...Chinese soldiers killed in Galwan Valley

count of the Galwan
violence in Australian
newspaper “The Klax-
on”, pieced together by
a group of social media
researchers, claims the
Chinese soldiers who
drowned in the Galwan
river in June 2020, were
in retreat after the clash
with Indian troops. The
report says China had
lost 42 soldiers in the
clash, many more than
the four it had claimed.
At least 38 PLA soldiers
were washed away
.

Indian soldiers had
come to ascertain
whether the Chinese
has removed their en-
campments in the buff-
er zone when the scuffle
broke out. “In heading

High Court, Jodhpur Chief
Bench reiterated that
females on migrating to
Rajasthan, after marriage
will not be entitled to get
the benefit of reservation
in public employment in
Rajasthan on account of
them being a member of
the SC-ST or OBC com-
munity of a different state.
The court clarified that
such females can take
benefit of being a member
of the reserved category
if the scheme allows
residence or domicile as

Jalore: A man allegedly
raped his four-year-old
distant niece at a village in
Jalore on Thursday. The
accused had come to the
victim’s house with her
father in the afternoon.
The incident took place
when the victim’s father,
who had just finished his
lunch, his wife out shop-
ping, heard his daughter’s
screams and rushed
inside the house for her
help. The accused, a daily
wager, was caught within
two hours of the incident,

section or other”.
The high court is
hearing a bunch of PILs

Thursday claimed that some miscreants fired
shots at his vehicle while he was on his way to
Delhi after attending a poll event at Kithaur in

probed by Hapur Police and one person has
been arrested. “A while ago, shots were
fired at my car at Chhijarsi toll gate.
Four rounds were fired. There were
three-four people, all of them ran
away leaving the weapons there.

Jaipur: MLA Joginder Singh Awana has written a
letter to the Chief Minister Ashok Gehlot, demand-
ing Devnarayan Jayanti to be de-
clared as a state holiday.In the letter,
Awana wrote that the birth anniver-
sary of Lord Devnarayan, the deity of
Gurjar society, falls in the month of
February. Besides, Lord Devnarayan,
who is an incarnation of Lord Vishnu, is also the
folk deity of Rajasthan and a state holiday must be

Pratap Bheel Gameti of outraging her modesty, but
retracted her claim later, has again
filed a police case against him. This
time she has alleged not only rape,
but also of holding her hostage and
physical assault by Gameti. The vic-
tim had approached the SP & based
on her plaint, Gameti has been
booked for rape, abduction, loot, ex-
tortion, deceit & physical torture this time. She said
that she had filed a rape case against Gameti earlier
but later withdrew it as he threatened to kill her son.

3 MPs RAISE REET EXAM
‘SCAM’ IN LS; SEEK PROBE
New Delhi: Three MPs from Rajasthan
on Thursday raised the alleged scam in
conducting of the REET in LS, claiming
that large scale anomalies have taken place
in the test sought a CBI probe into it. BJP
MP Rajyavaradhan Singh Rathore alleged
there has been no appointment to posts of
teachers in Rajasthan for the last four years
but a big scam has taken place in conduct-
ing REET. He said that several lakh youths
have applied for 31,000 teachers posts but
massive cheating has taken place in the
exam and sought immediate action. Another
BJP MP Jaskaur Meena said REET examina-
tion should be cancelled immediately and a
probe should be ordered through the CBI.
Hanuman Beniwal, also an MP from state,
raised the issue & demanded that a CBI
probe should be instituted to find out the

The Bench of Justice
Dinesh Mehta noted
that the woman cannot
get benefits of reserva-
tion in Rajasthan as she
was originally from
Punjab but she can get
other benefits as being
an SC member if the
scheme envisages resi-
dence as an entitlement.
The Court relied on
the State of Rajasthan
vs Smt Manju Yadav
and Santosh vs the
State of Rajasthan
wherein it was ruled
that females outside of
Rajasthan on migrating
to the state, post-mar-
riage, will not be enti-
tled to get the benefits
of reservation in public
employment.
Therefore, the court
directed the SDM to is-
sue only a caste certifi-
cate to the woman with
a clarification that it
cannot be used to get
reservation benefits in
public employment.
He clarified that this
order should not be
seen in connection with
the change in the reser-
vation system and is
not meant to deprive
anyone of reservation.

a senior advocate Poonam Chand Bhandari accusing
him of misbehavior during a protest which has been
going on since January 25 on not including experi-
enced lawyers in the list of designate senior lawyer by
the high court administration. The female advocate
sat down in his chamber. The advocate said that the
Chamber is allotted by the High Court administration
and the bar has no such right. On the matter related to
chamber, Bhandari had sent a complaint by email to
the Chief Justice on Feb 2, following which the woman
lawyer lodged a case of misbehaving with her.

