UAE trade delegation visits Tehran

The visit follows correspondence between the officials of Iran's Chamber of Commerce, Industries,
Mines and Agriculture and their Emirati counterparts. The delegation, headed by Chairman of the
Federation of UAE Chambers of Commerce and Industry Mohamed Thani al-Rumaithi, comprises
the country's top traders, businessmen and heads of chambers.
The delegation consists of five groups of
businessmen from oil and gas, banking,
food, car and investment sectors. The
delegation is scheduled to hold meetings
with private sector and state officials,
including Economy Minister Ali Tayyebnia,
Minister of Industries, Mines and Trade
Mohammad Reza Nematzadeh and
Governor of Central Bank of Iran Valiollah
Seif.This is reportedly the largest trade delegation from the UAE, which has traveled to Iran in the
past eight years.
The UAE was the third biggest trading partner of Iran in the last Iranian year (ended March 20,
2014). Iran exported $353 million worth of goods to the UAE and imported $1.59 billion worth of
goods from its southern neighbor, Iran Customs Administration said. Yahya Al-e Es'haq, the head
of Tehran Chamber of Commerce, Industries, Mines and Agriculture, said the chamber's policy is
to establish close ties with regional and neighboring countries. In line with this policy, Iran and
Turkey exchanged trade delegations last month, which marked the beginning of a new era in
bilateral trade ties.
Over the past months, the Islamic Republic has received a number of parliamentary delegations
from different countries in line with Tehran's policy to bolster its foreign relations.
Among them, a French parliamentary group led by Chairman of the French Senate's Finance
Committee Philippe Marini visited Iran in February to discuss the promotion of economic ties
between Tehran and Paris with a number of Iranian lawmakers and ministers. The group of more
than 100 potential French investors visited the country hoping to revive economic ties amid the
easing of Western sanctions following a landmark agreement over Tehran's nuclear program.
The group was the largest European business delegation to visit Iran in over 30 years. They met
with private Iranian business leaders. Executives from some of France's biggest companies,
including energy giants Total, telecoms group Orange, power company GDF Suez, carmaker
Renault and engineering firm Alstom, were part of the delegation during the three-day visit.

Turkey ‘driven by greed’ in Kurd oil row: Iraq deputy PM

Ankara has been “driven by greed” in an escalating row over oil pumped from Iraq’s autonomous
Kurdish region and shipped overseas via Turkey, Baghdad’s top energy official told AFP Sunday.
Hussain Al Shahristani, deputy prime minister for energy affairs, also threatened legal action
against firms that purchased the “smuggled oil”. His remarks represent a significant ratcheting up
of rhetoric after Baghdad filed an arbitration case against Ankara in a widening dispute over Iraq’s
prized natural resources. Tensions have markedly worsened between the two countries in recent
years.
But the shipping of oil extracted from the three-province Kurdistan region last month has further
chilled ties both between Baghdad and Ankara, and between the central government and Kurdish
authorities in Arbil. “We believe Turkey has been driven by greed to try to lay [its] hands on cheap
Iraqi oil,” Shahristani, a former oil minister, said in an interview.
“They have facilitated this smuggling, and obviously this has undermined the relationship”
between the countries, he said from his office in Baghdad’s heavily fortified Green Zone. “We had
reached a fairly good level of cooperation before Turkey’s greed has taken over and allowed itself
to help in smuggling Iraqi crude.”
The dispute between Baghdad and the Kurdish authorities centres around interpretations of Iraq’s
constitution, with both sides insisting they are behaving legally. The central government insists it
has the sole right to export Iraqi crude and says contracts between Kurdish authorities and foreign
energy firms without its expressed consent are illegal, statements Arbil rejects.
The two sides are also at loggerheads over disputed oil-rich territory in northern Iraq, with
diplomats and analysts warning the issues are collectively among the biggest long-term threats to
Iraq’s stability. But the row took on a new dimension when Turkey announced last month that oil

