5. Voice, Choice and Incentives
Children
• Children have weak choice to choose their school
• Children have weak voice (NCPCR/SCPCR) for their
rights
Parents
• Parents (Govt. Schools) have weak voice (SMCs)
• Parents (Pvt. Schools) have strong voice as they pay
fees, there is market competition and they have
platforms like PTA
• Are incentives (MDM, Uniform, Free books,
Scholarship)provided by Government to
parents/children working?

have well structured school associations, but budget pvt.

• Any education entrepreneur has a very weak incentive to start
a schools as the space is heavily regulated, it’s not-for-profit
and so difficult to attract investments

schools better as education is still not a political issue in India