tion with the trust for a better future. The scam done
by the institution not only affects the investor but also
the society at large. Diya Kumari further said that lakhs
of investors who deposited crores of rupees have been
cheated by the Adarsh Co-operative Society.

percent covid vaccination of persons above 18 years
of age, under which, on Thursday, six more village
panchayats achieved the target of getting both doses of

and Hanutpura, Ghasipura and Udawala achieved this
feat on Thursday. Earlier, Dodhsar gram panchayat of

Unblended petrol will invite
additional excise duty from
October. This is expected to
make private oil retailers in
the country start dispensing
ethanol mixed fuel. Sithara-
man said in her speech that
blendingof fuelwasapriority
of this government.
“To encourage the efforts
for blending of fuel, unblend-
ed fuel shall attract an addi-
tional differential excise duty
of Rs 2/litre from the 1st day
of October 2022,” the Finance
Minister said. Private retail-
ers don’t sell blended petrol
and it is only public sector oil
companies which are selling
blended oil. Due to the oxygen
contentinethanol,blendingit
withpetrolreducesemissions
and is thus good for the envi-
ronment. Increased blending
will also bring down India’s
oil import bill which is a fac-
tor in India’s high inflation.
At present only 8 percent
ethanol is blended in petrol
sold by state-owned oil com-
panies. It is to be raised to 25
percent by 2025. The addition-
al excise will work as a disin-
centive, especially for private
oil companies. It is estimated
that around 335 crore litres of
ethanol was produced in the
country in 2021. Uttar
Pradesh is among the highest
producers of ethanol in the
country
. To achieve the target
of 25 percent, ethanol produc-
tion has to be raised mani-
fold. Automakers told the Pe-
troleum Secretary Tarun
Kapoor last year that they
were ready for ethanol com-
pliant vehicles. The only chal-
lenge is finding ways to in-
crease ethanol output.

ALONE IN MANIPUR
ven as the BJP is aiming to
bag 40 plus seats in the as-
sembly election in Manipur,
the party clearly exhibits its
confidence. All these hap-
pened in the 2017 assembly
elections when the BJP had
bagged 21 seats out of the
60-House Assembly and led
the coalition government
which was formed with the
support of the Naga People’s
Front (NPF), National Peo-
ple’s Party (NPP), Lok Jan-
shakti Party (LJP) and an
independent candidate.
Though Congress was the
single-largest party and se-
cured 28 seats, it fell short of
forming the government.
However,duringtherun-up
to this year’s Assembly elec-
tion, speculation was rife if
the recently-concluded cru-
cial state assembly elections
in West Bengal, Assam, Kera-
la,TamilNaduwouldpossibly
have an impact in the Ma-
nipur polls. Interestingly, it
may be noticed that notwith-
standing all that happened in
theelectionsintheremaining
states…inAssam,theBJP-led
NDA coalition was able to re-
tain power… even as the re-
sult in the neighbouring West
Bengal is there for all to see.
Following the post-2014 po-
litical scenario in the entire
country, the fall of the Grand
Old Party in the electoral
process (of Manipur) had
created a “void” that was
waiting to be taken up. The
influence of regional politi-
cal parties like Manipur Peo-
ple’s Party (MPP), People
Democratic Alliance (PDA)
which had once played a
huge role in the politics of
Manipur have slipped from
their stance in the post-cease
fire (2001) political scenario
in Manipur. Manipur and its
people display a high degree
of ethnic politics and region-
al parties have always flour-
ished in the state and the re-
gion. The parties are deeply
rooted in ethnic lines and
values but following the 2001
truce… these parties failed to
capture and capitalize on the
masses’ aspirations.
In 2017, when Th. Shyam-
kumar defected from Con-
gress to BJP after winning
the election, which triggered
a huge controversy in the po-
litical arena. Currently, this
is an accepted norm. Sample
this… the former president
of the Manipur Pradesh Con-
gress Committee (MPCC) Go-
vindas Konthoujam, 12 key
members of Naga People’s
Front (NPF), Lok Janshakti
Party (LJP) MLA Karam Shy-
am, former Congress MLA
from Sagolband constituency
RK Imo, Congress MLA from
Saikul Constituency,
Yumthang Haokip, Congress
MLA from Wangkhei constit-
uency
, Okram Henry had also
joined BJP
. The list goes on.
However, every situation
has its pitfall… the current
scenario in the saffron camp
reveals overcrowding of in-
tending candidates, with
each constituency having not
less than 3 or 4 potential BJP
candidates. Why delay in an-
nouncing the list. The BJP’s
delay in announcing its can-
didates had led to widespread
speculations that all was not
well. The party was finding it
difficult to choose candidates
as there are four to five (tick-
et) aspirants in every constit-
uency
. The BJP was expected
to announce its first list of
nominees by January 26.
However, three days after the
deadline, the party was still
unable to make up its mind.
BJP HAS TO ADDRESS
LOYALTY FACTOR
Angry BJP workers of Ma-
nipur on Sunday burnt effi-
gies of Chief Minister N
Biren Singh and the state unit
president Sharda Devi as well
as flags. They also ransacked
local offices and shouted slo-
gans against the ruling par-
ty’s list of assembly poll can-
didates which featured defec-
tors from the Congress ignor-
ing many loyalists. Several
BJP leaders including those
who were aspirants for party
tickets but were left out to ac-
commodate recent defectors
also resigned from the prima-
ry membership of the party
.
WHY BJP
EMERGED STRONG
This mainly depends on the
old formulation of dependen-
cy in NE politics that leads to
choosing a parallel govern-
ment. Basically
, NE survives
on Centre. However, this “old
school”conceptalwaysdoesn’t
hold good, as the last few dec-
adeshaveshownchanges.Per-
haps, the changing mode of
governancemighthavekicked
off a huge acceptance of the
BJP in the state.
FALL IN INSURGENCY-
RELATED CASES
Insurgency-related activities
in the NE in 2021 have re-
duced 80% as compared to
2014. Manipur has witnessed
a constant declining record
of insurgency-related cases;
from 233 in 2016 to 167 in 2017
and 127 in 2018, according to
the MHA security report.
From lowering the insurgen-
cy-related incidents to bring-
ing developments, the pre-
sent BJP government has
surpassed the performance
of any government before.

