be eas- ily diagnosed as it reflects in late talking, slow learn- ing of new words, feeling confused with similar sounding words or getting perplexed when handed several instructions at once. India detects more than one crore dyslexic cases every year, with mil- lions being pushed under the desk. Half the US population (165 million) suffers from such chronic conditions, with 88% of these not will- ing to discuss their own or their child’s disability. Consequently, better em- ployment opportunities evade such people !! It takes smart guardi- ans to look consciously and objectively into their children’s behaviour, out- put and social interaction to detect understand NVD’s debilitating force. For instance, to think that laziness is only a bad habit can be a cruel mis- judgement. Having said that, we must also look at the flip side of NVD. Could it be that humans are designed by Nature to be like that ?? For example, some plants from identical seeds pollinate with different in- tensities. We don’t say they suffer from Botanical nymphomania. Pups from the same litter re- spond to train- ing differently. Do we cast away the slow learner from the kennel for being a cur ?? 1.5% of the world’s popu- lation is diagnosed with Dissociative Identity Disor- der. We don’t deal with half of that split personality !? Very often pursuit of perfection can impede cre- ativity. Is it better to ac- cept such vagaries of Na- ture and move on.?? Many of those who were dealt this invisible hand by Nature, played with resil- ience to come up with trumps. To follow the ex- ample of Celebrities, Sports Persons etc with such disabilities is the an- swer for now !!
