This document discusses entrepreneurship education initiatives in Brunei Darussalam. Good morning to all delegates of 1st Princess Maha Chakri Award Forum, PMCA recipients, Ministry Of Education officers from ASEAN countries, invited guests from SEAMEO, UNESCO, World Bank, outstanding Thai teachers and graduate students in education. It is delighthed to be here today to present on what Brunei has to offer on Entrepreneruship education.
I am Halimahtun, the head of unit, Business & Entrepreneurship, Curriculum Development Department, Ministry of education, Brunei Darussalam. Now bare with me as I was given a 45 minute time to speak on 2 issues, I try to make it as detailed as possible by answering any questions regarding on the 2 subjects.
Before we begin, I would like to show the audience on what Brunei has to offer. I am sure some of you here would like to know what Brunei is like? Here is a short video or a glimpse of what Brunei has to offer and on Brunei National Education System for the 21st century or in short SPN21 education.

In January 2009, the MINISTRY of EDUCATION has embarked on the National Education System for the 21st Century, in short SPN21. THE SPN21 brought three major changes in the education system, namely, the education structure, a more balanced curriculum emphasing assessment for learning and changes to the technical education in line with the 21st century needs.
The Globalisation is a phenomenon from which no single country will be exempted. Brunei is faced with the challenges to provide and maintain human resource needs to stay relevant and competitive on the global front if it is to survive and remain as a stable country. In this view, the SPN21, the country’s education system hope to produce individuals with valuable and marketable skills of international standards, capable of contributing to the country’s economic development. Brunei is very fortunate as the SPN21 enables to create new curriculum content for both primary and secondary level. Therefore, Inclusion of entrepreneurship education across the curriculum is on the initiaves in Brunei to nuture every child and to help students develop proper values and appropriate skills to become responsible dynamic citizens, who are able to contribute positively to the nation.
Central to the new SPN21 education system is the idea of centred-ness. The goal of SPN21 curriculum is based on the premise that the individual student learner is at the centre of all the teaching and learning.
The curriculum model aims to provide:
an all-round development of the individual
opportunities to enhance individual strengths and abilities
a well-balanced education which allows students to draw on a wide range of knowledge areas and learning
experiences

As seen here, the main target of the SPN21 curriculum is the learner. The SPN21 curriculum takes into account each individual’s strengths and weaknesses whilst making provision for progression and continuity. It places the learner at the heart of teaching and learning based on his/her individual needs.

The SPN21 curriculum aims to provide the learner knowledge and understanding, essential skills, and
attitudes and values in the teaching and learning process. It adopts a holistic approach that promotes inquiry
and encourages students to be more responsible for their learning.
3) Click The Third Circle
The 9 key learning areas are Islamic Religious Knowledge, Nationhood Education, Languages, Mathematics,
Science, Physical and Health Education, Social Sciences and Humanities, Technology, Arts and Culture.
They provide the platform and broad knowledge domain for the development of knowledge, skills and
values.
4) Click The Fourth Circle
Various value-added aspects are integrated across the curriculum to widen the learner’s perspectives and
develop understanding. These include:
MIB as the national philosophy
Digital Literacy as an essential learning tool
Entrepreneurship as means of developing transferable skills of all kinds associated with actual
business that is applicable in real life
Social Skills Programme as means of developing the ability to work with others in harmony and
respectfulness
Thinking Skills as a key feature of learning
Co-curriculum education to augment a holistic education programme
Enterprise Education is a way of teaching and learning, not another addition to the curriculum or a subject or an alternative curriculum. It is about developing enterprising attitudes in students. The focus is not on discrete activities, but on providing an underlying basis for delivering education across all areas of the curriculum.
Research (in Australia and overseas) indicates that the most successful enterprise outcomes are achieved through a whole-school approach to the development of a culture of enterprise. Such schools have included it in their strategic planning with the support of teachers, parents, students, community and business.
FORMAL SETTINGS: MODULE
At primary and secondary levels, entrepreneurial skills are integrated in various subjects. The skills will help learners to acquire knowledge about financial planning, inculcate positive attitude towards the practice of savings money, foster awareness of the importance of entrepreneurial values. Students will also learn entrepreneurial values of honesty and trustworthy in the field of entrepreneurship on module based in certain subjects such as Business Art & Technology, Social Studies, Mathematics or even in core subject in Malay Islamic Monarchy.
ENTREPRENEURSHIP ACTIVITY-BASED
Entrepreneurship as a means of developing transfable skills of all kinds associated with actual business that is applicable in real life.. These are done through projects and activities which are part of their daily lives which will develop their competency in decision-making, working in teams and collaboration, communication, business and marketing skills.
PRIMARY LEVEL
In primary level, the aim is to expose students towards innovation and awareness on entrepreneurship on the basic level. It provides in-school and after school programs for students focusing on work readiness, entrepreneurship, and financial literacy. Delegates are welcome to see several entrepreneurship programme in Brunei. You are most welcome to come!
SECONDARY LEVEL
For activity based projects. Secondary & vocational students have the real hands-on experience of practicing accounting skills, such as recording real transactions of their business and calculating income statements accounts in subject such as Principles of Accounts. Students taking the Commercial Studies subject will understand better the purpose of using trade documents such as receipts, invoices, recording stocks and others as part of their business operations. Students taking Economics subjects will experience the real process of "division of labour". All of these create a better understanding on how businesses carried out in the real world. HIGHER EDUCATION -Realizing Innovative to business solutions
Entrepreneurship village where through the projects and activities, students would show leadership qualities, show cooperation and work collaboratively as a team, show confidence, interest and curiosity in exploring their environment and question what they find, be able to work independently and show resourcefulness when facing challenges.

