UAE ADNOC & CNOOC sign MOU on oil Exp,& Refng,LNG trade

China National Offshore Oil Co (CNOOC) signed a memorandum of understanding (MOU) with
Abu Dhabi National Oil Co (ADNOC) on upstream exploration and development, oil refining and
liquefied natural gas (LNG) trade, state-backed China News Agency reported on Monday.
The MOU was signed on the sideline of a state visit by Abu Dhabi Crown Prince Sheikh
Mohammed bin Zayed. Under the agreement, companies will share the latest know-how in
developing ultra-acidic natural gas fields, the report said, citing a statement from CNOOC Group.
The two companies will consider enlisting CNOOC’s engineering arms, Offshore Oil Engineering
Co Ltd (600583.SS) and China Oilfield Services Ltd (601808.SS), as contractors for design,
purchase and construction as well as oilfield service providers for ADNOC.
The companies will also explore cooperating in LNG marketing and purchases. In the
downstream oil refining and petrochemicals sector, ADNOC will look into opportunities for
investing in CNOOC’s existing refineries, the report said.
The visit by His Highness Sheikh Mohamed bin Zayed to Beijing is his fourth and comes at a time
when China is celebrating the 70th anniversary of its modern renaissance. During the previous

trips, especially those in July 2015 and July 2018, the two friendly countries laid down solid
foundations for a strategic partnership that registered landmark economic, scientific, artistic and
cultural achievements over the past 35 years.
The partnership has become a unique international model in terms of trust and reliability and
forward-looking vision to serve joint interests through innovation in various spheres from trade to
space exploration.
What has been achieved in areas of growth and expectations has confirmed that the exchange of
high-profile visits and work of joint committees constitute the building blocks in sustainable
development and regional and international stability, a target both the Emirati and Chinese leaders
are striving to achieve.
On several occasions, the Chinese leader has expressed his delight at the vision of His Highness
Sheikh Mohamed for stimulating initiatives of economic development and prosperity across
EuroAsia and the Middle East.
The UAE-China partnership was based and driven by the deep Emirati legacy of the founding
father, the late Sheikh Zayed, and the Chinese cultural and human legacy. With the far-sighted
vision of H.H. Sheikh Mohamed, the partnership has been gaining momentum.
Economically, the UAE-China Joint Economic Committee is working to strengthen cooperation in

Saudia: EDF Renewables, Masdar reach financial close on

The consortium consisting of EDF Renewables and Abu Dhabi Future Energy Company, Masdar,
has completed the financing of the Dumat Al Jandal utility-scale wind project in Saudi Arabia, with
the backing of Saudi and international banks.
The Renewable Energy Project Development Office, REPDO, of the Saudi Ministry of Energy,
Industry and Mineral Resources awarded the US$500 million Dumat Al Jandal wind farm in
January following a call for tenders in August 2017.
The winning consortium submitted the most cost-competitive bid of $21.3 per megawatt-hour,
MWh. With an installed capacity of 400 megawatts, the Dumat Al Jandal project will be Saudi
Arabia’s first wind farm and the largest in the Middle East.
Led by EDF Renewables and Masdar, a subsidiary of Mubadala Investment Company, project
construction will begin shortly and commercial operations are due to start in the first quarter of
2022.
Vestas, a wind turbine company, is the contracted wind-turbine technology provider and
responsible for the engineering, procurement and construction contract. TSK, a Spanish industrial
group, will be responsible for the balance of plant, while CG Holdings will provide the substations
and high-voltage solutions.

