EXPERIENCE:
Mr. Bonar’s knowledge of the Construction Industry has
been gained as a General Contractor in the public/private
market for 8 years and 10 years as a Developer/General
Contractor in the Industrial and Office market. He has held
positions as an Owners Representative on a Major
Petroleum Refinery Project and on Unit Expansions and
Upgrades. Construction Management experience includes
the initial Emergency Construction Management at Cal-
State Northridge following the 1994 earthquake and on the
Los Angeles Unified Bond B School Construction and
Renovation Program. Mr. Bonar also provided
Construction Management Services to complete a troubled
Casino/Hotel Project.
As Southwest Regional President for Construction Risk
Technology, Inc, a national construction claims consulting
firm serving the surety and construction industries, He
continued to provide Litigation Support and Expert Witness
Services on the Casino/Hotel Project.

Housing tract in San Clemente with construction defects
related to geotechnical and contract compliance issues .
Bel Air Residence
$18 Million Dollar residence with claimed Construction
Defects involving drainage, hillside slippage of the
property, structural, and water intrusion at windows and
precast elements.
Bella Rosa Condominiums
20 acre condominium complex in Anthem, Arizona, where
the Engineered Topographic Survey was 1.5 feet in error
resulting in the unanticipated export of cut on a grading
plan that was to be balanced.
Charter School
Charter School on a California State University LA campus
constructed as a $10 Million dollar Design Build with
resultant dispute between Architect client and Contractor.
Saint Gobain Madera, Ca
Glass furnace crown fell causing delay in completion and
resulted in repair and delay damages due to faulty
fabrication not in compliance with contract documents.

Street Waste Water Treatment Plant: Expert
Witness and Construction Consultant representing the
Contractor on a $125 million dollar Treatment Plant for the
City of Phoenix, involving termination; claims; delay;
payment; and incomplete, defective and deficient work.
Cardiff by the Sea Residence
Benedict Canyon Residence
Santa Maria High School: Expert Witness on construction
defect litigation involving the Aluminum Glass and Glazing
Window and Storefront System.

Silver Lake Residence
Commerce Casino and Hotel: Construction Manager for
this $30 million dollar Casino and High Rise Hotel project
troubled by General Contractor delays resulting in a cost of
$54 million. As the Owners Rep returned momentum to
the project for through problem resolution, payments,
change order settlements, scheduling and leadership. On
completion of the project, Expert Witness Services were
provided for litigation support on the resultant Legal
actions.

Los Angeles Unified School District, Bond B
Construction and Renovation Program: Project
Manager on Operation Area Number 7 consisting of 100
schools and approximately 460 projects worth $250 million.
This $2.4 billion dollar 5 year program included new
construction, modernization and deferred maintenance
projects with a staff of 31 construction managers,
schedulers, estimators, document control, contact
administrators and support personnel. Services provided
included project scope development, design selection and
management bid and award and site construction
management.
General Manager Construction Division, CMTS, Inc.: As
General Manager management duties included, estimating,
subcontracting, accounting, personnel, business
development and field operations. The Division self
performed structural concrete while subcontracting other
trades.
Claims/Estimating at Ontario International Airport: As
a member of the Bechtel Infrastructure Corporation
Construction Management Team for the project, estimated,
reviewed and negotiated contractor claims.
Project Manager, CMTS Construction Management at
California State Northridge: Project Manager for
emergency earthquake repairs at California State
University, Northridge. Directed a staff of 90 performing
program management, project management, document
control, scheduling (primavera), safety, accounting and
inspection. Damage to over 100 buildings was managed at
a cost of $85 million.
President, Westway Contractors, Inc.: Responsible for
all construction operations for Westway Contractors, which
constructed projects for the parent development
corporation(s); design/ build projects for outside clients and
structural concrete works in the public sector. Responsible
for projects from purchase of land thru occupancy by
tenants. This included preliminary site evaluation and
estimates, design coordination and value engineering,
environmental reports, entitlements, subcontracting and
field management of project and staff. Westway self
performed structural and tilt-up concrete on associated
development projects and as a subcontractor for others
.
Los Angeles International Airport, Remote Terminals &
Taxiways, Brutoco Engineering & Construction:
Managed Remote Terminal and Taxiway Project at LAX,
completing an $8 million contract in 8 months. Supervised
or directed scheduling, change orders, subcontractors,
progress billings and field personnel performing earthwork,
base, concrete paving, structural concrete and
underground utilities. Concrete Paving operations were
accomplished thru a combination of subcontracted placing
and company batch plant.
Partner, Magnus Company, General Contractor:
Founded a public works general contracting firm and
guided its growth to contracts of $1 million and a volume of
$5 million per year. Managed or oversaw accounting,
bonding, legal and insurance. In addition, coordinated
estimating and bidding process to a proposal and contract
with owner. The organization self performed rough
carpentry and structural concrete with a force of four
superintendents and twenty craftsman.
Project Manager, August Company, General
Contractor: Managed multiple projects, field personnel
and subcontractors for a public works building contractor.
Coordinated project RFI’s with Owner, Architect or
Engineer to resolve plan and specification discrepancies or
clarifications. Negotiated subcontracts, purchase orders,
and change orders. Reviewed and approved monthly
progress billings to owners and payments to
subcontractors and vendors. Developed and maintained
schedules with project superintendents and monitored
adherence. Participated in estimating and bidding projects.
Initiated and maintained positive client relationships.
Project Engineer, Atlantic Richfield Company, Carson,
California and Bellingham, Washington: Designed,
budgeted, scheduled, and inspected waste water treatment
facility for refinery effluent. Monitored conformance to
plans and specification as construction engineer on refinery
project and initiated and reviewed field changes. Managed
fractionator, gas recovery and utilities units on shale oil
project as project engineer, coordinating design efforts to
incorporate company standards and specific plant
requirements.