The programme enables students to gain practical, activity-based insight into economic and business life, appreciate the role of business and enterprise in society and discover how businesses interact with investors.

Mindset
Changing people perception towards entrepreneurship as part of curriculum is not an easy task. The challenge and resistance sometime comes from various angels, teachers, students as well as parents. Thus, there is a need to change people mindset towards entrepreneurship by introducing various programs and training. Teacher would need to be properly selected and train. The school management would need to be more supportive towards the program as a whole either towards the teacher or/and the students.
Role Model
To ensure the success of an entrepreneurship program among students at the basic education level, the existence of role model either within the school or someone from outside the school will be beneficial. Senior student (those undertaken the program before), business people (with small age gap) would be a good role model for them. Teachers themselves could be the role model for the students to drive and encourage them to take up the program.
Inducing Innovation and Creativity
Another challenge is to induce innovation and creativity among the student. The entrepreneurship program would only be successful when students were able to produce more creative and innovative product, services or processes of doing business. However, some students tends to follows what their seniors’ project. This defeats the purpose of creating a more innovative and creative students. Thus, any entrepreneurship program should guide students towards this goal. This will bring us to the two other challenges previously mentioned where the students need a proper role model that will enable them to change their mindset.
Schools and institutions are encouraged to involve and participate in entrepreneurship as to equip them with more experiential matters in managing entreprise in line with what they have learnt on the content oulined in the curriculum syllabus. This is further supported by the relevant stakeholders as previously mentioned.

GOVERNMENT - PLAY IMPORTANT ROLE SUPPORT
The unique approach of the Brunei experience can be seen from the support given by the government of Brunei Darussalam through Ministry of Education. MoE is given the mandate to incorporate entrepreneurship education across the curriculum. This was further commented by his Majesty the Sultan gave recognition to the ministry of education for introducing entrepreneurship in the curriculum.
TRI-PARTY (BUSINESS, COMMUNITY & GOVERNMENT)
SMEs play an important role in contributing to the future success of Brunei apart from fulfilling corporate social responsibilities from various bodies in the private sector and the community.
Schools would benefit from the programme especially in strengthening and building of network across tri-party industry, government and community in the region.
Professional Development to train advisors to have necessary skills to enable drivers of innovative competence.
UNIVERSAL PRINCIPLE
The entrepreneurship model at Brunei uses can actually be adopted to other member countries or in short, “ADOPT & APART”
ISSUES & CHALLENGES
These are the challenges that the ministry is facing but with identifying the core issues and and the right formula to overcome this, it can be tackled easily.
The Ministry of Education hope that the programme will nurture students to be inventive thinkers who are adaptable, self-directed, creative, risk-takers and is ready to face challenges ahead. Every school should produce students that not only excel in academic pursuits, but also in meeting the social and economic challenges of the 21st century.
There is an initiative in Brunei to conduct survey in collaboration with the Economic Research Institute of ASEAN and East Asia (ERIA) and Organisation for Economic Cooperation and Development (OECD). The focus is to measure effectiveness of SME-related policies and the business environment in Brunei.

To end my presentation, entrepreneurship is recognised as one of the national agenda of the country. This is much in line with the country's national vision to prepare Brunei's young generation for future roles as capable, creative and thinking citizens aligned with The Brunei's National Education System in the 21st Century (SPN21).