"This new project demonstrates our ambitions in the country and represents another step forward
under the EDF Group’s Cap 2030 strategy, which aims to double its renewable energy capacity by
2030 – both in France and worldwide – to 50GW," he stated.
In turn, Mohamed Jameel Al Ramahi, CEO of Masdar, noted, "The award of Saudi Arabia’s first
and the Middle East’s largest wind farm during Abu Dhabi Sustainability Week in January was a
momentous occasion for our company and our partners.
" He added, "It also illustrated the depth of Saudi Arabia’s commitment to realise its bold strategy
to substantially increase the contribution of renewables in its total energy mix to 27.3GW by 2024,
from the wind as well as solar energy.
The over-subscribed financing of the Dumat Al Jandal project further illustrates the confidence of
local and international lenders, and the investment community, in the economy of the Kingdom
and its potential as a hub for highly cost-effective renewable energy development."
The Dumat Al Jandal wind farm will supply electricity according to a 20-year power purchase
agreement with the Saudi Power Procurement Company, a subsidiary of Saudi Electricity
Company, the Saudi power generation, and distribution company. For his part, Osama
Khawandanah, CEO of the Saudi Power Procurement Company, said, "Dumat A Jandal project
has set the benchmark and shows the potential for onshore wind energy in the Kingdom, and is a
new reference point and source of confidence as we continue to diversify our power generation
system." The wind farm will be located 560 miles (896km) north of Riyadh, in the Al Jouf region of
Saudi Arabia.

Kenya:biggest in Afriga 310 MW Lake Tukana wind farm in is ON

The Lake Turkana Wind Power project is the largest wind farm in Africa. Africa’s largest wind
farm, the Lake Turkana Wind Power project, has been officially inaugurated. The 310-megawatt
(MW) facility was opened by President Uhuru Kenyatta of Kenya on Friday.
“We are pleased to note that Kenya is without doubt on course to be a global leader in renewable
energy,” he said in a speech given at the launch. “This will not only ensure that our nation’s scenic
beauty and unique ecosystems are preserved and protected for both present and future
generations, but will also ensure that we become energy independent and that our energy supply
will be safe as well as predictable,” he added.
The Lake Turkana Wind Power project is made up of 365 turbines, each having a capacity of 850
kilowatts. It is located 600 kilometers from Nairobi in the Loiyangalani District, Marsabit County.
Construction of the facility started in October 2014 and it began full commercial operations in
March 2019.
The International Renewable Energy Agency has described Africa as being “rich in renewable
energy sources” such as hydro, wind and the sun. The Lake Turkana project is one of several
large-scale renewable energy schemes to be developed on the continent in recent years.
In December 2018, it was announced that ground had been broken on West Africa’s “first utility-
scale wind power project,” located in Senegal.The 158.7 MW Parc Eolien Taiba N’Diaye, or
PETN, is set to be completed in 2020, according to renewable energy firm Lekela.
The 46-turbine facility will use turbines from Danish company Vestas and will generate more than
450,000 megawatt hours of energy annually, boosting Senegal’s generation capacity by
approximately 15 percent, Lakela said.

Mozambique: Eni installation of the hull of Coral South FLNG
ENI + NewBase
Eni has started installation works on the hull of theCoral Sul floating liquefied natural gas
(FLNG)treatment and liquefaction unit that will be moored offshore in Mozambique. The unit is
part of the Coral South project, which will put in production 450 billion cubic meters of gas from the
giant Coral reservoir. The hull is expected to be launched in 2020, in line with the planned
production startup of the Coral South Project in 2022.
The Coral Sul FLNG facility will have a gas liquefaction capacity of 3.4 million tons per year when
completed and will be the first FLNG vessel ever to be deployed in the deep waters of the African
continent. The vessel, which will be 432 metres long and 66 metres wide and weigh about
220,000 tons, will be able to house up to 350 people in its eight-storey accommodation module.
The facility will be anchored at a water-depth of around 2,000 metres by means of 20 mooring
lines that weigh a combined 9,000 tons.
Construction works on the Coral Sul FLNG started in 2018 and are ongoing in seven operational
centres across the world. Construction of the mooring turret began in March; construction of the
hull’s 24 modules that contain the LNG storage tanks and sections of the treatment facilities
began in September. Construction of the topside, consisting of 12 gas treatment and LNG
modules, started last November, along with the living-quarters. By the end of 2019 the overall
progress of the project is expected to exceed 60% completion with the total man-hours worked
shortly expected to reach 10 million.
Drilling and completion activities for the six subsea wells that will feed the liquefaction unit will
begin in September 2019. The wells will have an average depth of approximately 3000 metres
and will be drilled in about 2000 metres of water depth. The activities, carried out by the SAIPEM
12000 drilling rig, will be completed by the end of 2020.
Alongside the LNG infrastructure under construction, the Coral South project also includes a
number of initiatives aimed at enhancing the overall capabilities of the local workforce. These
include specialized training activities for over 800 Mozambicans, who will eventually be employed
during the operational phase of the project. Eni is also engaged in a broad programme of social,
economic and health care initiatives, to support a long-term, diversified and sustainable
development of the local communities.
Eni has been present in Mozambique since 2006, with the acquisition of a participation interest in
the exploration concession of Area 4, located in the deep offshore in the Rovuma basin, in the
north of the country. Between 2011 and 2014, Eni discovered supergiant natural gas resources in
the Coral, Mamba Complex and Agulha reservoirs, holding estimated 2,400 billion cubic metres of
gas in place.

