Although the system has it's flaws still, much more obstacles have been cleared prior to the 9/11 attacks on the United States. With intelligence sharing a critical piece of the safety of the United States, Congress decided to pass a law creating intelligence and information sharing a must. "The 9/11 attacks provided the impetus to pass significant anti-terrorism legislation - the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001 (USA PATRIOT Act) - to overcome the obstacles posed by the "wall" that inhibited coordination between law enforcement and intelligence". (Burch, 2008) With the Patriot Act being set into motion, law enforcement agencies must obey certain laws on intelligence sharing closing the gap between these agencies, but not necessarily fixing the intelligence sharing completely. Week One – Risk and the All Hazards Approach It seems logical for a course dedicated to the examination of risks, threats and consequences to begin the first segment with addressing the definitions of those terms. They are not as well understood as some might think. So, what are risks, threats and consequences, and how do they apply to the homeland security field? Let us first establish that homeland security is not a sole function or responsibility of the federal government. The Department of Homeland Security (DHS) defines risk in the 2014 Quadrennial Homeland Security Review as a, “function of the likelihood and potential impacts of different homeland security threats and hazards” (DHS, 2014, p. 15). In order to address the issue of risk in a planned and proactive manner, a formula has been developed by DHS and is utilized by those within the homeland security enterprise. This formula is written as: R (risk) = T (threat) x V (vulnerability) x C (consequence). This formula has been transformed and updated throughout the years in order to address the ever-changing landscape of homeland security. Yet, even in its current form, many feel it has an inherent difficulty in that it implies a strict mathematical function can be taken to address the many hazards our country faces; wherein numeric representations of threat, vulnerability and consequences are simply multiplied with one another. No such function exists; but the formula does serve a very useful purpose in displaying the concept that risk is a composite element of various components and factors that must be considered both independently and collectively. Perceived risk is an important predictor of agencies taking steps to improve their level of preparedness. Specifically, law enforcement agencies that perceived the risk of future terrorist attacks in their jurisdictions to be higher are more likely to undertake steps to improve their preparedness. Although the size of a jurisdiction and the level of perceived risk are predictive of law enforcement’s undertaking preparedness activities, level of risk is a better predictor of receipt of funding. Law enforcement agencies vary substantially in their approach to preparedness and in their support needs. In addition, perceived risk is predictive of agencies taking steps to improve their preparedness, regardless of county size. This suggests that future programmatic support at the federal, state, and local levels will need to be tailored to account for these differences, and that any effort to model or develop objective measures of overall U.S. preparedness will also need to account for differences in risk levels. Returning Warriors Organization (RWO) Returning Warriors Organization (RWO) is a rapidly-growing association in Washington, DC. Last year, Vietnam veteran William Jones has held the CEO role of the organization which has more than doubled in membership. It now has over 3,000 members and has added Cassandra Jenkins as Director. Prior to the rapid growth, most of RWO’s records have been in paper format. However, the organization’s business manager, Regina Collins, has emphasized the need for a computerized system to help meet its information needs and to manage activities.
