UAE: Abu Dhabi hosts first meeting of "UAE-Russia Industrial,
Technological and Scientific Cooperation Team"
(WAM) -- Abu Dhabi hosted, on June 7th
, the first meeting of the "UAE-Russian Industrial,
Technological and Scientific Cooperation Team," which was headed by Dr. Matar Hamed Al
Neyadi, Under-Secretary of the Ministry of Energy and Industry, and George Kalamanov, Russian
Deputy Minister of Industry and Trade, with the attendance of Alexander Efimov, Ambassador of
Russia to the UAE.
Both sides welcomed the launch of the activities of the team, which is the realisation of an
agreement signed by the UAE and Russian governments on 17th December, 2017, to promote
scientific, technological and industrial cooperation between Emirati and Russian organisations and
companies.
Dr. Al Neyadi highlighted the advancing bilateral relations between the UAE and Russia while
pointing out that the meeting took place a few days after His Highness Sheikh Mohamed bin
Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE
Armed Forces, and Vladimir Putin, President of Russia, announced the strategic partnership
between both countries, which aims to strengthen the overall cooperation between the two
countries.

He added that that the meeting will help affirm the strategic direction of the leadership of both
countries, through facilitating the work of Emirati and Russian companies, developing joint
industrial projects, benefiting from their industrial potential, and entering new markets.
Al Neyadi stressed that Russia’s hosting of the second "Global Manufacturing and Industrialisation
Summit," which is the first global industrial forum launched by the UAE, in cooperation with the
United Nations Industrial Development Organization, UNIDO, highlights their close economic
cooperation.
Kalamanov said that the UAE is one of Russia’s key political and economic partners, which is
proven by the announcement of their strategic partnership while adding that converting their
strategic aims to joint projects in the real world will benefit their people.
The meeting addressed opportunities for joint cooperation between both countries in various
sectors, and was attended by representatives of the Ministry of Energy and Industry, the Ministry
of Foreign Affairs and International Cooperation, the Telecommunications Regulatory Authority,
the UAE Space Agency, the Department of Economic Development-Abu Dhabi and Khalifa
University, as well as leading Emirati companies, such as Masdar, Etihad Rail, Senaat and NPCC,
Mubadala Investment, Thuraya, Al Yah Sat, Tawazun Holding, STRATA Manufacturing, Amana
Group and DuBox.

Oman: Plan to deliver RO2.5bn public projects via PPP by 2020

As many as eight public projects have been identified for implementation by the private sector as
part of the Omani government’s ambitions to promote the widespread adoption of the Public-
Private-Partnership (PPP) model in the development of infrastructure, as well as provision of
public services.
They are among a total of 16 public schemes that the government is keen on seeing being
delivered by the private sector via the PPP route. The objective, according to the Implementation
Support & Follow-up Unit (ISFU) — which is monitoring the timely execution of economic
initiatives conceived under Tanfeedh and other such programmes — is to ensure that priority
public projects worth an estimated RO 2.5 billion are delivered through Public-Private Partnerships
(PPP) by the year 2020.
According to ISFU’s newly released Annual Report 2017, eight public ventures have been
earmarked for implementation by private firms via the PPP route.
They include a major affordable mass housing complex promoted by the Ministry of Housing, a
Fruits & Vegetables Market at Al Felaij backed by Muscat Municipality, Central Lab Complex of
the Ministry of Health, grain storage silos of the Public Authority for Stores and Food Reserves, a
fishing port at Barka planned by the Ministry of Agriculture and Fisheries, and a Centre for
Animals and Plants Genetic Resources promoted by The Research Council.
Of this list, four projects — notably the mass housing scheme, grain silo at Suhar, Barka fishing
port, and Central Lab — have either already been awarded to the private sector or are in the
process of being done, the Unit said.
Importantly, the uptake of projects under the PPP model represents a major triumph for the
government’s efforts to promote the PPP-based concept of development, although a regulatory
framework for public-private-partnerships is yet to be formally endorsed.
That effort, according to ISFU, is ongoing, with a Royal Decree on the framework expected to be
issued before the end of this year. Also in the works is a new PPP law, a draft of which is currently
being reviewed by the Council of Ministers.

“The initiative aims to establish foundations and standards for the public entities to propose
projects to implement through a PPP model,” said the Unit in its report. “For this purpose, the 9th
five-year development
plan was used as a reference to identify projects that can be delivered through PPP. The objective
of is to deliver priority public projects worth RO 2.519 billion by 2020 through public-private
partnerships.
In 2017, the target was to have eight projects with complete profiles and make four projects ready
to be awarded to private sector through PPP.” By the end of 2018, eight projects are expected to
be approved under the PPP regulatory framework, the Unit added.
Middle East ppp
MEED’s latest report on the region’s PPP market shows that 23 per cent of the 80 PPP projects
brought to market in the Mena region since 1996 failed to conclude in a deal.
The primary reason identified for PPP deals not getting off the ground was seen to be
governments failing to offer deal structures that were attractive to investors because they carried
too much investment risk, either from a lack of detail in the project scope, or inadequate
guarantees over revenues.
The findings come as governments across the region are turning to PPP contracts to deliver key
projects in order to reduce spending in response to lower oil earnings.
Deal analysis
In preparing its latest research report, PPP in the Middle East, MEED analysed more than 100
projects across the Mena region including 80 PPP projects that have reached the prequalification
stage in the region since 1996.

had reached financial close while 23
per cent failed to reach financial
close.