U.S: IEA new online tool tracks oil and gas-related methane

The International Energy Agency (IEA) has launched a new online tool that tracks oil and gas-
related sources of methane, a major and often overlooked greenhouse gas. The new “methane
tracker” offers the most comprehensive global picture of methane emissions, covering eight
industry areas across more than seventy countries.
This new and unique tool provides the IEA’s most up-to-date estimates of current oil and gas
methane emissions, drawing on the best available data. It also sets out the reductions that are
possible using existing technology and sheds light on this underexplored component of energy
transitions.
IEA analysis has highlighted that global methane emissions from the oil and gas sectors could be
reduced by nearly half at no net cost.
The concentration of methane in the atmosphere is currently around two-and-half times greater
than pre-industrial levels and increasing steadily. This rise has important implications for climate
change as methane is a potent greenhouse gas. The energy sector is one of the largest sources
of methane emissions originating from human activity.
IEA projections suggest that oil and, in particular, natural gas will play important roles in the
energy system for years to come, even under strong decarbonisation scenarios aligned with
international climate goals. Reinforcing efforts to minimise methane emissions along their supply
chains is an essential complement to the reductions in CO2 that are led by increased efficiency
and deployment of clean energy technologies.
“The oil and gas sectors have an open goal in front of them. They can avoid close to 50 per cent
of their methane emissions without hurting the bottom line. Doing so would have the same long-
term climate benefits as immediately eliminating emissions from more than half the cars on the
road worldwide,” said Dr Fatih Birol, the IEA’s executive director.
Natural gas accounted for almost half the growth in global energy demand in 2018, and 70 per
cent of the increase came in two countries – the US and China – where the rise in gas came at
the expense of coal. This switch to gas has been a factor in preventing a faster rise in global CO2
emissions in recent years.

A new study on “The Role of Gas in Today’s Energy Transitions”, released by the IEA alongside
the methane tracker, shows that an additional 1.2 billion tonnes of CO2 could swiftly be abated by
switching to gas using existing infrastructure, if prices and regulation are supportive. This would
be enough to bring global CO2 emissions back down to where they were in 2013.
Taking both CO2 and methane emissions into account, coal-to-gas switching is currently able to
reduce emissions on average by 50 per cent when producing electricity and by 33 per cent when
providing heat. The level of deployment of carbon capture, utilization and storage technologies, for
both coal and gas, is another crucial factor for future emissions from those two sectors.

Oil edges further above $63 on Mideast tensions

Oil edged further above $63 a barrel on Tuesday, supported by rising tensions in the Middle
East after Iran’s seizure of a British tanker last week, although signs of faltering demand capped
gains.
Iran’s capture of the tanker has sparked concern about supply disruptions in the Strait of Hormuz,
a chokepoint in the Gulf through which about a fifth of the world’s oil supply flows. “Recent
incidents in the Middle East should remind us that the situation is fluid and tensions could flare up
again,” said Giovanni Staunovo, analyst at UBS.
“We still expect Brent prices to move above $70 over the next three to six months.” Brent
crude climbed 22 cents to $63.48 a barrel by 1036 GMT. The international benchmark rose more
than 1% on Monday, fuelled by Iran concerns.
U.S. West Texas Intermediate crude added 26 cents to $56.48.

