Introduction
• This presentation will discuss:
 The definition of the community need assessment
 Definition of community needs and resources
 Objectives and purpose of conducting the community assessment plan
 Types of the community needs
 Identification and discussion of one particular type of community need (the changes in the
policy)
 Impacts of the selected needs (changes in the policy) on the community people
 Intervention of the community assessment plan) stakeholder analysis, budget plan and exit
strategy)
 Theoretical perspectives associated with the community assessment plan
Selected community need: Changes in the policy (health and social care policy)
• Here the presentation will assess the need of effective implementation of the changes in the
health and social care policies in the black ethnic community in the England
•
What is community need assessment:
• Community need assessment is associated with determining as well as analysing the gaps
in receiving the community services (Arauz et al. 2020). A community need assessment
gives the in-depth understanding on the issues that the community experiences in
receiving any particular service and the processes and programs that are needed to be
conducted to meet the needs of community.
• Through assessing the community need ad resources it is possible to help the
changemakers take the necessary streps in meeting the community needs in more
systematic and logical way.
• Through developing and implementing a well-constructed assessment plan it is possible
to determine the needs of the entire community and the resources that are currently to the
community.

What is community needs and resources:
• Needs can be considered as the gaps between the services that are provided to the people
residing in the particulars community and basic demand or needs of the community people
that are yet to be met (Bayer, Mitchell-Hawkins & Travis, (2020).
• There are different types of community needs that vary from the one community to the
another and from one individual to the others. The basic needs of the community are the
• Good environment, food, shelter, housing, employment, effective changes in the policy and
healthcare facilities
Objectives of planning the assessment of the community needs and resources
• Here an assessment will be conducted to analyse the impacts of the changes that are done in the
social care polices in the UK on meeting the health and social care needs of the black ethnic
community in the England.
The objectives of this assessment are:
 To develop an in-depth understanding on the entire black ethnic community in the England,
which will assist to gain better understanding on the culture, lifestyle, policy needs and social
trend of this community
 To assess the gaps between the implementation of the changes health and social care polices in
the black ethnic community and the unmet policy needs that ae yet to be met through the
reformation of the policy
 To provide proper information the policy makers regarding the process and the program that are
need to be done to make the changes that are made in h health and social care polices useful to
meet the community needs.
 To analyse whether the changes in the current health and social care policies are able meet the
healthcare needs of the black ethnic community of England
 To help the policy makers to take effective decision for setting priorities to make useful
implementation of the changes in the health and social care policies

Identify community need;’
• Supporting evidences regarding the existence of the need in the community:
• Although several changes are made in the health and social care policies to improve
the overall health care in the England the black ethnic community still experiences
the poor health and social care support (Arauz et al. 2020).
• In the black ethnic community, the changes in the health and social care policy are
poorly implemented that make them vulnerable to lack of roper GP facilities,
primary care services and the community care facilities.
• Recent NHS (2019) reports that, in the England Africa men with mental illness are 6
times more likely to face the lack of mental health support under the mental health
act as compared to the mental ill white men [NHS, 2019]
• The PHE (2019) reports shows that African women above 65 years old are more
likely face the racial discrimination and bias in receives the health and asocial cere
as compared to the whitish women of age 65 year [PHE, 2019].
• The WHO report shows that as compared to the only 43% of the whitish women
more than 63% of the African women are vulnerable to the risk of the chronic
illness di to the poor implementation of the Health and Social care act 2015
•
Factors that influence the need
• There are several factors that influence the policy needs of the ethnic community in the
England. These factors are
• The political system:
• The fair and stable political system is important for effective implementation of the
political reform (Mannix et al. 2018). In the UK there is a stable political system that
has highly skilled and experienced policy makers. The fair political system poses
positive influences on effective implementation of the changes of the health and
social care policies into practice.
• Skills of health and social care staffs to implement policy change:
• PHE (2019) reported that, there are lack of skilled health and social car staffs in the
NHS hospitals in England and Wales which make it difficult for the healthcare
authority to implement the health and social care policy into practices [PHE, 2019].
• In case of the black ethnic community, they face the poor care experiences in the NHS
hospitals and in the local GP clinic in which the nurses and GP do not follow the health
and social care cate such as Health and Social Care Act 2015, Disability
Discrimination Act and Health and Safety at workplace policies
•
Impacts of the selected needs on the community:
• Policy change have crucial impacts on the lifestyle, health and wellbeing of black ethnic
community in the England
• After the reformation of the Health and Social Care Act 2015, it is more effective in
addressing the health and social needs of the people residing in the deprived and ethnic
community such as the black ethnic community. However, the lack of skill and practices of
the healthcare staffs and nurses make it difficult to implement this changes policy into the
ethnic community.
• Black ethnic community in the England needs effective implementation of the changes that
are made in the heath and social care policies to get the easy access to the health and social
care resources.
• Through meeting need of implementing the effective changes in the health and social care
policies it is possible to provide the high-quality care and social support the black ethnic
community.
• Effective reformation of the health and asocial care policy policies will provide good
housing facilities, employment, good primary and GP care facility and good living standard.
• Effective implementation of policy changes will improve the health literacy of the ethnic
community by providing the good health education that will improve their self-management
skill and quality of living

