3. Urban Governance of Surat City: SMC
What is Urban Governance ?
Urban governance refers to how government (local, regional
and national) and stakeholders decide how to plan, finance
and manage urban areas. It involves a continuous process of
negotiation and contestation over the allocation of social and
material resources and political power.
5. History and role
It has come into being under the Bombay
Provincial Municipal Act, 1949.
‘The Surat Municipal Corporation’ was re-
established on 2 October 1966. It carries out all
the obligatory functions and discretionary
functions entrusted by the BPMC Act, 1949 with
the following mission:
To make Surat a dynamic, vibrant, beautiful, self-
reliant and sustainable city with all basic
amenities, to provide a better quality of life
Surat Municipal Corporation perceives its role as
the principal facilitator and provider of services as
to provide a better quality of life.

1. East Zone
2. South Zone
3. North Zone
4. West Zone
5. Central Zone
6. South-East Zone
7. South-West Zone
8. FUNCTIONS OF A ZONE OFFICE
By decentralising various public services
being provided by Surat Municipal
Corporation Zonal systems has been
Implemented. The whole Surat city has
been divided into 7 zones. The working of
the zones are mentioned below in brief.
10. Health Department Assessment and Recovery Department
Scavenging the entire area
coming under the zone.
To clean chocked, gully-trap
and sewer traps
Food inspection branch

Vaccination, Birth/Death
registration, Family Planning.
Market department to remove
the nuisance of stray animals -

11. Engineering Department
To build new roads , widen the roads, repairs & recarpeting of
roads etc.
To build society road by raising public funds - to prepare new
footpath, to repair them, scraping etc.
To build roads up to 80 feet width and their repair work.
To build new buildings and to maintain the Municipal
Properties.
To build and maintain School buildings.
To remove permanent, / temporary encroachments, to make
alternative arrangement for obstructing slums.
Issuing permits for layout of Low rise buildings procedure
against illegal construction. •Implementation of town
planning scheme-recovery of betterment charges.
To take actions against public nuisance and damaged
property.
13. FUNCTIONS OF A WARD OFFICE
Cleaning
Sprinkling of Pesticides
Collection, transportation and final disposal of solid waste.
License renewal of non-edible things (matches, Kerosene, coal,
fireworks etc.) and edible things.
To clean choked gully-trap.
Chlorination of the well in use and chlorine test of water samples.
Legal actions against citizens who are creating nuisance.
Inspection of hotels, hawkers and small shopkeeper with hygienic
point of view.
Inspection of Cinema halls, theatres and other public entertainment
places form hygiene point of view.
To avail basic details of the epidemic immediately inform higher
authority regarding disease controlling measures.
Issue license for eatables and non-eatable items under the BPMC
Act, 1949.

SMC is one of the local self-government to adopt
computerization in its early phases and use it for better
governance, improving operational efficiency and
increasing ease of interaction with citizens.
Progression in Information Technology (IT) and
Geographical Information System (GIS) synchronizes
new applications to be centralized so that planners,
policy makers and citizens can use it in day-to-day
decision making process.
The underlying concept is that better decisions are made
if the best available information is presented in a manner
most appropriate to the defined issues.
