Outline for a monthly subscription based sustainable transportation system. For a low monthly fee an individual will be afforded access to a combination bike share, bus/rail pass and a limited use taxi ride share.
2. SO WHAT IS THE CSTP
• The CSTP is a monthly hybrid transportation pass
that affords subscribers access to three distinct
modes of transportation
BIKE
BUS/RAIL
CAB
3. HOW IT WORKS
• A customer purchases a monthly membership at a
set rate (say $150/mo) plus a one time start up fee
($10) (used to recuperate cost of card
production, web site set up and POS machinery)

• Bike – held in locked stations a subscriber will need to
swipe their card to unlock the holding bay and press a
button to the corresponding unit then security will be
deactivated for short, set period of time then will be
relocked. Bikes can be either purchased, leased or
donated by/from reseller or manufacturer
• Security Concern – bike(s) are stolen/damaged
Solution – card holders are liable for any and all damages
that occur as a result of impropriety or direct negligence.
All bikes will need to be returned to their original holding
station within 24 hours or the customer will be charged the
full cost of the bicycle
5. HOW IT WORKS cont..
• Bus/Rail – as part of a customers monthly
subscription plan they will be afforded unlimited
access to all Greater Cleveland RTA bus and rail
lines without being subject to any additional fees or
blackouts
Potential Obstacle – How to integrate card with
current RTA pass barcode system
Solution: Issue a separate, stand alone card, that
differs in color, with the CSTP logo and the issue month

• Cab – the final portion of a subscribers
membership will include access to a cab
vehicle/service. This portion will include
several stipulations, they are:
o All vehicle requests will require an 8 hour notice
to ensure availability
o A total of 6 rides per month
o Rides capped at 50 total miles (1 way or RT)
o Rides requiring more than 1 hour of continuous
driving will be subject to a $5 loss-of-fare
recovery charge assessed at 30 min intervals

• There are many things left unexplained but there
are three points I wish to close with…
o This program can exist as a packaged deal as
well as a POS for the three systems individually
o The program can be run by whoever is willing to
commit the time and resources
o If possible this program could be set up as a nonfor-profit to reduce any tax liabilities it may
create
