U.A.E-CREF & Dominica to sign $50m clean-energy plant contract

The Government of the Commonwealth of Dominica and the UAE-Caribbean Renewable Energy
Fund (UAE-CREF) have announced a deal for a hurricane-resistant clean energy project. The $50
million development in Dominica will support a 5-megawatt/2.5 megawatt-hours battery energy
storage system that will aid the island's clean energy objectives.
The system is forecasted to stabilise the electricity grid and deliver reserve power and frequency
control to the extreme weather prone nation. It will also give the people of Dominica secure access
to clean, renewable energy and pave the way to achieving the UN Sustainable Development Goals.
In light of the new contract, Prime Minister Dr The Hon Roosevelt Skerrit conveyed gratitude to the
UAE government for their significant contribution to Dominica's development. "The 5MW battery
storage system will enable us to move more quickly to the transition from fossil fuel to renewable
sources of energy in the electricity sector.

For years, Dominica and its people have prioritised the fight against climate change. With funds
from sources like the Citizenship by Investment Programme, the country has supported initiatives
like the geothermal plant currently under construction. The plant aims to generate 7MW of clean
energy to supply nearly the whole Dominican population and drive the country's energy mix to 51
percent renewables.
The CBI Programme enables highly vetted foreign investors to obtain Dominica's citizenship in
exchange for a $100,000 investment to the Economic Diversification Fund (EDF) or $200,000 into
pre-approved luxury real estate that also props Dominica's blossoming ecotourism.
With a clear focus on sustainability, Dominica channels investments from the CBI Programme into
its energy security, infrastructure and housing reinforcement. This puts the 'Nature Isle of the
Caribbean' on track to become "the world's first climate-resilient nation," as pledged by Prime
Minister Skerrit after Hurricane Maria hit the island in 2017. PwC experts and other government

Oman: International JV plans green hydrogen demo project

Zero-carbon: Partnership of Fusion Fuel Green of Ireland and CCC Group to invest in clean energy
venture to help refining and petrochemical firms achieve their decarbonisation goals
Oman is among three countries in the Middle East selected by Irish clean energy specialist Fusion
Fuel Green PLC for the establishment of green hydrogen demonstrator plants designed to support
local refining and petrochemical firms reduce their carbon footprint.
A collaboration agreement has been signed to this effect with Consolidated Contractors Group SAL
(CCC), a globally diversified company specialising in engineering and construction.
The pact, signed in Dublin over the weekend, commits the two sides to cooperating on the
development of projects centring on the production of green hydrogen for potential clients in the
refining and petrochemicals industries. Demo plants are also planned in Kuwait and Qatar.
Green hydrogen — billed as the ‘fuel of the future’ — is produced through the electrolysis of water
using electricity generated from renewable energy resources — a process that is entirely free from
carbon dioxide, the greenhouse gas primarily responsible for global warming and climate change.
Announcing the pact with CCC, Joao Wahnon, Head of Business Development at Fusion Fuel, said:
“We are delighted to be partnering with the CCC to open this new market. The Middle East
represents a big opportunity and a very promising region for us, given the high levels of solar
exposure, strong appetite for green hydrogen projects and strategic geographic position between
Europe and Asia. We are excited to bring Fusion Fuel’s revolutionary technology to the Middle East.”
Dublin-headquartered Fusion Fuel is credited with developing its own proprietary electrolyser
design, dubbed HEVO, that enables the production of hydrogen using renewable energy at highly
competitive costs. The company specialises in supplying electrolyser technology to customers
interested in building their own green hydrogen capacity. It also plans to develop and operate its
own portfolio of hydrogen assets with a view to supplying green hydrogen to clients on long-term
supply agreements.

CCC Group, through its local subsidiary CCC Oman, has a longstanding presence in the Sultanate
dating back to the country’s first renaissance beginning in the 1970s. The company has a number
of important infrastructure landmarks to its name, and has since made inroads into Oman’s Oil &
Gas sector as well.
Dori Barakat, Director of Business Development at CCC added: “We are very pleased to cooperate
with Fusion Fuel towards the building of green hydrogen and ammonia plants and to bring our
expertise in construction projects, particularly in the Middle East. This cooperation between our
companies will generate new opportunities in the development of green energies.”
Significantly, the latest venture adds to a string of green hydrogen projects — demonstrator and full-
fledged commercial-scale — planned for implementation at key locations around the Sultanate.
The Alternative Energy unit of OQ, the integrated energy group of Oman, is joining hands with
DEME Concessions, the Belgian-based global solutions provider for the maritime infrastructure and
offshore energy industries, in the implementation of a world-scale green hydrogen project at the
Special Economic Zone (SEZ) in Duqm.
The so-called HYPORT Duqm Green Hydrogen Project envisages an electrolyser capacity of 250-
500 MW in the first phase.
Also at Duqm SEZ, the partnership of the Oman Company for the Development of the Special
Economic Zone at Duqm (Tatweer) and India’s biggest solar developer ACME Solar Holdings Ltd
plans to invest $2.5 billion to manufacture green ammonia and green hydrogen. An MoU signed by
the two sides envisions the establishment of a large-scale facility to produce 2,200 mt of green
ammonia.
A number of pilots and industrial-scale ventures are also planned at Sohar Freezone and in the
oilfield areas of the Sultanate.

