for Health Care Administration has grown tremendously. My passion has always been Long Term Care, from observing family
members being admitted into a facility with high abuse rates, sitting with the elderly at a young age, to completing an internship at
National Healthcare Corporation (NHC) during the summer of 2016 under the Regional Director, Mr. Tim Shelly. I have always

Cognitive Disorders
1. The four major categories of cognitive disorders are: delirium which is an alteration in consciousness that manifest and
progresses over a relatively short span of time where people have a decreased cognizance of their surrounding environment;
dementia is an on–going atrophy of brain function that is pronounced by damage of memory, bewilderment and inability to focus;
amnesia marked by an indicative loss of memory, against no loss of other cognitive functions that appear in dementia; there is also
an inclusion of other cognitive disorders not particularly specified that may otherwise not be categorized properly on their own. A
broad assortment of factors may lead to cognitive disorders, that could also encompass other general medical conditions such as
brain infections or head injuries.
Cognitive disorders are normally assessed after physical and neurological inspection. Examples of these tests would be imaging
exams, blood screening, liver function tests and thyroid analysis. Treatment options vary and depend on what kind of condition
appears. Delirium for instance is normally treated adequately through analysis of the underlying cause, the prognosis however, is
not as positive for patients suffering from dementia or amnesia. Common mental disorders such as depression, affect cognitive

I conducted interviews with individuals from the Department of Health and Human services that focused on the aging population,
vulnerable adults and their residency in long term care facilities. The DHS has different branches that cater to the needs of older
adults as well as regulations and laws aimed at protecting residents in long–term care facilities. The regulations include, the Adult
protection statute, and general statutory guidelines for home and community–based services under Medicaid. Minnesota and the

According to the Administration on Aging "elder abuse is a term concerning intentional, or negligent acts by a caregiver or any
other person that causes harm or a serious risk of harm to a vulnerable adult." Physical abuse consists of any physical behavior
concerning an elder that is aggressive towards that person (e.g. assault, battery, unsuitable restraint). Another familiar type of elder
abuse is emotional/psychological abuse. Emotional/psychological abuse includes verbal or nonverbal actions that are considered
violent and are directed toward another individual. According to Administration on Aging, emotional/psychological abuse consists
of "inflicting mental pain, anguish, or distress on an elder person through verbal or nonverbal acts (e.g. humiliating, intimidating or
threatening)." Furthermore sexual abuse of an elder is also a common form of elder abuse. Particularly, sexual abuse is any "non–
consensual sexual contact of any kind," (Administration on Aging). Basically, sexual abuse is the violation or exploitation of
another individual in a sexual manner. Additionally, an elder can also be a victim or financial abuse/exploitation. The type of abuse
consists of "the illegal taking, misuse, or concealment of funds, property, or assets of an elder for someone else's benefit,"
(Administration on Aging). According to the National Institute of Justice (2013), financially exploited elderly people suffered
numerous incidents of financial crimes and misdeeds, comprising theft, fraud and misuse of their assets. In many cases these elders
did not have someone with whom they can consult or who will supervise their financial pursuits (National Institute of Justice,
2013). Lastly, elder abuse also consists of neglect. Neglect is considered "the failure by caregivers to provide food, shelter, health

In 2014, approximately 5.7 million people over the age of 60 were food insecure which comprises 9% of the entire senior
population. This number is projected to increase by 50% by the time the youngest of the Baby Boom Generation reaches age 60 in
2025. It has been proven that food insecure seniors are at an increased risk for chronic health conditions where 60% of the aging
population experience depression, 53% report a heart attack, 52% develop asthma, and 40% report a congestive health failure
(Feeding America, 2016). Recognizably, for seniors in poverty, protecting themselves from food insecurity and hunger is a lot more
difficult than the general population. For instance, researchers conducted a study that focused on the experience of food insecurity
among the elderly population. They took a sample of 46 elderly households from three large cities in upstate New York utilizing
purposive sampling. Older adults were recruited via subsidized housing programs, churches, congregated and home–delivered
meals programs, and a Latino community worker. The elders varied by age, sex food programs used, spousal status, and mobility.
The final sample comprised of 25 Latino older adults living in one large city, 28 non–Latino elders residing in two large cities.
They found that most of the time, food insecure older adults did not have the means to afford the right foods for health and they did
not have the capability to prepare food (Wolfe et. al, 2003). To slowly combat the issue of this insecurity, Title III Grants to State
Formula of the 2016 OAA Reauthorization Act accounts for geographic changes in the older population. The bill regulates the

A method to solve the socioeconomic issue, newer long–term facilities with great qualities, adequate staffing could be opened. The
facilities could seek funds from the state, and from local donations such as churches, in an effort to open a long–term care facility

The Problem Of Aging Population
An aging population is a population with an increased median age due to an increase in life expectancy, accompanied by a decrease
in fertility rates. This phenomena is already occurring in other countries, and the United States is expected to undergo a similar
demographic shift. The population of citizens aged 65 and over is projected to double in the next few decades, from 43.1 million in
2012, to 83.7 million in 2050, and life expectancy is expected to rise at the same time (Ortman, Velkoff, Hogan, & others, 2014).
The most important consequence of this is an increase in the percentage of older people from 13% to 20%. An increase of these
amount while seemingly insignificant is going to pose a significant burden on the societal support systems set in place to help older
individuals. These burden while widespread across different departments, is poised to heavily impact a healthcare climate that is
already stretched to the brink. It is essential for adequate preparation to be made in form of public policies that plan for the future.
The three most important public policy issues facing the United States are reauthorizing the Older Americans Act, ensuring long–
term services and supports, and health coverage for older individuals. The Older Americans Act of 1965 was the first
comprehensive federal policy directed towards ensuring increased care for older citizens. It created the Administration on Aging

their likelihood of being taken advantage of and mistreated has risen a great amount. This vulnerable population does not deserve
this kind of treatment. We need to be doing whatever it takes to provide these people with quality health care to ensure safety and
good quality of life. This means increasing funding, continuing education for providers and other related professions, harsher
punishments for violators, and strict laws requiring background checks and health assessments before being allowed to care for an
elderly person. The aging population is at high risk of being taken advantage of and mistreated by a caregiver or family member.
Elders are the most vulnerable group of people and are subject to elder abuse in their later years of life. The Administration of
Aging refers to elder abuse as the knowing, intentional, or negligent act that causes harm or serious risk of harm to a vulnerable
adult. Every year, hundreds of thousands of older adults are abused, neglected, and exploited. Unfortunately, a trusted caregiver or a
loved one commits most of these heinous acts.