pumped from Kurdistan had been shipped to international markets, escalating a simmering
dispute between Iraq and both Ankara and Arbil.
Iraq responded by filing an arbitration request, asking the Paris-based International Chamber of
Commerce to order Turkey and its state-owned pipeline company to “cease all unauthorised
transport, storage and loading of crude oil,” and added it was seeking financial damages of more
than $250 million (Dh918.25 million).
“Turkish action has been extremely harmful to Iraq,” Shahristani said. “It has undermined the
economy, it has deprived the Iraqi people of revenues.” “This is a hostile action that no other
neighbour has taken against Iraq.”
He urged the “Turkish government to reconsider that position because of its potential damage of
our bilateral relationship.” Ties between Iraq and Turkey, which had been on the up as recently as
2010, have since dramatically worsened with the ICC case likely to damage efforts to improve
them.
The two countries differ over the Syrian conflict as well as Turkey’s dealings with Iraq’s Kurdistan
region. Diplomats say the countries’ leaders also have strained personal relations.
Shahristani warned of legal action against any companies that purchased oil pumped in Kurdistan
and shipped without Baghdad’s consent, noting Iraq had hired law firms in Europe to chase down
potential buyers.
“We have warned all the buyers... of the serious consequences that they will have to bear if they
deal with smuggled oil from Iraq,” he said. “Legal action will be taken against the companies that
will buy the oil.”
Washington has warned the oil shipments could further destabilise Iraq, which is already grappling
with a year-long surge in bloodshed and what is expected to be a protracted period of government
formation following April 30 elections.
The US does not “support exports without the appropriate approval of the federal Iraqi
government, and certainly we do have concerns about the impact of those continuing,” State
Department spokeswoman Jen Psaki said.

Mcdermott in Gendalo-Gehem deal (Indonesia)

Mcdermott International, provider of integrated engineering, procurement,
construction and installation (EPCI) services for upstream field developments, has
received good news from Indonesia.
McDermott International, Inc. announced today that a consortium, which includes subsidiaries of
McDermott and PT Encona Inti Industri, has been notified of its selection as the successful bidder in the
tender process for an engineering,
procurement and construction (“EPC”)
contract for the Gendalo-Gehem natural
gas development in East Kalimantan,
Indonesia.
Award of the contract will be subject to
various conditions, including
government and regulatory approvals
and final investment decision.
The Chevron-operated Gendalo-Gehem
project is located in the Makassar Strait
offshore East Kalimantan in water
depths of approximately 6,000 feet. The
project will include two separate hub
developments, each with its own floating
production unit (FPU), subsea drill
centers, export gas and condensate
pipelines and an onshore receiving
facility.
The project has a planned design
capacity of 1.1 billion cubic feet of
natural gas and 47,000 barrels of
condensate per day. This project is
estimated to contain total potentially
recoverable natural gas resources of 3
trillion cubic feet.
The Gendalo and Gehem gas fields are 120 kilometers distant from each other and lying by 1,829 meters of
water depth. Located at the foot of the Indonesia Continental Shelf in the Kutal Basin, the Gendalo – Gehem
project will be the deepest project of that size achieved in Indonesia. With the development of the Gendalo
and Gehem FPO project, Chevron and Eni intend to develop Maha and Gendang gas fields neighboring
Gendalo.
The Maha and Gendang gas fields should be tied-back to the Gendalo FPO, so that together with Gehem,
Chevron and Eni could access recoverable reserves estimated to 4 trillion cubic feet (tcf) of natural gas.
In this Gendalo -Gehem project, the working interets are shared in such a way that:
- Chevron 80% is the operator
- Eni 20%
- Indonesia’s Pertamina holds 10% provision share that it can exercise at any time .

Maersk awarded UK Culzean topsides FEED contract to KBR
The Danish company Maersk Oil and Gas (Maersk) and its partners, JX Nippon Oil and Energy
Corporation (JX Nippon) from Japan, Eni from Italy and BP from UK, have chosen the standalone
concept to develop the challenging high temperature and high pressure offshore natural gas and
condensate field Culzean in the UK North Sea.
Culzean belongs to the Block 22/25a covered by the License P111.
Lying by only 92 meters of water depth but 4,800 meters of total depth Culzean is classified
among the complex high temperature and high pressure offshore gas fields.
Discovered in 2008, 230
kilometers offshore Aberdeen
in Scotland, Culzean
appeared quickly as an
important discovery.
After an appraisal campaign
in 2010 and 2011, Culzean
could be ranked by
Maersk and its partners as the
most important gas discovery
in the UK North Sea over the
recent years.
In Culzean, Maersk and its
partners share the working
interests as following:
- Maersk 49.99% is the
operator
- JX Nippon 17.06%
- Eni 16.95%
- BP 16% through Britoil
subsidiary
On the early days of the
discovery, Maersk ordered
conceptual studies around
standalone unit or tie-back in
connection with the numerous
existing platforms in the area.
At that time the tie-back
solutions offered the
advantage to fit with first estimated reserves and to phase up the exploration-production of