U.S: February 2021 weather triggers largest monthly decline in

In February 2021, a record-breaking cold snap hit the Lower 48 states. Extreme winter weather
caused natural gas production freeze-offs and higher electricity and commodity prices, especially in
the top energy-consuming state, Texas.
The cold snap affected natural gas production and industrial sector consumption the most, which
had the largest monthly declines on record, while residential sector consumption reached a record
high.
U.S. natural gas production in February 2021—measured by gross withdrawals—averaged 104.8
billion cubic feet per day (Bcf/d), an 8.1 Bcf/d (7%) decrease from January, the largest monthly
decline on record. Decreased natural gas production in Texas accounted for most of the overall
decline. Texas natural gas production fell by a record 4.3 Bcf/d (15%) to 21.5 Bcf/d.
From February 8 to 17, natural gas production in Texas fell by more than 10 Bcf/d. The decline in
natural gas production was mostly a result of freeze-offs, when water and other liquids in natural
gas wells freeze at the wellhead or in natural gas gathering lines and block the flow.
Texas natural gas production infrastructure is more susceptible to the effects of extremely cold
weather because it is not winterized to the same extent as natural gas production infrastructure in
colder, northern areas of the Lower 48 states.

In February, industrial sector natural gas consumption in Texas fell to 4.1 Bcf/d, or 23% lower than
year-ago levels, the largest monthly decline on record. This drop relates to both the direct effects of
the extreme cold weather, including power outages and equipment failure, and indirect effects, such
as supply shortages and extreme prices. Texas is the largest natural gas-consuming state overall
because of its large volumes of consumption in its industrial sector.
In February, U.S. consumption of natural gas in the residential sector typically decreases compared
with January. Instead, Texas experienced a monthly increase in residential sector consumption
because of the extreme cold weather when temperatures remained below freezing for several days.
Residential sector consumption in Texas during February reached a monthly record high of 1.8
Bcf/d, 53% higher than year-ago levels and 64% higher than the five-year average.
Similarly, commercial sector consumption of natural gas in Texas increased in February, reaching
0.92 Bcf/d, the highest level since January 2018.
In Texas’s electric power sector, consumption was essentially flat year over year for February at 4.5
Bcf/, an increase of 1% compared with February 2020. More than 60% of homes in Texas use
electricity for home heating, meaning that February’s cold snap should have led to a surge in
electricity consumption. However, electricity outages across Texas limited consumption.
On February 17, the U.S. benchmark Henry Hub natural gas spot price reached $23.86 dollars per
million British thermal unit (MMBtu). By contrast, residential and commercial natural gas prices
remained fairly flat for the month in most states because of regulatory policies that set price
parameters in advance.

U.S:Biggest Winners of Hacked U.S. Pipeline Lie Beyond Borders

The biggest winners from the shutdown of North America’s largest oil products pipeline may be
outside U.S borders with Latin American fuel buyers being the top beneficiaries.
Mexico and Brazil, the two-biggest markets for U.S. fuelmakers last year, may be able to import
cheaper gasoline and diesel if the Colonial Pipeline remains shut and leaves production stranded
at refineries in Texas.
“They’ll have a fire sale on the Gulf Coast,” said Fernando Valle, a New York-based analyst with
Bloomberg Intelligence. Refiners need to make room for the ongoing fuel production, creating an
incentive to sell the stranded barrels to Mexico, Brazil and Colombia, he said.
Colonial, the nation’s largest conduit of fuel from the U.S. Gulf Coast to East Coast markets, was
shut Friday by a ransomware attack. Federal law only permits U.S. flagged vessels to deliver
cargoes between domestic ports. American-flagged ships can be more expensive to secure, making
it easier for the U.S. refining belt in Texas and Louisiana to export fuel and isolating the East Coast
from U.S production in the event of a pipeline shutdown.
Inventory space in the Gulf Coast for gasoline and other refined products were already filling up
before the pipeline shutdown as refiners were increasing production to meet demand for the summer
driving season. With inventory space limited, fuel suppliers have already been seen booking ships
in the U.S. Gulf Coast for the purpose of temporarily storing fuel, said people familiar with the matter.
For Latin American importers, the timing couldn’t be better as they slowly start to emerge from
lockdowns. If the pipeline shutdown continues, it will ease pressure on Petroleo Brasileiro SA, the
state-controlled oil company, to sell fuel locally below international prices to contain inflation. This
will allow them to build some cheap inventories, said Valle.
Other beneficiaries of the shutdown may include European refiners, which are already accustomed
to sending their excess supply to New York Harbor and could make more inroads into the region,
said Alan Gelder, vice president of refining and chemicals at Wood Mackenzie Ltd. To that point, at
least four long-range tankers were placed on standby to deliver fuel to the U.S. East Coast if
needed.
The Colonial system is being brought back online in steps with the goal of “substantially” restoring
service by the end of the week, the Alpharetta, Georgia-based company said.
If the conduit remains down for an extended period of time, it may push retail gasoline prices to their
highest in seven years, according to the AAA. While the national average pump price is approaching
the $3-a-gallon mark, drivers in Texas may be cushioned from the blow if the shutdown results in a
temporary glut at nearby refineries.

