It covers system configuration, controls, display features, zone and site selection, registration, talkgroups, out of range indicators, and general operating policies and procedures. Mobility Events
Subscriber mobility refers to the capabilities of a radio system to
maintain system services to a roaming community of subscribers. In
a single-site system, this is simple.
In a multi-site system, a variety of techniques and capabilities are
needed to ensure system services can be maintained for all
subscribers as they roam between multiple sites.

Radio Registration/Affiliation
Subscriber registration is how the radio system knows which
subscribers are currently active on a system. Subscriber radios send
registration messages when certain operational events (mobility
events) occur. A site uses registration to know which subscriber
units are within range of and are active at the site
At registration, the system checks the validity of a unit and the unit’s
selected talkgroup, and then affiliates the unit with a site.
Out of Range indicators remind you to register on the correct site.

Talk Groups
Talkgroups are a method of further organizing subscribers on a
conventional fixed radio site. Using the IP25 System software, an
administrator can create subscribers on the system. Talkgroups can
then be created and subscribers assigned to these talkgroups.
Using talkgroups, the system will transmit information in the packets,
along with the voice, that identify the talkgroup. When received by a
subscriber radio, the radio checks to determine if the talkgroup
transmission is for that radio.
If the receiving radio belongs to the same talkgroup as the
transmission, then the receiving radio’s speaker is turned on and the
operator can hear the transmission.
Only subscriber units that belong to the talkgroup can hear the
transmission.

Out Of Range
The Out of Range (OOR) Indication is used to facilitate roaming of
subscriber units across the system. Each radio will be programmed
to monitor the frequency associated with the talkgroup and site
selected by the radio.
If there is a lack of activity the radio will give an “Out of Range”
indication that is audible, visual or both to the radio user. Or in other
words when a radio is out of coverage range of a site it will be
indicated to the user.
Currently the mobile will give a visual and audible indication the radio is
out of range. The portable radios will give a visual indication the
radio is out of range.

Out Of Range
When out of range, the subscriber must move back in range of the
original site or move to another site area.
If moving to another site area, it will be necessary for the subscriber to
change their radio settings to another site and if need be another
zone for the new area.

Changing Sites
Radios will transmit a data registration to the system when the site
selector knob is changed. This registration will cause an implicate
registration, meaning a mobility update function call would be made.
In this manner, an “in range” unit is always located and registered on a
site in the system.
When a call is transmitted to the unit, the system knows the site where
the unit is registered and can so direct the call to that specific site.

De-Registration
When a radio is not in use it should be turned off. Otherwise the system
will send a call to the site where the radio is registered, potentially
using up system resources needlessly.
Those with quick mount brackets should also turn the radio off before
removing it from the bracket.
Subscriber units will send a de-registration request when the radio unit
is powered off or when the subscriber makes a site change (site
selector control) on their radio.
The subscriber talkgroup affiliation will be removed from the local site
database and also sent to all other sites.

Radio Inhibit/Uninhibit
A system administrator has the capability to remotely disable a
subscriber unit from the System Administrator Console. This
provides a way for a lost, stolen, or compromised radio unit to be
disabled. An inhibited radio cannot receive or transmit on the
system.
A system administrator also has the capability to uninhibit any
previously inhibited radios.

Speaking Into Microphone
For best results, hold the microphone about 3 - 4 inches from your
mouth and speak at a normal conversational level. Do not shout
since it distorts your voice and does not increase range.
Make sure that the PTT (push-to-talk) switch is pressed before you
begin to speak and released as soon as the message is complete.

If you become aware of an area within a site coverage area where you
receive calls but cannot answer or transmit calls please let Telecom
Services know.
Communication may be improved by moving to higher ground or away
from shielding objects such as tall buildings or hills.

1. Multi-function Indicator: This is a bi-color LED that indicates red when the
transmitter is keyed and green when there is a busy condition in receive mode.
2. Microphone Connector: Accepts connectors for microphone, and is also the
connection point for radio programming.
3. Rotary On/Off/Volume Knob: Conveniently located to allow easy adjustment
to comfortable audio level. Pressing this control turns power on and off. Rotating
it sets the volume level.

4. Select Switch: Selects zones, sites and talk groups. When selecting
zones/sites, a bar above the zone or site display indicates which is being
changed.
5. Alphanumeric Display: This 10-character area of the display indicates the
alias for the selected site. Depending on the current mode, it may also
indicate such things as the frequency, system/group number, status and
error messages.
6. Speaker: An internal speaker is located behind the grille. An optional
external speaker is also available.