Culzean in respect with the technologies still to be developed to sustain operations in the high
temperature and high pressure conditions of the field.
Maersk Culzean includes three bridge-linked platforms
In the meantime, Maersk and its partners revised upward Culzean reserves of natural
gas and condensate and the UK Authorities released new tax break regulation to encourage
companies in developing these risky high temperature and high pressure gas fields.
In that respect Culzean from
Maersk and Jackdaw from
BG Group could be the first
two high pressure and high
temperature (HP/HT)
gas and condensate fields of
the UK North Sea to benefit
from this new regulation.
With this tax exemption, the
UK Government expects the
oil and gas companies to
speed up the development of
the new technologies
required to cope with these
extreme HP/HT conditions.
In this context of more
resources than expected and
of motivating financial conditions, Maersk and its partners decided to go for the standalone
concept straight away.
Calling for $5 billion capital expenditure, Culzean standalone concept will include three bridge-
linked offshore platforms:
- Wellhead platform (WHP)
- Central processing facilities (CPF) platform, including the flare tower
- Utility and living quarter (ULQ) platform
In awarding the front end engineering and design (FEED) contract for the platforms topsides to
KBR, Maersk and its partners, JX Nippon, Eni and BP, are expecting to make Culzean final
investment decision (FID) in 2015 for first production by 2019.

Norway PM says politics will not delay Statoil's $20 bln

The startup of Norway's $20 billion Johan Sverdrup oil field, the country's largest industrial project in
decades, will not be delayed by a political dispute over its source of power, Prime Minister Erna Solberg
said on Wednesday.
Opposition parties, who hold a majority in
parliament, recently agreed to ask all new
fields in the Utsira High area of the North
Sea, including Sverdrup, to get power from
the shore when they start producing rather
than generating it on the rigs with natural
gas or diesel. Using electricity from land
would be a more environmentally friendly
option, but operator Statoil said this could
push up costs and delay projects.
However the Labour Party, the single
largest party in parliament, is now hinting it
may soften its stance and find common
ground with Solberg's minority
government. 'I expect Johan Sverdrup not to
be delayed by political decisions,' Solberg
told Reuters in an interview. 'The last few
days the clear message from the Labour
Party has been that they are back on track
with what the government has said for a
long time, that yes, we'd like to see electrification (of the full area), but we won't manage to do that by the
start of Johan Sverdrup,' the premier said. Power from the shore could cut Norway's carbon dioxide
emission by 1 million tonnes, because the country generates its electricity from hydro plants, but it would be
a technically challenging and costly solution given the distance to land.
Statoil plans to start production at Sverdrup towards the end of 2019 and said that a one-year delay would
cause a net present value loss of 20 billion crowns ($3.35 billion). 'It's more important to start up with
Sverdrup and continue with electrification of the rest later in the period. To me it seems like the Labour
Party has clarified that they don't want any delays,' the prime minister said, adding it would be up to the
companies involved to complete the project on time.
With a price tag of close to $20 billion for the initial development phase and resources of up to 2.9 billion
barrels of oil, Sverdrup is expected to generate thousands of jobs and large revenues for the Nordic nation.
At its peak it will produce up to 650,000 barrels of oil equivalents per day, a quarter of Norway's output.
Asked if she thought all four fields in the Utsira area would eventually be powered from shore, Solberg said
she believed this could be achieved. 'Our ambition is that it should be electrified,' she said. 'You can never
guarantee things like that. But I think it's possible and it's going to be a strong wish from the government
that we manage that.'
Sverdrup shareholders include Statoil, Lundin Petroleum , Det norske and Maersk.

The internal final investment
decision (FID) for the Nawara
project was taken in March
2014. The project has now
received all necessary
Government approvals and
contracts will be awarded in due
course. The South Tunisian Gas
Pipeline project and Nawara
project have already been
merged.
The Nawara project is a key
strategic infrastructure project
for Tunisia, enabling South
Tunisia’s gas resources to be
unlocked. Construction works
will last two to three years,
creating approx. 200 permanent
jobs in addition to several
hundred jobs during construction
phase. For OMV this joint
project with ETAP is a
substantial part of its growth
strategy in Tunisia and in line
with its aim to grow upstream
and achieve a balanced international portfolio.
The project consists of the following elements: production facilities at Nawara well site, pipeline from
Nawara to gas treatment plants to produce LPG products and commercial gas. The first production of gas is
expected to start in 2016 with peak production of around 10,000 boe/d. Expected OMV investment in the
project is around EUR 500 mn.
OMV currently has five exploration permits and nine production licenses onshore and offshore Tunisia.