• Intervention
• Stakeholders:
 Community people:
• Black ethnic community people residing in the interior areas if England
are selected for this assessment
 Health and social service providers:
• GP practitioners, NHS care professionals, community nurses, health and
social care staffs are selected
 Government officials:
• NHS hospitals and local statutory health and social acre organisations
are selected
 Influential people:
• Community activist are invited for their assessment process to encourage
the community people for participating in this assessment

• Theoretical perspectives:
• Parson’s theory on healthcare policy utilisation:
• This theory believes that health is not only the biological system that maintains
perfect balance among the different body systems, but it is also associated with
the psychosocial processes that impact on the body and mind of people
(Purnomo et al. 2020)..
• Under this theory, for meeting the health and social care needs of the black
ethnic community the policy makers need to focus on effective implementation
of the changes in the health and social care policies.
• Suchman’s theory:
• This theory highlights the importance of the medical assessment for meeting
health care needs of the community (Smith, 2019). Under this theoretical
concept the policymakers need to make effective changes in the health and
social care polies to ensure that these changes will promote the holistic
wellbeing of community people.
• Conclusion:
From the discussion it can be concluded that,
• Community need is the gap between the services that are provided to the
community and the services that are yet to be developed to met the basic demand
of the community
• The community needs and resource assessment is useful in determining the
basic needs of a community and the resources that are available to the
community
• The black ethnic community of the England needs the effective implementation
of the changes that are made in the health and social care policies. The effective
implementation of the changes health and social care policies will improve the
quality of lives of the black ethnic community

What is community needs and resources: • Needs can be considered as the gaps between the services that are provided to the people residing in the particulars community and basic demand or needs of the community people that are yet to be met (Bayer, Mitchell-Hawkins & Travis, (2020). • There are different types of community needs that vary from the one community to the another and from one individual to the others. The basic needs of the community are the • Good environment, food, shelter, housing, employment, effective changes in the policy and healthcare facilities

Objectives of planning the assessment of the community needs and resources • Here an assessment will be conducted to analyse the impacts of the changes that are done in the social care polices in the UK on meeting the health and social care needs of the black ethnic community in the England. The objectives of this assessment are:  To develop an in-depth understanding on the entire black ethnic community in the England, which will assist to gain better understanding on the culture, lifestyle, policy needs and social trend of this community  To assess the gaps between the implementation of the changes health and social care polices in the black ethnic community and the unmet policy needs that ae yet to be met through the reformation of the policy  To provide proper information the policy makers regarding the process and the program that are need to be done to make the changes that are made in h health and social care polices useful to meet the community needs.  To analyse whether the changes in the current health and social care policies are able meet the healthcare needs of the black ethnic community of England  To help the policy makers to take effective decision for setting priorities to make useful implementation of the changes in the health and social care policies •

Identify community need;’ • Supporting evidences regarding the existence of the need in the community: • Although several changes are made in the health and social care policies to improve the overall health care in the England the black ethnic community still experiences the poor health and social care support (Arauz et al. 2020). • In the black ethnic community, the changes in the health and social care policy are poorly implemented that make them vulnerable to lack of roper GP facilities, primary care services and the community care facilities. • Recent NHS (2019) reports that, in the England Africa men with mental illness are 6 times more likely to face the lack of mental health support under the mental health act as compared to the mental ill white men [NHS, 2019] • The PHE (2019) reports shows that African women above 65 years old are more likely face the racial discrimination and bias in receives the health and asocial cere as compared to the whitish women of age 65 year [PHE, 2019]. • The WHO report shows that as compared to the only 43% of the whitish women more than 63% of the African women are vulnerable to the risk of the chronic illness di to the poor implementation of the Health and Social care act 2015 •

These factors are • The political system: • The fair and stable political system is important for effective implementation of the political reform (Mannix et al. 2018). In the UK there is a stable political system that has highly skilled and experienced policy makers. The fair political system poses positive influences on effective implementation of the changes of the health and social care policies into practice. • Skills of health and social care staffs to implement policy change: • PHE (2019) reported that, there are lack of skilled health and social car staffs in the NHS hospitals in England and Wales which make it difficult for the healthcare authority to implement the health and social care policy into practices [PHE, 2019]. • In case of the black ethnic community, they face the poor care experiences in the NHS hospitals and in the local GP clinic in which the nurses and GP do not follow the health and social care cate such as Health and Social Care Act 2015, Disability Discrimination Act and Health and Safety at workplace policies •

However, the lack of skill and practices of the healthcare staffs and nurses make it difficult to implement this changes policy into the ethnic community. • Black ethnic community in the England needs effective implementation of the changes that are made in the heath and social care policies to get the easy access to the health and social care resources. • Through meeting need of implementing the effective changes in the health and social care policies it is possible to provide the high-quality care and social support the black ethnic community. • Effective reformation of the health and asocial care policy policies will provide good housing facilities, employment, good primary and GP care facility and good living standard. • Effective implementation of policy changes will improve the health literacy of the ethnic community by providing the good health education that will improve their self-management skill and quality of living •

Under this theoretical concept the policymakers need to make effective changes in the health and social care polies to ensure that these changes will promote the holistic wellbeing of community people.
