Makkah is a truly unique city with global significance to over one fifth of
the world's population. The Makkah Vision, as articulated by HRH Prince
Khaled AI Faisal (Governor of Makkah Region), aims to transform Makkah
into a uniquely modern, beautiful and vibrant city that is deeply rooted in
its cultural and religious heritage and that befits its historical and spiritual
universal importance. A city that “celebrates” Islam and upholds its
values, with reflection on its rich past and a keen eye to a promising
future. By virtue of its historical importance and religious significance,
Makkah is to serve as an honorable and inspiring example of which its
residents, visitors and all Muslims can be proud.

• Makkah Vision aims to transform Makkah to a uniquely modern,
beautiful and vibrant city deeply rooted in its cultural and religious
heritage that befits its historical and spiritual universal importance.
• The Makkah Vision recognizes four focal points:

• Through this Vision, the MMRTC was created to improve the lives and
mobility of Makkah’s residents and visitors.

1. There isn’t any Public Transit network in the city.
2. In 1435H ( 2014) about 12 million pilgrims visit Makkah. This expected to
increase to 26 million pilgrims by 1450H (2030 ).
3. Umrah only will be doubled next year 1437 (2016) to around 12 million.
4. Umarah visa is open all around the year.
5. Umrah & Hajj annual rate +12 %, +6% respectively .
6. The roads infrastructure available and under construction are not able to meet
the current and future traffic demand
7. There are limited parking space available for cars.
8. Mix of use between Cars and Pedestrians is a safety hazard.
9. Current use of Private vehicle cause environmental pollution.
10. Lack of alternative Public Transportation means.
11. Inability to meet the requirements of disable people.

KSA Government
Investment in Makkah
• The King launched third phase of Al Haram expansion on 11 July 2015,
consisting of five projects.
• Land Acquired area 2.2 M (sq.m) – Cost 100 B-SAR
• Cost of Haram extension more than 100 to 110 B-SAR
• Attracting more than 100 B-SAR in investment from public & private
sectors.
• Improving and facilitate Mashaer areas – cost more than 20 B-SAR
• Improving & Developing Jamarat – Cost 6 B-SAR
• King Abdulla project (EMMAR-Makkah )- cost more than 23 B-SAR
• Annual cost to manage Hajj more than 800 M-SAR
• To protect and augment the current investment,
Makkah needs a modern Transportation System.

2. The Network meets the current and future transportation requirements
of residents and visitors
3. Public Transportation will improve the environmental conditions

Therefore there is an urgent need to implement this Project.
Royal Decree
22 RSK Localisation Plan
The Development Commission of Makkah and Mashaaer (DCOMM) appointed
the Makkah Mass Rail Transit Company (MMRTC) to run the Program
Management Office (PMO) for the Makkah Public transport Program (MPTP).
MPTP was approved by the government of the Kingdom of Saudi Arabia by the
Royal Decree (Number 45268 dated 07/10/1433H) to be financed entirely with
public funding.

– The network is designed to start with two connected lines B & C.

Interface & Utility Relocation
 MMRTC conducted coordination meetings with SEC, STC, Water
National Company, AMANAT and DCOMM regarding utility
relocation. These information and drawings were collected in the
Preliminary Design and later provided in the RFP.
 Detailed Utility Relocation plan and methodology will be developed
by the Design and Build Civil Contractors according to their design,
schedule and the RFP requirements.

Phase1 - MPTP System
• CBTC Moving block - the MMRT system allowing to operate either
• The system design shall be operational in any of the GoA2, GoA3,
and GoA4 modes depending on the operational requirements
envisioned and experienced throughout the year.

  • 4. Makkah Vision 4 RSK Localisation Plan Makkah is a truly unique city with global significance to over one fifth of the world's population. The Makkah Vision, as articulated by HRH Prince Khaled AI Faisal (Governor of Makkah Region), aims to transform Makkah into a uniquely modern, beautiful and vibrant city that is deeply rooted in its cultural and religious heritage and that befits its historical and spiritual universal importance. A city that “celebrates” Islam and upholds its values, with reflection on its rich past and a keen eye to a promising future.   • 9. Public Transportation issues in Makkah 9 RSK Localisation Plan 1. There isn’t any Public Transit network in the city. 2. In 1435H ( 2014) about 12 million pilgrims visit Makkah. This expected to increase to 26 million pilgrims by 1450H (2030 ). 3. Umrah only will be doubled next year 1437 (2016) to around 12 million. 4. Umarah visa is open all around the year. 5. Umrah & Hajj annual rate +12 %, +6% respectively . 6. The roads infrastructure available and under construction are not able to meet the current and future traffic demand 7. There are limited parking space available for cars. 8. Mix of use between Cars and Pedestrians is a safety hazard. 9. Current use of Private vehicle cause environmental pollution. 10. Lack of alternative Public Transportation means. 11. Inability to meet the requirements of disable people.

An Overview - RSK 15 KSA Government Investment in Makkah • The King launched third phase of Al Haram expansion on 11 July 2015, consisting of five projects. • Land Acquired area 2.2 M (sq.m) – Cost 100 B-SAR • Cost of Haram extension more than 100 to 110 B-SAR • Attracting more than 100 B-SAR in investment from public & private sectors. • Improving and facilitate Mashaer areas – cost more than 20 B-SAR • Improving & Developing Jamarat – Cost 6 B-SAR • King Abdulla project (EMMAR-Makkah )- cost more than 23 B-SAR • Annual cost to manage Hajj more than 800 M-SAR • To protect and augment the current investment, Makkah needs a modern Transportation System.

  • 21. Main Conclusions of the Feasibility Studies 21 RSK Localisation Plan 1. The Public Transportation Network is technically feasible & essential 2. The Network meets the current and future transportation requirements of residents and visitors 3. Public Transportation will improve the environmental conditions 4. Public Transportation will support the growth of the City and its economy Therefore there is an urgent need to implement this Project.

Royal Decree 22 RSK Localisation Plan The Development Commission of Makkah and Mashaaer (DCOMM) appointed the Makkah Mass Rail Transit Company (MMRTC) to run the Program Management Office (PMO) for the Makkah Public transport Program (MPTP). MPTP was approved by the government of the Kingdom of Saudi Arabia by the Royal Decree (Number 45268 dated 07/10/1433H) to be financed entirely with public funding.

  • 29. An Overview - CW1 & CW2 29 Interface & Utility Relocation  MMRTC conducted coordination meetings with SEC, STC, Water National Company, AMANAT and DCOMM regarding utility relocation. These information and drawings were collected in the Preliminary Design and later provided in the RFP.  Detailed Utility Relocation plan and methodology will be developed by the Design and Build Civil Contractors according to their design, schedule and the RFP requirements.
