This presentation shows the results of an in depth mapping done in June 2014 by Matteo Uggeri for the EU funded project POERUP. The analysis investigates the existance of government policies at a national or regional level for the use of Open Educational Resources (OER). Moreover, also the singular initiatives have been listed and shortly described. The research investigated both the school and the university sector, including MOOCs. The slides include screen-captures of most of the cases listed.

The education sector globally is facing a lot of challenges: the challenge of numbers, of relevance, of quality, of access, of costs and of speed. The solution to these multiple challenges probably lies in a number of disruptive innovative solutions. These include inculcating self-learning (building on meta-cognition), measuring learning, collaborative and co-operative learning, personalisation of learning and learning analytics. However, in addition to new systems or technologies, we need a fundamental change of perspective. A very promising technological and pedagogical model that has received a lot of attention during the last few years and adoption by Stanford, Harvard, Duke and almost 100 of the world's top ranking Universities to teach millions of learners is that of the MOOC. The Open Educational Resources have become an important part of educational delivery. The establishment of OER University is a milestone in that direction. There are hundreds of OER repositories to allow teachers and students to use, and adopt content. Keeping in view the significance of OERs, we organized The OER MOOC with the purpose to enhance knowledge about OERs and to equip for effective use and adopt OERs in ones programs as well as to be able to create your own OERs and contribute to the pool of OER resources. We further wanted to explore the potential of MOOCs to create a model of simultaneously teaching on-site and off-site learners, using synchronous and a-synchronous teacher learner interactions to deliver high quality learning to large numbers, maybe evolve a model for a classroom of 10,000 learners. In this study, we shall elaborate on our methodology, outcomes and the impact factors The OER MOOC had on the learners.

Discover the Kisan Call Centre: Your Gateway to Agricultural Assistance KISAN CALL CENTRE In order to harness the potential of ICT in Agriculture, Ministry of Agriculture & Farmers Welfare launched the scheme “Kisan Call Centres” (KCCs) on January 21, 2004. Main aim of the scheme is to answer farmers’ queries on a telephone call in their own language. These call centres are working in 21 different locations in the country covering all the States and UTs. A countrywide common eleven digit Toll Free Number 1800-180-1551 has been allotted for Kisan Call Centre. This number is accessible through mobile phones and landlines of all telecom networks including private service providers. Replies to the farmers’ queries are given in 22 local languages. Kisan Call Centre services are available from 6.00 AM to 10.00 PM on all seven days of the week at each KCC location. Kisan Call Centre agents known as Farm Tele Advisors (FTAs), who are graduate or above (i.e. PG or Doctorate) in Agriculture or allied sectors (Horticulture, Animal Husbandry, Fisheries, Poultry, Bee-Keeping, Sericulture, Aquaculture, Agricultural Engineering, Agricultural Marketing, Bio-Technology, Home Science, etc.) and possess excellent communication skills in respective local language. Queries which cannot be answered by FTAs are transferred to higher level experts. These experts are Subject Matter Specialists (SMSs) of State Departments of Agriculture (SDAs), ICAR Institutes, KVKs and State Agricultural Universities (SAUs). A Kisan Knowledge Management System (KKMS) has been developed to capture all the details of the caller and sending gist of answer given through SMS. KKMS has its independent website : http://dackkms.gov.in. The KCC, FTAs working at various KCC locations throughout the country have access to this website through their specific IDs and password provided to them. Brief history of online learning in Laurea

1999 Online learning started at Laurea with 20 credits of open UAS studies. First courses where based on web pages and e-mail. 2000 2010 2014 A BRIEF HISTORY OF ONLINE LEARNING AT LAUREA During this decade Learning Management Systems (LMS) and web conferencing tools entered higher education. Optima was born. Finnish Online UAS was established. Social media became part of business and everyday life. Laurea trained teachers how to plan and run online courses. Online guidance and lectures started. Most of the courses where blended learning, some only online. The focus was on teachers and their pedagogical choices. The decade started with the revolution of digitalization in all areas of society. Massive open online (MOOC) courses entered to the market. Finnish Online UAS was closed down, but other cross- institutional online studies become investments for the future e.g. FUAS eCampus and the strategic alliance of Haaga-Helia, Laurea and Metropolia. Mobile technology, online presence, cloud services and Bring Your Own Device (BYOD) become part of daily life in higher education. The idea of Personal Learning Environment was spreading. DigiTeam was established. Teacher training, online course production, videos and support where provided with standard quality requirements inside Laurea. There was significant growth of credits earned via online courses (30 % from 2015 to 2016). Online Bachelor Degree in Business Management was redesigned.
