3. THE OBJECTIVES OF THE PROJECT
1. Cooperation between education and labor market by involving all the partners of the
project through an effective exchange of experiences and practices
2. Sharing practical knowledge which helps the clarks of Agency for Unemployment to
manage relations with mentally disadvantaged people
3. Developing communication skills of staff who work directly with the unemployed,
to make more efficient the informations provided, while avoiding stigmatization of people
with mental problems
4. Providing appropriate information to the people mentally disadvantaged, in order
to help them to solve their health problems
4. WHO TAKES CARE OF THE UNEMPLOYED IN OUR COUNTRY?
In Romania, the National Agency for Employment (ANOFM) apply policies and
strategies in the field of employment and training of people seeking a job.
These policies are elaborated by the Ministry of Labour, Family, Social and
Elderly Protection.
ANOFM agency has in subordination the following institutions:
- the Agency of Bucharest Municipality,
- 41 county agencies (in which operates 70 local agencies and 141 working points)
- 8 county centers for professional training of unemployed,
- 8 regional training centers for adults,
- the National Centre for Professional Training of own staff located in Rasnov (Brasov
county)

5. COMPETENCES
OF UNEMPLOYMENT AGENCY
In Romania, ANOFM Agency is a provider of services to the people which are
looking for a job and offers various services, such as:
- vocational counseling,
- vocational training,
- labor mediation,
- job subsidies for companies that hire unemployed people
- consultancy for starting a business
- updated periodically the jobs available in each county
- organizes job fairs for various trades
- each month elaborates and make public the statistics regarding unemployment
situation in each county
- manages the unemployment insurance budget
- implement programs financed from the European Social Fund
- organizes information campaigns for graduates and for people looking for a job
Note that in Romania the clerks who work with unemployed people have not
competences to do psychological counseling with unemployed people.

2. Attendance at meeting organized by the National Agency in September 2013
3. Establishing communication tools between project partners September 2013
4. Making the first analysis on the labor market and unemployment in Romania
September – October 2013
5. Making our company presentation – September 2013
6. Establish agreements between partner organizations and other stakeholders that will
be involved in the project (private companies, public institutions, associations /
foundations) – October – November 2013
7. Developing dissemination materials and conducting dissemination activities by Smart
Solutions Technology Company through which it was announced the project,
objectives and results that were to be achieved – October – November 2013
8. Discussions and negotiations between our company and County Unemployment
Agencies in order to involve them in the project activities
9. Establishing channels of dissemination at the level of each partner and partnership

2. Italy:
- Presentation of unemployment agencies competences in Romania and of their
workers
- Presentation of specific activities undertaken in the unemployment agencies in
Romania
- Presentation of various statistics about unemployment problems in Romania and
different points of view about unemployment issues

3. UK:
- Outlining the first observations concerning the questionnaires for job-center workers,
from unemployment agencies and put them in Dropbox
- Involvement of psychologists from Romanian silent partners in order to
writing of first draft of Questionnaire for the job-center workers in Romanian language
- Achieving the first survey by applying the questionnaire for 10 job-center workers
- Involvement of psychologists from Romanian silent partners in order to
writing the first observations regarding the Job center guideline and put them in
Dropbox
- Carrying out of discussions with the workers from Romanian Unemployment
Agencies (in Dolj county, Olt county, Gorj county and Bucharest) and family doctors
about mental issues of unemployed peoples
- Use of specialized websites by Romanian team of the project, in order to get
information about mental problems of unemployed peoples from Europe and
Romania
- Participation of 3 people from our company to the project meeting in London:
2 staff and 1 learner

4. Romania:
- Preparing of the meeting project from Romania in collaboration with the Project
Coordinator from Hungary: setting the working agenda, realization of documents
needed by the project meeting, preparing the necessary equipment to performance in
optimal conditions of the meeting, establishing the cultural activities, etc
- Announcement of the project meeting through posters posted in various locations in
Craiova
After project meeting:
- Dissemination activities: updating the blog, the Facebook page
- Realization a debate about the course presented by the your partners in Hungary
with the participation of psychologists, workers from the Unemployment Agency from
Craiova and trainers from different silent partners from Romania
- Sketching the first form of Romanian Course
- Preparing and submitting the Interim Report of the project to National Agency
- Presentation of the feedback received from our National Agency to the project team.
To note that we had not any negative remark to this report.

5. Slovenia:
- The Romanian translation of the materials received from the Hungarian partner
- Drawing the Romanian form of the Guideline and Course and present them
to the Romanian stakeholders
- working meetings with the Romanians trainers and psychologists in order to rewrite
the Good practice guide and training materials for the course
- Working meeting to Regional Centre for Adult Training for registration in the national
database of the course. Note that the conditions imposed by CNFPA Dolj not allowed
of our company to register this course in the national data base for adult education
courses
- Preparing of a brief overview of the activities carried out in our company regarding
this project
- Participation of 3 people from our company to the project meeting in Rogaska Slatina:
2 staff and 1 learner

6. Germany:
- Developing and applying questionnaires in order to know the problems facing the
Romanians in Dolj county, Olt county and Gorj County
- Discussions with specialists who deal with the problems of unemployment in order to
complete course materials
- Preparing a comprehensive interpretation of the survey results (for the job-center
workers and unemployed)
- Workshops conducted in our company in order to complete the materials used for
training courses
- Discussions with interested organizations in order to establish the target group of the
training
- Realization of dissemination activities: posters placed at Unemployment Agencies,
participation of our company at the Top 10 Companies from Dolj county with a panel
for presentation of the company's projects, realization of flyers and distribute them to
people interested in the course, announcement of the training course through posters
and leaflets
- Participation of 2 people from our company to the project meeting in Germany:
2 staff.
OBS: Until this moment, our company had a total of 15 (fifteen) motilities: 12 staff and 4
lerners, compared to the 12 mobilities assumed in the project proposal.

7. Turkey:
- Discussions with specialists who deal with the problems of unemployment in order to
complete course materials
- Workshops conducted in our company in order to complete the materials used for
training courses
- Realization of dissemination activities: drawing up a PP presentation of the project
and put them on http://www.slideshare.net/, posters placed at Unemployment
Agencies, realization of flyers and distribute them to people interested in the course,
announcement of the training course through posters and leaflets
- Organizing and conducting until now two training sessions for 4 General Practitioners
5 job-center workers
- Participation of 2 people from our company to the project meeting in Adana:
2 staff.

REGARDING OWR WORK IN THIS PROJECT
In Romania there are many foundations and associations that offer free counseling for
unemployed and people with mental issues.

with mental health problems:

- Free expert advice for people who are employed but are in danger of losing their job
because of mental issues
- “Group therapy” offered to big companies who wish to retain the employees who do
performance and who realize that the stress at work can cause mental health
problems
- Consulting/guidance in order to find a job
15. In conclusion:
From studies carried out by our company on the subject of the project, it
appears that within the Romanian Agencies for Unemployment there are no
specialists in coaching on personal development or psychological advice for
the unemployed.
Also, there are no psychologists to accompany the unemployed with mental
health problems.
In fact, the health problems of the the unemployed are overlooked by the
authorities, these being only reported by the media.
The psychological consultancy of the unemployed peoples must be paid and
can only take place at their request, in private psychological cabinets.
Compared to other EU countries, the evidence of Romania’s psychological
consulting is not subsidized by the government, being done professionally
only in private practices.