Vietnam: PetroVietnam aims to double Su Tu Den crude output

State-owned PetroVietnam plans to double production of its Su Tu Den crude from current levels to around
80,000 barrels per day (bpd) in the fourth quarter, industry sources with knowledge of the matter said on
Friday. The plan to increase production comes as Vietnam, the third largest holder of crude oil reserves in
Asia, seeks to reverse a steady fall in oil output over the past decade.
New wells have been drilled at
Block 15-1, located in the Cuu
Long Basin off the coast of
Vietnam, to bring production of
Su Tu Den to around 80,000
bpd in the fourth quarter, but
the exact timing and level of
peak production remained
unclear, said one source. The
company was also uncertain
how quickly output would
decline following the peak
production of 80,000 bpd, the
source added. PetroVietnam
has produced Su Tu Den crude
at Block 15-1, since 2003,
according to the company. The
medium-sweet grade is often
sold to Japanese utilities for
direct-burning.
In an effort to prop up exports,
PetroVietnam this week offered the first cargo of its new Thang Long crude, also located in the offshore
Cuu Long Basin. Vietnam, the third largest oil producer in Southeast Asia, is a net exporter of crude oil, but
imports oil products, as the country's sole 140,000-bpd Dung Quat refinery can't meet rising domestic
demand.
PetroVietnam is targeting producing 338,000
bpd of crude oil this year, up marginally from
335,000 bpd last year, but down from its peak
of 403,000 bpd in 2004. Vietnam's crude oil
production fell 1.1 percent in the first three
months of the year to an estimated 3.83 million
tonnes, or 312,000 bpd. The country exported
around 2.41 million tonnes, or 147,000 bpd, of
crude oil in the first four months of this year, a
drop of 11 percent from a year earlier,
according to preliminary government data.
The Su Tu Den development is operated by
the Cuu Long Joint Operating Co, with PetroVietnam as main shareholder.

Congo unveils tender for exploitation of methane gas on Lake Kivu

Democratic Republic of Congo's oil ministry has called for bids to exploit reserves of methane gas at the
bottom of Lake Kivu on its eastern border with Rwanda, the prime minister's office said on Friday. The
office announced the tender on its twitter account but did not give details. An oil ministry official said the
tender process had not yet begun but added that Congo needed the gas to help meet its energy deficit.
'It is very important that we exploit this gas, because otherwise it has the potential to explode and cause
significant damage to the population,' said the ministry official, who requested anonymity. Methane and
carbon dioxide collect at the bottom of the lake's icy waters. Although there has been no major incident on
Lake Kivu in recent times, in 1986 a gas leak on Lake Nyos in Cameroon, which has smaller concentrations,
suffocated about 1,700 people.
Congo's vast network of rivers has the potential to generate 100,000 megawatts of hydroelectric power,
according to the government, enough to supply much of Africa. But that potential is largely unexploited,
and currently only 9 percent of Congo's population has access to power. Methane is already being exploited
on the Rwandan side of Lake Kivu to produce around 26 MW of power, and operator U.S.-based company
ContourGlobal* plans to expand capacity to 100 MW.
Congo also has vast mineral deposits of diamonds, gold, tin, coltan and cobalt, and the economy depends on
the mining sector. Meeting energy demand has become a government priority. Industrial mining operators
have only recently come to Congo's troubled eastern provinces of North and South Kivu, which have been
the scene of violent conflicts stretching back for nearly two decades.

Obama to Seek 30 Percent Cut in Power Plant Emissions, Reports Say

The Obama administration on Monday will propose new environmental rules that seek to cut emissions
from U.S. power plants by 30 percent from 2005 levels by 2030, according to news reports on
Sunday.Aiming to bypass a divided Congress by issuing regulation through the Environmental Protection
Agency (EPA), the anticipated
Monday announcement is U.S.
President Barack Obama's
boldest action yet to address
climate change.
If successful, the proposal would
lead to the first-ever rules aimed
at carbon emissions from
existing power plants.
States would have broad latitude
in terms of how to meet a carbon
standard, according to The New York Times and The Wall Street Journal, which first reported the preview of
the rule on Sunday. Options could include joining or starting a cap and trade program, which sets limits on
emissions and then allows for the purchase and sale of pollution permits; boosting the share of renewable
energy in electricity generation; and tightening efficiency standards.
The proposed rules come nearly a month after a sweeping national climate assessment that catalogued a
range of impacts already occurring as a result of climate change.
Reducing greenhouse gases is a key way to address climate change, but it also has implications for public
health, a point Obama stressed in his weekly address Saturday promoting the pending standard. (See related

