CHILD, YOUTH, AND FAMILY PROGRAMS

Abstract
This paper examines the benefit cost analyses of youth, children, and family programs by means of
investigating previous studies in the area and comparing benefit cost analyses of different programs.
Benefit cost analysis (BCA) of these programs differ from BCA of infrastructure, health or
environmental programs due to the mental and intangible consequences. This paper addresses the
main principles applied in BCA and procedural steps. It also compares BCA of programs conducted
by nonprofit and government organizations. The strength and challenges of BCAs in family, child

For the public programs, BCA is recommended by legislators. According to Circular A–94, for
formal assessments of federal programs BCA is recommended since it is a more comprehensive
method than the cost–effectiveness analysis (Circular A–94, 2016, pg.1)
Social programs consist of many different kind of programs including general welfare, education,
housing, senior programs, social security benefits, health, youth, children, family, etc. Since social
programs refer to a very broad category, I limited my study to youth, child, and family programs. In
this paper I will explain the literature review I made on BCA applications of youth, children, and
family programs. In the first part of my study, I will give some background information about BCA
of such programs. In the latter part, I will explain how BCA is applied to those programs. At the
third part of my paper, I will give examples from BCA done before and will compare these analyses.
The next part of my paper will consist of challenges that researchers face during the BCA of youth,
child, and family programs and recommendations from some different studies. Finally, I will
summarize my findings.

Decision makers attach particular importance to BCA for the choices between the youth, child, and

The products of human work are the 'objectification' of an individual's human nature; the individual
is in what he makes and through this objectification we ultimately come to understand ourselves
(ibid: 92). Furthermore, the application of the human mind's unlimited conceptual abilities to our

Deforestation of the Amazon from a Constructivist Lens and the Need for a Global Effort
The continued deforestation in the Amazon rainforest in Brazil, and many others like it around the
world has been of major concern on the global stage. Concern has increased as climate change has
intensified annually, mostly caused by human affluence and manmade pollution as is known in the
twenty–first century. Therefore, as mentioned previously, I will analyze deforestation of the amazon
rainforest and why it should be reversed via a global effort through the constructive theory lens. I
will give a brief background on this deforestation and how it affects climate change, pollution,
weather, indigenous communities and the flora and fauna within it.
The Amazon rainforest being the world's largest rainforest has as of 2012, lost over a fifth of its
forest cover (Renwick, 2017), what used to be the largest carbon sink has now reversed as mass
deforestation and soil degradation has occurred, releasing more carbon dioxide into the atmosphere.

Statecraft refers to "the methods and tools that national leaders use to achieve the national interests
of a state," (Lamy, 2015).
Morgenthau presents the limitations of the US in changing the behaviour of the Soviet Union to
demonstrate that other than means of soft power, defined by Lamy as the "influence and authority
deriving from the attraction that a country's political, social and economic ideas, beliefs and
practices have for people living in other countries," (Lamy, 2015) little can be done by outside
forces (i.e., the US) to alter the behaviour of another nation.
The second weakness presented by Morgenthau is a state's tendency to follow national interest, of
which human rights is not of the top priority. "The principle of the defence of human rights cannot
be consistently applied in foreign policy because it can and it must come in conflict with other

relations theory often used to both describe and predict trends and characteristics of the global
political landscape. The 'new' liberal institutionalist school of international relations theory owes it

Depending on the livestock system and the level of integration of crops and livestock, manure use as
a fertilizer might vary. Seré and Steinfeld (1996) classified world livestock production systems into
four main types, which are all prevalent in sub–Saharan Africa and which can be associated with
different feeding and manure management practices:
a) Grassland–based systems, where more than 90% of the dry matter fed to animals comes from
rangelands, pastures or home–grown forages. In sub–Saharan Africa, these are the most common
ruminant production systems accounting for 88% of total livestock resources in sub–Saharan Africa
(Otte and Chilonda 2002). Due to their dependence on natural rain fed pastures, the great annual
variability in the amount of nutrients in the pastures directly affect the quality of food ingested
(Jabbar 2008). During the dry periods, animals in this system feed on low quality grass and straw

from different eras developed their movement and how they each had a different style. The two
artists examined are from the same family, they are father Bob Marley and son Ziggy Marley. We
examine how they both essentially had a different voice yet still held onto the roots of reggae.

bearings from kindergarten through adulthood (Campbell, Ramey, Pungello, Sparling, & Miller–

Being able to read and write to think clearly and to communicate effectively is crucial to success in

Exposure to oral and written language and through utilization of prior knowledge and language