The tensions come as the United States is aiming to cut off Iran’s oil exports and against the
backdrop of supply cuts led by the Organization of the Petroleum Exporting Countries since the
start of the year to prop up prices.
As part of that plan, the United States has sanctioned Chinese state-run energy company Zhuhai
Zhenrong Co Ltd for allegedly violating restrictions imposed on Iran’s oil sector.
But due to strong growth in supply from the United States and other non-OPEC producers, oil
supply is exceeding demand, according to the International Energy Agency, despite lower Iranian
exports and OPEC’s voluntary supply curbs.
A weaker outlook for oil demand due to slowing economic growth has been weighing on prices,
which are still up by 18% in 2019 helped by the OPEC-led supply pact.
“Although prices had been driven by supply developments in the first half of the year economic
considerations are making oil bulls careful this month,” said Tamas Varga of oil broker PVM.
Goldman Sachs on Sunday lowered its 2019 oil demand projection, joining other forecasters such
as the IEA and OPEC in trimming its outlook for fuel use.
Oil may gain further support from expectations of another drop in U.S. crude inventories in weekly
reports due later on Tuesday and on Wednesday. Analysts expect a 3.4 million-barrel drop in
crude stocks.
The American Petroleum Institute, an industry group, is scheduled to release its inventory report
at 2030 GMT on Tuesday.

U.S imported 90% of its uranium for nuclear power operations

Most uranium purchased by U.S. civilian nuclear power reactor operators every year comes from
foreign countries. In 2018, 90% of the 40 million pounds of uranium purchased was from foreign
countries, led by :-
Canada (24% of total), Kazakhstan (20%), Australia (18%), and Russia (13%). U.S.-origin
uranium accounted for 10% of purchases, or 3.9 million pounds.
Since 2010, between 83% and 94% of uranium purchases in any single year have come from
foreign countries.
Canada was the largest source of uranium purchased by U.S. civilian nuclear power reactor
operators in 2018 for the fourth year in a row. Canada, home to large, high-quality uranium
reserves, has been the second-largest uranium producer in the world after Kazakhstan since
2009.
Uranium concentrate (U3O8) production and employment in the uranium industry in the United
States have fallen for the past several years. U.S. uranium production totaled 1.6 million pounds
of U3O8 in 2018, the lowest annual total since 1950 and a 66% decrease from the 4.9 million
pounds of U3O8 produced in 2014.

According to uranium market employment data—which includes exploration, mining, milling and
processing, and reclamation activities—full-time equivalent employees declined to 372 in 2018,
the lowest total since 2003, when they totaled 321.
Employment increased every year from 2004 to 2008 as uranium prices rose, peaking at 1,563
employees in 2008. Industry employment has now fallen in every year from 2012 to 2018.
Exploration employment has seen the largest decline since 2008, down 94% from 457 full-time
equivalent employees to only 27 in 2018 because persistently low uranium prices offer little
incentive to explore more potential mining sites. Mining employment is down 80% from 2008
levels, from 558 employees to 110 employees in 2018.
The only category where employment hasn’t declined is reclamation, which increased to 138
employees in 2018, up from 100 in 2017. Reclamation activities have increased because more
formerly active properties are being restored to a more natural state after onsite resources are
exhausted or sites become uneconomic to operate.
After peaking at 145 million pounds in 2016, U.S. commercial uranium inventories have since
fallen to 131 million pounds in 2018. Commercial uranium inventories include material at all points
in the nuclear fuel cycle.