of prohibition that he
has used the entire ma-
chinery of the state
government to imple-
ment only prohibition.
The police and admin-
istration of Bihar is
engaged in the work of
enforcing the prohibi-
tion law 24 hours a day,
which is a way for them
to earn money

Liquor prohibition is
not implemented effec-
tively anywhere in the
whole of Bihar. Liquor
isbeingmadeandsoldin
every street and locality
.
In Nalanda, the home
districtof theChief Min-
ister himself, a dozen
peoplediedrecentlyafter
consuming spurious liq-
uor. Before that, in Di-
wali last year, around 40
people died due to drink-
ing in four districts. Un-
der the supervision of
the police and adminis-
tration of Bihar, the
work of making liquor
and selling it from out-
side is being done.
Amidst the failure of
the police and adminis-
tration, now the state
government has also
engaged the teachers
in the task of catching
up those engaged in
selling liquor and giv-
ing information about
the ‘consumers’.
An order has been is-
sued by the state gov-
ernment that teachers
should provide the in-
formation of such peo-
ple to the administra-
tion. For this, phone
numbers have been is-
sued and the identity of
the teachers has been
told to be kept confiden-
tial. Most of the teach-
ers reinstated in the
name of Shiksha Mitra
in Bihar are illiterate
and have been reinstat-
ed by bribing the chief
on the basis of fake
mark sheets. They were
not already doing the
job of teaching the chil-
dren. Now they have
been given a new job, in
which they will also en-
gage in business with
the help of police and
administration.
If someone honestly
gives news about this,
then there is the issue of
danger to his/her life.
Recently, an army colo-
nel, who had come to his
village on leave, was
shot dead by the liquor
mafia because the colo-
nel was stopping them
from selling liquor.

most all in rural areas.
Seeing the displeasure
of the farmers, the BJP
itself did not want to
fight in the villages, so
it gave most of the vil-

party and took the seats
of the city to itself. But
this is not even half of
Captain’s problems.

New Delhi: In Malegaon
Blast Case, another witness
has turned hostile. The
witness is also claiming
that he was forced to take
names of the Rashtriya
Swayamsevak Sangh (RSS)
leaders in the case. The
witness in the court said
that he was kidnapped by
the Anti-Terrorism Squad
(ATS) and kept in illegal
custody for three-four days,
media reported. In the
matter, over 220 witnesses
have been examined, and
17 have turned hostile.
Notably, ex-Mumbai top cop
Param Bir Singh, currently
facing multiple cases of
extortion, was posted as
additional commissioner of
the ATS, when it probed the
Malegaon blast case.
Kolkata: As many as 108 municipal bodies of West
Bengal will go to polls on February 27, the State
Election Commission announced Thursday morn-
ing. It also mentioned that voting will not take place
at a ward in the South Dum Dum Municipality. SEC
Sourav Das said, “We have issued a notification to-
day (Thursday). The court has allowed to conduct
the polls in all the wards across 108 municipalities
except ward number 29 of the South Dum Dum
Municipality. We received the court order Wednes-
day. Date of nomination starts today (Thursday).”