"In America, we don't have to choose between the health of our economy and the health of our children,"
the president said, anticipating critics from the coal industry and elsewhere who have said that tightening

"As President, and as a parent, I refuse
to condemn our children to a planet
that's beyond fixing," Obama said,
acknowledging "tough choices" on the
way to a cleaner economy. "But a low-
carbon, clean energy economy can be
an engine of growth for decades to
come. America will build that

percent overall cut in emissions from the nation's existing power plants, which are responsible for about 40
percent of the carbon pollution.
But in setting the baseline year at 2005, the Obama administration allows states to count emissions
reductions that have already been happening thanks in part to a nationwide shift to cleaner-burning natural
gas.
The 30-percent target is also for 2030, rather than 2020, as some had predicted, allowing more time for the
reduction.
Overall, greenhouse gas emissions in the United States already dropped nearly 12 percent between 2005 and
2012, and some states have renewable energy targets and efficiency-boosting measures in place that put
them in a good position to meet the EPA's target.
In an analysis last week of ten states, including coal-reliant Pennsylvania and Ohio, the environmental
research organization World Resources Institute (WRI) predicted that all those states would be able to
achieve "moderate to ambitious" reductions in their emissions.
EPA Administrator Gina McCarthy is expected to announce more details about the proposed rules Monday.
After that, the agency will consider public comment for a one-year period. Obama has asked the EPA to
finalize the rule by June 2015, and states would have a year from that point to create and submit their
implementation plans.
"This momentous development raises the bar for controlling carbon emissions in the United States," World
Resources Institute president Andrew Steer said in a statement released Sunday. "It's the most important
action available to cut US emissions—and the Obama administration has seized the opportunity." (Take the