Khaled Al Awadi NewBase For discussion or further details on the news below you may contact us on +971504822502, Dubai, UAE UAE ADNOC & CNOOC sign MOU on oil Exp,& Refng,LNG trade Reuters + NewBase + WAM China National Offshore Oil Co (CNOOC) signed a memorandum of understanding (MOU) with Abu Dhabi National Oil Co (ADNOC) on upstream exploration and development, oil refining and liquefied natural gas (LNG) trade, state-backed China News Agency reported on Monday. The MOU was signed on the sideline of a state visit by Abu Dhabi Crown Prince Sheikh Mohammed bin Zayed. Under the agreement, companies will share the latest know-how in developing ultra-acidic natural gas fields, the report said, citing a statement from CNOOC Group. The two companies will consider enlisting CNOOC’s engineering arms, Offshore Oil Engineering Co Ltd (600583.SS) and China Oilfield Services Ltd (601808.SS), as contractors for design, purchase and construction as well as oilfield service providers for ADNOC. The companies will also explore cooperating in LNG marketing and purchases. REUTERS/Yves Herman + WAM The consortium consisting of EDF Renewables and Abu Dhabi Future Energy Company, Masdar, has completed the financing of the Dumat Al Jandal utility-scale wind project in Saudi Arabia, with the backing of Saudi and international banks. The Renewable Energy Project Development Office, REPDO, of the Saudi Ministry of Energy, Industry and Mineral Resources awarded the US$500 million Dumat Al Jandal wind farm in January following a call for tenders in August 2017. The winning consortium submitted the most cost-competitive bid of $21.3 per megawatt-hour, MWh. With an installed capacity of 400 megawatts, the Dumat Al Jandal project will be Saudi Arabia’s first wind farm and the largest in the Middle East. Led by EDF Renewables and Masdar, a subsidiary of Mubadala Investment Company, project construction will begin shortly and commercial operations are due to start in the first quarter of 2022. Vestas, a wind turbine company, is the contracted wind-turbine technology provider and responsible for the engineering, procurement and construction contract. TSK, a Spanish industrial group, will be responsible for the balance of plant, while CG Holdings will provide the substations and high-voltage solutions.

The Dumat Al Jandal wind farm will supply electricity according to a 20-year power purchase agreement with the Saudi Power Procurement Company, a subsidiary of Saudi Electricity Company, the Saudi power generation, and distribution company. For his part, Osama Khawandanah, CEO of the Saudi Power Procurement Company, said, "Dumat A Jandal project has set the benchmark and shows the potential for onshore wind energy in the Kingdom, and is a new reference point and source of confidence as we continue to diversify our power generation system." The wind farm will be located 560 miles (896km) north of Riyadh, in the Al Jouf region of Saudi Arabia.

Africa’s largest wind farm, the Lake Turkana Wind Power project, has been officially inaugurated. The 310-megawatt (MW) facility was opened by President Uhuru Kenyatta of Kenya on Friday. “We are pleased to note that Kenya is without doubt on course to be a global leader in renewable energy,” he said in a speech given at the launch. “This will not only ensure that our nation’s scenic beauty and unique ecosystems are preserved and protected for both present and future generations, but will also ensure that we become energy independent and that our energy supply will be safe as well as predictable,” he added. The Lake Turkana Wind Power project is made up of 365 turbines, each having a capacity of 850 kilowatts. It is located 600 kilometers from Nairobi in the Loiyangalani District, Marsabit County. Construction of the facility started in October 2014 and it began full commercial operations in March 2019. The International Renewable Energy Agency has described Africa as being “rich in renewable energy sources” such as hydro, wind and the sun. The Lake Turkana project is one of several large-scale renewable energy schemes to be developed on the continent in recent years. In December 2018, it was announced that ground had been broken on West Africa’s “first utility- scale wind power project,” located in Senegal.The 158.7 MW Parc Eolien Taiba N’Diaye, or PETN, is set to be completed in 2020, according to renewable energy firm Lekela. The 46-turbine facility will use turbines from Danish company Vestas and will generate more than 450,000 megawatt hours of energy annually, boosting Senegal’s generation capacity by approximately 15 percent, Lakela said.