fuel pipeline remains days from reopening

The biggest U.S. gasoline pipeline will not resume full operations for several more days due to a
ransomware cyberattack blamed on a shadowy criminal network called DarkSide.
The attack on the Colonial Pipeline, which carries nearly half the fuel consumed along the U.S. East
Coast, is one of the most disruptive digital ransom schemes ever reported.
While the impact remains to be quantified, the
pipeline shutdown will reduce fuel availability
in the near term, push up prices and force
refiners to cut production because they have
no way to ship the gas.
The privately owned company said on Monday
it was working on restarting in phases with “the
goal of substantially restoring operational
service by the end of the week.”
The FBI attributed the cyberattack to
DarkSide, a group believed to be based in
Russia or Eastern Europe. Its ransomware
targets computers that do not use keyboards in the languages of former Soviet republics, cyber
experts said.
President Joe Biden said there was no evidence thus far that Russia’s government was involved.
‘GOAL IS TO MAKE MONEY’
A statement issued in the group’s name on Monday said: “Our goal is to make money, and not
creating problems for society.” Its statement did not mention Colonial Pipeline by name.
Ransomware is a type of malware designed to lock computers by encrypting data. The hackers
demand payment to let the owner regain access. It is unknown how much money the hackers are
seeking, and Colonial has not commented on whether it would pay.
Anne Neuberger, deputy national security adviser for cybersecurity, told reporters that the Biden
administration is not offering advice on whether Colonial should pay the ransom.
Colonial on Friday shut its 5,500-mile (8,850-km) pipeline network, which moves fuels including
gasoline, diesel and jet fuel, to protect its systems.
The episode laid bare the vulnerabilities of energy infrastructure to hackers. U.S. lawmakers
responded with calls for stronger protections for critical energy infrastructure.
A spokesman for United Nations Secretary-General Antonio Guterres said the attack showed that
U.N. member states needed to combat cybercrime to avoid a “devastating impact on the world that
we all live in.”
Colonial restarted some smaller lines on Sunday between fuel terminals and customer delivery
points, releasing fuel stored locally to customers. On Monday, it also began manually operating its
700,000-barrel-per-day multi-product fuel line between Greensboro, North Carolina, and Maryland
for a limited time while it has existing inventories.

But its main lines remained shut, and an alternative, smaller conduit operated by Kinder Morgan Inc
serving the same region reached capacity.
The outage hit ahead of the summer vacation season, when gasoline demand and airline travel
tend to peak.
PAIN AT THE PUMP?
Fearing shortages, consumers in the southeastern United States rushed to refuel. Gas stations in
Georgia, North Carolina and Tennessee were seeing some panic buying, said Patrick De Haan,
head of petroleum analysis at GasBuddy.
The American Automobile Association said the national average gasoline price climbed to $2.96 a
gallon and could climb to its highest level since 2014.
In Georgia, trucking company owner Marcus Blash worried because his business cannot store fuel
on site to hedge against price surges.
“We pay at the pump,” he said. “It hasn’t hit us yet, but this is going to hurt big time.”
Florida resident Katina Willey went to several gas stations before she found one that had fuel
available. “There were lines at three of the five stations I tried,” she said.

If the disruption stretches on, fuel suppliers could ship by truck and rail instead. The Department of
Transportation on Sunday lifted driver restrictions on fuel haulers in 17 states affected by the
shutdown.
U.S. fuel importers are booking tankers to bring gasoline from Europe. U.S. refiners including Motiva
Enterprises and Total TOTF.PA cut output at Gulf Coast plants on Monday because of a lack of
transport.

Oil falls on easing of pipeline outage fears

Oil prices fell on Tuesday as fears of prolonged outage of the largest U.S. fuel pipeline system,
Colonial Pipeline, faded, while some U.S. Gulf Coast refiners cut output. U.S. West Texas
Intermediate (WTI) crude futures fell 61 cents, or 0.94%, to $64.31 a barrel at 0512 GMT, after
gaining 2 cents on Monday.
Brent crude futures dropped 28 cents, or 0.41%, to $68.04 a barrel, after climbing 4 cents on
Monday. “The rally in oil prices was short-lived as the Colonial Pipeline disruption seems it will not
have a prolonged impact,” Edward Moya, senior market analyst at OANDA, said in a Tuesday note.
The U.S. gasoline futures contract and U.S. heating oil futures, which spiked after the outage, have
retreated to pre-Friday levels on the prospect of the restart. Colonial Pipeline, which transports
more than 2.5 million barrels per day (bpd) of gasoline, diesel and jet fuel, shut down its network on
Friday after being hit by a cyberattack.

and Maryland for a limited time using existing inventories.
The outage, however, has already led Motiva Enterprises LLC to shut two of three crude units at its
607,000 bpd Port Arthur refinery in Texas, the largest in the United States. Total SE also cut
gasoline output on Monday at its 225,500 bpd Port Arthur refinery because of the pipeline outage.
“It’s quite possible we’ll see reduced crude oil demand. Some refineries in Texas have already
scaled back runs because of the pipeline being out,” said Lachlan Shaw, National Australia Bank’s
head of commodity research.
On the positive side for crude, analysts are expecting data to show U.S. crude inventories fell by
about 2.3 million barrels in the week to May 7, following an 8 million-barrel drop the previous week,
according to a Reuters poll.
Gasoline stocks are expected to have fallen by about 400,000 barrels, six analysts estimated on
average ahead of reports from the American Petroleum Institute industry group on Tuesday and the
U.S. Energy Information Administration on Wednesday.
OPEC is also expected to publish its monthly oil market report on Tuesday, which will include April
production numbers.

Recent developments in the energy transition race

When it comes to low carbon fuels, the energy transition sometimes looks like a race in which the
odds change week by week. To make it more easy for the bookmakers, we present some recent
developments about the participants in this race.
Young gun hydrogen had a boost this week when ten new companies joined the
AquaVentus offshore wind-to-hydrogen project, including Ørsted, Equinor, and Royal Boskalis
Westminster. Other major industry players are already on board.
The project’s offshore wind farms, with a total capacity of 10 GW, would be built between the
Heligoland island and the Dogger Bank sandbank by 2035, and the electricity they generate would
be used to produce hydrogen at offshore electrolysis plants.
In the latest group, the initiative also welcomed the certification company DNV, the engineering
specialist Offshore Wind Technologies (OWT), the seamless steel pipe manufacturer Vallourec, the
German Research Center for Artificial Intelligence (DFKI), the consultancy company Buckstay, and
the logistics service provider Karlsson.
From January until mid-March, eight companies have joined the consortium, including the offshore
wind developer EnBW and Linde – a hydrogen production, transport, storage and distribution
company. EDF’s hydrogen-oriented subsidiary Hynamics, Brunsbüttel Ports, and the maritime
service provider EMS have also been part of the AquaVentus consortium since early this year.