The delegation, headed by Chairman of the Federation of UAE Chambers of Commerce and Industry Mohamed Thani al-Rumaithi, comprises the country's top traders, businessmen and heads of chambers. The delegation consists of five groups of businessmen from oil and gas, banking, food, car and investment sectors. The delegation is scheduled to hold meetings with private sector and state officials, including Economy Minister Ali Tayyebnia, Minister of Industries, Mines and Trade Mohammad Reza Nematzadeh and Governor of Central Bank of Iran Valiollah Seif.This is reportedly the largest trade delegation from the UAE, which has traveled to Iran in the past eight years. The UAE was the third biggest trading partner of Iran in the last Iranian year (ended March 20, 2014). Iran exported $353 million worth of goods to the UAE and imported $1.59 billion worth of goods from its southern neighbor, Iran Customs Administration said. Yahya Al-e Es'haq, the head of Tehran Chamber of Commerce, Industries, Mines and Agriculture, said the chamber's policy is to establish close ties with regional and neighboring countries. In line with this policy, Iran and Turkey exchanged trade delegations last month, which marked the beginning of a new era in bilateral trade ties. Over the past months, the Islamic Republic has received a number of parliamentary delegations from different countries in line with Tehran's policy to bolster its foreign relations. Among them, a French parliamentary group led by Chairman of the French Senate's Finance Committee Philippe Marini visited Iran in February to discuss the promotion of economic ties between Tehran and Paris with a number of Iranian lawmakers and ministers. The group of more than 100 potential French investors visited the country hoping to revive economic ties amid the easing of Western sanctions following a landmark agreement over Tehran's nuclear program. The group was the largest European business delegation to visit Iran in over 30 years. They met with private Iranian business leaders. Page 2 Turkey ‘driven by greed’ in Kurd oil row: Iraq deputy PM AFP Ankara has been “driven by greed” in an escalating row over oil pumped from Iraq’s autonomous Kurdish region and shipped overseas via Turkey, Baghdad’s top energy official told AFP Sunday. Hussain Al Shahristani, deputy prime minister for energy affairs, also threatened legal action against firms that purchased the “smuggled oil”. His remarks represent a significant ratcheting up of rhetoric after Baghdad filed an arbitration case against Ankara in a widening dispute over Iraq’s prized natural resources. Tensions have markedly worsened between the two countries in recent years. But the shipping of oil extracted from the three-province Kurdistan region last month has further chilled ties both between Baghdad and Ankara, and between the central government and Kurdish authorities in Arbil. “We believe Turkey has been driven by greed to try to lay [its] hands on cheap Iraqi oil,” Shahristani, a former oil minister, said in an interview. “They have facilitated this smuggling, and obviously this has undermined the relationship” between the countries, he said from his office in Baghdad’s heavily fortified Green Zone. “We had reached a fairly good level of cooperation before Turkey’s greed has taken over and allowed itself to help in smuggling Iraqi crude.” The dispute between Baghdad and the Kurdish authorities centres around interpretations of Iraq’s constitution, with both sides insisting they are behaving legally. The central government insists it has the sole right to export Iraqi crude and says contracts between Kurdish authorities and foreign energy firms without its expressed consent are illegal, statements Arbil rejects. The two sides are also at loggerheads over disputed oil-rich territory in northern Iraq, with diplomats and analysts warning the issues are collectively among the biggest long-term threats to Iraq’s stability. Iraq responded by filing an arbitration request, asking the Paris-based International Chamber of Commerce to order Turkey and its state-owned pipeline company to “cease all unauthorised transport, storage and loading of crude oil,” and added it was seeking financial damages of more than $250 million (Dh918.25 million). “Turkish action has been extremely harmful to Iraq,” Shahristani said. “It has undermined the economy, it has deprived the Iraqi people of revenues.” “This is a hostile action that no other neighbour has taken against Iraq.” He urged the “Turkish government to reconsider that position because of its potential damage of our bilateral relationship.” Ties between Iraq and Turkey, which had been on the up as recently as 2010, have since dramatically worsened with the ICC case likely to damage efforts to improve them. The two countries differ over the Syrian conflict as well as Turkey’s dealings with Iraq’s Kurdistan region. Diplomats say the countries’ leaders also have strained personal relations. Shahristani warned of legal action against any companies that purchased oil pumped in Kurdistan and shipped without Baghdad’s consent, noting Iraq had hired law firms in Europe to chase down potential buyers. “We have warned all the buyers... of the serious consequences that they will have to bear if they deal with smuggled oil from Iraq,” he said. “Legal action will be taken against the companies that will buy the oil.” Washington has warned the oil shipments could further destabilise Iraq, which is already grappling with a year-long surge in bloodshed and what is expected to be a protracted period of government formation following April 30 elections. The US does not “support exports without the appropriate approval of the federal Iraqi government, and certainly we do have concerns about the impact of those continuing,” State Department spokeswoman Jen Psaki said.

McDermott International, Inc. announced today that a consortium, which includes subsidiaries of McDermott and PT Encona Inti Industri, has been notified of its selection as the successful bidder in the tender process for an engineering, procurement and construction (“EPC”) contract for the Gendalo-Gehem natural gas development in East Kalimantan, Indonesia. Award of the contract will be subject to various conditions, including government and regulatory approvals and final investment decision. The Chevron-operated Gendalo-Gehem project is located in the Makassar Strait offshore East Kalimantan in water depths of approximately 6,000 feet. The project will include two separate hub developments, each with its own floating production unit (FPU), subsea drill centers, export gas and condensate pipelines and an onshore receiving facility. The project has a planned design capacity of 1.1 billion cubic feet of natural gas and 47,000 barrels of condensate per day. This project is estimated to contain total potentially recoverable natural gas resources of 3 trillion cubic feet. The Gendalo and Gehem gas fields are 120 kilometers distant from each other and lying by 1,829 meters of water depth. Located at the foot of the Indonesia Continental Shelf in the Kutal Basin, the Gendalo – Gehem project will be the deepest project of that size achieved in Indonesia. With the development of the Gendalo and Gehem FPO project, Chevron and Eni intend to develop Maha and Gendang gas fields neighboring Gendalo. The Maha and Gendang gas fields should be tied-back to the Gendalo FPO, so that together with Gehem, Chevron and Eni could access recoverable reserves estimated to 4 trillion cubic feet (tcf) of natural gas. In this Gendalo -Gehem project, the working interets are shared in such a way that: - Chevron 80% is the operator - Eni 20% - Indonesia’s Pertamina holds 10% provision share that it can exercise at any time .