New Delhi: Many a
times it seems that the
Central Government
itself creates the situa-
tion of uproar and forc-
es the opposition to stay
out of both the houses
of Parliament by giving
some issue or the other.
Just imagine, how con-
venient it is that the
government has to an-
swer to the country on
inflation, unemploy-
ment and the bad condi-
tion of the economy,
then the issue of
Pegasus has come, on
which the opposition
will continue to create
ruckus. Such a system
has not yet developed in
India that the opposi-
tion should protest
against any issue, also
perform demonstra-
tions and when the Par-
liament is in session,
there is a meaningful
discussion. It is such an
irony that whatever
protests the opposition
parties will carry out
will be during the Par-
liament session. There
is no recollection of
any major demonstra-
tion outside Parliament
on the issue of infla-
tion, unemployment
and corruption. Con-
gress definitely did a
rally in Jaipur regard-
ing inflation, but it has
no meaning since pro-
tests should be an ongo-
ing process.
However,ineverySes-
sion, the Government
gives some ‘rattles’ in
the hands of the opposi-
tion. On the first day of
the last Session, the
Government suspended
a dozen MPs from the
Rajya Sabha for the en-
tire Session. This was a
completely wrong deci-
sion as the MPs were
suspended in the Winter
Session for creating a
ruckus in the Monsoon
Session of Parliament.
The work on this issue
remained stalled
throughout the Session.
Especially in the Rajya
Sabha, where the Gov-
ernment does not have a
majority
. Prior to this,
i.e. in the Monsoon Ses-
sion, the issue of
Pegasus dominated and
the opposition stalled
the work on it.
Prior to that the
Budget Session of Par-
liament was affected
due to Covid and was
postponed prematurely
due to the ongoing As-
sembly elections in five
States. At that time the
farmers’ movement
was also going on and
the opposition was cre-
ating a ruckus on that
issue as well. Before
that, i.e., the Winter
Session of 2020 was be-
ing held in the midst of
the farmers’ movement
and during the same
time, the three disputed
agricultural laws were
forcibly passed in the
Rajya Sabha, rejecting
the demand for voting
of the opposition. On
the contrary
, the MPs of
the opposition were
also suspended from the
house and they staged a
sit-in in front of the
statue of Mahatma
Gandhi on the Parlia-
ment premises through-
out the night. The two
Sessions before that
also happened in a half-
hearted manner due to
the pandemic. So, for
the last two years con-
tinuously, the proceed-
ings are being held in a
half-hearted manner.

tive Assembly? In UP,
usually the chief minis-
terial candidates do not
contest the Assembly
elections. The current
Chief Minister Yogi
Adityanath was a Lok
Sabha MP when he was
sworn in. Before him,
Akhilesh Yadav had
also took oath as the
Chief Minister while he
was a Lok Sabha MP
. Be-
fore him, Mayawati was
also not an MLA when
she became the CM. Af-
ter taking oath, these
three CMs took the
membership of the Leg-
islative Council due to
constitutional obliga-
tion. Therefore, this is
the first time in the last
nearly two decades that
the chief ministerial
candidates are contest-
ing the Assembly polls.
Adityanath is a con-
tender from the BJP and
is contesting the Assem-
bly elections from Gora-
khpur city seat. Akh-
ilesh Yadav is a contend-
er of the Samajwadi
Party and is in the fray
from the Karhal seat of
Mainpuri. Now the big
question is, can anyone
other than these two be-
come the Chief Minis-
ter? If Samajwadi Party
wins then there are no
ifs and buts. But there is
a doubt among political
observers who suspect
that if BJP wins then
the CM can change too?
Last time the party had
contested the election
undeclared in the name
of Keshav Prasad Mau-
rya and after the results
there was talk of mak-
ing Manoj Sinha as the
Chief Minister, howev-
er, it was Yogi Adity-
anath who became CM.
This time also such a
reversal is possible.
This time also BJP’s un-
declared contender is
Keshav Prasad Maurya
and this time he is also
contesting the Assem-
bly elections from Sir-
athu seat of Prayagraj.
Then there is the
third possibility of a
hung assembly. Even
then, apart from these
two, a third person may
come forward, who may
not be a member of the
Legislative Assembly
.