AquaVentus comprises numerous sub-projects along the value chain from the production of
hydrogen in the North Sea to transport to customers on the mainland. The projects include the
development of offshore wind farms with integrated hydrogen generation (AquaPrimus), a large-
scale offshore hydrogen park (AquaSector), a central supply pipeline (AquaDuctus), port
infrastructures (AquaPortus), a research platform (AquaCampus), and hydrogen-based maritime
applications (AquaNavis).
Under the first sub-project, AquaPrimus, the consortium plans to install two 14 MW wind turbines,
each with an electrolyser plant on its foundation platform. The wind turbines would be installed off
Mukran, Sassnitz by 2025.
This April, project partners Shell, RWE, GASCADE, and Gasunie signed a declaration of intent to
further intensify their collaboration on AquaDuctus, with a feasibility study planned as the next step
for the project.
The AquaVentus project was launched last year by some of the biggest players in offshore wind,
including RWE, Shell, Siemens Gamesa, MHI Vestas, Parkwind, Vattenfall, and Northland Power.
The project’s offshore wind farms, with a total capacity of 10 GW, would be built between the
Heligoland island and the Dogger Bank sandbank by 2035, and the electricity they generate would
be used to produce hydrogen at offshore electrolysis plants.
From there, hydrogen would be transported to Heligoland and further to the German mainland via
the AquaDuctus pipeline system. Some of the hydrogen stored at the AquaPortus in the Heligoland
outer port would be used to power vessels.

Team LNG was pleased to hear from the maritime classification society American Bureau of
Shipping (ABS). The society published a study that demonstrates LNG’s potential to help reach low
carbon goals in the shipping industry.
Almost nine out of ten respondents of the survey agreed that LNG has a key role to play in reaching
IMO 2050. Among six fuel types, it landed the clear majority of the votes. The key message from
the panel of industry leaders and a survey of more than 400 attendees at a webinar published in
this report is that industry leaders are confident in LNG’s potential to help reach regulatory goals in
the coming decades.
The study also showed that nearly 40 per cent of shipowners have still not implemented a
decarbonisation strategy despite impending regulations.
The publication builds from prior issues which have identified LNG’s importance among the various
alternative fuel options.
Almost nine out of ten respondents of the survey agreed that LNG has a key role to play in reaching
IMO 2050. Among six fuel types, it landed the clear majority of the votes.
Of the respondents that had not yet put in place a decarbonisation strategy, 70 per cent reported
that they had developed a clear understanding of their fleet’s environmental performance in relation
to industry peers.
Main points of the study include:
 The short-term IMO measures, EEXI and CII, create a challenging landscape for many
vessels within the global fleet;

 Life-cycle analysis identifies the need for green fuel production in order to have meaningful
GHG emissions reduction from low and zero-carbon fuels;
 The required scale up of technology for green fuel production is significant before low and
carbon-neutral fuels can be widely adopted by the global fleet;
 The adoption of such fuels and the overall decarbonisation of the marine sector will be
enhanced by the global economy’s efforts to address the impact of climate change;
 Understanding global supply chains is critical to plan future fleet composition and renewal
strategies.
ABS has simplified three fuel pathways to decarbonisation (light gas, heavy gas and bio/synthetic)
to help owners’ decision-making.
Good ol’ oil, whose odds look bleak in this future fuel race, put its best foot forward this week. North
Sea oil and gas player NEO Energy has revealed a set of ambitions to reduce the carbon intensity
per barrel of oil equivalent produced by its portfolio by 50 per cent by 2030.
To achieve this, NEO said it will invest in technology and systems, such as the full or partial
electrification of its operations, required to reduce carbon output.
Energy to halve carbon intensity per barrel by 2030
North Sea oil and gas player NEO Energy has revealed a set of
ambitions to reduce its carbon emissions as part of the energy
transition movement with plans to halve its carbon intensity per barrel
of oil equivalent by 2030.
In a recent interview with Offshore Energy, NEO Energy CEO, Russell
Alton, stated that the company was working on its mission statement
surrounding low-carbon and would be coming out with a low-carbon
transition plan.
About a month later, NEO published its Low Carbon Transition Plan
(LCTP) setting out an ambitious strategy to reduce its carbon
emissions.
Announcing its transition plan on Wednesday, NEO said it recognises
that climate change is one of the world’s greatest challenges and that
it demands thoughtful and urgent action.
NEO Energy has therefore outlined a set of clear ambitions to reduce
its carbon emissions. Firstly, NEO will seek to reduce the carbon
intensity per barrel of oil equivalent produced by its portfolio by 50 per
cent by 2030.
To achieve this, NEO said it will invest in technology and systems, such
as the full or partial electrification of its operations, required to reduce
carbon output.
Alton has already shared with Offshore Energy the company’s plans to participate in an ongoing
discussion in the Central North Sea about the electrification of assets. “We certainly see that the
electrification of assets has the most impact on reducing carbon intensity”, he said.