Page 6 Mozambique: Eni installation of the hull of Coral South FLNG ENI + NewBase Eni has started installation works on the hull of theCoral Sul floating liquefied natural gas (FLNG)treatment and liquefaction unit that will be moored offshore in Mozambique. The unit is part of the Coral South project, which will put in production 450 billion cubic meters of gas from the giant Coral reservoir. The hull is expected to be launched in 2020, in line with the planned production startup of the Coral South Project in 2022. The Coral Sul FLNG facility will have a gas liquefaction capacity of 3.4 million tons per year when completed and will be the first FLNG vessel ever to be deployed in the deep waters of the African continent. The vessel, which will be 432 metres long and 66 metres wide and weigh about 220,000 tons, will be able to house up to 350 people in its eight-storey accommodation module. The facility will be anchored at a water-depth of around 2,000 metres by means of 20 mooring lines that weigh a combined 9,000 tons. Construction works on the Coral Sul FLNG started in 2018 and are ongoing in seven operational centres across the world. Construction of the mooring turret began in March; construction of the hull’s 24 modules that contain the LNG storage tanks and sections of the treatment facilities began in September. Construction of the topside, consisting of 12 gas treatment and LNG modules, started last November, along with the living-quarters. By the end of 2019 the overall progress of the project is expected to exceed 60% completion with the total man-hours worked shortly expected to reach 10 million. Drilling and completion activities for the six subsea wells that will feed the liquefaction unit will begin in September 2019. The wells will have an average depth of approximately 3000 metres and will be drilled in about 2000 metres of water depth. The activities, carried out by the SAIPEM 12000 drilling rig, will be completed by the end of 2020. Alongside the LNG infrastructure under construction, the Coral South project also includes a number of initiatives aimed at enhancing the overall capabilities of the local workforce. These include specialized training activities for over 800 Mozambicans, who will eventually be employed during the operational phase of the project. Eni is also engaged in a broad programme of social, economic and health care initiatives, to support a long-term, diversified and sustainable development of the local communities. Eni has been present in Mozambique since 2006, with the acquisition of a participation interest in the exploration concession of Area 4, located in the deep offshore in the Rovuma basin, in the north of the country. Between 2011 and 2014, Eni discovered supergiant natural gas resources in the Coral, Mamba Complex and Agulha reservoirs, holding estimated 2,400 billion cubic metres of gas in place.

Page 7 U.S: IEA new online tool tracks oil and gas-related methane IEA + NewBase The International Energy Agency (IEA) has launched a new online tool that tracks oil and gas- related sources of methane, a major and often overlooked greenhouse gas. The new “methane tracker” offers the most comprehensive global picture of methane emissions, covering eight industry areas across more than seventy countries. This new and unique tool provides the IEA’s most up-to-date estimates of current oil and gas methane emissions, drawing on the best available data. It also sets out the reductions that are possible using existing technology and sheds light on this underexplored component of energy transitions. IEA analysis has highlighted that global methane emissions from the oil and gas sectors could be reduced by nearly half at no net cost. The concentration of methane in the atmosphere is currently around two-and-half times greater than pre-industrial levels and increasing steadily. This rise has important implications for climate change as methane is a potent greenhouse gas. The energy sector is one of the largest sources of methane emissions originating from human activity. IEA projections suggest that oil and, in particular, natural gas will play important roles in the energy system for years to come, even under strong decarbonisation scenarios aligned with international climate goals. Reinforcing efforts to minimise methane emissions along their supply chains is an essential complement to the reductions in CO2 that are led by increased efficiency and deployment of clean energy technologies. “The oil and gas sectors have an open goal in front of them. They can avoid close to 50 per cent of their methane emissions without hurting the bottom line. Doing so would have the same long- term climate benefits as immediately eliminating emissions from more than half the cars on the road worldwide,” said Dr Fatih Birol, the IEA’s executive director. Natural gas accounted for almost half the growth in global energy demand in 2018, and 70 per cent of the increase came in two countries – the US and China – where the rise in gas came at the expense of coal. This switch to gas has been a factor in preventing a faster rise in global CO2 emissions in recent years.