Culzean belongs to the Block 22/25a covered by the License P111. Lying by only 92 meters of water depth but 4,800 meters of total depth Culzean is classified among the complex high temperature and high pressure offshore gas fields. Discovered in 2008, 230 kilometers offshore Aberdeen in Scotland, Culzean appeared quickly as an important discovery. After an appraisal campaign in 2010 and 2011, Culzean could be ranked by Maersk and its partners as the most important gas discovery in the UK North Sea over the recent years. Maersk Culzean includes three bridge-linked platforms In the meantime, Maersk and its partners revised upward Culzean reserves of natural gas and condensate and the UK Authorities released new tax break regulation to encourage companies in developing these risky high temperature and high pressure gas fields. In that respect Culzean from Maersk and Jackdaw from BG Group could be the first two high pressure and high temperature (HP/HT) gas and condensate fields of the UK North Sea to benefit from this new regulation. With this tax exemption, the UK Government expects the oil and gas companies to speed up the development of the new technologies required to cope with these extreme HP/HT conditions. In this context of more resources than expected and of motivating financial conditions, Maersk and its partners decided to go for the standalone concept straight away. Calling for $5 billion capital expenditure, Culzean standalone concept will include three bridge- linked offshore platforms: - Wellhead platform (WHP) - Central processing facilities (CPF) platform, including the flare tower - Utility and living quarter (ULQ) platform In awarding the front end engineering and design (FEED) contract for the platforms topsides to KBR, Maersk and its partners, JX Nippon, Eni and BP, are expecting to make Culzean final investment decision (FID) in 2015 for first production by 2019.

Source: Reuters The startup of Norway's $20 billion Johan Sverdrup oil field, the country's largest industrial project in decades, will not be delayed by a political dispute over its source of power, Prime Minister Erna Solberg said on Wednesday. Opposition parties, who hold a majority in parliament, recently agreed to ask all new fields in the Utsira High area of the North Sea, including Sverdrup, to get power from the shore when they start producing rather than generating it on the rigs with natural gas or diesel. Using electricity from land would be a more environmentally friendly option, but operator Statoil said this could push up costs and delay projects. However the Labour Party, the single largest party in parliament, is now hinting it may soften its stance and find common ground with Solberg's minority government. 'I expect Johan Sverdrup not to be delayed by political decisions,' Solberg told Reuters in an interview. 'The last few days the clear message from the Labour Party has been that they are back on track with what the government has said for a long time, that yes, we'd like to see electrification (of the full area), but we won't manage to do that by the start of Johan Sverdrup,' the premier said. Power from the shore could cut Norway's carbon dioxide emission by 1 million tonnes, because the country generates its electricity from hydro plants, but it would be a technically challenging and costly solution given the distance to land. Statoil plans to start production at Sverdrup towards the end of 2019 and said that a one-year delay would cause a net present value loss of 20 billion crowns ($3.35 billion). 'It's more important to start up with Sverdrup and continue with electrification of the rest later in the period. To me it seems like the Labour Party has clarified that they don't want any delays,' the prime minister said, adding it would be up to the companies involved to complete the project on time. With a price tag of close to $20 billion for the initial development phase and resources of up to 2.9 billion barrels of oil, Sverdrup is expected to generate thousands of jobs and large revenues for the Nordic nation. At its peak it will produce up to 650,000 barrels of oil equivalents per day, a quarter of Norway's output. Asked if she thought all four fields in the Utsira area would eventually be powered from shore, Solberg said she believed this could be achieved. 'Our ambition is that it should be electrified,' she said. 'You can never guarantee things like that. But I think it's possible and it's going to be a strong wish from the government that we manage that.' Sverdrup shareholders include Statoil, Lundin Petroleum , Det norske and Maersk.