Maximising recovery key aspect for NEO
Secondly, NEO is aligned with the UK’s net-zero by 2050 target and is proactively working with
partners, regulators, and industry bodies to play its part in achieving this goal. In line with The OGA
Strategy, a key aspect of NEO’s approach will be to maximise economic recovery from its assets,
bringing down the carbon impact per barrel of production.
In addition to proactively reducing NEO’s carbon footprint, the business will continue to invest in
projects and research that will contribute to a low carbon future, the company said.
NEO currently funds research by the Centre for Doctoral Training (CDT) and PhD students in
Geoscience and the Low Carbon Energy Transition, the UK’s training and research body for the
energy industry with a focus on decarbonisation.
Russ Alton, CEO of NEO Energy, said: “Through creative thinking, innovation, agility and

the energy transition.
“Our Low Carbon Transition Plan focuses on how we will reduce carbon emissions today and put
net-zero at the heart of our future growth strategy, without compromising value creation or the role
we play in employing and investing in people and the communities in which they live”.
As previously reported, NEO Energy is poised to become one of the top five North Sea players
following the acquisition of ExxonMobil’s North Sea assets and the acquisition of Zennor
Petroleum and its North Sea portfolio. The important development that will come out of these deals
is the improvement of NEO ENergy’s carbon intensity within the portfolio overall.
Alton told Offshore Energy in April that these assets are gassier and newer: “Integrating the
ExxonMobil and Zennor portfolios actually improves our carbon intensity within the portfolio overall,
which is a good thing”.
Companies like Royal IHC watch these developments on future fuels. To realise the
company’s vision of zero emissions and a more sustainable future, Royal IHC is actively
cooperating with stakeholders – including national governments, customers and suppliers. These
collaborations result in new types of sustainable vessels.
When it comes to betting on all horses in a race, the Danish presented an aid scheme to support
electricity production from renewable sources, namely onshore wind turbines, offshore wind
turbines, wave power plants, hydroelectric power plants and solar PV. The aid, approved under the
EU State aid rules, will be awarded through a competitive tendering procedure organised in 2021-
2024.
Initiatives like this will spur innovation in the
offshore energy industry. Like the project
Mincon Group and its partners Subsea
Micropiles, the National University of Ireland
and the University of Limerick are working on.
They will design and build a prototype robotic
drilling system and anchor template for the
installation of micropile anchor foundations.
The focus is to develop micropiles for subsea
anchoring use with the goal of reducing the cost
of offshore wind by up to 20 per cent. That is
good news for the energy transitions race!

The $50 million development in Dominica will support a 5-megawatt/2.5 megawatt-hours battery energy storage system that will aid the island's clean energy objectives. The system is forecasted to stabilise the electricity grid and deliver reserve power and frequency control to the extreme weather prone nation. It will also give the people of Dominica secure access to clean, renewable energy and pave the way to achieving the UN Sustainable Development Goals. In light of the new contract, Prime Minister Dr The Hon Roosevelt Skerrit conveyed gratitude to the UAE government for their significant contribution to Dominica's development. "The 5MW battery storage system will enable us to move more quickly to the transition from fossil fuel to renewable sources of energy in the electricity sector.

For years, Dominica and its people have prioritised the fight against climate change. With funds from sources like the Citizenship by Investment Programme, the country has supported initiatives like the geothermal plant currently under construction. The plant aims to generate 7MW of clean energy to supply nearly the whole Dominican population and drive the country's energy mix to 51 percent renewables. The CBI Programme enables highly vetted foreign investors to obtain Dominica's citizenship in exchange for a $100,000 investment to the Economic Diversification Fund (EDF) or $200,000 into pre-approved luxury real estate that also props Dominica's blossoming ecotourism. With a clear focus on sustainability, Dominica channels investments from the CBI Programme into its energy security, infrastructure and housing reinforcement. This puts the 'Nature Isle of the Caribbean' on track to become "the world's first climate-resilient nation," as pledged by Prime Minister Skerrit after Hurricane Maria hit the island in 2017. Page 3 Oman: International JV plans green hydrogen demo project Oman Observer + NewBase Zero-carbon: Partnership of Fusion Fuel Green of Ireland and CCC Group to invest in clean energy venture to help refining and petrochemical firms achieve their decarbonisation goals Oman is among three countries in the Middle East selected by Irish clean energy specialist Fusion Fuel Green PLC for the establishment of green hydrogen demonstrator plants designed to support local refining and petrochemical firms reduce their carbon footprint. A collaboration agreement has been signed to this effect with Consolidated Contractors Group SAL (CCC), a globally diversified company specialising in engineering and construction. The pact, signed in Dublin over the weekend, commits the two sides to cooperating on the development of projects centring on the production of green hydrogen for potential clients in the refining and petrochemicals industries. Demo plants are also planned in Kuwait and Qatar. Green hydrogen — billed as the ‘fuel of the future’ — is produced through the electrolysis of water using electricity generated from renewable energy resources — a process that is entirely free from carbon dioxide, the greenhouse gas primarily responsible for global warming and climate change. Announcing the pact with CCC, Joao Wahnon, Head of Business Development at Fusion Fuel, said: “We are delighted to be partnering with the CCC to open this new market. The Middle East represents a big opportunity and a very promising region for us, given the high levels of solar exposure, strong appetite for green hydrogen projects and strategic geographic position between Europe and Asia. We are excited to bring Fusion Fuel’s revolutionary technology to the Middle East.” Dublin-headquartered Fusion Fuel is credited with developing its own proprietary electrolyser design, dubbed HEVO, that enables the production of hydrogen using renewable energy at highly competitive costs. The company specialises in supplying electrolyser technology to customers interested in building their own green hydrogen capacity. It also plans to develop and operate its own portfolio of hydrogen assets with a view to supplying green hydrogen to clients on long-term supply agreements.

