Throughout his 30+ year career, James has demonstrated leadership success as a visionary and strategic change champion by driving
contracts, supply chain, and project management for global initiatives and projects valued up to $2.5 Billion Dollars. Summarizing his
history of exceptional achievements, he has maximized purchasing power, delivered key cost savings, and engineered and executed
complex contracts in excess of $500M in value for commercial, international, federal, and construction projects.
An executive-level Contracts, Supply Chain, and Project Manager, James has played a pivotal role in enabling organizations in the
Defense, Telecommunications, Engineering, Utilities, Power, Mining, Renewable Energy and EPC and EPCM Construction
industries to attain core objectives. With strong exposure to these industries, he offers multifaceted insights and experiences to
generate superior results and enhance project performance. His strong knowledge of commercial, federal, international, and
construction terms and conditions, coupled with his experience as an Owner’s representative, Buyer, and Seller, make James an
excellent Contract Negotiator with a proven record in successful negotiations, risk mitigation, increased profits, and decreased costs.
In his most recent position, he served as Senior Contracts Manager for Lean Sourcing LLC, providing training, coaching and
mentoring to four direct reports on commercial and construction contracting on PSE&G’s Northeast Reliability Grid Project in
Northern New Jersey.
Before that, he served as Purchasing Director – Future Projects for Abengoa’s United States subsidiary, Abeinsa EPC in Phoenix,
AZ,where he led procurement efforts on Power Generation Plant EPC Construction and Biomass Conversion projects.
He has served as Services Commodity Manager for SunPower Corporation, and Antelope Valley Solar Project (AVSP)
Procurement Leader, managing all Services Procurement for SunPower's EPC Procurement team, including sales support,
strategic sourcing, strategic planning, contract and subcontract negotiations, and pre-award and post-award contract and
subcontract management on large scale solar array EPC projects in the Mohave Desert's Antelope Valley near Los Angeles.
The 579-megawatt Antelope Valley Solar Projects (AVSP) consist of two co-located projects in Kern and Los Angeles
Counties in California, that together, form the largest permitted solar photovoltaic power development in the world.
He served as a Project Contracts Supervisor for Rio Tinto’s Resolution Copper Mining LLC in Superior, AZ.
He also completed a six month contractor assignment for System One where he served as a Senior Contract Review Analyst for
Westinghouse Electric Company's Nuclear Power Plants Division in Cranberry Township, PA.
Prior to these, James laid the foundation and led multiple Engineering, Procurement, and Construction projects for the Lower
Colorado River Authority (LCRA), the provider of energy, water, and community services throughout Central Texas. One of the
projects included spearheading a $191M+ installation of Flue Gas Desulphurization (FGD) scrubber at the Fayette Power Plant in
LaGrange, Texas. Working as a Senior Contract Specialist through Think Resources, a placement agency specializing in sourcing
contracts and supply chain personnel, James uncovered and seized the opportunity to generate $100K+ in savings within 6 months of
start date by negotiating construction proposal terms with bidding suppliers.
Prior to the above in 2006, he was named Senior Procurement Specialist II, Industrial Client Group for CH2M Hill Lockwood
Greene, a $6.4B global leader in engineering, consulting, construction, and operations services. James excelled at directing efforts to
enable the company to create, secure, and capitalize on competitive bidding opportunities. To achieve this, he leveraged his unique
industry insight into area subcontractors, vendors, and suppliers. Among his different achievements in this position, he co-led all
Southwest Regional procurement activities and played a pivotal role in the success of projects with values ranging from $5M to
$100M.
At Kellogg Brown & Root (KBR), a premier provider of engineering, construction, and additional services to clients within the
energy, hydrocarbon, government services, and civil infrastructure sectors, he served as Senior Subcontract Administrator. In this
role, he led subcontract administration for a $200M+ design-and-build EPC initiative at Cape Canaveral, Florida, for the United
States Air Force National Reconnaissance Office (NRO). Additionally, he contributed to EPC projects at Vandenberg Air Force Base,
California; Cape Canaveral, Florida; Guantanamo Bay, Cuba; Guam, Puerto Rico, and Indonesia.

2. Before joining Kellogg Brown & Root (KBR), James served in a similar role holding the same title of Senior Subcontract
Administrator for Cape Environmental, a smaller international provider of engineering, construction, and operations services to
government and commercial clients. With this experience he gained exposure in working for a mid-sized business, a vast difference
from his previous employers, Lucent Technologies and Reliant Energy.
While at Lucent Technologies, James spearheaded contract development and negotiations functions for projects targeting Fortune 100
companies and valued at up to $500M. A year earlier, he served as EPC Contract Manager for Reliant Energy, where he oversaw the
administration of a $350M EPC contract to construct a 650MW combined cycle gas plant.
From 1995 to 2001, James was a senior-ranking manager in the areas of procurement and contract management for such global
companies as Duke/Fluor Daniel and Central and South West Services, Inc. The latter was a publicly-traded Fortune 500 utility
holding company with approximately 30 power generating plants and 4 electrical operating companies in the Southwest. It was
acquired by American Electric Power in 2000. During 1995 to 2000, James served as the Contract Manager for all major contracts
and procurement for West Texas Utilities Company and Public Service Company of Oklahoma.
A breakdown of his achievements in these roles included: authoring, negotiating, and administering 38 subcontracts with a total value
of $72M+ for Duke/Fluor Daniel; and achieving $1.2M+ in savings by facilitating efforts to centralize the procurement operations of
4 utility companies within 18 months for Central and South West Services, Inc. In addition, for 5 years he served as Contracts
Manager for all major contracts for the 15 power plants of West Texas Utilities Company and Public Service Company of Oklahoma.
Prior to these, James served in a variety of Contracts and Purchasing roles, in the municipal, county, state planning region,
telecommunications, and defense industries on multimillion dollar projects including highly classified DOD aircraft repair,
reconnaissance, and Command, Control, Communications, and Intelligence projects.
James is a dynamic executive with the ability to establish the vision and direction of commercial, international, federal, and
construction projects, as well as driving change to achieve performance improvements and expense reductions. His demonstrated
track record in developing innovative solutions and surpassing expectations, while improving the bottom-line are further evidence of
his passionate leadership style.
He undertook and completed rigorous MBA coursework at Texas Tech University. Additionally, he is a Certified Construction
Documents Technologist (CDT) and holds Construction Specification Institute (CSI) certification.
