5. INTRODUCTION
The State Council of Educational Research and
Training (SCERT) is an autonomous academic body functioning under the umbrella
of the Department of General Education of the Government of Kerala. SCERT is
concerned with the academic aspects of school education including formulation
of curriculum, preparation of textbooks, teachers' handbooks and teacher
training. It advises the Government on policy matters relating to school
education.
SCERT, Kerala, was established in 1994. The State Institute of Education (SIE),
which functioned as part of the Department of General Education, was converted
to form the SCERT, to give a new thrust and direction to school education in the
State. The Hon. Minister for Education is the Chairman, and Secretary General
Education department as Vice Chairman of the governing Body of SCERT. Director,
SCERT is the Convener of the governing body.

6. OBJECTIVES OF SCERT
To bring about qualitative enhancement at all levels of education.
To provide academic research, extension and training support in the field of
schooleducation throughoutthe state.
To assist / advise the Department of General Education Kerala to implement its
policies and major programmes in the field of primary education.
To provide academic backup, leadership, guidance and suggestions for the
qualitative improvement of primary education through reorientation of
educational content and practice.
To provide leadership, academic guidance, suggestions to institutions such as
DIETs and PrivateInstitutions.
To achieve the goals of revamping primary education in Kerala State
To organize innovative programmes for the propagation and dissemination for
new trends and approaches related to education
.
FUNCTIONS OF SCERT
To organizeand implement the special educational projects sponsored by
UNICEF, NCERT and other agencies for qualitative improvementof school
education and teacher educators.
To prescribed curricula and textbooks for the schooland teacher training
institutions.
To produceinstructional materials for the useof teacher- educators.
To organizeprogrammes including Correspondence-cum- ContactCourses for
professionaldevelopmentof teachers, teacher-educators and inspecting
officers.
To conduct studies and investigations on the various problems of education.
To evaluate the adult and non-formaleducation programmes entrusted by the
Government.
