1. PURPOSE
The purpose of this method statement is to defined, establish and maintain the documented
procedure to be adopted to carry out weld joint internal cleaning using portable grinder tool to
remove only sharp edges prior to start Fusion Bond Epoxy (FBE) internal coating.
2. SCOPE
The scope of this work instruction applies to set out minimum requirements for internal cleaning
using grinder tools to remove sharp edges of internal girth weld joint of the pipe before Fusion
Bond Epoxy coating application. The scope of works covers the pipe diameter of 24”, 30”, and
32’ and 36”. This method statement includes the HSE requirements to carry out the job in safe
manner.

5. KEY PROJECT TEAM AND JOB DESCRIPTION:
5.1 Site Engineer.
He will report to Construction Manager and responsible for the work execution and his
maximum HSE responsibilities to carry out the task safely.
Implementation of safe work procedure under his assignment.
Make workers understand completely all instruction to carry out the job safely.
Ensure that PTW system adhered.
Ensure that all equipment to be use are approved meeting the KOC.SA
5.2 Worksite Supervisor.
He will report to Site Engineer and his primary responsibilities is to ensure that the work
is carried out under his supervision and carried out in safe manner.
He shall ensure that risk are identifies and assessed under his control.
Identify HSE problems and initiate preventive control.
Ensure that JSA prepared and discuss to workers.
Ensure that proper PPE issued to worker.
Ensure that tool box meeting conducted before start of work.
Ensure that welfare facilities provided.
Ensure that a Permit to Work is available and approved for the job.

Ensure that he will stay at work on full time basis and will assigned competent person in
case of urgent and circumstantial situation.
Responsible for the area in highest level of housekeeping.
Responsible for reporting all incident and near misses to HSE Manager.
Ensure that safe work platform and access are available and in safe and good condition..
5.3 HSE Engineer.
Support the Site Engineer and Work Site Supervisor and his HSE team.
Responsible for application of all HSE requirements related to the job.
Responsible for application of applicable codes & standards.
Review Risk Assessment and JSA.
Attend tool box meeting.
Ensure that HSE requirements such as PPE and trainings are provided and conducted .
Ensure that emergency and rescue plans understood by everybody including response
plans in case of untoward incidents.
Ensure that HSE coverage during work execution available.
Ensure that HSE related problems are coordinated and informed to project Site HSE
Manager
a) Contractor to will provide safe work access and working platform.
6. ACTIVITY DETAILS:
To execute the Fusion Bond Epoxy coating for the field joints, and as per requested from
the painting subcontractor to make field joint free from sharp edges and spatters which
shall be removed only by abrasive grinding tools without touching weld root.
The method of cleaning is by manual entry inside pipe at a maximum distance of 12.0
meter from the edge.
The person will wiggled only with the aid of a crawler trolley. The wheel of trolley should
be of rubber to prevent damage on the internal surface coating of the Pipe.
The person is tied to a rope to be utilize dray back if there unforeseen circumstances
and at the same time rope will use a means of communication between the person and
the hole watch man.
The person will wear disposable cover all and will use face shield, eye goggle and ear
muff.
Pneumatic grinder will be use to avoid potential electric shock and electrocution.
An LEV local exhaust ventilator will be installed in the opposite end of the pipe to
maintain a normal and clean supply of oxygen inside the pipe.
Portable light will be use for lighting and illumination inside.
7. INSPECTION
The final work shall be checked by the Quality Inspector, Site Engineer/Client
Representative.

All activities shall be supervised and verified by Site Engineer/Client Representative.
Site Engineer/Client Representative shall inspect and approve final finishing of
installation work.
Site inspector shall advise for additional NDE in case of excess grinding up to root.
8. SAFETY
a) All employees involved shall undergo/attend HSE Induction and work at height training.
b) Work Permit will be prepared prior to start of works.
c) JSA will be prepare and discuss to workers.
d) Tool Box Meeting will be conducted daily by worksite supervisor in different languages.
e) All required PPE will be provided including high visibility vest to ensure workers safety.
f) Emergency & Rescue plan & equipment shall be prepared and involved key personnel for
implementation.
g) Safe work platforms will be provided.
h) All equipment to be use shall be in good operating condition and tested and certified by 3rd
party approved institution by company.
i) All operators must have valid driving and certificates to operate equipment involved in the
task.
j) Daily Housekeeping will be conducted.