Viewing Angle Adjust
The BKLHT option can be used to select high, medium, or off backlight modes.
If the display is difficult to read from the angle you normally view it, the viewing
angle can be adjusted as follows:
Press and hold the last option switch above the display and then press the first
option switch above the display. Then release both switches and turn the
Select switch until the best contrast is obtained. This function times out in 3-
5 seconds.
NOTE: If the display appears blank or all icons are continuously displayed, the
viewing angle is probably improperly adjusted.

Zone & Site Select
The selected zone and site is changed by the front panel Select switch
as follows:
Press the Select switch to toggle between the Zone and Site select
modes. The Zone select mode is indicated when the bar is over the
Zone number, and the site select mode is indicated when it is over
the site number.
The transceiver is programmed so that the bar defaults to the site
display when power is turned on or after a change is made. The
return delay is programmable for 2 seconds.

Rotating it clockwise increases the zone or site, and rotating it
counterclockwise decreases the zone or site. After the highest zone
or site is displayed, wrap-around to the lowest zone or site occurs

F1: Unit Call – A press and release of this button allows a call to be placed to a
specific radio unit from a list.
A press and hold of this button allows for direct entry of a unit id from the radio
keypad.
F2: TalkGroup Lock – A press and release of this button locks the radio onto the
current Talkgroup.
F3: Scan – A press and release turns scanning on/off. A press and hold will
temporary nuisance delete the channel you were monitoring from your scan list
F4: Talk Group Select – Press this button to enter TG select mode, then press the
up/down switch to find the TG you want, then press the F4 button again.
Up/Down switch: Zone/TG Select – Pressing these buttons will cycle through the
programmed zones. With F4 pressed first it will be Talk Group Select.
Microphone: The microphone is located in this area. For best audio quality, hold
the radio 2-3 inches from your mouth and speak at a normal conversational
level.
DTMF Keypad: The full keypad, 12-key models include the keys required to dial
telephone and unit ID numbers.
Speaker: The speaker is located behind this grill. When a speaker/microphone is
used, this speaker is automatically disabled.

Top Panel Controls
On-Off/Volume: Turning the knob clockwise turns power on and sets the
volume level. Turning it counterclockwise to the detent turns power off.
Site Selector Switch: This 16-position switch allows up to 16 sites to be
selected. This switch operates in conjunction with multiple programmable
zones to allow up to 500 sites to be selected.
Key Pad Lock Out Switch: This is a three position selector switch that can be
system operator programmed to control functions.
Antenna Connector: Connection point for the antenna. Make sure that the
antenna is tight before using the radio. Do not over tighten.
Emergency Call: standard message emergency transmissions, pressing this
switch alerts the RCMP dispatcher of an emergency condition.

PTT Switch: This switch is pressed to activate the transmitter. The
indicator on the top panel lights red when the transmitter is keyed.
Battery Pack: To remove the battery, press in the release button on
the bottom of the pack and pivot the pack away from the radio.
Accessory Connector: Connection point for optional accessories such
as a speaker/microphone. It is also used for programming. A dust
cover is provided to protect it when not in use.

The Emergency Alarm goes directly to RCMP Dispatch
SENDING AN EMERGENCY ALARM:
1. With the radio turned on, press the orange Emergency Button at
least 2 seconds.
2. Press PTT and transmit necessary information.

alternately with the current Zone/Site and the red transmit LED will
be on.
If the Zone/Site is changed, operation continues on the new Site in the

RESETTING THE ALARM:
Press and hold the “Emergency Button” until the radio beeps.
The alarm can also be reset by turning the radio off and then back on.
If the radio is not reset after the emergency every attempt to transmit
will result in an additional emergency being sent to the dispatcher.

otherwise people will come looking for source of the call

Battery Care
Proper battery care enhances the useful life of the battery. The battery
should be recharged as soon a practical after the low battery
indication appears
A fully charged battery provides approximately 12 hours of service12 hours of service
before recharging is required. This time may be less if more than 5%
of the time is spent transmitting or in the unsquelched receive mode,
or if the battery is not fully charged or its capacity has deteriorated.
Tip:
Always turn radio off when placing in battery charger.

Select the desired zone and site.
Listen for a clear site and proceed with your call.
Press and hold the PTT button to transmit. The LED will turn red. When
speaking keep you microphone 1 – 2” from your mouth.

PTT ID Displayed
PTT ID provides a programmed identification for each radio unit. This
ID is transmitted each time the radio unit’s PTT button is pressed.
When you receive a transmission the Unit ID of the transmitting radio
will be displayed.
If you miss the unit ID because the transmission stopped you can press
the unit call button and it will display the last ID received.

is enabled in the configuration software.

POSSIBLE FUTURE USE
When enabled, the radio will monitor the currently selected site. If the
radio sees no site activity for the configurable period of time, it will
emit a tone to notify the user that the radio is out of the coverage
range for the currently selected site.
The radio will continue to emit this tone after each full interval that the
radio remains out of coverage.