MEED’s analysis of the PPP market
highlights the importance of carefully
selecting projects, and carrying out
proper feasibility and financial studies
before projects are brought to market.
MEED says that the most common reason given for the failure of PPP deal to be concluded in the
region was poor deal structuring, where investors feel that they have been asked to accept
structures that require them to accept high levels of risk while expected revenues are unclear.

Pakistan: American Energy Group announces extension of the
Yasin Exploration License ..

The American Energy Group has announced that the Government of Pakistan has granted to the
Company's wholly owned subsidiary, Hycarbex-American Energy, an extension to the Yasin
Exploration License relating back to the date of the request for extension in March, 2013.
Management promptly initiated its plans for exploration and development activities on the Yasin
Exploration License based on this extension.
The extension is subject to additional performance requirements pertaining to seismic, rework of
the Haseeb-1 well and the work program financial obligations which are being reviewed by
Management and which will continue to be discussed with the Government of Pakistan as the
work at the site moves forward.
Commenting upon the receipt from the Pakistan Government of the Yasin Exploration License
extension, Pierce Onthank, President and CEO stated:
'We are elated with the news of these important actions by the Government of Pakistan. The
official extension notification allows Hycarbex to proceed with its planned development of the
Yasin petroleum concession.'

Ghana: Italy's ENI On Track To Double Ghana Gas Output

Italy's ENI is on track to deliver the first gas from its Ghana operations this month, with output
rising to 180 million cubic feet per day, enough to more than double national output by year end,
officials told Reuters on Friday.
ENI, which began oil production from a 45,000 barrel-per-day reserves a year ago, will start
pumping natural gas on June 26 from its Sankofa reserves in a second phase of the company's
$7.9 billion Offshore Cape Three Point project.
"We are on track and working full speed to deliver this month," an ENI source told Reuters,
declining to be named until an official announcement. The source declined to say what early
output levels would be but said an earlier target of 180 million standard cubic feet per day would
be reached in a matter of weeks.
Ghana currently pumps oil-associated gas from two offshore fields operated by UK's Tullow Oil,
including its flagship Jubilee reserves which came on stream in late 2010. Ben Asante, chief
executive of Ghana Gas, told Reuters he expected Ghana's total output to be between 300 million
and 350 million cubic feet per day by year end, when ENI's project is on tap.
"This will sufficiently meet our power needs with some excess for non-power uses," Asante said.
Presently, the country uses around 95 percent of its gas supplies on power generation, Asante
said. Ghana is obliged to use light crude oil to supplement.
Ghana, which also produces cocoa and gold, plans to use its increasing petroleum resources to
revive an economy dogged by high public debt and deficits, forcing the government to sign a $918
million credit deal with The International Monetary Fund.

Swedwn: Nord Stream 2 receives permits from Russia and Sweden

Nord Stream 2, the developer of a pipeline to supply Russian natural gas to the EU market
through the Baltic Sea, has obtained the permit to construct and operate its planned pipeline
system in the Swedish Exclusive Economic Zone (EEZ).
The 1,230-kms-long pipeline system will transport natural gas from Russia to the European Union.
The permit was granted by the government, represented by the Ministry of Enterprise and
Innovation, which is in charge of the application. The permit covers an approx. 510-kms-long route
section in the Swedish EEZ.
'This is an important milestone for the Nord Stream 2 project. We are pleased to have obtained
the Swedish government’s approval to construct and operate the Nord Stream 2 Pipeline,' said
Lars O Grönstedt, Senior Advisor at Nord Stream 2. 'We are now looking forward to continuing the
productive cooperation and open dialogue with the Swedish authorities during the up-coming
construction phase,' said Nicklas Andersson, Permitting Manager Sweden at Nord Stream 2.
Preparatory seabed intervention works, such as pre-lay rock berms and concrete mattresses for
cable crossings, will start at specific sections along the Swedish route in the coming months, while
pipe laying in the Swedish EEZ is scheduled to start later this year.
In a separate announcement, Nord Stream 2 said that it had received the construction permit for
the Russian section of the planned pipeline. The permit has been issued by the Russian Ministry
of Construction and Utilities in line with the established procedure.

