Oriental Game (OG), an emerg-
ing live dealer platform solutions
provider for the Asian market,
has successfully rolled out two
of its new features, the chat
system and the faster variation
of its traditional baccarat game.
Right now, the chat feature is
open only for the squeeze bac-
carat tables.
Meanwhile, to add variety to the
baccarat offerings, the live
dealer solutions provider also
rolled out the fast-paced varia-
tion of its traditional baccarat
game. In speed baccarat, the
betting time is reduced to less
than 20 seconds, making for a

play. Betting time in the tradi-
tional baccarat game is less than
30 seconds.
In an effort to enhance the unique
and lively gaming experience of
the players, OG recently incorpo-
rated the chat system feature.
Here, players can now speak to

6. gambling in this nation legalizes
some form of offline gambling, like
lotteries, bingo and horse betting.
Casinos, sportsbook, and other
major forms of gambling here
have already been prohibited
under the implementing bill that
has been in effect since 1946.
This, however, has resulted in the
rise of it powerful black market,
which makes it a melting pot for
organized crime. Online gaming,
meanwhile, is also banned, al-
though it is not technically men-
tioned in the 1946 bill. Despite
this, many Brazilian players go to
online casinos and betting in
sportsbooks that operate under
foreign licenses.

Looking at this, it can be consid-
ered that gambling in Brazil, both
online and offline, is considered a
grey market. Though gambling
laws there are primarily restric-
tive, it is believe that the nation is
considered one of the sleeping
giants within the global gambling
industry. In fact, many legislations
have been introduced to make
gambling legal over the last two
decades. However, many of them
are close to become law but are
vetoed, or haven’t been seriously
considered. Fortunately, the last
few years saw the policymakers
focusing on trying to change its
stance towards gambling, espe-
cially since the economic climate
within Brazil isn’t looking good.

7. The last few years saw Brazil’s
economy sliding down to reces-
sion, with 2015 being the worst in
decades. The government is facing
a widening budget deficit, as well
as an increase in unemployment.
This made regulating gambling in
the country a serious consider-
ation in an attempt to boost the
country’s revenue. The Senate Bill
No. 186/2014 that is currently in
the legislative arm of the federal
government is one of the many
proposals that are currently in
place that will help solve this issue
and finally legalize gambling once
and for all.

186/2014?

Authored by Senator Blairo Maggi,
this legislative proposal seeks to
regulate gambling in Brazil by ex-
panding towards other forms
aside from the currently imple-
mented lotteries, horse betting,
and bingo. It is a part of the
Agenda Brazil, which is a package
of legislative proposals intended
to hasten the government’s reve-
nue. Considered the most ad-
vanced bill to be proposed before
the nation’s Congress,
it has gained significant attention
among the policymakers, especial-
ly at the end of last year. On De-
cember 16, 2015, the Special
Committee on National Develop-
ment (CEDN) approved the said
bill, in effect regulating, among
others, land-based casinos, online
casino games, electronic games
(electronic gaming machines), and
land-based and online bingo.

责的立法议案希望可以将目前
不完善的彩票，赌马Bingo游戏
进行调整。这也提上了巴西的

8. The bill would also authorize up to
thirty-five (35) casinos to operate
in a country. Thirty-year licenses
will be issued to these casinos,
and they must be headquartered
in Brazil and show financial sus-
tainability and clean records.
Every state will have one, with
larger states getting more with up
to three. Land-based casinos may
be established only in integrated
leisure resorts, with the gambling
floor taking up no more than 10
percent of the total resort area.
When it comes to taxation, the bill
will impose a 10-percent tax on
land-based gambling activities,
while online games would be
taxed at 20 percent. Speaking of

Amendments to the bill OK’d
议案的修改
By the time 2016 came, the bill
was subjected to voting to have it
amended. Brazilian policymakers
in the Congress soon chimed in to
make amendments to the bill, and
by March of this year, the legisla-
tive body approved the revamped
version of the bill. A total of 16
amendments were proposed, five
of which were added to the origi-
nal. Among the amendments is
the prohibition of public officials
and their relatives from their in-
volvement involved in gambling
businesses and ensuring the suit-
ability of would be gambling
licensees.

The amended bill also does not
clearly define how many online
licenses that country intends to
issue to operators. It also does not
have a requirement for outside
operators to establish partner-
ships with Brazilian entities, al-
though they are required to estab-
lish their respective offices there.
Moreover, the nation’s central
bank will focus on stopping pay-
ment transactions to and from
unauthorized online operators.

What’s next for the bill?

Though it has recently seen great
changes, the bill is yet to be move
through the executive branch and
be either ratified or vetoed by the
President. Currently, the country
is facing a big corruption scandal,
thus affecting the chances of the
bill to be passed or implemented.
Predominantly a Roman Catholic
country, the bill would likely face
backlash from religious groups.
虽然新议案现在看来很不错，
但是还并不知道这是否已经通
过执行委员会或者是总统的批
准。目前国家正在一个严重的
贪污腐败的流言蜚语中，从而
影响法案通过的实施可能性。

But obstacles aside, if passed into
law, the Senate Bill No. 186/2014
will boost the country’s revenue,
with estimates showing that Brazil
could earn an annual tax revenue
of 15 billion Brazilian real, or
$4.15 billion.
More importantly, Brazil would be
opening itself up to the global
gaming industry, drawing in in-
vestment interests from global
players. If passed into law, Brazil
would soon wake up from its
slumber and become a rising
gambling jurisdiction.

market, has made changes in the
procedures of its dealers when it
comes to shuffling and changing
sets of cards in its baccarat and
Dragon Tiger tables.

In this major overhaul, a second
dealer, with the supervision of the
pit boss, will be beside the dealer
manning the baccarat or Dragon
Tiger table and would be responsi-
ble for shuffling the cards. In the
previous iteration of the proce-
dure, shuffling is usually carried
out by the dealer manning the
table.

Here is the walkthrough of this
new arrangement in Oriental
Game’s 24/7 gaming operations:

1. Anytime during the dealing, the
dealer will be raising the cutting
card, signaling that it will be the
last deal. Once the deal is com-
pleted, the loading of a new card
set will begin.

2. With the supervision of a pit
boss, a horizontal card stand (tro-

load them inside the shoe. Using a
cutting card, she will cut the cards
at least half of the shoe.

4. The dealer will now begin
dealing using the pre-shuffled
cards. While this is happening, the
pit boss will take the used cards to

5. By then, a second dealer will
approach the table, standing on
the left side of the video stream-
ing screen. Returning from the

6. The second dealer will then
shuffle the cards, placing them

tinue to deal. She will repeat Step

a new one in just two minutes or
less. With a second dealer shuf-
fling the cards, the transition from