The first production of gas is expected to start in 2016 with peak production of around 10,000 boe/d. Expected OMV investment in the project is around EUR 500 mn. Source: Reuters State-owned PetroVietnam plans to double production of its Su Tu Den crude from current levels to around 80,000 barrels per day (bpd) in the fourth quarter, industry sources with knowledge of the matter said on Friday. The plan to increase production comes as Vietnam, the third largest holder of crude oil reserves in Asia, seeks to reverse a steady fall in oil output over the past decade. New wells have been drilled at Block 15-1, located in the Cuu Long Basin off the coast of Vietnam, to bring production of Su Tu Den to around 80,000 bpd in the fourth quarter, but the exact timing and level of peak production remained unclear, said one source. The company was also uncertain how quickly output would decline following the peak production of 80,000 bpd, the source added. PetroVietnam has produced Su Tu Den crude at Block 15-1, since 2003, according to the company. The medium-sweet grade is often sold to Japanese utilities for direct-burning. In an effort to prop up exports, PetroVietnam this week offered the first cargo of its new Thang Long crude, also located in the offshore Cuu Long Basin. Vietnam, the third largest oil producer in Southeast Asia, is a net exporter of crude oil, but imports oil products, as the country's sole 140,000-bpd Dung Quat refinery can't meet rising domestic demand. PetroVietnam is targeting producing 338,000 bpd of crude oil this year, up marginally from 335,000 bpd last year, but down from its peak of 403,000 bpd in 2004. Vietnam's crude oil production fell 1.1 percent in the first three months of the year to an estimated 3.83 million tonnes, or 312,000 bpd. The country exported around 2.41 million tonnes, or 147,000 bpd, of crude oil in the first four months of this year, a drop of 11 percent from a year earlier, according to preliminary government data. Page 10 Congo unveils tender for exploitation of methane gas on Lake Kivu Source: Reuters / energy-pedia Democratic Republic of Congo's oil ministry has called for bids to exploit reserves of methane gas at the bottom of Lake Kivu on its eastern border with Rwanda, the prime minister's office said on Friday. The office announced the tender on its twitter account but did not give details. An oil ministry official said the tender process had not yet begun but added that Congo needed the gas to help meet its energy deficit. 'It is very important that we exploit this gas, because otherwise it has the potential to explode and cause significant damage to the population,' said the ministry official, who requested anonymity. Methane and carbon dioxide collect at the bottom of the lake's icy waters. Although there has been no major incident on Lake Kivu in recent times, in 1986 a gas leak on Lake Nyos in Cameroon, which has smaller concentrations, suffocated about 1,700 people. Congo's vast network of rivers has the potential to generate 100,000 megawatts of hydroelectric power, according to the government, enough to supply much of Africa. But that potential is largely unexploited, and currently only 9 percent of Congo's population has access to power. Methane is already being exploited on the Rwandan side of Lake Kivu to produce around 26 MW of power, and operator U.S.-based company ContourGlobal* plans to expand capacity to 100 MW. Congo also has vast mineral deposits of diamonds, gold, tin, coltan and cobalt, and the economy depends on the mining sector. Meeting energy demand has become a government priority. Industrial mining operators have only recently come to Congo's troubled eastern provinces of North and South Kivu, which have been the scene of violent conflicts stretching back for nearly two decades.

Page 11 Obama to Seek 30 Percent Cut in Power Plant Emissions, Reports Say National Geographic The Obama administration on Monday will propose new environmental rules that seek to cut emissions from U.S. power plants by 30 percent from 2005 levels by 2030, according to news reports on Sunday.Aiming to bypass a divided Congress by issuing regulation through the Environmental Protection Agency (EPA), the anticipated Monday announcement is U.S. President Barack Obama's boldest action yet to address climate change. If successful, the proposal would lead to the first-ever rules aimed at carbon emissions from existing power plants. States would have broad latitude in terms of how to meet a carbon standard, according to The New York Times and The Wall Street Journal, which first reported the preview of the rule on Sunday. Options could include joining or starting a cap and trade program, which sets limits on emissions and then allows for the purchase and sale of pollution permits; boosting the share of renewable energy in electricity generation; and tightening efficiency standards. The proposed rules come nearly a month after a sweeping national climate assessment that catalogued a range of impacts already occurring as a result of climate change. Reducing greenhouse gases is a key way to address climate change, but it also has implications for public health, a point Obama stressed in his weekly address Saturday promoting the pending standard. But in setting the baseline year at 2005, the Obama administration allows states to count emissions reductions that have already been happening thanks in part to a nationwide shift to cleaner-burning natural gas. The 30-percent target is also for 2030, rather than 2020, as some had predicted, allowing more time for the reduction. Overall, greenhouse gas emissions in the United States already dropped nearly 12 percent between 2005 and 2012, and some states have renewable energy targets and efficiency-boosting measures in place that put them in a good position to meet the EPA's target. In an analysis last week of ten states, including coal-reliant Pennsylvania and Ohio, the environmental research organization World Resources Institute (WRI) predicted that all those states would be able to achieve "moderate to ambitious" reductions in their emissions. EPA Administrator Gina McCarthy is expected to announce more details about the proposed rules Monday. After that, the agency will consider public comment for a one-year period. Obama has asked the EPA to finalize the rule by June 2015, and states would have a year from that point to create and submit their implementation plans. "This momentous development raises the bar for controlling carbon emissions in the United States," World Resources Institute president Andrew Steer said in a statement released Sunday.