Practical implementation of the project under the terms of newly issued permit will begin in the
nearest future, taking into account environmental aspects and in line with the conclusion of the
State Environmental Expert Review.
'We are very pleased to have obtained this permit. This is the result of extensive and thorough
teamwork that has been carried out throughout the comprehensive permitting process. This marks
an important milestone for the Nord Stream 2 project,' said Sergey Serdyukov, Chief Technical
Officer at Nord Stream 2.
In Russia, Nord Stream 2 needs to obtain two main permits. In addition to the permit issued today,
a permit for construct of an underwater pipeline in the territorial sea of the Russian Federation will
be obtained from the Russian Environmental Authority (Rosprirodnadzor). It is expected to be
issued in the nearest future.
To date, Germany, Finland and Sweden (see above) have granted all the necessary permits for
construction and operation of the planned pipeline. The national permitting procedure in Denmark
is ongoing.
Nord Stream 2 builds on proven success
Nord Stream 2 will benefit from the experience of the Nord Stream pipeline, which raised the bar
for environmental, technical and safety standards throughout its planning, construction and
operation.
Nord Stream 2 builds on the success of the Nord Stream pipeline, a European
Project of Common Interest which began transporting natural gas through the
Baltic Sea back in 2011.
Faced with growing demand for gas imports to Europe, Nord Stream 2 will now add a second twin
pipeline along the Baltic Sea route to increase capacity and enhance EU energy security.
• A proven team – Nord Stream 2 comprises experts from over 20 countries around the world
in engineering, environmental monitoring, construction and communications, many of
whom have first-hand experience on Nord Stream or other major infrastructure projects.
• A proven route – While detailed route design for Nord Stream 2 will be based on new
studies, it is also informed by years of research into the Baltic Sea environment that
identified the optimal route for the Nord Stream pipeline.
• A proven design – The new pipeline will replicate many aspects of the proven technical
design and specification of the Nord Stream pipeline.
• A proven approach – The construction approach will be refined throughout the permitting
process, building on the knowledge and tried-and-tested processes developed for the first
pipeline.
Nord Stream has an exemplary record for safety and environmental protection and it has received
annual commendation from independent certification body DNV GL since operations began.
Nord Stream 2 will match these best-in-class commitments to safety, environmental protection
and technical excellence.

U.S: Construction Oked for Alaska's Arctic refuge for oil drilling

The Trump administration said on Thursday it would spend $4 million on construction projects in
the Arctic National Wildlife Refuge (ANWR) in preparation for oil drilling in the nation’s biggest
wildlife park.
In an announcement that touted planned improvements to U.S. Fish and Wildlife Service visitor
facilities, the Department of the Interior said it has approved spending on projects for “Oil
Exploration Readiness” in the coastal plain of the Arctic refuge.
The Trump administration is pushing for an oil lease sale in the refuge to be held as early as next
year. The tax-overhaul bill passed by the U.S. Congress last December includes a provision
mandating two oil lease sales, each offering at least 400,000 acres (161,874.26 hectares), within
seven years.
The 19-million-acre (7.7 million-hectare) Arctic refuge, the largest in the U.S. national wildlife
refuge system, contains some of the wildest territory in North America. There are no roads,
established trails or buildings of any type within the refuge border, and no cell phone service,
according to the Fish and Wildlife Service.
“This is a true wilderness Refuge,” the Arctic refuge website advises.

Political and business leaders in oil-dependent Alaska have tried for decades to pry open the
refuge’s coastal plain, which is believed to hold potential for billions of barrels of oil. But the plain,
between the Brooks Range mountains and the Arctic Ocean, is prized for its importance to
caribou, polar bears and other wildlife. Oil development there had been banned until Alaska
Senator Lisa Murkowski led a move to insert a pro-drilling provision into the 2017 tax bill signed by
President Donald Trump.
In Alaska, the development plan is largely embraced, but not universally so. Drilling opponents
gathered outside of last week’s Anchorage and Fairbanks hearings about the proposed lease
sales to protest the plan.
Interior spokeswoman Heather Swift, in an email, said the $4 million “will be used to support six
projects designed to improve and construct existing outbuildings, facilities and research
operations.”
That work will include improvements to facilities located outside the refuge, in the Inupiat village of
Kaktovik and at Galbraith Lake along the Trans Alaska Pipeline corridor, she said in the email.
The $4 million appropriation for Arctic refuge projects is one of the largest single items in a total of
$50 million in planned DOI construction spending.
“The President is a builder, he loves to build and he loves our public lands, so it is a natural fit that
the Trump Administration is dedicating so much attention to rebuilding our aging Fish and Wildlife
Service infrastructure,” Secretary Ryan Zinke said in a statement on Thursday.
A partnership of three companies is seeking to do seismic surveys in the refuge starting this
winter. That plan, from SAExploration and two Alaska Native corporations, was panned by the
U.S., Fish and Wildlife Service, the Washington Post reported last month.
There has been no decision on that application, Swift said on Thursday. “It was a draft application.
The Department does not make decisions based upon early drafts,” she said by email.

Oil falls on concerns over rising supply, weaker demand

Oil prices fell on Friday as concerns about surging U.S. output and falling demand in China
weighed on the contract and JP Morgan cut its price forecast.
Brent crude futures LCOc1 settled down 86 cents, or 1.1 percent, at $76.46 a barrel. U.S. West
Texas Intermediate (WTI) crude futures CLc1 ended 21 cents lower at $65.74 a barrel. For the
week, Brent fell 0.5 percent, while U.S. crude slipped 0.3 percent.

In the past three weeks, prices have declined from three-year highs as the market has contended
with supply concerns. On Friday, oil prices came under pressure after data suggested Chinese
demand was waning and concerns lingered about growing U.S. output.
Hedge funds and other money managers cut their bullish bets on U.S. crude futures in the week
ended June 5, the U.S. Commodity Futures Trading Commission (CFTC) said.
JP Morgan cut its 2018 crude forecast for WTI by $3 to $62.20 a barrel. The bank said geopolitical
tensions and lingering risks of supply disruptions may push prices higher during the second half
2018, it expects prices will head lower late in the year, and remain capped in 2019.
The futures contracts dipped after the forecast was issued, and then pared losses. China’s May
crude oil imports eased away from a record high hit the previous month, customs data showed,
with state-run refineries entering planned maintenance.
May shipments were 39.05 million tonnes, or 9.2 million barrels per day (bpd). That compared with
9.6 million bpd in April. Further weighing on prices has been rising U.S. output C-OUT-T-EIA,
which hit another record last week at 10.8 million bpd.