Sikar: A young man was found hanging from a
tree near a temple in Sujanpura of Dhod tehsil
in Sikar. The deceased has been identified as
Mukesh, 25. Villagers saw his body in the morning
and informed the police after which it was sent for
a post-mortem. Notably, the farm of the deceased
Mukesh is near the house of the same girl Suman,
who was murdered two days ago with a sharp
weapon. Cops are interrogating two brothers from
the family of the deceased.On the night of January
31 in Sujanpura, Suman,22, was stabbed to death.

of the legislative assembly

months after Mahesh Joshi,

The court clarified that such females can take benefit of being a member of the reserved category if the scheme allows residence or domicile as an entitlement. New Delhi: The Centre on Thursday asked the Delhi high court to de- fer hearings on a batch of petitions seeking to criminalise marital rape, saying that it needs time to conduct an effective consulta- tive process before reaching any conclu- sion, and that the ab- sence of such a process by the executive and legislature “may result in some injustice to one section or other”. The high court is hearing a bunch of PILs filed in 2015 by various organisations who sought to strike down the exception in the In- dian rape laws. Automakers told the Pe- troleum Secretary Tarun Kapoor last year that they were ready for ethanol com- pliant vehicles. The only chal- lenge is finding ways to in- crease ethanol output. Time TWEET CRUCIAL READS MALEGAON BLAST CASE: 17TH WITNESS TURNS HOSTILE New Delhi: In Malegaon Blast Case, another witness has turned hostile. The witness is also claiming that he was forced to take names of the Rashtriya Swayamsevak Sangh (RSS) leaders in the case. The witness in the court said that he was kidnapped by the Anti-Terrorism Squad (ATS) and kept in illegal custody for three-four days, media reported. Kerala alone accounts for 24 per cent of all active cases in the country. The second State where data points to an uptick in fresh cases and positivity rate is Mizoram. The peak of the third Covid-19 wave driven by the highly transmissible Omicron is slightly low- er than that of the sec- ond wave, which swept thecountrylastyearand killed lakhs of people. Just imagine, how con- venient it is that the government has to an- swer to the country on inflation, unemploy- ment and the bad condi- tion of the economy, then the issue of Pegasus has come, on which the opposition will continue to create ruckus. Such a system has not yet developed in India that the opposi- tion should protest against any issue, also perform demonstra- tions and when the Par- liament is in session, there is a meaningful discussion. It is such an irony that whatever protests the opposition parties will carry out will be during the Par- liament session. There is no recollection of any major demonstra- tion outside Parliament on the issue of infla- tion, unemployment and corruption. Con- gress definitely did a rally in Jaipur regard- ing inflation, but it has no meaning since pro- tests should be an ongo- ing process. However,ineverySes- sion, the Government gives some ‘rattles’ in the hands of the opposi- tion. On the first day of the last Session, the Government suspended a dozen MPs from the Rajya Sabha for the en- tire Session. This was a completely wrong deci- sion as the MPs were suspended in the Winter Session for creating a ruckus in the Monsoon Session of Parliament. The work on this issue remained stalled throughout the Session. Especially in the Rajya Sabha, where the Gov- ernment does not have a majority . Prior to this, i.e. in the Monsoon Ses- sion, the issue of Pegasus dominated and the opposition stalled the work on it. Prior to that the Budget Session of Par- liament was affected due to Covid and was postponed prematurely due to the ongoing As- sembly elections in five States. At that time the farmers’ movement was also going on and the opposition was cre- ating a ruckus on that issue as well. Before that, i.e., the Winter Session of 2020 was be- ing held in the midst of the farmers’ movement and during the same time, the three disputed agricultural laws were forcibly passed in the Rajya Sabha, rejecting the demand for voting of the opposition. On the contrary , the MPs of the opposition were also suspended from the house and they staged a sit-in in front of the statue of Mahatma Gandhi on the Parlia- ment premises through- out the night. The two Sessions before that also happened in a half- hearted manner due to the pandemic. So, for the last two years con- tinuously, the proceed- ings are being held in a half-hearted manner. If Samajwadi Party wins then there are no ifs and buts. But there is a doubt among political observers who suspect that if BJP wins then the CM can change too? Last time the party had contested the election undeclared in the name of Keshav Prasad Mau- rya and after the results there was talk of mak- ing Manoj Sinha as the Chief Minister, howev- er, it was Yogi Adity- anath who became CM. This time also such a reversal is possible. This time also BJP’s un- declared contender is Keshav Prasad Maurya and this time he is also contesting the Assem- bly elections from Sir- athu seat of Prayagraj. Then there is the third possibility of a hung assembly. Even then, apart from these two, a third person may come forward, who may not be a member of the Legislative Assembly .
