What is Strategic Partnership?
The co-operative relationships that exist between the
people in the partner organisations in particular,
those boundary-spanning personnel who share goals,
objectives and have common agreement on norms,
work roles and the nature of social relationships.
Central of the effectiveness of networked
organisations, where the organization can extend its
capability through loosely coupling internal and
external units is a company’s “collaborative
advantage”.
INTRODUCTION
A good strategic partnership must have appropriate
documentation with specifications, project plans,
business plans and other information are needed for
effective management and development of the
relationship (McLennan & Troutbeck, 2002).
The organization should review the strategic direction of
the organization.
They have to decide on the best type of relationship for
the situation.
They need to assess the readiness of your team for
partnering.
The organization need to engage with their partners.
The organization need to undertake a scoping workshop
with partners by review current and future states.
Take the GO/NO GO decision based on the decision above.
Process of developing strategic
partnership
Objectives:
1) To equip at least six selected schools with essential
hardware, software, and information.
2) To develop a design and implementation approach that
addresses the sustainability issue.
3) To develop a strategy for extending the schools ICT
facility to the community with a view to bridging the
digital divide more effectively.
4) To build capacity of selected school staff, teachers,
students, parents and community members to not only
use ICT in a manner that improves their lives but also to
train their peers and to transfer the knowledge as widely
as possible.
E-Learning for Life: Strategic Partnership of
Ministry of Education, Coca-Cola & UNDP
The Task Force is formed consist of the Ministry, Coca-Cola
Malaysia, UNDP & Asia-Pacific Development Information
Programme (APDIP).
Some of the criteria for the selected schools are
commitment of school and community members,
commitment of teachers and trainers to impart ICT training
to students & community and interest from community
associations to support the project.
It provides guidelines and techniques for building lesson
plans, structuring the topic of lesson plans, building
templates, enriching the lesson plans through
incorporating effective learning principles. This is followed
by empowering the lesson plans with multimedia
technologies like Power Point, video & computer products.
Implementation & Strategies:
As for the trainer programme, the effort is meant to engage
teachers from multiple subjects and areas of the country. Those
teachers will be responsible for training other teachers. This
project proposes to train teachers to teach computer literacy
courses as well as apply ICT as a teaching tool. It is necessary to
train students on the use of computer-based information. The
project also aimed to train community members, including
parents, on the use of ICT in a way that creates new learning as
well as new social and economic opportunities for themselves
and their children and also for the community at large.
For websites and portals, the project proposes to get the end-
users directly involved in the process. This is an important
aspect of learning as it allows trainees to actualize or
demonstrate the application of new knowledge, tools and skills
they acquired. The websites and portals developed under this
project would be designed in a way that is visually easy and fun
to use. It is proposed that each school create its own website
and that the websites of all schools be linked to a central of
School Portal.
Strength
1) Supportive Government Policy
For example: Public-Private Partnership Policy
- help to utilize the private sector’s source of finance
alternatively besides gaining the benefits of
successful skills and management
2) Financial Stability of Coca Cola Far East Ltd
- Provides infrastructure
- Partnership with other agencies
(FAM, OCM, Ministry of Sports etc)
EVALUATION
Weakness
1) The program is not implemented to all schools
-focus on 6 selected schools in Malaysia
-the progress of the students will be different
2)The program needs continuous monitoring
-incurred high cost to buy the expensive tools
-the MOE need to make sure the program always
shows the positive progress that can benefit both
parties in this strategic partnership.
Opportunity
1)Attract other organization to join with MOE in
strategic partnership
-when the program able to meet the objective, others
organization will trust the MOE for cooperate in
others program
-enhance the image of the MOE and MOE can conduct
more programs for the students
Threat/Challenge
1) Public Acceptance
- Focus only on specific schools
- Dissatisfaction among public because the project is
not extended to all schools
In conclusion, the strategic partnership must focus to
achieve their goals in an effective way so that all of the
public will be able to enjoy the benefits. The strategic
partnership can help both organizations improve their
performance. It is important to all of the public sector to
have strategic partnership to make sure they can collaborate
with the others sectors to make them become more
productive and efficient in delivering their services to the
public.