U.S. drillers added one oil rig in the week to June 8, bringing the total count to 862, the highest
level since March 2015, General Electric Co’s Baker Hughes energy services firm said in its
closely followed report. The surge in U.S. production has pulled down WTI into a discount versus
Brent CL-LCO1=R of more than $11 a barrel, its steepest since 2015.

Despite Friday’s decline, Brent remains more than 15 percent above its level at the start of the
year. U.S. investment bank Jefferies said the crude market is tight and spare capacity could
dwindle to 2 percent of demand in the second half of 2018, its lowest level since at least 1984.
Markets have been tightened by supply trouble in Venezuela, where state-owned oil company
PDVSA is struggling to clear a backlog of about 24 million barrels of crude waiting to be shipped
to customers.
More generally, Brent has been pushed up by the voluntary production cuts put in place last year,
led by the Organization of the Petroleum Exporting Countries (OPEC) and Russia. OPEC and
Russia meet on June 22/23 to discuss production policy.
On Friday, OPEC’s third-largest producer Iran criticized a U.S. request that Saudi Arabia pump
more oil to cover a drop in Iranian exports and predicted that OPEC would not heed the appeal.
Headlines on OPEC members’ plans for the meeting later this month will lead to volatile market
swings, said Tariq Zahir, managing member of Tyche Capital Advisors in New York.

Education needed to drive the use of electric cars in the GCC

Spreading awareness on the importance of shifting to e-cars is key to achieving government's
target on reducing carbon emission. GCC Public awareness and education on electric vehicles
(EV) usage must complement the government's efforts in introducing incentives and investing in
infrastructure, experts said.
The UAE and the GCC has been heavily investing in importing eco-friendly cars and replacing fuel
vehicles in government entities' fleets, while introducing attractive incentives for the public to
achieve at least a two per cent electric or hybrid vehicles target in Dubai by 2020 and 10 per cent
by 2030.

While Dubai's e-car infrastructure is said to be better than global cities, the biggest challenge in
the country isn't a connected infrastructure, as much as educating people on the importance of
shifting to eco-friendly cars.
The Dubai Electricity and Water Authority (Dewa) has so far installed 137 EV Green Chargers in
malls, airports, residential, petrol stations, residential complexes and commercial offices, working
to increase this number to 200 by the end of this year, with each station capable of charging two
cars simultaneously. Abu Dhabi National Oil Company plans to raise its 12 charging stations to 20
in the Capital.
Yet the public remains hesitant to buy an electric car given its high price and low market supply.
Ben Pullen, co-founder and managing director of Global EVRT, said besides saving the
environment, electric cars are faster, smoother and cheaper to drive.
"People are usually concerned about the driving experience, but the technology and experience of
driving an electric car is much more efficient, making the acceleration smoother and faster than a
fuel vehicle," said Pullen.
Electric car users receive 70 free parking spaces in 40 paid parking zones across Dubai, free car
charging until end of 2019, free Salik tags and exemption of the Roads and Transports Authority
(RTA) vehicle registration and renewal fees. Eco-friendly cars produce 33 per cent less carbon
emissions compared to other cars.
Despite the high cost of purchasing an electric vehicle, its long-term cost-effectiveness makes it
an investment. Buying an eco-friendly car in instalments is possible, especially if users are aware

that they will save huge amounts of money on the long run amid the escalating fuel prices and
high maintenance costs of fuel vehicles, Pullen said.
While Dewa has set the tariff for charging an e-vehicle at Green Chargers at 29 fils per kilowatt,
an e-car can last up to a week without charging if a driver travels 50km per day, with no extra
charges spent on parking or Salik tags.
"With the current e-car infrastructure, people can easily drive from Abu Dhabi to Dubai for
example. People can have their own charging stations at home or in the office, another privilege
that isn't present in a fuel vehicle."
Global EVRT recently installed over 20 charging stations in Abu Dhabi, Ras Al Khaima, Fujairah,
Dubai and Oman.
Charging a Renault electric car costs Dh7, as compared to fueling a petrol-powered Renault with
about Dh120, and a Tesla car can cost up to Dh29 compared to over Dh200 of fuel. A standard
residential electricity rate applies if a car is charged at home.
Pullen said a main challenge, however, remains the low number of e-cars available in the market
due to the hesitance of manufacturers about the demand.
Despite the low number of e-cars, a Dewa study suggested that incentives and awareness will
help Dubai witness a surge in eco-friendly cars sales to 32,000 by 2020 and 42,000 by 2030. The
aim is to make electric cars reach 2 per cent of Dubai's vehicular fleet by 2020 and 10 per cent by
2030.
Govt entities' use of e-cars
Some government bodies such as Dewa have already purchased a number of electric cars for its
fleet for everyday use. Dewa was the first government entity in Dubai to add 100 per cent electric
vehicles to its fleet by adopting 13 electric vehicles in 2015-2016.
The UAE also signed a contract for 200 Tesla Model S sedans and Model X SUVs, equipped with
autopilot software. Meanwhile the RTA is replacing 50 per cent of the city's taxi fleet with eco-
friendly vehicles by 2021. Currently, around 20 per cent of the taxis are hybrid.
Dubai Municipality's fleet is 10 per cent hybrid or electric cars after receiving 20 Toyota Prius cars
recently. The municipality dedicates 25 per cent of its budget to using electric cars within the
organisation to reduce carbon emissions, cut down maintenance and operation cost, and reduce
harmful emissions.
The vehicles are operated by integrating their gasoline engines with an electric motor and a large
hybrid battery, which is charged continuously when braking and decelerating.
The hybrid system mates an electric motor that provides power at low speeds with an engine that
delivers it at high speeds. The integrated generator charges the battery while driving. This stored
energy has the capacity to cover a distance of 700km to 1100km. The rate of emissions reduction
will range between 36 per cent to 74 per cent during the first 50km covered by the vehicle.
Authorities aim to decrease carbon emissions by 16 per cent by 2021, which is why the
government stated that 10 per cent of cars purchased will be electric or hybrid cars.
According to 'Technologies for Future Smart City Transit', brought out by Masdar in collaboration
with Bloomberg New Energy Finance (BNEF) back in January, global electric passenger vehicle
sales grew 57 per cent between 2015 and 2016, spurred by the fall in lithium battery prices that
dropped by 79 per cent between 2010 and 2017.

