This document discusses a study on implementing a STEM learning model based on the local Balinese wisdom of "Tri Pramana" to improve scientific literacy and character building. The study was conducted with 30 tenth grade students in Indonesia. Results found that implementing the STEM model improved students' science literacy from a 77.6% average in the first cycle to an 89.8% average in the second cycle. Character building scores also increased from 75% to 90% between cycles. The study concluded that implementing a STEM model based on local Balinese wisdom can effectively improve both science literacy and character building among students.

2. INTRODUCTION
The development of science and
technology (IPTEK) is currently
happening very rapidly and affect
all aspects of community life
This STEM learning model, based on local
wisdom concept of Bali Tri Pramana. This
concept teaches about three ways to gain
knowledge by listening (Sabda Pramana),
observing (Pratyaksa Pramana), and
reasoning (Anumana Pramana). This
concept emphasizes on how the acquisition
of knowledge of students can not only in one
way, but in the three ways already described
above. Thus, student knowledge will also be
attached better and more durable. This
model is expected to improve scientific
literacy and character building
This research will be supported by several
theoretical foundations, namely learning
outcomes, science in primary schools, STEM
model, Tri Pramana, and conventional
learning. Further explanation of the theoretical
point will be described as follows. Learning
outcomes are a change in the behavior and
abilities of a person after receiving a learning
experience that tends toward a better
direction.
5. METODE
The subjects of the study were teachers
and students of class X Package C
Equivalent of SMA PKBM Widya Aksara
Lesson Year 2019/2020 with the number
of students 30 people. This research was
conducted in class X Package C
Equivalent of SMA PKBM Widya Aksara
Lesson Year 2019/2020. This study was
conducted in the odd semester of the
academic year 2019/2020. Three
months implementation time, from
January to June 2020.
6. Analysis
Science literacy data were collected with
multiple choice tests and character building
with kuesioner. The data collected were
analyzed using descriptive statistical analysis
and quantitative descriptive analysis. Learning
in applying STEM model based on Tri Pramana
in this research is said to be successful if there
is an increase of student activity in every
learning from cycle 1 to cycle II and reaching ≥
65%. And the improvement of student learning
outcomes in each learning from cycle 1 to
cycle II reached the value of ≥ 65.
8. RESULT AND DISCUSSION
Results Based on the analysis of classroom
action research data on the first cycle,
students' learning outcomes were 77.6% of
science literation and 75% of character
building. Once converted to a 5-point PAP
guideline, that percentage is in sufficient
criteria. After the improvement in cycle II,
there was an increase of the average
percentage of students' learning
achievement to 89.8% of science literation
and 90% of character building. Once
converted to a 5-point PAP guideline, the
value is at high criteria. This shows that
there is an increase of 12.2% from cycle I to
cycle II.

9. CONCLUSION
Based on the results of classroom action research conducted
in class X PKBM WIDYA AKSARA, the implementation of STEM
based on Tri Pramana can improve OF science literacy and
character building. In the first cycle, the average asience
literation of IPA students was 77.6 the mean percentage was
77.6% and 75% on character building with sufficient predicate. In
the second cycle, there is an increase in the average learning
outcomes to 89.8 with an average percentage of 89.8% and 90%
on character building (high predicate). The difference in learning
outcomes in cycle I and cycle II was 12.2%.