Page 8 A new study on “The Role of Gas in Today’s Energy Transitions”, released by the IEA alongside the methane tracker, shows that an additional 1.2 billion tonnes of CO2 could swiftly be abated by switching to gas using existing infrastructure, if prices and regulation are supportive. This would be enough to bring global CO2 emissions back down to where they were in 2013. Taking both CO2 and methane emissions into account, coal-to-gas switching is currently able to reduce emissions on average by 50 per cent when producing electricity and by 33 per cent when providing heat. The level of deployment of carbon capture, utilization and storage technologies, for both coal and gas, is another crucial factor for future emissions from those two sectors.

Iran’s capture of the tanker has sparked concern about supply disruptions in the Strait of Hormuz, a chokepoint in the Gulf through which about a fifth of the world’s oil supply flows. “Recent incidents in the Middle East should remind us that the situation is fluid and tensions could flare up again,” said Giovanni Staunovo, analyst at UBS. “We still expect Brent prices to move above $70 over the next three to six months.” Brent crude climbed 22 cents to $63.48 a barrel by 1036 GMT. Page 10 The tensions come as the United States is aiming to cut off Iran’s oil exports and against the backdrop of supply cuts led by the Organization of the Petroleum Exporting Countries since the start of the year to prop up prices. As part of that plan, the United States has sanctioned Chinese state-run energy company Zhuhai Zhenrong Co Ltd for allegedly violating restrictions imposed on Iran’s oil sector. But due to strong growth in supply from the United States and other non-OPEC producers, oil supply is exceeding demand, according to the International Energy Agency, despite lower Iranian exports and OPEC’s voluntary supply curbs. A weaker outlook for oil demand due to slowing economic growth has been weighing on prices, which are still up by 18% in 2019 helped by the OPEC-led supply pact. “Although prices had been driven by supply developments in the first half of the year economic considerations are making oil bulls careful this month,” said Tamas Varga of oil broker PVM. Goldman Sachs on Sunday lowered its 2019 oil demand projection, joining other forecasters such as the IEA and OPEC in trimming its outlook for fuel use. Oil may gain further support from expectations of another drop in U.S. crude inventories in weekly reports due later on Tuesday and on Wednesday. Analysts expect a 3.4 million-barrel drop in crude stocks. The American Petroleum Institute, an industry group, is scheduled to release its inventory report at 2030 GMT on Tuesday.

In 2018, 90% of the 40 million pounds of uranium purchased was from foreign countries, led by :- Canada (24% of total), Kazakhstan (20%), Australia (18%), and Russia (13%). U.S.-origin uranium accounted for 10% of purchases, or 3.9 million pounds. Since 2010, between 83% and 94% of uranium purchases in any single year have come from foreign countries. Canada was the largest source of uranium purchased by U.S. civilian nuclear power reactor operators in 2018 for the fourth year in a row. Canada, home to large, high-quality uranium reserves, has been the second-largest uranium producer in the world after Kazakhstan since 2009. Uranium concentrate (U3O8) production and employment in the uranium industry in the United States have fallen for the past several years. U.S. uranium production totaled 1.6 million pounds of U3O8 in 2018, the lowest annual total since 1950 and a 66% decrease from the 4.9 million pounds of U3O8 produced in 2014.

Page 12 According to uranium market employment data—which includes exploration, mining, milling and processing, and reclamation activities—full-time equivalent employees declined to 372 in 2018, the lowest total since 2003, when they totaled 321. Employment increased every year from 2004 to 2008 as uranium prices rose, peaking at 1,563 employees in 2008. Industry employment has now fallen in every year from 2012 to 2018. Exploration employment has seen the largest decline since 2008, down 94% from 457 full-time equivalent employees to only 27 in 2018 because persistently low uranium prices offer little incentive to explore more potential mining sites. Mining employment is down 80% from 2008 levels, from 558 employees to 110 employees in 2018. The only category where employment hasn’t declined is reclamation, which increased to 138 employees in 2018, up from 100 in 2017. Reclamation activities have increased because more formerly active properties are being restored to a more natural state after onsite resources are exhausted or sites become uneconomic to operate. After peaking at 145 million pounds in 2016, U.S. commercial uranium inventories have since fallen to 131 million pounds in 2018. Commercial uranium inventories include material at all points in the nuclear fuel cycle.