Both sides welcomed the launch of the activities of the team, which is the realisation of an agreement signed by the UAE and Russian governments on 17th December, 2017, to promote scientific, technological and industrial cooperation between Emirati and Russian organisations and companies. Dr. Al Neyadi highlighted the advancing bilateral relations between the UAE and Russia while pointing out that the meeting took place a few days after His Highness Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, and Vladimir Putin, President of Russia, announced the strategic partnership between both countries, which aims to strengthen the overall cooperation between the two countries.

Al Neyadi stressed that Russia’s hosting of the second "Global Manufacturing and Industrialisation Summit," which is the first global industrial forum launched by the UAE, in cooperation with the United Nations Industrial Development Organization, UNIDO, highlights their close economic cooperation. Kalamanov said that the UAE is one of Russia’s key political and economic partners, which is proven by the announcement of their strategic partnership while adding that converting their strategic aims to joint projects in the real world will benefit their people. Page 3 • Home Oman: Plan to deliver RO2.5bn public projects via PPP by 2020 Oman Observer - Conrad Prabhu As many as eight public projects have been identified for implementation by the private sector as part of the Omani government’s ambitions to promote the widespread adoption of the Public- Private-Partnership (PPP) model in the development of infrastructure, as well as provision of public services. They are among a total of 16 public schemes that the government is keen on seeing being delivered by the private sector via the PPP route. The objective, according to the Implementation Support & Follow-up Unit (ISFU) — which is monitoring the timely execution of economic initiatives conceived under Tanfeedh and other such programmes — is to ensure that priority public projects worth an estimated RO 2.5 billion are delivered through Public-Private Partnerships (PPP) by the year 2020. According to ISFU’s newly released Annual Report 2017, eight public ventures have been earmarked for implementation by private firms via the PPP route. They include a major affordable mass housing complex promoted by the Ministry of Housing, a Fruits & Vegetables Market at Al Felaij backed by Muscat Municipality, Central Lab Complex of the Ministry of Health, grain storage silos of the Public Authority for Stores and Food Reserves, a fishing port at Barka planned by the Ministry of Agriculture and Fisheries, and a Centre for Animals and Plants Genetic Resources promoted by The Research Council. Of this list, four projects — notably the mass housing scheme, grain silo at Suhar, Barka fishing port, and Central Lab — have either already been awarded to the private sector or are in the process of being done, the Unit said. Importantly, the uptake of projects under the PPP model represents a major triumph for the government’s efforts to promote the PPP-based concept of development, although a regulatory framework for public-private-partnerships is yet to be formally endorsed. That effort, according to ISFU, is ongoing, with a Royal Decree on the framework expected to be issued before the end of this year. Also in the works is a new PPP law, a draft of which is currently being reviewed by the Council of Ministers.

Page 4 “The initiative aims to establish foundations and standards for the public entities to propose projects to implement through a PPP model,” said the Unit in its report. “For this purpose, the 9th five-year development plan was used as a reference to identify projects that can be delivered through PPP. The objective of is to deliver priority public projects worth RO 2.519 billion by 2020 through public-private partnerships. In 2017, the target was to have eight projects with complete profiles and make four projects ready to be awarded to private sector through PPP.” By the end of 2018, eight projects are expected to be approved under the PPP regulatory framework, the Unit added. Middle East ppp MEED’s latest report on the region’s PPP market shows that 23 per cent of the 80 PPP projects brought to market in the Mena region since 1996 failed to conclude in a deal. The primary reason identified for PPP deals not getting off the ground was seen to be governments failing to offer deal structures that were attractive to investors because they carried too much investment risk, either from a lack of detail in the project scope, or inadequate guarantees over revenues. The findings come as governments across the region are turning to PPP contracts to deliver key projects in order to reduce spending in response to lower oil earnings. Deal analysis In preparing its latest research report, PPP in the Middle East, MEED analysed more than 100 projects across the Mena region including 80 PPP projects that have reached the prequalification stage in the region since 1996. The results showed that about 49 per cent of all PPP projects brought to the market in the Mena region since 1996 had reached financial close while 23 per cent failed to reach financial close. The remainder of the deals, about 28 per cent, remain at different stages of development ranging from seeking expressions of interest (EoI) from prospective developers, to having signed the PPP contract but still working towards a financial close MEED’s analysis of the PPP market highlights the importance of carefully selecting projects, and carrying out proper feasibility and financial studies before projects are brought to market. MEED says that the most common reason given for the failure of PPP deal to be concluded in the region was poor deal structuring, where investors feel that they have been asked to accept structures that require them to accept high levels of risk while expected revenues are unclear.