Page 4 CCC Group, through its local subsidiary CCC Oman, has a longstanding presence in the Sultanate dating back to the country’s first renaissance beginning in the 1970s. The company has a number of important infrastructure landmarks to its name, and has since made inroads into Oman’s Oil & Gas sector as well. Dori Barakat, Director of Business Development at CCC added: “We are very pleased to cooperate with Fusion Fuel towards the building of green hydrogen and ammonia plants and to bring our expertise in construction projects, particularly in the Middle East. This cooperation between our companies will generate new opportunities in the development of green energies.” Significantly, the latest venture adds to a string of green hydrogen projects — demonstrator and full- fledged commercial-scale — planned for implementation at key locations around the Sultanate. The Alternative Energy unit of OQ, the integrated energy group of Oman, is joining hands with DEME Concessions, the Belgian-based global solutions provider for the maritime infrastructure and offshore energy industries, in the implementation of a world-scale green hydrogen project at the Special Economic Zone (SEZ) in Duqm. The so-called HYPORT Duqm Green Hydrogen Project envisages an electrolyser capacity of 250- 500 MW in the first phase. Also at Duqm SEZ, the partnership of the Oman Company for the Development of the Special Economic Zone at Duqm (Tatweer) and India’s biggest solar developer ACME Solar Holdings Ltd plans to invest $2.5 billion to manufacture green ammonia and green hydrogen. An MoU signed by the two sides envisions the establishment of a large-scale facility to produce 2,200 mt of green ammonia. A number of pilots and industrial-scale ventures are also planned at Sohar Freezone and in the oilfield areas of the Sultanate.

Source: U.S. Energy Information Administration, Natural Gas Monthly In February 2021, a record-breaking cold snap hit the Lower 48 states. Extreme winter weather caused natural gas production freeze-offs and higher electricity and commodity prices, especially in the top energy-consuming state, Texas. The cold snap affected natural gas production and industrial sector consumption the most, which had the largest monthly declines on record, while residential sector consumption reached a record high. U.S. natural gas production in February 2021—measured by gross withdrawals—averaged 104.8 billion cubic feet per day (Bcf/d), an 8.1 Bcf/d (7%) decrease from January, the largest monthly decline on record. Decreased natural gas production in Texas accounted for most of the overall decline. Texas natural gas production fell by a record 4.3 Bcf/d (15%) to 21.5 Bcf/d. From February 8 to 17, natural gas production in Texas fell by more than 10 Bcf/d. The decline in natural gas production was mostly a result of freeze-offs, when water and other liquids in natural gas wells freeze at the wellhead or in natural gas gathering lines and block the flow. Texas natural gas production infrastructure is more susceptible to the effects of extremely cold weather because it is not winterized to the same extent as natural gas production infrastructure in colder, northern areas of the Lower 48 states.

In February, industrial sector natural gas consumption in Texas fell to 4.1 Bcf/d, or 23% lower than year-ago levels, the largest monthly decline on record. This drop relates to both the direct effects of the extreme cold weather, including power outages and equipment failure, and indirect effects, such as supply shortages and extreme prices. Texas is the largest natural gas-consuming state overall because of its large volumes of consumption in its industrial sector. In February, U.S. consumption of natural gas in the residential sector typically decreases compared with January. Instead, Texas experienced a monthly increase in residential sector consumption because of the extreme cold weather when temperatures remained below freezing for several days. Residential sector consumption in Texas during February reached a monthly record high of 1.8 Bcf/d, 53% higher than year-ago levels and 64% higher than the five-year average. Similarly, commercial sector consumption of natural gas in Texas increased in February, reaching 0.92 Bcf/d, the highest level since January 2018. In Texas’s electric power sector, consumption was essentially flat year over year for February at 4.5 Bcf/, an increase of 1% compared with February 2020. More than 60% of homes in Texas use electricity for home heating, meaning that February’s cold snap should have led to a surge in electricity consumption. However, electricity outages across Texas limited consumption. On February 17, the U.S. benchmark Henry Hub natural gas spot price reached $23.86 dollars per million British thermal unit (MMBtu). By contrast, residential and commercial natural gas prices remained fairly flat for the month in most states because of regulatory policies that set price parameters in advance.

Page 7 U.S:Biggest Winners of Hacked U.S. Pipeline Lie Beyond Borders Bloomberg - Lucia Kassai The biggest winners from the shutdown of North America’s largest oil products pipeline may be outside U.S borders with Latin American fuel buyers being the top beneficiaries. Mexico and Brazil, the two-biggest markets for U.S. fuelmakers last year, may be able to import cheaper gasoline and diesel if the Colonial Pipeline remains shut and leaves production stranded at refineries in Texas. “They’ll have a fire sale on the Gulf Coast,” said Fernando Valle, a New York-based analyst with Bloomberg Intelligence. Refiners need to make room for the ongoing fuel production, creating an incentive to sell the stranded barrels to Mexico, Brazil and Colombia, he said. Colonial, the nation’s largest conduit of fuel from the U.S. Gulf Coast to East Coast markets, was shut Friday by a ransomware attack. Federal law only permits U.S. flagged vessels to deliver cargoes between domestic ports. American-flagged ships can be more expensive to secure, making it easier for the U.S. refining belt in Texas and Louisiana to export fuel and isolating the East Coast from U.S production in the event of a pipeline shutdown. Inventory space in the Gulf Coast for gasoline and other refined products were already filling up before the pipeline shutdown as refiners were increasing production to meet demand for the summer driving season. With inventory space limited, fuel suppliers have already been seen booking ships in the U.S. Gulf Coast for the purpose of temporarily storing fuel, said people familiar with the matter. For Latin American importers, the timing couldn’t be better as they slowly start to emerge from lockdowns. If the pipeline shutdown continues, it will ease pressure on Petroleo Brasileiro SA, the state-controlled oil company, to sell fuel locally below international prices to contain inflation. This will allow them to build some cheap inventories, said Valle. Other beneficiaries of the shutdown may include European refiners, which are already accustomed to sending their excess supply to New York Harbor and could make more inroads into the region, said Alan Gelder, vice president of refining and chemicals at Wood Mackenzie Ltd. To that point, at least four long-range tankers were placed on standby to deliver fuel to the U.S. East Coast if needed. The Colonial system is being brought back online in steps with the goal of “substantially” restoring service by the end of the week, the Alpharetta, Georgia-based company said. If the conduit remains down for an extended period of time, it may push retail gasoline prices to their highest in seven years, according to the AAA. While the national average pump price is approaching the $3-a-gallon mark, drivers in Texas may be cushioned from the blow if the shutdown results in a temporary glut at nearby refineries.