STRATEGIC PARTNERSHIP BETWEEN MINISTRY OF EDUCATION & COCA COLA

  • 2. What is Strategic Partnership? The co-operative relationships that exist between the people in the partner organisations in particular, those boundary-spanning personnel who share goals, objectives and have common agreement on norms, work roles and the nature of social relationships. Central of the effectiveness of networked organisations, where the organization can extend its capability through loosely coupling internal and external units is a company’s “collaborative advantage”.   • 3. A good strategic partnership must have appropriate documentation with specifications, project plans, business plans and other information are needed for effective management and development of the relationship (McLennan & Troutbeck, 2002).
  • 4. The organization should review the strategic direction of the organization. They have to decide on the best type of relationship for the situation. They need to assess the readiness of your team for partnering. The organization need to engage with their partners. The organization need to undertake a scoping workshop with partners by review current and future states. Take the GO/NO GO decision based on the decision above. Objectives: 1) To equip at least six selected schools with essential hardware, software, and information. 2) To develop a design and implementation approach that addresses the sustainability issue. 3) To develop a strategy for extending the schools ICT facility to the community with a view to bridging the digital divide more effectively. 4) To build capacity of selected school staff, teachers, students, parents and community members to not only use ICT in a manner that improves their lives but also to train their peers and to transfer the knowledge as widely as possible.   • 6. The Task Force is formed consist of the Ministry, Coca-Cola Malaysia, UNDP & Asia-Pacific Development Information Programme (APDIP). Some of the criteria for the selected schools are commitment of school and community members, commitment of teachers and trainers to impart ICT training to students & community and interest from community associations to support the project. It provides guidelines and techniques for building lesson plans, structuring the topic of lesson plans, building templates, enriching the lesson plans through incorporating effective learning principles. This is followed by empowering the lesson plans with multimedia technologies like Power Point, video & computer products. Implementation & Strategies:
  • 7. As for the trainer programme, the effort is meant to engage teachers from multiple subjects and areas of the country. Those teachers will be responsible for training other teachers. This project proposes to train teachers to teach computer literacy courses as well as apply ICT as a teaching tool. It is necessary to train students on the use of computer-based information. The project also aimed to train community members, including parents, on the use of ICT in a way that creates new learning as well as new social and economic opportunities for themselves and their children and also for the community at large. For websites and portals, the project proposes to get the end- users directly involved in the process. This is an important aspect of learning as it allows trainees to actualize or demonstrate the application of new knowledge, tools and skills they acquired. The websites and portals developed under this project would be designed in a way that is visually easy and fun to use. It is proposed that each school create its own website and that the websites of all schools be linked to a central of School Portal.

Strength 1) Supportive Government Policy For example: Public-Private Partnership Policy - help to utilize the private sector’s source of finance alternatively besides gaining the benefits of successful skills and management 2) Financial Stability of Coca Cola Far East Ltd - Provides infrastructure - Partnership with other agencies (FAM, OCM, Ministry of Sports etc) EVALUATION

Weakness 1) The program is not implemented to all schools -focus on 6 selected schools in Malaysia -the progress of the students will be different 2)The program needs continuous monitoring -incurred high cost to buy the expensive tools -the MOE need to make sure the program always shows the positive progress that can benefit both parties in this strategic partnership.
  • 10. Opportunity 1)Attract other organization to join with MOE in strategic partnership -when the program able to meet the objective, others organization will trust the MOE for cooperate in others program -enhance the image of the MOE and MOE can conduct more programs for the students
  • 11. Threat/Challenge 1) Public Acceptance - Focus only on specific schools - Dissatisfaction among public because the project is not extended to all schools
  • 12. In conclusion, the strategic partnership must focus to achieve their goals in an effective way so that all of the public will be able to enjoy the benefits. The strategic partnership can help both organizations improve their performance. It is important to all of the public sector to have strategic partnership to make sure they can collaborate with the others sectors to make them become more productive and efficient in delivering their services to the public.
