Russia's economy is heavily dependent on energy exports, and a sharp decline in global energy prices has negatively impacted the Russian economy. Lower oil and gas revenues are reducing infrastructure spending by Russian state-owned companies, including Russian Railways. Russian Railways had planned a large expansion and modernization of the rail network, but these plans may now be scaled back or delayed due to lower funding. The economic challenges also raise questions about potential privatization plans for parts of Russian Railways.
