Relevant qualification and experience - lack of either is a weakness. Leading Soft Eng academics (e.g. Barry Boehm, Prof at USC) have been calling for certification of engineers. Methods support standards and are defined by gurus/experts in books. We must be familiar with strengths/weaknesses of methods (estimation, analysis, design, test, config…). Tools , equipment and facilities support methods. Guard against tool panacea! Local/company procedures for guidance (only!) in the application of standards, methods, tools.
