This document outlines the components and requirements for developing a Monitoring and Evaluation (M&E) plan for Food for Peace development food assistance projects. It explains that the M&E plan must be submitted within 60 days and should include: a theory of change and logical framework; indicators and performance tracking; data collection, analysis, and quality assurance plans; and evaluation plans for baseline, midterm and final evaluations. The goal is for the M&E plan to measure progress towards project goals and clarify roles and responsibilities for M&E activities.

5. Foundation
Theory of Change
• A process and a product
• A theory of change describes a process of desired change
• A product that contains a set of hypotheses and critical
assumptions that make up causal pathways of change
needed to bring about a desired long-term goal

6. Logical Framework
• A rigorous methodology used for project design that
focuses on the causal linkages between project/activity
inputs, outputs, and desired outcome (or purpose)
• Distinct from ToC in that LogFrame focuses on project
strategies and activities

7. Indicator Performance Tracking Table (IPTT)
• Awardees’ primary tool to track, document, and display
performance indicator data
• Mirrors LogFrame
• At least one indicator for each LogFrame component
• Captures all required FFP and Mission indicators, plus
project-specific indicators that will be reported to FFP
• Use FFP template
