OBJECTIVES OF QAAF
1. Highlight the strategic importance of schools in providing
quality education to learners.
2.Strengthen support of the divisions and regions to schools
and community learning centers.
3.Define the system boundaries between DepEd units.
4.Facilitate the documentation and propagation of best and
effective practices.
5.Ensure education standards and management systems at all
levels are in place.
6.Instill a continuous improvement in education system.
7.Facilitate decision-making and problem solving.
FUNDAMENTAL PREMISES
1. The stakeholders of basic education.
2.Learner’s education is the main product od the department.
3.Learners are part of the basic education delivery process.
4.Basic education consists of desired levels of experiences
and series of processes.
5.Quality Basic Education in the Philippines is anchored on
the concept of functional literacy.

The over all goal of the DepEd effort is to
produce quality learners and incorporate quality in
its systems and processes is to contribute to the
Philippines Education for All (EFA) action plan.
1. FUNCTIONAL LITERACY

•The QAAF communicates the responsibility of
DepEd to deliver quality basic education to
learners. It seek to ensure that the entire Deped
machinery is responsive to the needs of Filipino
learners.
•The basic mission of the school is to ensure that
learners of school age will be in school.

As a house of quality, the schools and learning
centers must implement programs that will ensure
participation of learners, progressing while learning,
completing the learning requirements satisfactory
and achieving mastery in learning.

DEPED QAAF Framework Improves Education Quality

Continuous School Improvement facilitated by School-Based Management (SBM) Better learning outcomes achieved by improved teaching standards using the National Competency Based Teaching Standards (NCBTS). Desired learning outcomes enhanced by national learning strategies multisector coordination and quality assurance. Improved impact on outcomes resulting from complementary Enhanced Child Education (ECE), Alternative Learning System (ALS) and private sector participation.   • 3. QAAF (Quality Assurance and Accountability Framework) - Is a “road map” or guide for building a cuture of quality in the Department. It is based on quality management model. It has objectives. It adheres to a set premises and salient features.

  • 5. OBJECTIVES OF QAAF 1. Highlight the strategic importance of schools in providing quality education to learners. 2.Strengthen support of the divisions and regions to schools and community learning centers. 3.Define the system boundaries between DepEd units. 4.Facilitate the documentation and propagation of best and effective practices. 5.Ensure education standards and management systems at all levels are in place. 6.Instill a continuous improvement in education system. 7.Facilitate decision-making and problem solving.

The stakeholders of basic education. 2.Learner’s education is the main product od the department. 3.Learners are part of the basic education delivery process. 4.Basic education consists of desired levels of experiences and series of processes. 5.Quality Basic Education in the Philippines is anchored on the concept of functional literacy. 6.Quality Assurance is anchored on the principle of shared governance.
