Tobacco was originally produced in the 1600s for smoking and chewing, and took off in popularity as the hand–rolled cigarette form following the end
of the Civil War. Smoking and tobacco use have been popular research topics for quite some time– probably since the first research was performed
regarding the link between tobacco and cancer. Since then, countless studies have been performed regarding smoking and tobacco use, focusing on the
statistics of the different forms of tobacco, consumption by demographic(s), health links beyond cancer – the list could go on. Due to the wide array of
studies performed, it is difficult to report on the research of smoking and tobacco consumption as a whole. As such, today, the key topics discussed will
be current smoking and tobacco trends in the U.S. and barriers to smoking cessation.
It is known that cigarette smoking continues to be the prevalent cause of preventable death and disease in the United States. That said, according to
surveys conducted by The Centers for Disease Control and Prevention, smoking rates have declined in the U.S. by about 5% from 2005–2015. Further
examination of these survey results illustrate that while rates are declining, the rate continues to be high in particular groups of the population. For
example, young adults age 25–44 and middle age adults age 45–64 have higher smoking rates around 17% for each group, whereas those younger than

According to Ohio University president MacDavis from a 2015 Ohio University "We will join more than 1,000 campuses nationwide who ban the use
of tobacco on their campuses,"(Lee). And in order to make the campus area healthy and encourage the smoker's to quit smoking, Ohio University
decides to ban the smoking on any campus property. Beside of that, the University campus will follow Smoke and Tobacco–Free Initiative policy in
August 2015. Therefore, the policy will impose by using "a community model". That means each member at Ohio University would remain any
smoker with the policy. Moreover, Ohio University hopes Ohio campus becomes healthier and without tobacco. But, through this policy lots of
members whose smoking in Ohio University campus will be affected.So, banning smoking tobacco in Athens campus of Ohio University will not be
effective for smokers for many reasons. Fist of all, according to Tobacco–Free Initiative flyer, in order to ban tobacco, smokers should be given the
opportunity to be warned, given advice, or asked if they are interested in tobacco or not. With Smoke and Tobacco–Free Initiative policy, the smokers
may pull themselves from that habit without any force from Ohio university policy and that's fine. But as that will happen, I do not think the Smoke
and Tobacco–Free Initiative policy purposes to make Ohio University campus a healthy and productive environment will be a success. Because if the

Health care providers cannot stop or reduce usage in a patient if they do not know whether the patient is a beginner or a current user. In the health care
system, the family physicians are usually the primary contact point. During the process of screening, they are able to identify patients who use tobacco
and other tobacco–related products, and those who have substance use disorder. They, therefore, connect them to appropriate personnel and facilities
for continued treatment. Screening does not only involve patients who are active or potential smokers. Children are also screened to find out if they
are in any way exposed to second–hand smoke from parents and caregivers, in which case, efforts are made to protect the children and encourage the
parents to follow cessation measures. Reducing the prevalence of adolescent tobacco use may be as simple as screening or rendering brief counseling
during an office visit (Stein et al., 2000). Each office visit serves as a great opportunity for the provider to offer screening services since they have

The topic for this case study is the ethics of government policy in regards to a ban on advertising for tobacco smoking. On Feb 6, 2001, the
Government of India announced they would impose a ban on advertising for tobacco smoking. Healthcare reports identified smoking tobacco was the
leading cause of preventable deaths. Smoking tobacco caused cancer, lung disease, chronic obstructive pulmonary disease (COPD), emphysema and
chronic bronchitis. The increase in illness and death related to tobacco smoking prompted the Indian Government to propose a ban of all forms of
tobacco advertising. Their intent of initiating such a movement was for the welfare of its citizens. In this paper I will summarize the view points in
favor of the ban, the opposing arguments, the conflict of interest as it pertains to the government in India, and my personal opinion on how it should be
handled within the government.
The following are the view points of those in favor of the tobacco–advertising ban in which the state intervene for the best interest of the citizens of
India. The World Health Organization (WHO) stated, "tobacco accounted for over 3 million deaths in 1990, the figure rising to 4.023 million deaths
in 1998." A more astonishing fact as described by WHO, "it was estimated that tobacco related deaths would rise to 8.4 million in 2020." Secondly, the
tax contribution from cigarettes only accounted for 0.14% of the G.D.P and the health cost was estimated to 0.21% of the G.D.P.

Throughout the world countries suffer from various illnesses. Many developed countries suffer from non–communicable diseases, often being the
result of lifestyle choices whilst traditionally developing countries suffer from communicable diseases due to large proportions of their populations
living in poverty. In recent decades all over the world non–communicable diseases have become more and more prominent not just in the high income
countries but also in low and middle income countries. A major contributor to this istobacco smoking (Valdes–Salgado, 2010).
Tobacco smoking is a deadly habit that is undertaken for various reasons. These include social pressures, stress and also as the result of growing up in
a smoking environment. Education and government intervention have been found to be a key factors in reducing smoking within populations,
however these are the areas that are lacking in developing countries, resulting in the increase of smokers. Many developing countries struggle to
provide sufficient basic education to their population such as literacy and numeracy. Education based on the harmful effects of tobacco smoking are
not the highest priority for these counties to teach. This results in lack of knowledge and a way for tobacco companies to take advantage of these
people to sell their products.