Source: American Energy Group The American Energy Group has announced that the Government of Pakistan has granted to the Company's wholly owned subsidiary, Hycarbex-American Energy, an extension to the Yasin Exploration License relating back to the date of the request for extension in March, 2013. Management promptly initiated its plans for exploration and development activities on the Yasin Exploration License based on this extension. The extension is subject to additional performance requirements pertaining to seismic, rework of the Haseeb-1 well and the work program financial obligations which are being reviewed by Management and which will continue to be discussed with the Government of Pakistan as the work at the site moves forward. Commenting upon the receipt from the Pakistan Government of the Yasin Exploration License extension, Pierce Onthank, President and CEO stated: 'We are elated with the news of these important actions by the Government of Pakistan. Page 6 Ghana: Italy's ENI On Track To Double Ghana Gas Output by Reuters + newbase Italy's ENI is on track to deliver the first gas from its Ghana operations this month, with output rising to 180 million cubic feet per day, enough to more than double national output by year end, officials told Reuters on Friday. ENI, which began oil production from a 45,000 barrel-per-day reserves a year ago, will start pumping natural gas on June 26 from its Sankofa reserves in a second phase of the company's $7.9 billion Offshore Cape Three Point project. "We are on track and working full speed to deliver this month," an ENI source told Reuters, declining to be named until an official announcement. The source declined to say what early output levels would be but said an earlier target of 180 million standard cubic feet per day would be reached in a matter of weeks. Ghana currently pumps oil-associated gas from two offshore fields operated by UK's Tullow Oil, including its flagship Jubilee reserves which came on stream in late 2010. Ben Asante, chief executive of Ghana Gas, told Reuters he expected Ghana's total output to be between 300 million and 350 million cubic feet per day by year end, when ENI's project is on tap. "This will sufficiently meet our power needs with some excess for non-power uses," Asante said. Presently, the country uses around 95 percent of its gas supplies on power generation, Asante said. Ghana is obliged to use light crude oil to supplement. Ghana, which also produces cocoa and gold, plans to use its increasing petroleum resources to revive an economy dogged by high public debt and deficits, forcing the government to sign a $918 million credit deal with The International Monetary Fund.

Page 7 Swedwn: Nord Stream 2 receives permits from Russia and Sweden Source: Nord Stream 2 Nord Stream 2, the developer of a pipeline to supply Russian natural gas to the EU market through the Baltic Sea, has obtained the permit to construct and operate its planned pipeline system in the Swedish Exclusive Economic Zone (EEZ). The 1,230-kms-long pipeline system will transport natural gas from Russia to the European Union. The permit was granted by the government, represented by the Ministry of Enterprise and Innovation, which is in charge of the application. The permit covers an approx. 510-kms-long route section in the Swedish EEZ. 'This is an important milestone for the Nord Stream 2 project. We are pleased to have obtained the Swedish government’s approval to construct and operate the Nord Stream 2 Pipeline,' said Lars O Grönstedt, Senior Advisor at Nord Stream 2. 'We are now looking forward to continuing the productive cooperation and open dialogue with the Swedish authorities during the up-coming construction phase,' said Nicklas Andersson, Permitting Manager Sweden at Nord Stream 2. Preparatory seabed intervention works, such as pre-lay rock berms and concrete mattresses for cable crossings, will start at specific sections along the Swedish route in the coming months, while pipe laying in the Swedish EEZ is scheduled to start later this year. In a separate announcement, Nord Stream 2 said that it had received the construction permit for the Russian section of the planned pipeline. The permit has been issued by the Russian Ministry of Construction and Utilities in line with the established procedure.