Page 8 fuel pipeline remains days from reopening Reuters The biggest U.S. gasoline pipeline will not resume full operations for several more days due to a ransomware cyberattack blamed on a shadowy criminal network called DarkSide. The attack on the Colonial Pipeline, which carries nearly half the fuel consumed along the U.S. East Coast, is one of the most disruptive digital ransom schemes ever reported. While the impact remains to be quantified, the pipeline shutdown will reduce fuel availability in the near term, push up prices and force refiners to cut production because they have no way to ship the gas. The privately owned company said on Monday it was working on restarting in phases with “the goal of substantially restoring operational service by the end of the week.” The FBI attributed the cyberattack to DarkSide, a group believed to be based in Russia or Eastern Europe. Its ransomware targets computers that do not use keyboards in the languages of former Soviet republics, cyber experts said. President Joe Biden said there was no evidence thus far that Russia’s government was involved. ‘GOAL IS TO MAKE MONEY’ A statement issued in the group’s name on Monday said: “Our goal is to make money, and not creating problems for society.” Its statement did not mention Colonial Pipeline by name. Ransomware is a type of malware designed to lock computers by encrypting data. The hackers demand payment to let the owner regain access. It is unknown how much money the hackers are seeking, and Colonial has not commented on whether it would pay. Anne Neuberger, deputy national security adviser for cybersecurity, told reporters that the Biden administration is not offering advice on whether Colonial should pay the ransom. Colonial on Friday shut its 5,500-mile (8,850-km) pipeline network, which moves fuels including gasoline, diesel and jet fuel, to protect its systems. The episode laid bare the vulnerabilities of energy infrastructure to hackers. U.S. lawmakers responded with calls for stronger protections for critical energy infrastructure. A spokesman for United Nations Secretary-General Antonio Guterres said the attack showed that U.N. member states needed to combat cybercrime to avoid a “devastating impact on the world that we all live in.” Colonial restarted some smaller lines on Sunday between fuel terminals and customer delivery points, releasing fuel stored locally to customers. On Monday, it also began manually operating its 700,000-barrel-per-day multi-product fuel line between Greensboro, North Carolina, and Maryland for a limited time while it has existing inventories.

U.S. West Texas Intermediate (WTI) crude futures fell 61 cents, or 0.94%, to $64.31 a barrel at 0512 GMT, after gaining 2 cents on Monday. Brent crude futures dropped 28 cents, or 0.41%, to $68.04 a barrel, after climbing 4 cents on Monday. “The rally in oil prices was short-lived as the Colonial Pipeline disruption seems it will not have a prolonged impact,” Edward Moya, senior market analyst at OANDA, said in a Tuesday note. The U.S. gasoline futures contract and U.S. heating oil futures, which spiked after the outage, have retreated to pre-Friday levels on the prospect of the restart. The outage, however, has already led Motiva Enterprises LLC to shut two of three crude units at its 607,000 bpd Port Arthur refinery in Texas, the largest in the United States. Total SE also cut gasoline output on Monday at its 225,500 bpd Port Arthur refinery because of the pipeline outage. “It’s quite possible we’ll see reduced crude oil demand. Some refineries in Texas have already scaled back runs because of the pipeline being out,” said Lachlan Shaw, National Australia Bank’s head of commodity research. On the positive side for crude, analysts are expecting data to show U.S. crude inventories fell by about 2.3 million barrels in the week to May 7, following an 8 million-barrel drop the previous week, according to a Reuters poll. Gasoline stocks are expected to have fallen by about 400,000 barrels, six analysts estimated on average ahead of reports from the American Petroleum Institute industry group on Tuesday and the U.S. Energy Information Administration on Wednesday. OPEC is also expected to publish its monthly oil market report on Tuesday, which will include April production numbers.

To make it more easy for the bookmakers, we present some recent developments about the participants in this race. Young gun hydrogen had a boost this week when ten new companies joined the AquaVentus offshore wind-to-hydrogen project, including Ørsted, Equinor, and Royal Boskalis Westminster. Other major industry players are already on board. The project’s offshore wind farms, with a total capacity of 10 GW, would be built between the Heligoland island and the Dogger Bank sandbank by 2035, and the electricity they generate would be used to produce hydrogen at offshore electrolysis plants. In the latest group, the initiative also welcomed the certification company DNV, the engineering specialist Offshore Wind Technologies (OWT), the seamless steel pipe manufacturer Vallourec, the German Research Center for Artificial Intelligence (DFKI), the consultancy company Buckstay, and the logistics service provider Karlsson. From January until mid-March, eight companies have joined the consortium, including the offshore wind developer EnBW and Linde – a hydrogen production, transport, storage and distribution company. EDF’s hydrogen-oriented subsidiary Hynamics, Brunsbüttel Ports, and the maritime service provider EMS have also been part of the AquaVentus consortium since early this year.