User Troubleshooting
When approaching the limits of radio range, the other party may not be
able to hear your transmissions.
You may still be out of range even though you can hear a message.
The reason for this is that the signal you are receiving is usually
transmitted at a higher power level than the one transmitted by your
transceiver.
Communication may be improved by moving to higher ground, away
from shielding objects such as tall buildings or hills, or changing to
another site.

If “UNPROGRAMD” is displayed, the cause could be any of the
following:
• An unprogrammed site is selected. Select a programmed site.
• The selected site is programmed for an option that is not installed
or an error in programming was detected. The radio needs to be
reprogrammed.

A low-battery condition is indicated by the icon in the display. The
battery should be recharged or replaced as soon after this indication
appears. Once this indication appears, it stays on until power is
cycled.

If the transceiver is not responding to any key presses, the keypad may
be locked.
When a button is pressed you will hear an error tone and Kypd Lockd
will be displayed briefly.
The Keypad Lock feature temporarily disables the front panel keys to
prevent accidental key presses.

If no characters appear in the display, the battery may be discharged or
defective. Try another battery.
If some other problem is occurring, turn power off and then on again to
reset the control logic. Also make sure that the controls are properly
set.
If it still does not operate correctly, return it for service.
NOTE: There are no user-serviceable components in the
transceiver.

53 SL ES Battery Discharge
In the standby mode (power on, not transmitting), transceiver power
consumption is relatively low.
Therefore, you can probably leave the transceiver on for one or two
days without operating the vehicle and the battery should not
become seriously discharged.
However, if the outdoor temperature is low enough to significantly
decrease battery capacity, the transceiver should be turned off when
not in use. Since power consumption is significantly higher when
transmitting, it is good practice to have the vehicle running while
transmitting.
This ensures that optimum power is being delivered to the transceiver
and that the battery does not become discharged.

set and that the power, external speaker, and accessory cables (if
used) are securely plugged into the back of the transceiver.
If the transceiver is completely inoperative, have maintenance look at
radio.

Scanning
EFJohnson radios support site and/or Talkgroup scanning which lets
users listen for call activity on a number of pre-configured sites
and/or Talkgroups (when not transmitting).
If the user presses the PTT button to respond to site activity on one of
the scanned sites, the radio will temporarily switch the transmitter to
the scanned site so the reply will go back to the same site and
talkgroup for which the scanning has been temporarily halted for
activity.
After 3 sec., the radio transmitter will be reverted back to the currently
selected site and talkgroup while the receiver resumes scanning.

Scanning monitors for traffic on different sites.
Yukon Public Service: Telephone, Interop1, MDMRS (ONLY when
MDMRS is in use) & other analog channels depending on your user
group requirements, for example: Transportation Maintenance
radios have LADD channels, Community Nursing scans the inter-
connect channel
The radio automatically enables scan upon power-up or site change.
Press the scan button to turn scanning off.

Interoperability (I/O) Talkgroups
Each site has a dedicated I/O Talkgroup that will allow emergency
communications across ALL Agencies on that SITE. These
Talkgroups are only used for quick messages or hailing site to direct
the required agencies to either Interop2 or Interop 3 Talkgroups for
longer communications.
IO1 and InterOp2, 3 is for emergency use but also normal interagency
calls. For example if Highways needs to talk to Property
Management about anything they would still use InterOp.
TG lock over rides the settings of interoperability talkgroups
and simplex channels. Make sure TG lock is disabled before
going to an interoperability talkgroup or simplex channel.

Responding to an Interop1 Call
Upon completion of traffic on the IO1 Talkgroup you will have 3
seconds to respond with a PTT before the radio resumes scanning.
If you miss that window follow the IO1 call procedure just discussed.
Users need to remember that replying to an InterOp call which they
have scanned to, deregisters them from their normal talkgroup on
that site.
After the IO1 call, they need to key up the radio on their normal TG to
re-register on the system. Failing to do so will result in missed calls.

Interoperability
Telecom Services with input from users has made provisions in the system
configuration for interagency communications
Interop 1, 2 & 3 at each site & programmed into all radios on the
system
Interagency simplex (149.525) & interagency repeater frequencies are
also in all radios. These are the frequencies that are currently used
for inter-agency communications
The governing policies and protocols for use are up to the appropriate
agencies

RTT Calls
The Request To Talk (RTT) feature is only used on RCMP and
Conservation Officer radios ONLY.
The RTT feature lets radio subscribers send a signal to a dispatcher via
the radio system. This request signal indicates to the dispatcher that
a subscriber wishes to speak to dispatch for routine duties (e.g.
status update, request information, etc.) and is queued on the
console for the first available operator.
A subscriber will press the RTT button on their radio and the RTT
message will be sent to the dispatcher console.
