 Financial constraint 
 PAC not independent of executive
 Regulatory framework to define the relationship/ linkages between a
strong PAC and A-G
 PAC Challenge – Dependence (funding; reliance on parliament as a
whole for an effective PAC; timely submissionof audit report by A-G;
technical support to PAC from A-G) and Independence of the PACs and
Members of PAC  (NB suggestionPAC Chair should be from
the opposition)
 A-G Challenge – Independence of the A-G (funding; empowered
through technical training; need to collaborate closely with PAC
around A-G budget; timely submissionof info by Accountant-General)