Page 8 Practical implementation of the project under the terms of newly issued permit will begin in the nearest future, taking into account environmental aspects and in line with the conclusion of the State Environmental Expert Review. 'We are very pleased to have obtained this permit. This is the result of extensive and thorough teamwork that has been carried out throughout the comprehensive permitting process. This marks an important milestone for the Nord Stream 2 project,' said Sergey Serdyukov, Chief Technical Officer at Nord Stream 2. In Russia, Nord Stream 2 needs to obtain two main permits. In addition to the permit issued today, a permit for construct of an underwater pipeline in the territorial sea of the Russian Federation will be obtained from the Russian Environmental Authority (Rosprirodnadzor). It is expected to be issued in the nearest future. To date, Germany, Finland and Sweden (see above) have granted all the necessary permits for construction and operation of the planned pipeline. The national permitting procedure in Denmark is ongoing. Nord Stream 2 builds on proven success Nord Stream 2 will benefit from the experience of the Nord Stream pipeline, which raised the bar for environmental, technical and safety standards throughout its planning, construction and operation. Nord Stream 2 builds on the success of the Nord Stream pipeline, a European Project of Common Interest which began transporting natural gas through the Baltic Sea back in 2011. Faced with growing demand for gas imports to Europe, Nord Stream 2 will now add a second twin pipeline along the Baltic Sea route to increase capacity and enhance EU energy security. • A proven team – Nord Stream 2 comprises experts from over 20 countries around the world in engineering, environmental monitoring, construction and communications, many of whom have first-hand experience on Nord Stream or other major infrastructure projects. • A proven route – While detailed route design for Nord Stream 2 will be based on new studies, it is also informed by years of research into the Baltic Sea environment that identified the optimal route for the Nord Stream pipeline. • A proven design – The new pipeline will replicate many aspects of the proven technical design and specification of the Nord Stream pipeline. • A proven approach – The construction approach will be refined throughout the permitting process, building on the knowledge and tried-and-tested processes developed for the first pipeline. Nord Stream has an exemplary record for safety and environmental protection and it has received annual commendation from independent certification body DNV GL since operations began. Nord Stream 2 will match these best-in-class commitments to safety, environmental protection and technical excellence.

Page 9 U.S: Construction Oked for Alaska's Arctic refuge for oil drilling Reuters + NewBase The Trump administration said on Thursday it would spend $4 million on construction projects in the Arctic National Wildlife Refuge (ANWR) in preparation for oil drilling in the nation’s biggest wildlife park. In an announcement that touted planned improvements to U.S. Fish and Wildlife Service visitor facilities, the Department of the Interior said it has approved spending on projects for “Oil Exploration Readiness” in the coastal plain of the Arctic refuge. The Trump administration is pushing for an oil lease sale in the refuge to be held as early as next year. The tax-overhaul bill passed by the U.S. Congress last December includes a provision mandating two oil lease sales, each offering at least 400,000 acres (161,874.26 hectares), within seven years. The 19-million-acre (7.7 million-hectare) Arctic refuge, the largest in the U.S. national wildlife refuge system, contains some of the wildest territory in North America. There are no roads, established trails or buildings of any type within the refuge border, and no cell phone service, according to the Fish and Wildlife Service. “This is a true wilderness Refuge,” the Arctic refuge website advises.

Page 10 Political and business leaders in oil-dependent Alaska have tried for decades to pry open the refuge’s coastal plain, which is believed to hold potential for billions of barrels of oil. But the plain, between the Brooks Range mountains and the Arctic Ocean, is prized for its importance to caribou, polar bears and other wildlife. Oil development there had been banned until Alaska Senator Lisa Murkowski led a move to insert a pro-drilling provision into the 2017 tax bill signed by President Donald Trump. In Alaska, the development plan is largely embraced, but not universally so. Drilling opponents gathered outside of last week’s Anchorage and Fairbanks hearings about the proposed lease sales to protest the plan. Interior spokeswoman Heather Swift, in an email, said the $4 million “will be used to support six projects designed to improve and construct existing outbuildings, facilities and research operations.” That work will include improvements to facilities located outside the refuge, in the Inupiat village of Kaktovik and at Galbraith Lake along the Trans Alaska Pipeline corridor, she said in the email. The $4 million appropriation for Arctic refuge projects is one of the largest single items in a total of $50 million in planned DOI construction spending. “The President is a builder, he loves to build and he loves our public lands, so it is a natural fit that the Trump Administration is dedicating so much attention to rebuilding our aging Fish and Wildlife Service infrastructure,” Secretary Ryan Zinke said in a statement on Thursday. A partnership of three companies is seeking to do seismic surveys in the refuge starting this winter. That plan, from SAExploration and two Alaska Native corporations, was panned by the U.S., Fish and Wildlife Service, the Washington Post reported last month. There has been no decision on that application, Swift said on Thursday. “It was a draft application. The Department does not make decisions based upon early drafts,” she said by email.

Brent crude futures LCOc1 settled down 86 cents, or 1.1 percent, at $76.46 a barrel. U.S. West Texas Intermediate (WTI) crude futures CLc1 ended 21 cents lower at $65.74 a barrel. On Friday, oil prices came under pressure after data suggested Chinese demand was waning and concerns lingered about growing U.S. output. Hedge funds and other money managers cut their bullish bets on U.S. crude futures in the week ended June 5, the U.S. Commodity Futures Trading Commission (CFTC) said. JP Morgan cut its 2018 crude forecast for WTI by $3 to $62.20 a barrel. The bank said geopolitical tensions and lingering risks of supply disruptions may push prices higher during the second half 2018, it expects prices will head lower late in the year, and remain capped in 2019. The futures contracts dipped after the forecast was issued, and then pared losses. China’s May crude oil imports eased away from a record high hit the previous month, customs data showed, with state-run refineries entering planned maintenance. May shipments were 39.05 million tonnes, or 9.2 million barrels per day (bpd). That compared with 9.6 million bpd in April. Further weighing on prices has been rising U.S. output C-OUT-T-EIA, which hit another record last week at 10.8 million bpd.

