• US Category 1 Certification: Attained
• Certification of airports, airlines and personnel in line
with international best practices and International Civil
Aviation Organization (ICAO) standards.
• NIMET made Nigeria the first in West Africa to receive
the ISO Certification (ISO 9001:2008) on Aeronautical
Meteorological Services. Confirms Nigeria's compliance
with international aviation weather services standards.
• Fast-tracked the Airport and Airline Re-Certification
Programme.

4. Finances
• Set up Joint Technical Committee with the CBN to
explore sustainable financing options for airlines.
• Committee’s recommendations include strict corporate
governance procedures within the airlines; set up of an
Aviation Sector Fund capitalized at £3-5 billion dollars to
provide credit enhancements for the purchase of aircrafts.
• Took over economic oversight function from Nigerian
Civil Aviation Authority (NCAA) to reduce conflict of
interest.
• Introduction of additional insurance programmes to be
funded through a surcharge to passengers and paid out
immediately after a crash. Provides support to victims
within the first 2 weeks.

• Streamlining of General Aviation (GA) to eliminate unauthorised
commercial operations, promote scheduled airlines’ profitability and
safety.
• Elimination of unfavourable Concession and Lease Agreements that
were inconsistent with the public interest, industry growth and
advancement.
• More friendly operating environment for domestic carriers.
• Promotion of private sector and international investors’ participation
in Nigerian Aviation sector.
• Stringent regime of enforcement and reward for complete
compliance and denial of privileges for violations

• Introduction of the Victim and Family Assistance
Programme, to provide immediate and on-site
support in the case of incidents and accidents.

laboratory in Nigeria. 1 of 4 in Africa and the only

TRACON conceived as key requirement for
modernization of Nigerian Air Traffic
Management Infrastructure. Automated
Approach Area Control components as follows:
• Primary Surveillance Radar (PSR) STAR
2000
• Monopulse Secondary Surveillance Radar
(MSSR) RSM 970S
• Integrated Flight and Radar Data processing
Eurocat C and other associated equipment at
the four major airports – Lagos, Kano, Abuja
and Port Harcourt as well as stand-alone
MSSR RSM – 970 at five other locations:

9. Low-Level Wind Shear Alerts Systems (LLWSAS) measures wind speed and
direction at remote sensor stations around airports. Generates warnings when
wind shear or microburst conditions detected. Current data and warnings
displayed for approach controllers in TRACON and for ground controllers in the
Air Traffic Control Tower (ATCT). Air Traffic Controllers (ATCs) relay the
LLWAS runway specific alerts to Pilots via voice radio communication. LLWAS
assists pilots during critical times of Take off and Landing.

• Fire-fighting infrastructure now state-of-the-art across
the airports.
• RETIM Synergy Satellite Image Receivers used for
receiving real time weather images from the
Meteorological Satellites, EUMETSAT operated by the
European Union.
• Safety and Navigational aids modernised, upgraded and
expanded nationwide.
• Air Quality & Ozone Monitoring Station measures the
concentration of Green House Gases (GHG). Estimates
the Air Quality Index (AQI) by measuring the level of
pollution in the air.

lightning and thunderstorm detection equipment.

about 200 km.

Upper Air equipment measures condition of atmosphere (pressure, wind speed
and direction, dry and wet bulb temperatures, humidity) at different heights. Data
used to produce more accurate weather forecasts for flights.

14. Integrated Aviation Weather Observing & Display System (AWODS)
comes with Automatic Weather Station, Ceilometers, Runway Visual
Range, Lightning and Thunderstorm Detectors. Designed to monitor
weather conditions along the runway and provide information to the pilot
for take-off and landing.

• Introduction of the Aviation Fuel Safety and Quality
Assurance Program (working with IATA,
Independent Service Provider- VELCON and
NCAA to finalize programme).
• Program will include real time testing of fuel
quality, training of key stakeholders and ad-hoc
audits. Testing laboratories will be available at
major airports.
• Stronger controls on NCAA’s safety and regulatory

airfield lighting equipment from Federal Airports
Authority of Nigeria (FAAN) to NAMA for

• Upgrade of Nigerian College of Aviation Technology (NCAT)
training capabilities, expanding beneficial relationships that
support training and human capital development in the aviation
sector
• Transforming NCAT into a regional centre of excellence, to
develop aviation manpower in Nigeria and West Africa. Will be a
globally recognized degree-awarding institution with a capacity
to produce 1250 aviation professionals annually.
• Signed MOU with Emirates Aviation College to improve delivery
level of courses/programmes
• Working to reduce capital flight and overhead costs to domestic
airlines by ensuring major aviation courses are available in
Nigeria.