Page 14 AquaVentus comprises numerous sub-projects along the value chain from the production of hydrogen in the North Sea to transport to customers on the mainland. The projects include the development of offshore wind farms with integrated hydrogen generation (AquaPrimus), a large- scale offshore hydrogen park (AquaSector), a central supply pipeline (AquaDuctus), port infrastructures (AquaPortus), a research platform (AquaCampus), and hydrogen-based maritime applications (AquaNavis). Under the first sub-project, AquaPrimus, the consortium plans to install two 14 MW wind turbines, each with an electrolyser plant on its foundation platform. The wind turbines would be installed off Mukran, Sassnitz by 2025. This April, project partners Shell, RWE, GASCADE, and Gasunie signed a declaration of intent to further intensify their collaboration on AquaDuctus, with a feasibility study planned as the next step for the project. The AquaVentus project was launched last year by some of the biggest players in offshore wind, including RWE, Shell, Siemens Gamesa, MHI Vestas, Parkwind, Vattenfall, and Northland Power. The project’s offshore wind farms, with a total capacity of 10 GW, would be built between the Heligoland island and the Dogger Bank sandbank by 2035, and the electricity they generate would be used to produce hydrogen at offshore electrolysis plants. From there, hydrogen would be transported to Heligoland and further to the German mainland via the AquaDuctus pipeline system. Some of the hydrogen stored at the AquaPortus in the Heligoland outer port would be used to power vessels. The AquaVentus consortium estimates that the project could yield up to one million tonnes of green hydrogen annually.

The society published a study that demonstrates LNG’s potential to help reach low carbon goals in the shipping industry. Almost nine out of ten respondents of the survey agreed that LNG has a key role to play in reaching IMO 2050. Among six fuel types, it landed the clear majority of the votes. The key message from the panel of industry leaders and a survey of more than 400 attendees at a webinar published in this report is that industry leaders are confident in LNG’s potential to help reach regulatory goals in the coming decades. The study also showed that nearly 40 per cent of shipowners have still not implemented a decarbonisation strategy despite impending regulations. The publication builds from prior issues which have identified LNG’s importance among the various alternative fuel options. Almost nine out of ten respondents of the survey agreed that LNG has a key role to play in reaching IMO 2050. Among six fuel types, it landed the clear majority of the votes. Of the respondents that had not yet put in place a decarbonisation strategy, 70 per cent reported that they had developed a clear understanding of their fleet’s environmental performance in relation to industry peers. Energy to halve carbon intensity per barrel by 2030 North Sea oil and gas player NEO Energy has revealed a set of ambitions to reduce its carbon emissions as part of the energy transition movement with plans to halve its carbon intensity per barrel of oil equivalent by 2030. In a recent interview with Offshore Energy, NEO Energy CEO, Russell Alton, stated that the company was working on its mission statement surrounding low-carbon and would be coming out with a low-carbon transition plan. About a month later, NEO published its Low Carbon Transition Plan (LCTP) setting out an ambitious strategy to reduce its carbon emissions. Announcing its transition plan on Wednesday, NEO said it recognises that climate change is one of the world’s greatest challenges and that it demands thoughtful and urgent action. NEO Energy has therefore outlined a set of clear ambitions to reduce its carbon emissions. Firstly, NEO will seek to reduce the carbon intensity per barrel of oil equivalent produced by its portfolio by 50 per cent by 2030. To achieve this, NEO said it will invest in technology and systems, such as the full or partial electrification of its operations, required to reduce carbon output. Alton has already shared with Offshore Energy the company’s plans to participate in an ongoing discussion in the Central North Sea about the electrification of assets. “We certainly see that the electrification of assets has the most impact on reducing carbon intensity”, he said.

Page 17 Maximising recovery key aspect for NEO Secondly, NEO is aligned with the UK’s net-zero by 2050 target and is proactively working with partners, regulators, and industry bodies to play its part in achieving this goal. In line with The OGA Strategy, a key aspect of NEO’s approach will be to maximise economic recovery from its assets, bringing down the carbon impact per barrel of production. In addition to proactively reducing NEO’s carbon footprint, the business will continue to invest in projects and research that will contribute to a low carbon future, the company said. NEO currently funds research by the Centre for Doctoral Training (CDT) and PhD students in Geoscience and the Low Carbon Energy Transition, the UK’s training and research body for the energy industry with a focus on decarbonisation. As previously reported, NEO Energy is poised to become one of the top five North Sea players following the acquisition of ExxonMobil’s North Sea assets and the acquisition of Zennor Petroleum and its North Sea portfolio. The important development that will come out of these deals is the improvement of NEO ENergy’s carbon intensity within the portfolio overall. Alton told Offshore Energy in April that these assets are gassier and newer: “Integrating the ExxonMobil and Zennor portfolios actually improves our carbon intensity within the portfolio overall, which is a good thing”. Companies like Royal IHC watch these developments on future fuels. To realise the company’s vision of zero emissions and a more sustainable future, Royal IHC is actively cooperating with stakeholders – including national governments, customers and suppliers. These collaborations result in new types of sustainable vessels. When it comes to betting on all horses in a race, the Danish presented an aid scheme to support electricity production from renewable sources, namely onshore wind turbines, offshore wind turbines, wave power plants, hydroelectric power plants and solar PV. The aid, approved under the EU State aid rules, will be awarded through a competitive tendering procedure organised in 2021- 2024. Initiatives like this will spur innovation in the offshore energy industry. Like the project Mincon Group and its partners Subsea Micropiles, the National University of Ireland and the University of Limerick are working on. They will design and build a prototype robotic drilling system and anchor template for the installation of micropile anchor foundations. The focus is to develop micropiles for subsea anchoring use with the goal of reducing the cost of offshore wind by up to 20 per cent. That is good news for the energy transitions race!
