Summary
In Japan, education using ICT in the GIGA school model is progressing. An ambitious vision for the use of
educational data was announced in March of last year, and expectations are building for improving the quality
of teaching and learning through data standardization and usage. This session, titled What is Required to Protect
Children's Rights and Privacy, will examine data collected during the educational process and its control from an
international standpoint.
First, Dixson Siu, co-founder of MyData4Children and a Fujitsu employee, introduces "UNICEF's Manifesto for
Better Governance of Children's Data." Based on his own experience, he then discusses design principles to
consider when incorporating this manifesto into your product (age-appropriate design and three points of the
manifesto that you can immediately work on).
Dr. V. Hillman, a visiting researcher at LSE, will then discuss the context for the emergence of principles
embracing data minimization and the establishment of data governance. She has spent years conducting
research on educational data governance.
Keiko Tanaka of the Kyoto College of Graduate Studies in Informatics is researching the digitalization of
academic achievements that validate open learning. She wanted the governance of educational data in the
English-speaking world to be discussed in Japan as well, and asked Dr. Hillman for a presentation, and this
session was held as a result. She will share some of the key concepts from the literature including
"cyberdelegation," a situation in which the education side lacks the necessary knowledge and naively delegated
to the technology side, and the similarities with privatization in the English-speaking world.
Education is an attractive market for giant corporations, which control infrastructure and create complex data
streams through cloud services and their own products. Globally, governments support innovation and leave
the edTech sector largely unscrutinized. Human Rights Watch recently reported that edtech companies are
sharing children's data with advertising companies and data brokers. How can we protect the human rights
(education, privacy) of school-age children who are in the important process of character formation? It is
necessary to examine the impact of evaluations made by machines prior to children's independent decisions.
The European GDPR has guidelines on automated decision-making and profiling, such as by artificial
intelligence.
Finally, Dr.Hillman suggest that there is an urgent need to develop institutional governance and oversight
mechanisms for educational technology companies. For example, roads near schools are designated as school
zones by discussion among concerned parties, and speed limits are set and cameras are installed. Similarly, for
educational technology, it is desirable to establish systems and benchmarks that must be complied with, (2)
external audits and verifications, and (3) ethical technological innovation and practice, and continuous
monitoring and supervision. .
