The specialized transportation industry is discovering powerful, new partners for the harmonization of interstate permitted moves, particularly through the largest corridors. Hear about current efforts and how your company can help improve efficient movement of oversize cargo throughout the U.S. – from the Northwest Passage connecting Wisconsin to Washington, to the Spirit of US 54 from Texas to Wichita, to the I-95 connecting the entire Eastern seaboard.

2. NORTH/WEST PASSAGE
Interstates 90 and 94 between Wisconsin and
Washington function as major corridors for commercial
and recreational travel. Extreme winter weather
conditions, prevalent in the northern states within this
corridor, pose significant operational and travel-related
challenges.
3. Project Overview
• North/West Passage (NWP) Transportation
Pooled Fund Study TPF-5(190)
• 2012 selected for Multistate Corridor
Operations and Management (MCOM) grant
• Current project provides support to the NWP
Freight Task Force from Winter 2014 to Winter
2015
• Study components
– Freight Task Force Work Plan
– Freight Funding Opportunities
– CVO Portal Feasibility

4. Prior NWP Freight Task Force Projects
• Phase 3 (2007)
– NWP Traveler Information Website
• Phase 4 (2008)
– North/West Passage Regional Permitting – Phase 1
– Traveler Information Dissemination to Commercial
Vehicle Operators (http://www.i90i94travelinfo.com/)
• Phase 5 (2010)
– NWP Regional Permitting – Phase 2
• Phase 6 (2011)
– NWP Regional Permitting – Phase 3
– Corridor-Wide Marketing and Outreach to CVOs
• Phase 7 (2012)
– Truck Parking Projects along the NWP Corridor and
Evaluate Third Party Data for Truck Parking Availability
– NWP Regional Permitting – Phase 4
– NWP Freight Industry Workshop
5. Freight Task Force Work Plan
• Phase 8 (Approved 2013)
• Develop a work plan guiding the activities and
actions of the Freight Task Force over the next
1-5 years
• 9 projects proposed and ranked by Task Force
Members (7 short term / 2 long term)
– A 10th project was identified after the initial list was
ranked
• Identify future project funding opportunities
• Evaluate the feasibility of a corridor-wide CVO
weather portal
6. Proposed Project Rank #1
• Title: Pilot Escort Certification and Reciprocity
Universal Standard
• Description: Develop and agree upon a set of
uniform standards for escort vehicle
requirements and their certification.
• A Phase 2 effort would push adoption of the
standard through appropriate channels in each
state’s DOT, if necessary.

7. Proposed Project Rank #2
• Title: Advanced Notice of Truck Parking
Availability
• Description: Collect relevant research reports
and interview key project personnel to
develop information that can support a
corridor wide decision tool/system for truck
parking information.

8. Proposed Project Rank #3
• Title: Electronic Display of Oversize/
Overweight Permits
• Description: Evaluate and compare available
technologies for electronic permit display and
develop an implementation plan adaptable to
individual state needs.

9. Proposed Project Rank #4
• Title: Pursue a “Toward Zero Deaths" (TZD)
Involving Commercial Vehicles Safety
Campaign
• Description: Based on the safety research and
synthesis of existing strategies, develop
supplemental strategies, marketing materials
and actions to achieve zero deaths from
commercial vehicles within the North/West
Passage corridor.

10. Proposed Project Rank #5
• Title: NWP Virtual Weight Station Initiative
• Description: Research state-of-the-practice and
state-of-the-art VWS technologies, and make
recommendations for technology standards
and installation sites within the corridor.
• This project would also establish protocols for
sharing performance results between corridor
states from enforcement.

11. Proposed Project Rank #6
• Title: Oversize / Overweight Permitting
Uniformity (Mid-long term)
• Description: The project would complement
national initiatives on OS/OW permit uniformity,
with a focus on case studies of specialized
carriers operating in the NWP Corridor.
• Case studies would examine economic
impacts in the corridor from non-uniformity,
such as:
• Time of day and other holiday restrictions
• Type and Size of Escort Vehicles
• Escort Requirements
• Size and Weight differences between jurisdictions
• Others
12. Proposed Project Rank #7
• Title: Calibrate Downstream WIM Scales
with Permanent Scale Data
• Description: Evaluate existing use and
calibration methods for WIM scales across
the corridor.
– Document existing WIM calibration
procedures in corridor states
– Meet with technology vendors and trucking
industry representatives to discuss
demonstration program participation

13. Proposed Project Rank #8
• Title: Model Legislation for
Autonomous Commercial
Vehicle Operation
• Description:
– Develop model legislative
language for potential
adoption by states in the
coalition.

14. Proposed Project Rank #9
• Title: Multistate Commercial Vehicle Platoon
Demonstration (Mid-long term)
• Description (Dependent on Project #8):
– Conduct a corridor-wide platooning demonstration of
two-unit demos similar to current demonstrations in NV
and CA
– Seek USDOT funding support

15. Proposed Project - Unranked
V2I Technologies
• Lane maintenance / change
assist
• Low clearance notification
• Real time pavement condition
• Incident / work zone
notification
V2V Technologies
• Maintain vehicle spacing
• Emergency notification
• Blind spot notification
• Title: Connected Vehicles Pilot for Over-
dimension Loads
• Description: Conduct a corridor-wide
demonstration to evaluate the safety and
operational benefits of V2V and V2I
technologies for over-dimension loads:
16. Other Task Activities
• Gather information on federal, state and
local freight and ITS funding sources
• Match projects to funding sources /
develop proposals to submit for funding
• Assessed the feasibility of a Corridor-Wide
CVO Weather Portal
– Using the existing WYDOT portal would
require all corridor states to purchase
forecasting services
– The NWS is advancing corridor-based
forecasting which may prove more
adaptable to the NWP
