To develop HR, first method is encouraging investment in education. Because education is a key for develop HR. We need increasing budget for education and encourage socialized investment to build facilities ( new schools, modern laboratories, etc.) and buy modern equipment.
Besides of increasing investment in education, we need to increase collaboration with foreign, especially in education and handover techniques. It will help us to closing the gap with developed countries and faster integration.
Study abroad.
Open Research and Development Center inside of country.
Along with collaboration with foreign in education, we need to increase handover techniques. Appling new technologies to production to improve productivity and product quality. This bring me to the end of my point.