U.S. investment bank Jefferies said the crude market is tight and spare capacity could dwindle to 2 percent of demand in the second half of 2018, its lowest level since at least 1984. Markets have been tightened by supply trouble in Venezuela, where state-owned oil company PDVSA is struggling to clear a backlog of about 24 million barrels of crude waiting to be shipped to customers. More generally, Brent has been pushed up by the voluntary production cuts put in place last year, led by the Organization of the Petroleum Exporting Countries (OPEC) and Russia. OPEC and Russia meet on June 22/23 to discuss production policy. On Friday, OPEC’s third-largest producer Iran criticized a U.S. request that Saudi Arabia pump more oil to cover a drop in Iranian exports and predicted that OPEC would not heed the appeal. The UAE and the GCC has been heavily investing in importing eco-friendly cars and replacing fuel vehicles in government entities' fleets, while introducing attractive incentives for the public to achieve at least a two per cent electric or hybrid vehicles target in Dubai by 2020 and 10 per cent by 2030.

Page 15 While Dubai's e-car infrastructure is said to be better than global cities, the biggest challenge in the country isn't a connected infrastructure, as much as educating people on the importance of shifting to eco-friendly cars. The Dubai Electricity and Water Authority (Dewa) has so far installed 137 EV Green Chargers in malls, airports, residential, petrol stations, residential complexes and commercial offices, working to increase this number to 200 by the end of this year, with each station capable of charging two cars simultaneously. Abu Dhabi National Oil Company plans to raise its 12 charging stations to 20 in the Capital. Yet the public remains hesitant to buy an electric car given its high price and low market supply. Ben Pullen, co-founder and managing director of Global EVRT, said besides saving the environment, electric cars are faster, smoother and cheaper to drive. "People are usually concerned about the driving experience, but the technology and experience of driving an electric car is much more efficient, making the acceleration smoother and faster than a fuel vehicle," said Pullen. Electric car users receive 70 free parking spaces in 40 paid parking zones across Dubai, free car charging until end of 2019, free Salik tags and exemption of the Roads and Transports Authority (RTA) vehicle registration and renewal fees. Eco-friendly cars produce 33 per cent less carbon emissions compared to other cars. Despite the high cost of purchasing an electric vehicle, its long-term cost-effectiveness makes it an investment. Page 16 that they will save huge amounts of money on the long run amid the escalating fuel prices and high maintenance costs of fuel vehicles, Pullen said. While Dewa has set the tariff for charging an e-vehicle at Green Chargers at 29 fils per kilowatt, an e-car can last up to a week without charging if a driver travels 50km per day, with no extra charges spent on parking or Salik tags. "With the current e-car infrastructure, people can easily drive from Abu Dhabi to Dubai for example. People can have their own charging stations at home or in the office, another privilege that isn't present in a fuel vehicle." Global EVRT recently installed over 20 charging stations in Abu Dhabi, Ras Al Khaima, Fujairah, Dubai and Oman. Charging a Renault electric car costs Dh7, as compared to fueling a petrol-powered Renault with about Dh120, and a Tesla car can cost up to Dh29 compared to over Dh200 of fuel. A standard residential electricity rate applies if a car is charged at home. Pullen said a main challenge, however, remains the low number of e-cars available in the market due to the hesitance of manufacturers about the demand. Despite the low number of e-cars, a Dewa study suggested that incentives and awareness will help Dubai witness a surge in eco-friendly cars sales to 32,000 by 2020 and 42,000 by 2030. The aim is to make electric cars reach 2 per cent of Dubai's vehicular fleet by 2020 and 10 per cent by 2030. Govt entities' use of e-cars Some government bodies such as Dewa have already purchased a number of electric cars for its fleet for everyday use. Dewa was the first government entity in Dubai to add 100 per cent electric vehicles to its fleet by adopting 13 electric vehicles in 2015-2016. The UAE also signed a contract for 200 Tesla Model S sedans and Model X SUVs, equipped with autopilot software. Meanwhile the RTA is replacing 50 per cent of the city's taxi fleet with eco- friendly vehicles by 2021. Currently, around 20 per cent of the taxis are hybrid. Dubai Municipality's fleet is 10 per cent hybrid or electric cars after receiving 20 Toyota Prius cars recently. The municipality dedicates 25 per cent of its budget to using electric cars within the organisation to reduce carbon emissions, cut down maintenance and operation cost, and reduce harmful emissions. The vehicles are operated by integrating their gasoline engines with an electric motor and a large hybrid battery, which is charged continuously when braking and decelerating. The hybrid system mates an electric motor that provides power at low speeds with an engine that delivers it at high speeds. The integrated generator charges the battery while driving. This stored energy has the capacity to cover a distance of 700km to 1100km. The rate of emissions reduction will range between 36 per cent to 74 per cent during the first 50km covered by the vehicle. Authorities aim to decrease carbon emissions by 16 per cent by 2021, which is why the government stated that 10 per cent of cars purchased will be electric or hybrid cars. According to 'Technologies for Future Smart City Transit', brought out by Masdar in collaboration with Bloomberg New Energy Finance (BNEF) back in January, global electric passenger vehicle sales grew 57 per cent between 2015 and 2016, spurred by the fall in lithium battery prices that dropped by 79 per cent between 2010 and 2017.
